Regarding the information, the Head of Bali Revenue Depart- ment, ketut Sudira rejected the idea of the existence of the account. He said that with the online system, the tax will directly go to the local account. “We never in contact with the money and all di- rectly enter the account. There are no temporary account in any bank but there are an account before enter the government account,” he added. Sudira said the tax revenue is always increasing every year. In 2011, the revenue was 1.5 trillion rupiah, more than the target which was 1.1 trillion rupiah. The number of vehicles in 2011 was 2.5 million and it is kept increasing. The final official Moto2 pre-season test will be held at Jerez from March 19-21, with the season-opening race in Qatar on April 8.

Britain’s Prince Harry gave Usain Bolt, Jamaica’s champion sprinter, a run for his money Tuesday on the track at the University of the West Indies.

Minutes after teaching the prince the basics of starting, Bolt was sur-prised to see his royal competitor race 50 meters down the track, in what would be described internation-ally as a false start.

“Prince Harry gets a head start, although we are not sure @UsainBolt is really trying,” Clarence House, the official residence for Harry and his father The Prince of Wales, said in a message on Twitter.

Dressed in Jamaica green, gold and black colors, the prince took on the world and Olympic 100 and 200

meter record holder during a tour to mark Queen Elizabeth II’s 60 years on the throne.

Anxious to get a good start, Prince Harry told Bolt to look to his left, then right, and then just took off.

Bolt and the prince then struck the sprinter’s trademark “to the world” pose.

Britain’s Hanah Miley set the fastest time in the women’s the 200m individual medley this year as she sealed her second spot in the British team for the London Olympics at national trials here Tuesday.

Miley won in a time of 2 minutes 10.77 seconds, with So-phie Allen less than a second behind as she edged out Sophie Smith in 2:11.71.

Miley, silver medallist in the 400m individual medley in Beijing four years ago, had already secured her Olympic place

in the 400m medley.“I knew it was going to be a big race on my hands with

so many younger girls coming through and stepping up to the medley,” said the 22 year-old Miley, trained by her father Patrick.

“I recently watched an interview from 2006 when I stated that the breaststroke was my weakest stroke,” said Miley. “We have worked on it since then.”

Allen’s time of 2:11.71 was the third fastest in the world this year and lifted her to second in the British all-time list.

In the men’s competition, Joseph Roebuck recorded the

Canoeing hobbyists of Denpasar seemed to test their capability vivaciously in the watershed of Badung River, precisely in the dam of Ba-dung River located north of Tanah Kilap Temple, Gelogor Carik hamlet, Pemogan.

Saniscara Kliwon, Saturday (Feb 11), was celebrated with various traditions by Hindu devotees in Bali. In Klungkung, for instance, most people organized Nyaagang, a ritual held in front of the entrance gates of their house compound before midday. Most Hindu devo-tees of Klungkung interpreted this ritual as the return of the ancestral spirits to Nirvana. They were believed to come down to earth during the period of Galungan to Kuningan.

According to Jero Mangku Mu-jana, a former chief of Dalem Gede Temple supporting devotees at Gelgel, Klungkung, the ancestral spirits were believed to come down to the mundane world to see their descendants on the Penampahan Galungan. “Penampahan Galun-gan is interpreted as nampe or hosting the coming of the ancestral spirits,” said Jero Mangku.

Offerings presented during the Nyaagang ritual consisted of tipat food offerings included cooked and raw food such as Balinese sausage, fruits and fruit salads put

in front of the house as the food supply for the ancestors. “The Nyaagang tradition is undertaken by Klungkung residents at the cus-tomary village of Gelgel, Satra and some others. It was dominantly executed before midday. Accord-ing to the customary hamlet chief of Jelantik Kuribatu, Tojan village, Made Suryawan, the Nyaagang ritual posed a tribute of the descen-dant to their ancestors.

“Such a tradition is also strengthening the familial rela-tionship as an expression of Hindu devotees to always remember their ancestors,” he said. According to Sundarigama palm-leaf manu-script, the peak of the victory of dharma (truth) against adharma (untruth) was interpreted as the coming down of deities to give blessings in the form of welfare to descendants being still alive on the mundane world.

Arsenal had been left needing to pull off one of the biggest comebacks in European history after suffering a 4-0 first leg thrashing against the Serie A leaders in the San Siro last month.

But first-half goals from Laurent Koscielny, Tomas Rosicky and captain Robin van Persie fired the Gunners into an improbable 3-0 lead which left the Emirates faithful daring to dream that a miracle was on the cards.

Theo Walcott surged down the right flank and fed van Persie, whose shot from a tight angle was well saved by Christian Abbiati.

Arsenal’s relentless pressing and constant harrying prevented Milan from settling into any kind of rhythm. Occasionally the home side fell foul of referee Damir Skomina, the Slovenian official showing yellow cards to Bac-ary Sagna and Kieran Gibbs for fouls on Mark van Bommel and Stephan El Shaarawy respectively.

Yet Arsenal remained firmly in control and van Persie drew another good save from Abbiati with a vicious curling shot that was destined for the top corner.

For once though the Dutchman’s killer touch deserted him, and instead of opting for power he attempted to lift the rebound over the Milan keeper who was able to save.

At the other end, Arsenal lived dangerously, and were fortunate not to concede when Wojciech Szczesny’s slack clearance fell to Zlatan Ibrahi-movic, whose shot from distance flew just wide.

Szczesny was to save Arsenal twice in quick succession in the final 15 min-utes as the home side poured forward for a goal, blocking Ibrahimovic’s low shot and then saving from Nocerino from point-blank range. Yet time ran out for the Gunners and Milan were through.

Di Matteo steered the London club to the FA Cup quarter-finals after his first match in charge following Andre Villas-Boas’s sacking ended in a 2-0 win away to Birmingham City at St Andrew’s here on Tuesday.

Former Chelsea and Italy midfielder di Matteo has been put in charge by Blues owner Roman Abramovich until the end of the season following the dismissal of Villas-Boas on Sunday.

But Di Matteo declined to reveal whether he wanted the job be-yond then.

“I’m very tired tonight and I have to think about our game against Stoke City on Saturday,” said Di Matteo when asked if he wanted to stay on as Chelsea manager beyond the end of the season. “That’s all I’m concerned about.”

Chelsea’s travelling fans made it clear whom they wanted to suc-ceed Villas-Boas on a permanent basis when they chanted the name of former manager Jose Mourinho during the fifth round replay.

“Jose is part of the history of this club. He’s achieved so much success,” added di Matteo.

Chelsea, who meet another second-tier side in Leicester in the quarter-finals, are just two games away from the FA Cup final but they must overturn a 3-1 first leg deficit against Italian side Napoli to remain in the Champions League next week.

They are also in danger of missing out on qualifying for next season’s Champions League. Chelsea are fifth in the Premier League -- three points behind fourth-placed Arsenal -- with 11 games remain-ing.

“We don’t like where we are in the table and it’s going to be tough to achieve what we are trying to achieve,” said Di Matteo, whose team are currently adrift of the four Champions League places on offer to English clubs.

“For us, it’s vital to finish fourth in the table. That’s the target. If we can win a cup or two on the way then that’s a benefit.”

Midfielder Frank Lampard and striker Didier Drogba started Villas-Boas’s final game in charge at West Brom last Saturday.

But the senior players were both on the bench against Birming-ham.

“They are big players for this club and we have a squad and we have to utilise the squad,” added di Matteo. “We play on Saturday. It was just a question of freshening the team up.”

Chelsea skipper John Terry, who has been out since January with a knee injury, was a surprise inclusion on the bench.

“John has done well to recover so quickly,” said di Matteo of the England central defender.

at Petanahan hamlet, Batuagung village, Jembrana subdistrict had faced sudden death since this week. Every day some five to six chickens died and it continued to happen until last Tuesday.

Virtually all chicken farms be-longing to at least six families in the settlement died suddenly. A number of residents met on Tuesday (Mar 6) revealed the chickens died marked by the symptoms like weakness and reluctance to eat. By and large, five days after such circumstances, the chickens died. One of the residents, Ida Bagus Suliksa, said the first dead chicken happened to the property of Ida Bagus Sutarma around a week ago. It was then followed by the death of other chickens undergoing similar symptoms. Some chickens owned by IB Karang and Eka Wahyudi also died.

Such condition increasingly spread to the property of IB Suaba and Nyo-man Ridia. Totally, the number of dead chickens reached more than seventy or even hundreds. “Approximately 70 chickens of mine have died within the past two days,” he explained. The dead chickens consisted of 12 roosters and

broilers. Averagely the dead chickens were the parents and they were all in the same cage.

Before dying, the crowing of roost-ers sounded like snoring. Besides, those chickens were also reluctant to eat and walk. Then, carcasses of those chickens were unusual where a clear fluid came out from their beak. “Their droppings were white. After dying, I have buried some carcasses, while some others were set to fire,” explained Suliksa. He worried if the same incident would happen again because there were several other chickens at the same cage. He actually had been cleaning the cage and taking good preventive measures by provid-ing pill and solution water. Sanitation of the cage was also well maintained by spraying detergent but his effort seemed fruitless.

Another resident, IB Gujir, also admitted that a lot of chickens died suddenly for no reason in his neigh-borhood. Among some residents liv-ing in the settlement, it was only the poultry of Gujir that could survive. Local residents hoped that government would take immediate action either in the form of spraying or other efforts to prevent the spread of the disease. (kmb26)

The most severe flooding oc-curred at Patas village. Surface of the water reached an adult knee-deep and caused dozens of local houses to be submerged. Sand and boulders brought along by the water from the upstream covered up the road section of Gilimanuk-Seririt. Boulders and sand scattered on the road caused traffic congestion for a few hours.

Subdistrict Head of Gerokgak, Putu Kariaman, when contacted on Tuesday night said the heavy rain flushed the Gerokgak area almost for four hours. Such condi-tion triggered the flooding at Patas. However, the water had started receding by the night. Only the boulders originally brought by the water remained on the road so that they interfered with the traffic flow in the region. “By the night, the water had started receding. Now, there are only boulders brought along by water and disrupted the traffic flows,” said Kariaman.

Kariaman added that local resi-dents worked hand in hand to move the boulders amid the road so that vehicles could come through

slowly. Since many boulders could not be moved, he then contacted the Regional Disaster Management Agency (BPBD) of Buleleng for a favor to move them. “Tomorrow morning (Wednesday—Ed) a heavy equipment will come to move the boulders amid the road,” he said.

Aside from the boulders scat-tered on the road, said Kariaman, the northern side of main road at Patas village also collapsed. It happened as crashed by torrential water coming from the upstream area. “The the north side of the road also collapsed,” he said.

Chief of Gerokgak Police, Wayan Suarta, added the north side of the road indeed collapsed due to flooding. It happened along some one meter. “This evening the traf-fic flow has been running normally, while the water gradually receded as well,” he said.

Meanwhile, the heavy rains in Singaraja town made a number of billboards and trees uprooted. A billboard located on Jalan A. Yani Singaraja also fell down due to the rain accompanied by strong winds striking Buleleng. According to a

store attendant, the incident took place around 6:00 p.m. local time. At that time, the store was crowded by visitors. Luckily, a car parked at that location had been moved earlier so as not to be toppled over by the billboard.

Apart from the collapsed bill-board, the rain along with strong wind also caused a falling tree in the SMPN 2 Singaraja junior high school. The falling tree covered up the road and the traffic was dis-rupted. Luckily, the officers of the Buleleng Sanitation and Landscap-ing Agency (DKP) could clean up the falling trees immediately, so as not to disturb the flow of vehicles.

In front of the Satlit Asri Hous-ing Complex to the west about half a kilometer, the road was also under water. Such condition disturbed the flows of vehicles and forced them to move slowly. The overflowing water onto the road happened be-cause the drainage channel to the south of the road was blocked and the water volume was large enough. Kubu Subdistrict Head, Ketut Sedana Arta, said the maize in Kubu indeed faced crop failure this year. The maize grew barrenly and even it should have been harvested last month, while some others had not flowered until now. Unavoidably, the maize would face crop failure. Even

though the grain could grow, it would be very small or the production much declined.

According to the subdistrict head from Ban village, the crop failure in Kubu happened due to seasonal fac-tor where it rained when the maize was flowering. Since the flowers were wet the pollination eventually failed. Similar opinion was delivered by a leg-islator from Ban village, Kubu, I Gede Tamu Sugiantara, that maize plant in Kubu had crop failure this year.

He worried because their people underwent difficult time to meet their daily needs. On that account, Gede Tamu Sugiantara, a former headman of Ban, assessed the need to organize a low-cost market for groceries.

Aside from Kubu region, the crop failure or decline in maize production this year also took place in the region of Abang subdistrict and Seraya vil-lage. In Abang subdistrict with dry land, though the maize could be harvested, their cobs were very small. The same condition also happened to other three villages of Seraya namely West Seraya, Central Seraya and East Seraya, whereas they were formerly famous maize products. One of the community leaders of Seraya village from Kangin hamlet, Wayan Karya, said the current maize harvest had inferior quality. “Their cobs are small. MOSCOW - Russia’s opposi-tion said on Tuesday they feared Vladimir Putin had decided to use force to smother their protests after riot police detained hundreds of demonstrators challenging his presidential election victory.

After three months of peaceful anti-Putin protests, police hauled away more than 500 people, in-cluding opposition leaders, who attended unsanctioned protests in Moscow and St Petersburg on Monday or refused to leave after a rally that was permitted.

The police intervention sent a clear signal that Putin is losing patience with opponents demand-ing more democracy, openness and political reforms, and will crack down if they step out of line. “Fear of his own people, the animal fear of losing power, and a reliance on the police baton - this is what we are seeing,” Boris Nemtsov, a liberal opposition leader, wrote in a blog.

Novelist Boris Akunin, who has helped organize the protests, said he no longer believed the next rally - planned for Saturday - could pass off without trouble. “It is absolutely clear that the period of peaceful rallies and marches is over. I see no need to organize any march on March 10 because it will lead to a clear display of aggression by the authorities,” he said.

The police said they had acted in accordance with the law and Putin’s spokesman, Dmitry Pes-kov, defended the intervention. “The opposition action consisted of two parts, legal and illegal. In both cases, the police acted with the highest professionalism and acted legitimately and effectively, within the competence of the law,” he said.

LUCKNOW, India — India’s governing Congress party was badly beaten in a key state elec-tion Tuesday, a sharp rebuke that could cripple the already embattled national government over the final two years of its term.

With Congress coming in fourth place in the Uttar Pradesh polls, party icon Rahul Gandhi admitted defeat. Gandhi, seen as his party’s likely next prime ministerial candi-date, had put his reputation on the line by campaigning relentlessly across India’s most populous state.

“I led this campaign and I was the person in front. The responsibility is

mine,” Gandhi said, adding that his party had poor organization in the state. Mayawati, the bottom-caste dalit leader who is the state’s incumbent chief min-ister, also suffered a crushing defeat as the socialist Samajwadi Party’s victory was strong enough to allow it to form a government on its own.

“People have risen above caste and religion to vote for the Sam-ajwadi Party and that is why it’s clear that we are headed toward a majority,” said Akhilesh Yadav, a top party leader, while votes were being counted Tuesday. The party secured 224 of the state’s 403 seats, according to the Election Commis-sion’s final tally early Wednesday.

An invasive grass spe-cies called Poa annua, two wind-dispersed vascular plant species of South American origin and two alien springtail species are believed to be among the new plants taking up residence in Antarctica.

The head of the International Air Transport Association (IATA) on Tuesday urged the European Union to delay rolling out a carbon tax on air travel next year, warn-ing it could provoke trade wars. “Non-European states see it as a direct attack on their sovereignty,” the IATA’s director general Tony Tyler told a forum on international relations in Montreal.

“That is easy enough to under-stand when European states es-sentially would be pocketing taxes for emissions by non-European carriers over the sovereign terri-tory of non-European states,” he explained. Tyler warned the tax could provoke a trade war.

“No one wants a trade war. It seems to me states are clearly pre-paring for the possibility... but it is not inevitable,” said the head of the UN aviation agency that rep-resents some 240 airlines compris-ing 84 percent of total air traffic. The European Union imposed the tax with effect from January 1, but no airline will face a bill until 2013

after this year’s carbon emissions have been tallied.

The EU has said the carbon tax will help the 27-nation EU bloc achieve its goal of cutting emissions by 20 percent by 2020 and that it will not back down on the plan. The EU argues that the cost for airlines is manageable, estimating that the scheme could prompt carriers to add between 4.0 and 24 euros ($32) to the price of a round-trip long-haul flight.

Over two dozen countries, including China, Russia and the United States, have opposed the EU move, saying it violates international law. Tyler said the EU should embrace a “global ap-proach” to airline emissions and thus allow the ICAO to set a solu-tion. Such “cannot be achieved in Brussels,” he said.

The ICAO is scheduled to re-lease at its next general assembly in 18 months market-based pro-posals to curb aircraft emissions. “What they (the EU) could do is to defer the implementation of their scheme” until then, Tyler told AFP.

NEW YORK — Apple is holding an event Wednesday in San Francis-co, and has hinted that it will reveal a new iPad model. Rumors speak of an updated tablet with a speedier

processor, a sharper screen and an option for faster wireless broadband access. If last year’s launch of the iPad 2 is any guide, the new iPad model will go on sale in the U.S. next week, likely on Friday.

The upgrade from the iPad 2 to the iPad 3 will be less significant than the upgrade from the original iPad to the iPad 2, which added two cameras while cutting both the thickness and the weight of the device.

One big unknown is whether Apple will keep the iPad 2 in pro-

duction and offer it at a lower price, like it kept the iPhone 3GS after the launch of the iPhone 4.

Another big question is whether Apple will reveal its rumored foray into making TV sets. Some have speculated that the invite to the Apple event, which said “We have something you really have to see,” points in that direction.

LOS ANGELES - Emily Watson has signed for the film adaptation of Neil LaBute’s 2005 play “Some Girl(s),” TheWrap has confirmed.

Watson appeared as Rose in last year’s Oscar-nominated film adaption of the book and play “War Horse.” She joins previously announced cast member Adam Brody and Kristen Bell in the film, to be directed by Jennifer Getziner, a TV director and former script supervisor.

The play “Some Girl(s)” revolves

around a man who revisits former lovers on the eve of his marriage to another woman. Watson will play Lindsay, a vengeful married college professor who had an affair with the man, who then skips town.

Watson is a two-time best actress Oscar nominee. She was nominated for the 1998 “Hilary and Jackie” and for the 1996 “Breaking the Waves.” LaBute, Andrew Carlberg, and Leeden Media’s Chris Swartz and Patty West are producing the film. The Hollywood Reporter first reported the news.

NASHVILLE - The Country Music Association on Tuesday named three stars for induction into its Hall of Fame including superstar Garth Brooks and veterans Connie Smith and Hargus “Pig” Robbins.

Brooks, who has sold more than 128 million albums worldwide in his career, became a superstar of the 1990s with albums such as “Ropin’ the Wind” and “No Fences” and was heralded for his live stage acts. He took a b r e a k f r o m

heavy touring in the early 2000s, but in recent years has been performing more often. The 50-year-old Brooks was picked for the Country Music Hall of Fame in its “Modern Era Artist” category.

At Tuesday’s announcement in the Nashville-based Hall of Fame, Brooks said it was an honor to be named but added it seemed premature with others such as Randy Travis, Keith Whitley and Ricky Skaggs still

not inducted.“It’s kind of odd to be in this room,”

he said. “You want to be mentioned in the same breath with George Strait and

Reba McEntire -- those are the two heroes I grew up with,” he said, adding others like Merle Haggard and George Jones. “Now you’re gonna

get to be in the same hall with them? Make no mistake, I don’t think I’m on that

level. But it’s pretty cool to have your name listed with them,” he said.

Piano player Hargus “Pig” Robbins was announced in a category for recording and tour-ing musicians. He was among the most sought-after music artists in Nashville for what became known as the “Nash-ville sound” of the late 1950s and 1960s.

Robbins, 74, also was part of an elite group of studio session

musicians known as the Superpickers. He played with hundreds of artists including Haggard, Jones and Reba McEntire.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Tribeca announced the first half of its slate for this year’s festival Tuesday: 46 feature films out of a planned 90. This half includes entries in the world narrative and documentary categories, as well as those in the festival’s “viewpoints” section, a category that highlights edgier films.

The documentary “Downeast” follows unemployed 70-year-olds in Gouldsboro, Maine, who are trying to get back to work after the closure of a sardine canning factory. The documentary “Off Label” explores overmedication. And clashes over school textbook content are chroni-cled in “The Revisionaries.”

In the narrative competition, “The

Girl,” written and directed by David Riker, stars Abbie Cornish as a single mother who loses her job. Desper-ate for income to keep custody of her son, she helps smuggle illegal immigrants over the U.S.-Mexico border.

A film Franco made while moon-lighting on the daytime soap opera “General Hospital” will also play at the festival. It’s an “experimental psychological thriller” about “a ce-lebrity’s escalating paranoia” called “Francophrenia (or: Don’t Kill Me, I Know Where the Baby Is).” Co-directed by Franco and Ian Olds, the film (which premiered at the Rot-terdam International Festival) uses footage Franco shot while appearing

on “General Hospital.”This slate is the first curated by

Tribeca’s revamped programming leadership. Frederic Boyer, a veteran of the Cannes Film Festival, has joined as artistic director. Geoffrey Gilmore, who directed the Sundance Film Festival for years before be-coming creative director at Tribeca in 2009, is now also overseeing the program.

“The quality of American inde-pendent cinema is well represented this year, but international diversity has its share, too, with films from countries as varied as Cuba and Kenya,” Boyer said.

The 11th annual Tribeca Film Festival will be held April 18-29. Opening the festival will be “The Five-Year Engagement,” a comedy starring Jason Segel and produced by Judd Apatow. The festival will announce the other half of its 90 feature film slate Thursday.

Special envoy Robert King and senior aid official Jon Brause said the talks are intended to ensure proper procedures and safeguards are in place to make sure that nutri-tional aid for about 1 million North Koreans gets to those who need it most. The program is focusing on vulnerable groups such as children, pregnant women, nursing mothers and the elderly.

“The food nutrition assistance pro-gram that we are here to talk about is a complicated program and we need to work out the details in terms of how we are going to carry that program out,” King told reporters before he left his hotel for the meetings.

An agreement was reached last

week for a resumption of shipments in exchange for North Korea agree-ing to freeze nuclear activities and allow the return of U.N. nuclear inspectors.

The last U.S. food handouts ended abruptly in 2009 when North Korea expelled U.S. food monitors. An initial agreement on the provi-sion of food aid was reached late last year, only to be delayed by the death in December of North Korean dictator Kim Jong Il.

Talks later resumed under Kim’s son and successor, Kim Jong Un, who is seen as closely hewing to his father’s negotiating strategy of mixing willingness to engage with threats and brinkmanship. Washing-

ton has said last week’s agreement was only a first step toward total dismantling of the North’s nuclear weapons program.

The deal foresees the delivery of 240,000 tons of U.S. food aid in exchange for a moratorium on long-range missile and nuclear tests, as well as the suspension of nuclear work at North Korea’s Yongbyon reactor.

The deal also opens the way for United Nations nuclear monitors to inspect the North’s nuclear pro-gram, which has gone unmonitored since Pyongyang asked agency experts at the Yongbyon reactor to leave and restarted its atomic activi-ties three years ago.

Hundreds more people were evac-uated Wednesday in Australia’s flood-hit southeast, as residents of the city of Wagga Wagga breathed a sigh of relief after a levee on the Murrumbidgee River held firm. About 600 people were ordered to leave their homes in Griffith, northwest of sodden Wagga Wagga, as floodwaters threatened the low-lying New South Wales town of 16,000 people. State Emergency Services spokesman James McTav-ish told ABC radio it could become isolated. “There is a very significant flood emergency there. There is the potential for that flood emer-gency in Griffith to continue for a couple of weeks and a large number of people have been evacuated in the last 24 hours,” he said.

“We’re hopeful though that the preparations that we’re putting in

place, today in particular, will protect more of Griffith and surrounds.”

The evacuation order came as a severe weather warning was issued for Sydney, the south coast, and the Illawarra and Hunter regions of New South Wales with heavy rain forecast that could lead to flash flooding. Floods have hit three eastern states this week, sweeping two men to their deaths after they attempted to cross waterways in cars, inundating hun-dreds of homes and causing millions of dollars in damage.

In Wagga Wagga, New South Wales’s largest inland city, 9,000 people were evacuated on Tuesday as the surging Murrumbidgee threatened to breach its levee.

While around 240 homes in the north of the town were damaged -- some with water up to the roof -- many more in the central business district were spared after the river peaked just below the levee limit.

The death toll from powerful explosions at a Congo munitions dump approached 200 on Tuesday, as international aid began to arrive to help treat over 1,300 wounded and assist 5,000 homeless. The explo-sions, blamed on a short-circuit and fire, flattened hundreds of houses in Brazzaville and were felt as far away as Kinshasa, the capital of the neighbouring Democratic Republic of Congo, across the Congo river.

to approach the ammunition store in Mpila, where the blasts occurred, be-cause we fear that some devices may not have exploded,” said Christian Sedar Ndinga, the president of the Congolese Red Cross.

“We are hopeful that we will soon be able to recover bodies and any injured people who may be there,” he added in a statement. International aid started to pour into the central Af-rican country to assist over-stretched medical facilities, as the army began searching for unexploded munitions that were sent flying over a wide area.

The government declared a period of national mourning from Tuesday until the victims’ official funeral whose date has not yet been an-nounced.

Crude rose above $110 last week but retreated from that level after Iran agreed Tuesday to let in-ternational nuclear inspectors into its facilities. Western powers have

confronted Iran in recent months over its nuclear program and Iran has threatened to shut off a strate-gic waterway for oil tankers. The announcement eased concerns about a possible disruption to oil supplies around the globe.

The latest report on U.S. crude supply data suggests demand in the world’s biggest economy is sluggish. The American Petro-leum Institute said late Tuesday that crude inventories rose 4.6 million barrels last week while analysts surveyed by Platts, the energy information arm of

McGraw-Hill Cos., had predicted an increase of 2 million barrels.

Inventories of gasoline fell 2.3 million barrels last week while distillates rose 924,000 barrels, the API said.

The Energy Department’s En-ergy Information Administration reports its weekly supply data later Wednesday.

In other energy trading, heat-ing oil rose 0.6 cent to $3.19 per gallon and gasoline futures added 2.4 cents at $3.25 per gallon. Natural gas fell 2.8 cents at $2.33 per 1,000 cubic feet.

Lehman emerges from 3.5-year bankruptcy

One-time financial power-house Lehman Brothers emerged from bankruptcy on Tuesday and is now a liquidating company whose main business in the com-ing years will be paying back its creditors and investors.

Lehman, whose September 2008 collapse is often regarded as the height of the financial cri-sis, will start distributing what it expects to be a total of about $65 billion to creditors on April 17, it said in a statement.

That first group of payments to creditors, many of whom lost money in its collapse 3-1/2 years ago, will be at least $10 billion, Lehman has said previously.

The move is a legal milestone, but does not indicate the imme-diate end of Lehman Brothers. The company will continue to operate, in the same midtown Manhattan headquarters it was in before bankruptcy, albeit on fewer floors, as it sells off its remaining assets before finally closing up shop.

“What our people were do-ing yesterday and what they are doing today has not changed,” said Steven Cohn, an employee of restructuring firm Alvarez & Marsal who has worked as Lehman’s treasurer since the bankruptcy began.

Now, however, the company

has freedom to operate more like any other company outside of bankruptcy, he said . For instance, now that it is out of bankruptcy, Lehman no longer needs to ask court permission for every asset sale.

At the peak of its bankrupt op-erations, about 735 people were working at Lehman, compared with about 433 in January of this year. That’s down from the 25,000 people Lehman Broth-ers employed before bankruptcy when Chief Executive Richard Fuld still ran the show . A new board will oversee the post-bank-rupt company, Lehman said.

Lehman’s bankruptcy exit comes amid economic uncertain-ty, as signs of a U.S. economic rebound, with lower unemploy-ment, are tempered by a massive Greek debt restructuring and gloomy outlook for many Euro-pean economies.

Still, it is far from the eco-nomic crisis that had engulfed the world’s economies in 2008 when Lehman Brothers Holdings Inc filed its record $639 billion bankruptcy, 1,268 days ago. Its businesses around the world collapsed, and investors from the smallest towns to the largest pension funds lost money.

In the end, they agreed that creditors, depending on their type of debt, will receive from about 21 cents to 28 cents on the dollar. Creditors had as-serted more than $300 billion in claims.

“It was an extremely difficult and enormously time-consuming case,” Harvey Miller, Lehman’s lead attorney, told Reuters. “I had to increase my high blood pressure pills.”

Bankruptcy Judge James Peck approved the creditor payback plan in December and Lehman has since been settling claims and selling assets. The company, which has about $35 billion in cash, is due to make a second payment to creditors in Sep-tember and then will continue to make periodic distributions in the future as it sells off its remaining estimated $30 billion worth of assets.

Among the most notable of those holdings is the Archstone apartment real estate company.

If the government realizes that education is vey important so the budget for it at least must be 15% and not 16% like now. Rumawan added that there is some political interest so education world is ne-glected. The Head of Bali Teacher Association (PGRI), Gede Wenten Aryasuda, said that other regencies in Bali maybe also use the similar standard where the budget of edu-cation is less than 20% from the total budget.

He is questioning the commit-ment of the government to develop education in Bali because it is not reflected from the budget given by

the government. The practitioners in education is also not confidence if all of the budget will be used to develop education because it is still used to pay the salary of the teachers.

In 2012, Bali Government gives 15% or 341 billion rupiah from the total budget available. The Head of Bali Education, Youth, and Sport Department Ngurah Gede Sujaya, said that the budget from educa-tion indeed under 20%. JAKARTA - Women’s groups expressed outrage Tuesday after Indonesia’s parliament said it would draft rules banning female lawmakers from wearing “provoca-tive” clothing such as miniskirts to work and claimed such dress invited rape.

“We know there have been a lot of rape cases and other immoral acts recently, and this is because women aren’t wearing appropriate clothes,” house of representatives speaker Marzuki Alie said.

“Women wearing inappropriate clothes arouse men, so it needs to be stopped. You know what men are like -- provocative clothing will make them do things.”

Refrizal, the deputy head of the household affairs committee, which

is spearheading the new regula-tion, told AFP that “miniskirts and skimpy clothes are an invitation to male lawmakers”.

The move was also backed by two female house members who formerly worked as fashion models, local media reported.

Indonesian women’s rights groups said they were outraged by the comments and called for a stop to the demonisation of rape victims.

“It’s ridiculous that this is again coming from the mouths of prominent people with influ-ence,” Action for Women Against Rape founder Chika Noya told AFP.

“We expect them to make regu-lations to protect women from violence, not condemn them for the way they dress.”

The comments come just six months after the Jakarta governor, Fauzi “Foke” Bowo, made similar remarks, saying that a spate of rape cases on the city’s public mini-buses were triggered by victims’ miniskirts.

He urged Indonesian women to refrain from wearing miniskirts on public transport.

His remarks prompted a protest in which women yelled the slogan “My miniskirt, my right. Foke you”, referring to the governor’s nickname.

The protest was inspired by the global “SlutWalk” phenomenon, which began in Toronto last year as hundreds protested about a com-ment made by a police constable that “women should avoid dress-ing like sluts in order not to be victimised”.

JAKARTA - Indonesia is seek-ing efforts to open new markets to achieve its export target set at US$230 billion this year.

that it would be difficult for the country to achieve the target if it only relied on traditional markets.

In view of that, he said he would push the country`s rep-resentatives abroad to be more creative and innovative in their

efforts to open new markets such as in Africa, the Middle East and Latin America.

Indonesian products have not yet reached many countries in the new market regions while on the other hand the government has set a target of increasing exports

to the regions by 25 per cent, he said at a working meeting with trade attaches and Indonesian Trade Promotion Center officials at his office.

He said he would also ask the country`s representatives abroad to introduce Indonesia not only

through trade but also its invest-ment potentials and attractive conditions.

The minister added that In-donesia must make use of its new status as investment grade to attract investments into the country.

JAKARTA - Indonesia plans to build a plant to produce C-705 missiles as a follow-up to the coop-eration agreement with China made some time ago, Defense Minister Purnomo Yusgiantoro said.

“The plan is now still being discussed to manufacture C-705 missiles that have a shooting range of up to 140 kilometers,” he said here on Tuesday.

He said the cooperation would help strengthen Indonesia`s defense and give a financial income for the country. He said the missiles would later be stationed in border regions to protect the country`s territorial integrity.

Asked about rivalry between China and the US in South China Sea and main defense system

equipment, Purnomo said Indonesia follows an active and independent policy and would not rely upon one country or certain interests so that the plan would not affect its rela-tions with the two countries.

Minister Purnomo, along with several officials visited China on February 19-21 at the invitation of Chinese defense minister General Liang Guanglie.

During the visit to that country, he took an opportunity to visit two defense industries linked to missile production.

He said he would accelerate production of defense system equip-ment at home. “If we still cannot do it by ourselves we will conduct joint production or transfer of technology,” he said adding that kind of cooperation was now being discussed with China.

KUTA - Idyllic Pantai Srau provided the perfect setting for Sunday’s opening event of the 2012 Rip Curl South East Asia GromSearch series, with frothing grommets from all over Java com-ing to compete for fun, prizes, and the coveted “Ticket to Bali” in the excellent 2-3 foot waves breaking in crystal clear water.

Just 45 minutes from the beachside town of Pacitan, the boyhood home of Indonesia’s current president Susulo Bam-bang Yudhoyono, Pantai Srau proved to be a perfect fit for a GromSearch event, with a day filled with fun, games, beach cleaning and education in addi-tion to the serious competitive surfing side.

In the Under 16 Division the stakes were especially high, as the top two finalists would be receiving an all expense paid trip to Bali to compete in the GromSearch South East Asian Final, which will take place at Kuta Beach during the annual Rip Curl Surf and Music Festival on October 20-21.

Of the 17 groms from Cilacap, Pangandaran, Pacitan, and Batu Karas who valiantly battled it out for the Ticket to Bali on Sunday,

it was 14-year-old Dian Hardi-yanto from Pangadaran who came out on top. In the 20 minute final went to work early, catching the first wave and constantly prowl-ing the lineup looking for scoring opportunities, then punctuating his intentions with a high scor-ing combination of turns and an aerial to finish off just a minute before the final horn. Runner up Suprianto from Pacitan was more selective, his local knowledge seeing him choosing the best waves and getting in some great maneuvers, but he ran out of time against the busy Dian.

When asked how he felt about his win Dian replied, “I’m very proud to be the winner today. The waves were great and it was fun to surf this place, and I’m lucky I won over Supri, who is the local here.” Last year Dian won a GromSearch event at his home break of Batu Karas, so is a repeat winner.

“Yes I have been a GromSearch winner before,” said Dian, “three other times I think, but I’ve never won the Final in Bali yet. I really want to be the overall champion this year and go to Australia, so I’m going to practice lots so I can win in Kuta.” Looks like he is getting the year started right, so let’s see if he can make his

dream come true in October. All the finalists received Rip Curl GromSearch trophies, Rip Curl gear, Skullcandy headphones, and Shapers accessories such as grips and leashes.

In the Under 14/Micro Grom Division, there were four little groms with big brave hearts that paddled out to take on the waves, all from Pacitan. All made it safely to the outside for the start of the heat, but shouts from the beach had them all scrambling as a big set was spotted. All but 8-year-old Raka, who turned towards the beach and started paddling! The crowd on the beach gasped as they watched him get tumbled over the falls and held under for a few seconds. But when he came up he shook it right off and got back on his board and started paddling, but this time to the inside where he nabbed a couple foamies that got him a 3rd place trophy and a goody bag full of Rip Curl, Skull-candy and Shapers loot.

The next stop on the 2012 Rip Curl GromSearch SEA tour will be world famous Lakey Peak in Sumbawa on the 22nd of April, a surf destination that has already produced some of Indonesia’s finest young surfers including Rip Curl team riders Oney Anwar and Andre Anwar.

OVERVIEW:If there’s just one dish that people remember after a

visit to Bali, it’s this famous delicacy, usually known by its Indonesian name, Babi Guling.

INGREDIENTS:1 suckling pig, weighing about 6-8kg1½ tbsp salt200 shallots, peeled and sliced100 gr cloves garlic, peeled and sliced50 gr ginger, peeled & chopped300 gr candlenuts, chopped350 gr fresh turmeric, peeled &chopped3 tbsp coriander seeds, crushed80 gr laos, finely chopped120 gr bird’s-eye chilies, sliced10 stalks lemon grass, finely sliced1 tbsp black peppercorns, crushed1 tsp dried shrimp paste, roasted5 fragrant lime leaves, finely shredded2 salam leaves2½ tbsp oil4 tbsp turmeric water

PREPARATION:Ensure inside of suckling pig is completely cleaned

out. Season inside and outside with salt. Combine all other ingredients, except turmeric water, and mix thoroughly. Fill inside of suckling with mixture, close belly with string or thin satay skewer. Rub the outside of the pig with turmeric water until the skin is shiny yellow.

Place suckling pig on roasting rack and roast in hot oven (220°C / 425°F) for approximately 1 hour. Rest for 10 minutes in warm place before serving. When serving, first remove the crisp skin with a strong carving knife, then loosen meat from the bones and cut into even dice or slices. Place a heaped tablespoon of stuffing on each serving plate, and then top with meat and skin. Traditionally this dish is eaten with Jukut Nangka Mekuah and steamed rice.

Helpful hint: If you have a large barbeque with rotisserie or constantly turning spit, you can cook the pig over charcoal for an authentic Balinese flavor.

“We do not oppose to the increase of new license, but it should not harm the existing businesses because it is no supported by proper studies. So far, the study on the exact number of tourists coming to Bali is still overlapping,” said Chairman of the Bali Tourist Transport Association (Pawiba), Ba-gus Soediana.

His party regretted the Bali Gov-ernment through the Bali Transporta-tion Agency that had issued thousands of licenses without involving the employers in conducting the study. Ideally, the government had to ascer-tain the number of tourist visit to Bali before determining the quality and quantity of tourist transport requiring the involvement of employers.

“If the indicators in use are not clear, the increase of tourist transport will definitely cause a price war that ultimately results in the tarnish of tourism image,” he said.

Bagus Soediana hoped the govern-ment could involve the employers of

tourist transport in Bali in determining the additional quota of the tourism transport. “We do hope the govern-ment will be willing to discuss with us about the determination of the additional quota of tourist transport. As entrepreneurs, we know definitely about the conditions in the field,” he said. Similar opinion was also deliv-ered by the member of the Indonesian Tourism Promotion Board (BPPI), Nyoman Kandia. The increase of vehicles without a clear mechanism would have a negative impact on the climate of tourism in Bali. “Nowa-days, the tariff war has happened, let alone after the increase of vehicles reaching thousands of unit. By all means, it would be getting crowded and causing congestion everywhere,” he said.

He said that it was not the right time for Bali to increase the quota of tourist transport considering that many pri-vate vehicles were still found convey-ing tourists without license. “Firstly, the freelance drivers operating private

vehicles to take guests without license should be disciplined. This must be resolved before increasing the number of license,” he said.

Kandia advised the government to conduct a review against the number of tourists and the availability of tourist transportation by involving Pawiba.

Meanwhile, the Head of Bali Transportation Agency, Standly Su-wandhi, when asked for his confir-mation said that additional quota of tourist transport had passed through a study as the basis for making a deci-sion. Study on the need transportation was conducted by PT Adhi Kencana Karma by involving a team from the Faculty of Engineering, Udayana University.

However, the rain had made a number of Denpasar downtowners overwhelmed, especially people passing through the section of Jalan Sugianyar, Jalan Kapten Mudita and Jalan Letda Regug around the area of Puputan Badung Square. It happened because the rain water did not flow into the drainage. As a result, the road was flooded by deep water.

The condition made a number of residents’ motorcycle stuck amid the road. A few residents had to push their motorcycle after being trapped in deep enough puddles and the engine powered off. “Since the rain water did not run into the drainage, it then inundated the road body. My motorcycle consequently broke down,” said one of the motorists passing through in the south of Puputan Badung Square.

Strangely, a lot of water even came up from the drainage on the road side. It indicated the flow of drainage was not running optimally. If the drainage worked properly, the rain water running on the road surface would certainly not flood the road. Other than on the road, the water also stagnated in the basement parking lot in the office of the Denpasar Mayor. As consequence, the motorcycles parked in the basement were under water.

The Head of Denpasar Public Works Agency, I Ketut Winarta, when asked for his confirmation last Tuesday said the stagnant water happened due to the narrowing of the drainage. “A narrowing happened to the drainage at the entrance into the Garuda Office in the south of Puputan Badung Square, so that the water flow was disturbed. Our officers will repair it immediately,” Winarta said last Tuesday.

Meanwhile, Spokesperson of the Denpasar Municipality, Dewa Rai, said the stagnant water taking place in the basement parking lot happened because the project had not accomplished. “Actually, the parking space is unusable because the project has not accomplished,” he said. (kmb12)

Lab tests confirmed on Wednes-day that she was infected with the H5N1 bird flu virus.

The virus, which began ravaging poultry in 2003 and has killed 349 people worldwide, is still present in some areas of Asia and the Middle East.

Indonesia has been the hardest-hit country, accounting for 155 of the deaths.

JAKARTA - Women’s groups expressed outrage Tuesday after Indonesia’s parliament said it would draft rules banning female lawmakers from wearing “provoca-tive” clothing such as miniskirts to work and claimed such dress invited rape.

“We know there have been a lot of rape cases and other immoral acts recently, and this is because women aren’t wearing appropriate clothes,” house of representatives speaker Marzuki Alie said.

“Women wearing inappropriate clothes arouse men, so it needs to be stopped. You know what men are like -- provocative clothing will make them do things.”

Refrizal, the deputy head of the household affairs committee, which

is spearheading the new regula-tion, told AFP that “miniskirts and skimpy clothes are an invitation to male lawmakers”.

The move was also backed by two female house members who formerly worked as fashion models, local media reported.

Indonesian women’s rights groups said they were outraged by the comments and called for a stop to the demonisation of rape victims.

“It’s ridiculous that this is again coming from the mouths of prominent people with influ-ence,” Action for Women Against Rape founder Chika Noya told AFP.

“We expect them to make regu-lations to protect women from violence, not condemn them for the way they dress.”

The comments come just six months after the Jakarta governor, Fauzi “Foke” Bowo, made similar remarks, saying that a spate of rape cases on the city’s public mini-buses were triggered by victims’ miniskirts.

He urged Indonesian women to refrain from wearing miniskirts on public transport.

His remarks prompted a protest in which women yelled the slogan “My miniskirt, my right. Foke you”, referring to the governor’s nickname.

The protest was inspired by the global “SlutWalk” phenomenon, which began in Toronto last year as hundreds protested about a com-ment made by a police constable that “women should avoid dress-ing like sluts in order not to be victimised”.

JAKARTA - Indonesia plans to build a plant to produce C-705 missiles as a follow-up to the coop-eration agreement with China made some time ago, Defense Minister Purnomo Yusgiantoro said.

“The plan is now still being discussed to manufacture C-705 missiles that have a shooting range of up to 140 kilometers,” he said here on Tuesday.

He said the cooperation would help strengthen Indonesia`s defense and give a financial income for the country. He said the missiles would later be stationed in border regions to protect the country`s territorial integrity.

Asked about rivalry between China and the US in South China Sea and main defense system

equipment, Purnomo said Indonesia follows an active and independent policy and would not rely upon one country or certain interests so that the plan would not affect its rela-tions with the two countries.

Minister Purnomo, along with several officials visited China on February 19-21 at the invitation of Chinese defense minister General Liang Guanglie.

During the visit to that country, he took an opportunity to visit two defense industries linked to missile production.

Hundreds more people were evac-uated Wednesday in Australia’s flood-hit southeast, as residents of the city of Wagga Wagga breathed a sigh of relief after a levee on the Murrumbidgee River held firm. About 600 people were ordered to leave their homes in Griffith, northwest of sodden Wagga Wagga, as floodwaters threatened the low-lying New South Wales town of 16,000 people. State Emergency Services spokesman James McTav-ish told ABC radio it could become isolated. “There is a very significant flood emergency there. There is the potential for that flood emer-gency in Griffith to continue for a couple of weeks and a large number of people have been evacuated in the last 24 hours,” he said.

“We’re hopeful though that the preparations that we’re putting in

place, today in particular, will protect more of Griffith and surrounds.”

The evacuation order came as a severe weather warning was issued for Sydney, the south coast, and the Illawarra and Hunter regions of New South Wales with heavy rain forecast that could lead to flash flooding. Floods have hit three eastern states this week, sweeping two men to their deaths after they attempted to cross waterways in cars, inundating hun-dreds of homes and causing millions of dollars in damage.

In Wagga Wagga, New South Wales’s largest inland city, 9,000 people were evacuated on Tuesday as the surging Murrumbidgee threatened to breach its levee.

confronted Iran in recent months over its nuclear program and Iran has threatened to shut off a strate-gic waterway for oil tankers. The announcement eased concerns about a possible disruption to oil supplies around the globe.

The latest report on U.S. crude supply data suggests demand in the world’s biggest economy is sluggish. The American Petro-leum Institute said late Tuesday that crude inventories rose 4.6 million barrels last week while analysts surveyed by Platts, the energy information arm of

McGraw-Hill Cos., had predicted an increase of 2 million barrels.

Inventories of gasoline fell 2.3 million barrels last week while distillates rose 924,000 barrels, the API said.

The Energy Department’s En-ergy Information Administration reports its weekly supply data later Wednesday.

In other energy trading, heat-ing oil rose 0.6 cent to $3.19 per gallon and gasoline futures added 2.4 cents at $3.25 per gallon. Natural gas fell 2.8 cents at $2.33 per 1,000 cubic feet.

Lehman emerges from 3.5-year bankruptcy

One-time financial power-house Lehman Brothers emerged from bankruptcy on Tuesday and is now a liquidating company whose main business in the com-ing years will be paying back its creditors and investors.

Lehman, whose September 2008 collapse is often regarded as the height of the financial cri-sis, will start distributing what it expects to be a total of about $65 billion to creditors on April 17, it said in a statement.

That first group of payments to creditors, many of whom lost money in its collapse 3-1/2 years ago, will be at least $10 billion, Lehman has said previously.

The move is a legal milestone, but does not indicate the imme-diate end of Lehman Brothers. The company will continue to operate, in the same midtown Manhattan headquarters it was in before bankruptcy, albeit on fewer floors, as it sells off its remaining assets before finally closing up shop.

“What our people were do-ing yesterday and what they are doing today has not changed,” said Steven Cohn, an employee of restructuring firm Alvarez & Marsal who has worked as Lehman’s treasurer since the bankruptcy began.

Now, however, the company

has freedom to operate more like any other company outside of bankruptcy, he said . For instance, now that it is out of bankruptcy, Lehman no longer needs to ask court permission for every asset sale.

At the peak of its bankrupt op-erations, about 735 people were working at Lehman, compared with about 433 in January of this year. That’s down from the 25,000 people Lehman Broth-ers employed before bankruptcy when Chief Executive Richard Fuld still ran the show . A new board will oversee the post-bank-rupt company, Lehman said.

Lehman’s bankruptcy exit comes amid economic uncertain-ty, as signs of a U.S. economic rebound, with lower unemploy-ment, are tempered by a massive Greek debt restructuring and gloomy outlook for many Euro-pean economies.

Still, it is far from the eco-nomic crisis that had engulfed the world’s economies in 2008 when Lehman Brothers Holdings Inc filed its record $639 billion bankruptcy, 1,268 days ago. Its businesses around the world collapsed, and investors from the smallest towns to the largest pension funds lost money.

In the end, they agreed that creditors, depending on their type of debt, will receive from about 21 cents to 28 cents on the dollar. Creditors had as-serted more than $300 billion in claims.

“It was an extremely difficult and enormously time-consuming case,” Harvey Miller, Lehman’s lead attorney, told Reuters. “I had to increase my high blood pressure pills.”

Bankruptcy Judge James Peck approved the creditor payback plan in December and Lehman has since been settling claims and selling assets. The company, which has about $35 billion in cash, is due to make a second payment to creditors in Sep-tember and then will continue to make periodic distributions in the future as it sells off its remaining estimated $30 billion worth of assets.

Among the most notable of those holdings is the Archstone apartment real estate company.

LOS ANGELES - Emily Watson has signed for the film adaptation of Neil LaBute’s 2005 play “Some Girl(s),” TheWrap has confirmed.

Watson appeared as Rose in last year’s Oscar-nominated film adaption of the book and play “War Horse.” She joins previously announced cast member Adam Brody and Kristen Bell in the film, to be directed by Jennifer Getziner, a TV director and former script supervisor.

The play “Some Girl(s)” revolves

around a man who revisits former lovers on the eve of his marriage to another woman. Watson will play Lindsay, a vengeful married college professor who had an affair with the man, who then skips town.

Watson is a two-time best actress Oscar nominee. She was nominated for the 1998 “Hilary and Jackie” and for the 1996 “Breaking the Waves.” LaBute, Andrew Carlberg, and Leeden Media’s Chris Swartz and Patty West are producing the film. The Hollywood Reporter first reported the news.

NASHVILLE - The Country Music Association on Tuesday named three stars for induction into its Hall of Fame including superstar Garth Brooks and veterans Connie Smith and Hargus “Pig” Robbins.

Brooks, who has sold more than 128 million albums worldwide in his career, became a superstar of the 1990s with albums such as “Ropin’ the Wind” and “No Fences” and was heralded for his live stage acts. He took a b r e a k f r o m

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

After three months of peaceful anti-Putin protests, police hauled away more than 500 people, in-cluding opposition leaders, who attended unsanctioned protests in Moscow and St Petersburg on Monday or refused to leave after a rally that was permitted.

The police intervention sent a clear signal that Putin is losing patience with opponents demand-ing more democracy, openness and political reforms, and will crack down if they step out of line. “Fear of his own people, the animal fear of losing power, and a reliance on the police baton - this is what we are seeing,” Boris Nemtsov, a liberal opposition leader, wrote in a blog.

Novelist Boris Akunin, who has helped organize the protests, said he no longer believed the next rally - planned for Saturday - could pass off without trouble. “It is absolutely clear that the period of peaceful rallies and marches is over. I see no need to organize any march on March 10 because it will lead to a clear display of aggression by the authorities,” he said.

The police said they had acted in accordance with the law and Putin’s spokesman, Dmitry Pes-kov, defended the intervention. “The opposition action consisted of two parts, legal and illegal. In both cases, the police acted with the highest professionalism and acted legitimately and effectively, within the competence of the law,” he said.

After four years as prime min-ister, Putin returned to the presi-dency after capturing almost 64 percent of the votes in Sunday’s election. He was president from 2000 to 2008.

LUCKNOW, India — India’s governing Congress party was badly beaten in a key state elec-tion Tuesday, a sharp rebuke that could cripple the already embattled national government over the final two years of its term.

With Congress coming in fourth place in the Uttar Pradesh polls, party icon Rahul Gandhi admitted defeat. Gandhi, seen as his party’s likely next prime ministerial candi-date, had put his reputation on the line by campaigning relentlessly across India’s most populous state.

“I led this campaign and I was the person in front. The responsibility is

mine,” Gandhi said, adding that his party had poor organization in the state. Mayawati, the bottom-caste dalit leader who is the state’s incumbent chief min-ister, also suffered a crushing defeat as the socialist Samajwadi Party’s victory was strong enough to allow it to form a government on its own.

“People have risen above caste and religion to vote for the Sam-ajwadi Party and that is why it’s clear that we are headed toward a majority,” said Akhilesh Yadav, a top party leader, while votes were being counted Tuesday. The party secured 224 of the state’s 403 seats, according to the Election Commis-sion’s final tally early Wednesday.

The head of the International Air Transport Association (IATA) on Tuesday urged the European Union to delay rolling out a carbon tax on air travel next year, warn-ing it could provoke trade wars. “Non-European states see it as a direct attack on their sovereignty,” the IATA’s director general Tony Tyler told a forum on international relations in Montreal.

“That is easy enough to under-stand when European states es-sentially would be pocketing taxes for emissions by non-European carriers over the sovereign terri-tory of non-European states,” he explained. Tyler warned the tax could provoke a trade war.

“No one wants a trade war. It seems to me states are clearly pre-paring for the possibility... but it is not inevitable,” said the head of the UN aviation agency that rep-resents some 240 airlines compris-ing 84 percent of total air traffic. The European Union imposed the tax with effect from January 1, but no airline will face a bill until 2013

after this year’s carbon emissions have been tallied.

The EU has said the carbon tax will help the 27-nation EU bloc achieve its goal of cutting emissions by 20 percent by 2020 and that it will not back down on the plan. The EU argues that the cost for airlines is manageable, estimating that the scheme could prompt carriers to add between 4.0 and 24 euros ($32) to the price of a round-trip long-haul flight.

Over two dozen countries, including China, Russia and the United States, have opposed the EU move, saying it violates international law. Tyler said the EU should embrace a “global ap-proach” to airline emissions and thus allow the ICAO to set a solu-tion. Such “cannot be achieved in Brussels,” he said.

The ICAO is scheduled to re-lease at its next general assembly in 18 months market-based pro-posals to curb aircraft emissions. “What they (the EU) could do is to defer the implementation of their scheme” until then, Tyler told AFP.

One big unknown is whether Apple will keep the iPad 2 in pro-

duction and offer it at a lower price, like it kept the iPhone 3GS after the launch of the iPhone 4.

Another big question is whether Apple will reveal its rumored foray into making TV sets. Some have speculated that the invite to the Apple event, which said “We have something you really have to see,” points in that direction.

Arsenal had been left needing to pull off one of the biggest comebacks in European history after suffering a 4-0 first leg thrashing against the Serie A leaders in the San Siro last month.

But first-half goals from Laurent Koscielny, Tomas Rosicky and captain Robin van Persie fired the Gunners into an improbable 3-0 lead which left the Emirates faithful daring to dream that a miracle was on the cards.

However Milan regrouped well af-ter the break and Arsenal were unable to find the fourth goal that would have levelled the tie, leaving the shattered Premier League giants reflecting on a 4-3 aggregate defeat.

Arsenal boss Arsene Wenger praised his side’s display.

“They can only be proud of their performance,” Wenger said.

“The team has fantastic spirit and showed some fight after the first tie, but unfortunately we go out. We had the chances for a goal, but we keep our winning run going which is important. We have paid the price for a bad first game.“But we have given everything. That is all you can do at the top level: give everything and then you accept the result.”

Milan coach Massimiliano Allegri meanwhile paid tribute to the way his side had responded after their first half mauling.“I just said to them at half-time that we couldn’t change what had happened in the first half,” Allegri said. “But I said to them it was important to remember that even at 3-0 we were still qualified.

“I’m very happy because our objective was to qualify and we have done that.”

Arsenal had needed to make an early breakthrough to give their hopes

of a miracle some momentum and they duly scored the goal they craved after only seven minutes to send the Emir-ates into raptures.

Alex Oxlade-Chamberlain swung in an inviting corner from the left, and as the jittery Milan defence appeared to be preoccupied with the position of van Persie, Koscielny popped up unmarked to head home.

The goal infused Arsenal with belief and within minutes they were sweeping forward hungrily once more.

Theo Walcott surged down the right flank and fed van Persie, whose shot from a tight angle was well saved by Christian Abbiati.

Arsenal’s relentless pressing and constant harrying prevented Milan from settling into any kind of rhythm. Occasionally the home side fell foul of referee Damir Skomina, the Slovenian official showing yellow cards to Bac-ary Sagna and Kieran Gibbs for fouls on Mark van Bommel and Stephan El Shaarawy respectively.

Yet Arsenal remained firmly in control and van Persie drew another good save from Abbiati with a vicious curling shot that was destined for the top corner.

On 26 minutes the second goal that Arsenal had been threatening arrived when Walcott burst down the right and crossed low for van Persie.

Thiago Silva intercepted but his weak clearance found Rosicky on the edge of the area and the Czech midfielder took his time and placed his shot low past Abbiati.

Shellshocked, Milan desperately tried to steady the ship with half-time looming. But just when it looked like they had weathered the storm, Arsenal

Oxlade-Chamberlain popped up on the right flank and powered into the AC Milan penalty area.

The youngster’s pace took him through the gap presented by Antonio Nocerino and Djamel Mesbah and when the Milanese duo sandwiched the winger, Skomina looked long and hard before pointing to the spot.

Van Persie stepped up to do the honours and put Arsenal within one goal of nirvana.

But Milan returned from the break a far more organised unit, pressing Arsenal with a vigour that had been totally absent in the opening 45 minutes.

Arsenal’s best attempt to level the tie came on 59 minutes, when Gervinho raced clear down the left. The Ivorian’s low shot took a deflec-tion off Philippe Mexes and struck Abbiati’s leg, but the ball bounced only as far as van Persie.

For once though the Dutchman’s killer touch deserted him, and instead of opting for power he attempted to lift the rebound over the Milan keeper who was able to save.

At the other end, Arsenal lived dangerously, and were fortunate not to concede when Wojciech Szczesny’s slack clearance fell to Zlatan Ibrahi-movic, whose shot from distance flew just wide.

Szczesny was to save Arsenal twice in quick succession in the final 15 min-utes as the home side poured forward for a goal, blocking Ibrahimovic’s low shot and then saving from Nocerino from point-blank range. Yet time ran out for the Gunners and Milan were through.

Premier League finish was his priority after ducking questions about a long-term managerial role at Stamford Bridge.

Di Matteo steered the London club to the FA Cup quarter-finals after his first match in charge following Andre Villas-Boas’s sacking ended in a 2-0 win away to Birmingham City at St Andrew’s here on Tuesday.

Former Chelsea and Italy midfielder di Matteo has been put in charge by Blues owner Roman Abramovich until the end of the season following the dismissal of Villas-Boas on Sunday.

But Di Matteo declined to reveal whether he wanted the job be-yond then.

“I’m very tired tonight and I have to think about our game against Stoke City on Saturday,” said Di Matteo when asked if he wanted to stay on as Chelsea manager beyond the end of the season. “That’s all I’m concerned about.”

Chelsea’s travelling fans made it clear whom they wanted to suc-ceed Villas-Boas on a permanent basis when they chanted the name of former manager Jose Mourinho during the fifth round replay.

“Jose is part of the history of this club. He’s achieved so much success,” added di Matteo.

Chelsea, who meet another second-tier side in Leicester in the quarter-finals, are just two games away from the FA Cup final but they must overturn a 3-1 first leg deficit against Italian side Napoli to remain in the Champions League next week.

They are also in danger of missing out on qualifying for next season’s Champions League. Chelsea are fifth in the Premier League -- three points behind fourth-placed Arsenal -- with 11 games remain-ing.

“We don’t like where we are in the table and it’s going to be tough to achieve what we are trying to achieve,” said Di Matteo, whose team are currently adrift of the four Champions League places on offer to English clubs.

“For us, it’s vital to finish fourth in the table. That’s the target. If we can win a cup or two on the way then that’s a benefit.”

Midfielder Frank Lampard and striker Didier Drogba started Villas-Boas’s final game in charge at West Brom last Saturday.

But the senior players were both on the bench against Birming-ham.

“They are big players for this club and we have a squad and we have to utilise the squad,” added di Matteo. “We play on Saturday. It was just a question of freshening the team up.”

Chelsea skipper John Terry, who has been out since January with a knee injury, was a surprise inclusion on the bench.

“John has done well to recover so quickly,” said di Matteo of the England central defender.

at Petanahan hamlet, Batuagung village, Jembrana subdistrict had faced sudden death since this week. Every day some five to six chickens died and it continued to happen until last Tuesday.

Virtually all chicken farms be-longing to at least six families in the settlement died suddenly. A number of residents met on Tuesday (Mar 6) revealed the chickens died marked by the symptoms like weakness and reluctance to eat. By and large, five days after such circumstances, the chickens died. One of the residents, Ida Bagus Suliksa, said the first dead chicken happened to the property of Ida Bagus Sutarma around a week ago. It was then followed by the death of other chickens undergoing similar symptoms. Some chickens owned by IB Karang and Eka Wahyudi also died.

Such condition increasingly spread to the property of IB Suaba and Nyo-man Ridia. Totally, the number of dead chickens reached more than seventy or even hundreds. “Approximately 70 chickens of mine have died within the past two days,” he explained. The dead chickens consisted of 12 roosters and

broilers. Averagely the dead chickens were the parents and they were all in the same cage.

Before dying, the crowing of roost-ers sounded like snoring. Besides, those chickens were also reluctant to eat and walk. Then, carcasses of those chickens were unusual where a clear fluid came out from their beak. “Their droppings were white. After dying, I have buried some carcasses, while some others were set to fire,” explained Suliksa. He worried if the same incident would happen again because there were several other chickens at the same cage. He actually had been cleaning the cage and taking good preventive measures by provid-ing pill and solution water. Sanitation of the cage was also well maintained by spraying detergent but his effort seemed fruitless.

Another resident, IB Gujir, also admitted that a lot of chickens died suddenly for no reason in his neigh-borhood. Among some residents liv-ing in the settlement, it was only the poultry of Gujir that could survive. Local residents hoped that government would take immediate action either in the form of spraying or other efforts to prevent the spread of the disease. (kmb26)

The most severe flooding oc-curred at Patas village. Surface of the water reached an adult knee-deep and caused dozens of local houses to be submerged. Sand and boulders brought along by the water from the upstream covered up the road section of Gilimanuk-Seririt. Boulders and sand scattered on the road caused traffic congestion for a few hours.

Subdistrict Head of Gerokgak, Putu Kariaman, when contacted on Tuesday night said the heavy rain flushed the Gerokgak area almost for four hours. Such condi-tion triggered the flooding at Patas. However, the water had started receding by the night. Only the boulders originally brought by the water remained on the road so that they interfered with the traffic flow in the region. “By the night, the water had started receding. Now, there are only boulders brought along by water and disrupted the traffic flows,” said Kariaman.

Kariaman added that local resi-dents worked hand in hand to move the boulders amid the road so that vehicles could come through

slowly. Since many boulders could not be moved, he then contacted the Regional Disaster Management Agency (BPBD) of Buleleng for a favor to move them. “Tomorrow morning (Wednesday—Ed) a heavy equipment will come to move the boulders amid the road,” he said.

Aside from the boulders scat-tered on the road, said Kariaman, the northern side of main road at Patas village also collapsed. It happened as crashed by torrential water coming from the upstream area. “The the north side of the road also collapsed,” he said.

Chief of Gerokgak Police, Wayan Suarta, added the north side of the road indeed collapsed due to flooding. It happened along some one meter. “This evening the traf-fic flow has been running normally, while the water gradually receded as well,” he said.

Meanwhile, the heavy rains in Singaraja town made a number of billboards and trees uprooted. A billboard located on Jalan A. Yani Singaraja also fell down due to the rain accompanied by strong winds striking Buleleng. According to a

store attendant, the incident took place around 6:00 p.m. local time. At that time, the store was crowded by visitors. Luckily, a car parked at that location had been moved earlier so as not to be toppled over by the billboard.

Apart from the collapsed bill-board, the rain along with strong wind also caused a falling tree in the SMPN 2 Singaraja junior high school. The falling tree covered up the road and the traffic was dis-rupted. Luckily, the officers of the Buleleng Sanitation and Landscap-ing Agency (DKP) could clean up the falling trees immediately, so as not to disturb the flow of vehicles.

In front of the Satlit Asri Hous-ing Complex to the west about half a kilometer, the road was also under water. Such condition disturbed the flows of vehicles and forced them to move slowly. The overflowing water onto the road happened be-cause the drainage channel to the south of the road was blocked and the water volume was large enough. Heavy rain along with strong winds swept almost the entire region of Buleleng on Tuesday afternoon till night (Mar 6). As a result, the flooding overwhelmed three villages in the Gerokgak subdistrict, namely the Celukan Bawang, Pengulon and Patas.

Without leaving home and asking for other’s mercy we are unable to eat,” said a mother dressing shabbily from Pedahan Kaja.

Kubu Subdistrict Head, Ketut Sedana Arta, said the maize in Kubu indeed faced crop failure this year. The maize grew barrenly and even it should have been harvested last month, while some others had not flowered until now. Unavoidably, the maize would face crop failure. Even

though the grain could grow, it would be very small or the production much declined.

According to the subdistrict head from Ban village, the crop failure in Kubu happened due to seasonal fac-tor where it rained when the maize was flowering. Since the flowers were wet the pollination eventually failed. Similar opinion was delivered by a leg-islator from Ban village, Kubu, I Gede Tamu Sugiantara, that maize plant in Kubu had crop failure this year.

He worried because their people underwent difficult time to meet their daily needs. On that account, Gede Tamu Sugiantara, a former headman of Ban, assessed the need to organize a low-cost market for groceries.

Aside from Kubu region, the crop failure or decline in maize production this year also took place in the region of Abang subdistrict and Seraya vil-lage. In Abang subdistrict with dry land, though the maize could be harvested, their cobs were very small. The same condition also happened to other three villages of Seraya namely West Seraya, Central Seraya and East Seraya, whereas they were formerly famous maize products. One of the community leaders of Seraya village from Kangin hamlet, Wayan Karya, said the current maize harvest had inferior quality. “Their cobs are small. Britain’s Prince Harry gave Usain Bolt, Jamaica’s champion sprinter, a run for his money Tuesday on the track at the University of the West Indies.

Minutes after teaching the prince the basics of starting, Bolt was sur-prised to see his royal competitor race 50 meters down the track, in what would be described internation-ally as a false start.

“Prince Harry gets a head start, although we are not sure @UsainBolt is really trying,” Clarence House, the official residence for Harry and his father The Prince of Wales, said in a message on Twitter.

Dressed in Jamaica green, gold and black colors, the prince took on the world and Olympic 100 and 200

meter record holder during a tour to mark Queen Elizabeth II’s 60 years on the throne.

Anxious to get a good start, Prince Harry told Bolt to look to his left, then right, and then just took off.

Bolt and the prince then struck the sprinter’s trademark “to the world” pose.

Praising the wealth of track and field talent in Jamaica, the prince told his hosts, “So don’t go running off to America, you have enough talent here. You have athletes for a genera-tion to come.”

The prince was visiting hospitals and service organizations during his stay.

He was to meet Prime Minister Portia Simpson Miller and was to be the guest of honor at a state dinner at King’s House later in the day.

Britain’s Hanah Miley set the fastest time in the women’s the 200m individual medley this year as she sealed her second spot in the British team for the London Olympics at national trials here Tuesday.

Miley won in a time of 2 minutes 10.77 seconds, with So-phie Allen less than a second behind as she edged out Sophie Smith in 2:11.71.

in the 400m medley.“I knew it was going to be a big race on my hands with

so many younger girls coming through and stepping up to the medley,” said the 22 year-old Miley, trained by her father Patrick.

“I recently watched an interview from 2006 when I stated that the breaststroke was my weakest stroke,” said Miley. “We have worked on it since then.”

Allen’s time of 2:11.71 was the third fastest in the world this year and lifted her to second in the British all-time list.

In the men’s competition, Joseph Roebuck recorded the

year’s fastest 200m butterfly time with 1:55.94.Meanwhile Rebecca Turner beat world and Olympic medal-

Canoeing hobbyists of Denpasar seemed to test their capability vivaciously in the watershed of Badung River, precisely in the dam of Ba-dung River located north of Tanah Kilap Temple, Gelogor Carik hamlet, Pemogan.

that in year 2009 HIV prevalent on pregnant women from 257 people in eight private midwifes, three were affected while in 2010 all mid-wifes that were trained at Denpasar and Badung Regency were required to ask pregnant women to come to their practice and do an HIV test at VCT clinics. “As much as 400 pregnant women tested at VCT clinics and four of them are HIV positive,” Armini explained.

Saniscara Kliwon, Saturday (Feb 11), was celebrated with various traditions by Hindu devotees in Bali. In Klungkung, for instance, most people organized Nyaagang, a ritual held in front of the entrance gates of their house compound before midday. Most Hindu devo-tees of Klungkung interpreted this ritual as the return of the ancestral spirits to Nirvana. They were believed to come down to earth during the period of Galungan to Kuningan.

According to Jero Mangku Mu-jana, a former chief of Dalem Gede Temple supporting devotees at Gelgel, Klungkung, the ancestral spirits were believed to come down to the mundane world to see their descendants on the Penampahan Galungan. “Penampahan Galun-gan is interpreted as nampe or hosting the coming of the ancestral spirits,” said Jero Mangku.

Offerings presented during the Nyaagang ritual consisted of tipat food offerings included cooked and raw food such as Balinese sausage, fruits and fruit salads put

in front of the house as the food supply for the ancestors. “The Nyaagang tradition is undertaken by Klungkung residents at the cus-tomary village of Gelgel, Satra and some others. It was dominantly executed before midday. Accord-ing to the customary hamlet chief of Jelantik Kuribatu, Tojan village, Made Suryawan, the Nyaagang ritual posed a tribute of the descen-dant to their ancestors.

“Such a tradition is also strengthening the familial rela-tionship as an expression of Hindu devotees to always remember their ancestors,” he said. According to Sundarigama palm-leaf manu-script, the peak of the victory of dharma (truth) against adharma (untruth) was interpreted as the coming down of deities to give blessings in the form of welfare to descendants being still alive on the mundane world.

The sender of the letters ex-plained about the certain account in Bali Bank before being sent to the local account. In the letter, there is information that there is a leak as much as 600 million rupiah since May 1, 2011 until December 31, 2011. If it is accumulated then it will become 72 billion rupiah.

The letter also stated that the fund is being use to make com-

panies and to fund the election in 2013. Regarding the information, the Head of Bali Revenue Depart-ment, ketut Sudira rejected the idea of the existence of the account.

He said that with the online system, the tax will directly go to the local account. “We never in contact with the money and all di-rectly enter the account. There are no temporary account in any bank

but there are an account before enter the government account,” he added. Sudira said the tax revenue is always increasing every year. In 2011, the revenue was 1.5 trillion rupiah, more than the target which was 1.1 trillion rupiah. The number of vehicles in 2011 was 2.5 million and it is kept increasing. weren’t very fast.“[This time], we’ve had a good win-

ter in terms of reliability, apart from Saturday, and I feel we are making good progress with the car. There’s nothing I’m afraid of with the balance of the car. It lis-tens to changes, which is really important with a motor car, [and] I’m very happy with the direction we’ve taken with the car and with the package we have.”

Despite his optimism, however, But-ton refused to rule out opposition from anywhere - even Ferrari, which appears to have been struggling to get its 2012 car to behave as it wants.

“I’m sure Ferrari can find their way out of a sticky situation – if they’re in a sticky situation,” he insisted, “I don’t really know where they are in terms of pace. [But] we’re all trying new things at the start of the year. One of us will get it right and I’m sure the others will follow suit in the end. They’re obviously on the back foot, but I’m sure they’ll catch up. They have the resources, they have the expertise and they really want and need a good season in 2012.

Marc Marquez completed his first Moto2 laps since last October’s Malaysian Grand Prix accident, during a surprise appearance at Alcarras in Spain. The 2011 world championship runner-up’s attendance was not officially announced, but some BSB riders also testing reported the news.
