    CANNABIS AND ITS ANTI-AGING PROPERTIES

    Though hemp has been used in cosmetics for ages,more and more companies are integrating THC (delta-9-tetrahydrocannabinol) into their skincare lines.

    The Federation of American Societies of ExperimentalBiology found that cannabinoids are responsible forlipid production and, therefore, for regulating conditionssuch as dry skin or acne. "Our preclinical data encourageone to explore whether endocannabinoid system-acting agents can be exploited in the management ofcommon skin disorders," said Tamás Biró, a scientiston the team.

    In addition to being an anti-inflammatory, cannabishas been more recently noted as an antioxidant. Somestudies have shown that THC itself possesses moreanti-aging qualities than cannabidiol. The antioxidantsassist in neutralizing the damaging effects of freeradical oxygen particles.

    The balance between detrimental and defensivebiological processes, such as oxidative stress andanti-oxidation, determines the ageing process. Thereis a growing body of evidence to suggest that theendocannabinoid system (ECS) has a fundamentalrole to play in various aspects of the aging process,both mental and somatic.

    On a cellular level, the ECS regulates expression of theimportant neurotransmitter, brain-derived neurotropicfactor, an important protein responsible for thedevelopment and maintenance of healthy neurons,which underlies its ability to assist in neurogenesis

    (growth of new neurons).

    It is now known that the endocannabinoid system isinvolved in the maintenance of healthy skin in variousways. Cannabis topicals may also be used to treatinflammatory skin diseases.

    Dermatologists note that smoking cannabis is not thehealthiest form of consumption for your skin. If youare a cannabis user, oral consumption is the bestmethod for protecting your skin. Smoking cannabishas the same effects on skin as smoking cigaretteswould. Doctors urge that if you insist in smoking youhave a heavy-duty moisturizer on, but if you insist onsmoking, use a vaporizer.

    LICENSING/LICENSEES- This Act will require licensed non-medicalmarijuana businesses to follow strict environmentaland product safety standards as a condition ofmaintaining their license- It prohibits the sale of non-medical marijuana bybusinesses that also sell alcohol or tobacco- This strictly prohibits extracting without a license- Licenses will begin being issued by Jan. 1, 2018- The existing medical marijuana operators incompliance with the Compassionate Use Act of1996, will get priority in commercial licensing until2020- Felonies exclude you from obtaining a license –convictions from drug cases that were based onsomething that is now legal will not solely excludesomeone

    - Licensing fees will be set up on a scaled basisdepending on the size of the business and variablecosts- The State Water Resources Control Board andthe Department of Fish and Wildlife - among otheragencies - will be allowed to establish fees to coverthe cost of their marijuana regulatory programs- There are 12 different license categories – a totalof 19 classes of licenses will be offered- Licenses must be renewed annually- Non-medical licenses are separate of MedMJ- Licensees may hold several licenses with theexception of testing facilities – licensees with atesting facility may not have interest in any otherclass of license- All licensees must be located at least 600 ft froma school- Licensees must be California residents as of Jan.1, 2015 – this requirement ends Dec. 31, 2019

    ADVERTISING/MARKETING- This Act prohibits the marketing and advertisingof non-medical marijuana to persons younger than21 years old or near schools or other places wherechildren are present- All advertising shall accurately identify the licensee- Licensees may only advertise in outlets thattargets at least 71.6% people over age of 21- Web ads will require age verication- No misleading information or scientic claims thatcannot be proven- No advertising on billboards on highways thatcross state lines- No cartoon characters

    - No advertising within 1000 ft of where childrenplay- There will be absolutely no giveaways of marijuanaor infused products

    MEDICAL MARIJUANA PATIENTS- This Act will strengthen the state’s existing medicalmarijuana system by requiring patients to obtain byJanuary 1, 2018, a new recommendation from theirphysician that meets the strict standards signed intolaw by the Governor in 2015, and by providing newprivacy protections for patients who obtain medicalmarijuana identication cards as set forth in this Act- This will not supersede the Compassionate Use

     Act of 1996- Child custody rights for MJMed patients areprotected- All medical marijuana patients will need to apply

    for a new medical card under a new list of qualifyingsymptoms, as of 2018- Medi-Cal patients will receive 50% off medicalmarijuana card· A medical marijuana card fee may be no higherthan $100

    UNDERAGE USE- AUMA will make it illegal for persons under the ageof 21 to possess non-medical marijuana

    CANNABIS & THE WORKPLACE- Public and private employers have the ability toenact and enforce workplace policies pertaining toMarijuana- Fare wages will be enforced in cannabiscompanies

    CANNABIS CONVICTIONS- The courts are authorized to resentence personswho are currently serving a sentence for offensesfor which the penalty is reduced by the Act, solong as the person does not pose a risk to publicsafety, and to redesignate or dismiss such offensesfrom the criminal records of persons who havecompleted their sentences as set forth in this Act- Marijuana is no longer cause for search andseizure- Signicantly lessens possession and non-violent

    cannabis crime neINDUSTRIAL HEMP- AUMA allows industrial hemp to be grown asan agricultural product, and for agricultural oracademic research, and regulated separatelyfrom the strains of cannabis with higher delta-9tetrahydrocannabinol concentrations- Industrial hemp is not subject to marijuana laws- Industrial hemp can be planted on no less than1/10 acre- Hemp elds must have proper signage- Hemp elds may only can grow hemp- The nal product has to con tain less than .03% THC

    PERSONAL USE- AUMA allows possession of up to one ounce ofower by any adult ages 21 and up- Any adult 21 years and up is able to possess up toeight grams of concentrated cannabis, including ascontained in marijuana products- Adults may grow up to six plants in an indoor growout of sight of the public- Localities cannot ban indoor personal grows- If feds make marijuana legal, the ability of localitiesto ban outdoor personal grows is cancelled

    PUBLIC SMOKING/SMOKING

    LOUNGES- Localities will have the right to issue licenses forsmoking lounges- Public smoking will be illegalother than at licensed clubs- The Act prohibits the consumption of marijuanain a public place unlicensed for such use, includingnear K-12 schools and other areas where children

    First off, the flower is stunning. It is impeccably well-trimdripping in crystals. The packaging is a simple glass jar with alooking label.     In light of Cinco de Mayo, we found a south-of-the-border favoritethat has been infused with cannabis, introducing the Dabchelada.Dabchelada is an infused version of a michelada. ArmandoRodriguez, who actually once did marketing for one of the majormichelada mix companies in LA, created Dabchelada.

    When you buy a Dabchelada, you receive an empty Styrofoamcup wrapped in a brightly colored Dabchelada sticker, with thetop dipped in medicated chili salt mix and covered in plastic. Theinstructions are simply placed on the front of the sticker “Just add

    your favorite beer or juice!” I decided to add a Tecate in light of itbeing a michelada. It was pretty delicious! Dabchelada is madeusing 200mg of indica dominant "real shatter" that you do nottaste, but you can definitely feel it!

     jurisdiction in which he or she proposes to operate,following the requirements of the applicable localordinance.” Note that the revocation of your localpermit or license means you cannot operate in thatcity or county even if you still have your state license.Giving local jurisdictions the power to tax andassess fees against medical marijuana businesses.

    Setting forth the requirements for marijuana

    deliveries in California. Delivery of marijuana bya dispensary to qualifying patients or designatedprimary care givers will be licensed by the state onlyif it is also allowed in the local jurisdiction in whichthe dispensary licensee operates.

    Prioritizing licensing for certain medical marijuanabusinesses. In issuing licenses, the state mustprioritize any facility or entity that can demonstrateto the state’s “satisfaction” that it was “in operationand in good standing with [its] local jurisdiction byJanuary 1, 2016.” In addition, an MMJ businessthat is operating in compliance with local zoningordinances and other state and local requirementson or before January 1, 2018, may continue itsoperations until its application for licensure is

    approved or denied. So in other words, if you canget your cannabis business up and running by theend of this year with local approval where required,you will likely have priority when it comes to licensingunder the MMRSA. I and my rm’s other California-licensed cannabis lawyers are already getting callsand emails from existing and new clients seekinghelp on this.

    Providing the following special carve-out for theCity of Los Angeles, with its long embattled localmarijuana laws:

    Issuance of a state license or a determination ofcompliance with local law by the [state] shall in noway limit the ability of the City of Los Angeles toprosecute any person or entity for a violation of, orotherwise enforce, Proposition D, approved by thevoters of the City of Los Angeles on the May 21,2013, ballot for the city, or the city’s zoning laws.Nor may issuance of a license or determination ofcompliance with local law by the [state] be deemedto establish, or be relied upon, in determiningsatisfaction with the immunity requirements ofProposition D or local zoning law, in court or in anyother context or forum.

    AB 243: AB 243 focuses on regulating marijuana cultivationfor medical use and on California’s environmentalconcerns regarding marijuana cultivation. This bill:

    Gives the California Department of Food and Agriculture the power to promulgate any and allrules necessary to accomplish the regulation ofmedical marijuana cultivators. The Department ofFood and Agriculture will also be the one issuingand overseeing all cultivators licenses.Tasks the California Department of PesticideRegulation, in consultation with the CaliforniaDepartment of Food and Agriculture, with dealingwith pesticide usage and safety as those relate tomarijuana cultivation.Calls for the California Department of Food and

     Agriculture to work with the Department of Fish andWildlife and the State Water Resources ControlBoard to ensure that “individual and cumulativeeffects of water diversion and discharge associatedwith cultivation do not affect the instream owsneeded for sh spawning, migration, and rearing,and the ows needed to maintain natural owvariability.”

    Provides for the same standards set forth in AB 266regarding local control and licensing and permittingto apply in AB 243. Nonetheless, “[i]f a city, county, orcity and county does not have land use regulationsor ordinances regulating or prohibiting the cultivationof marijuana, either expressly or otherwise underprinciples of permissive zoning, or chooses not toadminister a conditional permit program pursuantto this section, then commencing March 1, 2016,the [state] shall be the sole licensing authority formedical marijuana cultivation applicants in that city,county, or city and county.”

    Does not apply to qualifying patients engaged in

    personal cultivation if the cultivation area does notexceed 100 square feet and if the qualifying patientdoes not sell, distribute, donate, or provide marijuanato any other person or entity. It also does not apply todesignated primary care givers growing for qualifyingpatients if the cultivation area does not exceed500 square feet, he or she cultivates marijuanaexclusively for the personal medical use of no morethan ve specied qualied patients for whom heor she is the primary caregiver, and he or she doesnot receive remuneration for these activities, exceptfor compensation provided in full compliance withSection 11362.765(c) of the California Health andSafety Code.

    Calls for the California State Department of PublicHealth to develop standards for producing andlabeling all edible medical cannabis products. TheDepartment of Public Health will also almost certainlybe in charge of regulating the edible potencies as well.

    SB 643:Just like its companion bills, SB 643 contributes to theregulatory and oversight structure of the MMRSA. Italso specically sets forth standards for licensedmedical physicians and doctors of osteopathy(“physicians”) who recommend marijuana for medical

    use and it delves into the criminal backgroundstandards for applicants. The main points of this billare the following:

    Tasks the California Medical Board with prioritizinginvestigations of physicians who excessivelyrecommend cannabis for medical use, fail to have abona-de patient relationship with those persons forwhom they recommend cannabis, or fail to adhereto sufcient record keeping regarding their cannabisrecommendations.

    Makes it a misdemeanor for a physician torecommend medical cannabis to a patient and then toaccept, solicit, or offer any form of remuneration fromor to a state-licensed medical marijuana business ifthe physician or his or her immediate family have a“nancial interest” in that business.

    Mandates that applicants for any medical marijuanalicense must submit ngerprints to the Department ofJustice for a criminal background check.

    The state can deny a license application if “[t]he applicant or licensee has been convictedof an offense that is substantially related to thequalications, functions, or duties of the business

    or profession for which the application is made. ..” In determining which offenses are “substantiallyrelated to the qualications, functions, or duties ofthe business or profession for which the applicationis made,” the state will take into account the following:

    felony convictions for the illegal possession for sale,sale, manufacture, transportation, or cultivation ofa controlled substance violent felony convictionsserious felony convictions, felony convictionsinvolving fraud, deceit, or embezzlement.

     Allows for the denial of a license application if theapplicant has any history of local sanctions, nes, orpenalties for violations of local ordinances, includingthose related to medical marijuana commercialactivity, and for any revocation of a local licensewithin the three years prior to the application for astate license.

    Requires applicants to “[p]rovide evidence of thelegal right to occupy and use the proposed location.”

     Applicants for a cultivator, distributor, manufacturing,or dispensary license must also provide the statewith “a statement from the owner of real propertyor their agent where the cultivation, distribution,manufacturing, or dispensing commercial medicalcannabis activities will occur, as proof to demonstratethe landowner has acknowledged and consentedto permit cultivation, distribution, manufacturing, ordispensary activities to be conducted on the propertyby the tenant applicant.”

    Compels applicants for a cultivator or a dispensarylicense to provide the state with “evidence” that theirproposed location is at least 600 feet from a school.“School” has not yet been dened.

    Mandates that applicants with twenty or moreemployees provide the state with a “statement” thatthe applicant will enter into, or demonstrate that ithas already entered into, and abide by the terms of alabor peace agreement.

    Requires that those seeking to cultivate, distribute,or manufacture medical cannabis must submit adetailed operational plan disclosing to the state theirplans for cultivation, their extraction and infusionmethods, their transportation processes, and theirinventory and quality control procedures.

    Tasks the state with developing an “organic certied”standard for medical marijuana in California byJanuary 1, 2020, “if permitted [to do so] under federal

    she wishes others she knows would stop beingadverse to cannabis and try it. We discussed howthe stigma against cannabis is still prevalent evenamong her friends. 

    Miss Linda and Mister Dave are a wonderful pairwho have been with Infused for a couple of yearsnow. Miss Linda is quite the animated personmeanwhile Mr. Dave is a bit more reserved.     I thoroughly enjoyed the mango slices. Roughlysix pieces come in the package and they tasteamazing. There is denitely a cannabis taste,but it is not overwhelming. The ingredients aresimple: dried mangos and marijuana extract.There are no crazy chemicals you cannotpronounce or preservatives. They are vegan andgluten free. I tried to stop myself, but I ended upeating all of them in one sitting. Shortly thereafter,my eyes started to get heavy and I felt that very

    Next came the grapefruit gummies. Theseare different than the typical gummy wormsand sour patch kids that we see in the market.These were not quite as healthy as the mangos,but are quite delicious nonetheless. They aregummies shaped like slices of grapefruit coatedin sugar. The THC is much less detectable inthese. Unfortunately, once more I could notkeep from eating almost all of them. I wouldtake a nibble and put it down then take anothernibble and set it down. Eventually I repeated itenough times that the package was empty!

     

    Moving on to the dried cranberries… Thesethings are another awesome healthy choice.The taste of cannabis is prevalent when you rstput them in your mouth, but eventually the tastesubsides. The dried cranberries are the perfectchoice for daytime medicating. They are discreetand 300mg is dispersed throughout the entirebag.      Arthritis is an ailment that aficts52.5 million adults, and is expectedto climb to 67 million by 2030.Currently, there is no cure for thecondition and current treatmentsinclude pharmaceuticals with severeside effects. Cannabis is a suitablealternative, as it naturally possessespain relief and anti-inammatoryproperties. However, many medicalofcials are averse to prescribingmarijuana for rheumatic diseaseciting the lack of the data on theefcacy of the plant.

    Though there may be limitedresources on this issue, that doesnot mean there is nothing on thesubject. The Rheumatology journal

    published a study from Dr. Sheng-Ming Dai of China’s Second MilitaryMedical University found that CB2receptors are found in unusually highlevels in the joint tissue of arthritispatients. The use of cannabis isshown to ght inammation in the

     joints by activating the pathways ofCB2 receptors.

    Dr. Jason McDougall, Canadianprofessor of pharmacology andanesthesia at Dalhousie Universityin Halifax, has received a grant andbacking from the Arthritis Society tocommence a new three-year studyto examine cannabis and if it is not

     just dampening the pain in the brain,but also working to ght inammationand repair the joint itself.

    In fact, on May 4, the MedicalCannabis Research Roundtable,comprised of high-level physicians,patients, researchers and experts,urged the Canadian federalgovernment to invest $25 million inclinical trials and medical research.The funding will be targeting threemain points:

    • Basic Science – to have a betterunderstanding of the role of theendocannabinoid system (ECS)in disease, and to explore howmedical cannabis impacts diseaseprogression, physiological function,and how the body processescannabinoids.

    • Clinical Science – to include peer-reviewed observational and clinicaltrials with a focus on safety, efcacy,

    dosing and administration.

    • Health Services & Policy – toinclude the exploration of issuesof wider policy concern suchas equitable access to medicalcannabis, how to manage andmarket medical cannabis in thecontext of legalization, knowledgetransfer to health care workersand the broader public, social andeconomic impacts.

    There are two main forms ofRheumatoid (RA) and Osteoarthritis(OA). RA is caused by a malfunctionof the immune system. Insteadof ghting off intruders such asbacteria or viruses, the body attacksthe synovial membranes, whichfacilitate the movement of joints,eventually destroying cartilage

     Arthritis of any type can be anextremely painful and debilitatingcondition that presents challengesfor pain management. The use ofcannabis as a treatment for musclo-skeletal pain in western medicinedates to the 1700s and as far backas 2000 BC the Chinese calledcannabis a treatment that “undoesrheumatism.”

    The current most effective treatmentfor arthritis is a pain managementregimen comprised of painkillersand aspirin, which often have limitedbenets and hazardous side effects.Cannabis is known to have naturalanalgesic and anti-inammatoryproperties with limited side effects.Though cannabis has been shownto help if ingested or inhaled, that isnot the only way it can help arthritissufferers.
