1 EXECUTIVE SUMMARY

The Dobbie Dico Meter Company (W.A.) Pty Limited is a manufacturer and supplier of fittings and valves for pressure pipelines. Its manufacturing facility is located in Malaga, Western Australia, and incorporates a ferrous and non-ferrous foundry with design and machining capability. The Company has been in operation since 1940.

This Appraisal has been submitted for polymeric coated ductile iron fittings manufactured to AS/NZS 2280 Ductile iron pipes and fittings. It includes a range of traditional PN 16 and PN 35 fittings in sizes DN 80 to DN 250 (previously appraised in WSAA Appraisal Report 04/05 Issue 2 published in August 2008) and a range of PN 16 and PN 20 lightweight fittings in sizes DN 100 and DN 150. The range submitted is detailed in the StandardsMark product schedules found in Appendix B and summarised in Section 4 of this Appraisal.

The traditional fittings range is supplied as raw castings by Sarvalakshmi Foundries (P) Ltd located in Tamil Nadu, India.

Se Chang Cast Iron Ind Co Ltd,(South Korea) located in Kyung-Buk, South Korea, supplies the range of lightweight fittings as raw castings.

Polymeric coating is applied by MIL Industries in Chennai India, using Rilsan Nylon 11.

Elastomeric seals are provided by Hultec.

Dobbie ductile iron fittings are standard urban water industry products and are deemed to conform to WSAA requirements. The fittings are seen as ‘fit for purpose’ for use with DI pipe and other DIOD compatible pipes including Series 2 PVC-U, PVC-M and PVC-O.

Dobbie has submitted copies of relevant quality assurance certificates and supporting documentation to satisfactorily demonstrate that the fittings appraised within this report meet the requirements of WSA PS 201 Ductile Iron Fittings (CIOD) for Pressure and Non-Pressure Applications – Water Supply and Sewerage.

Ductile iron fittings manufactured under a StandardsMark Licence to AS/NZS 2280, and designed and installed in accordance with WSAA Codes and manufacturer’s recommendations, are rated as follows:

For water supply – Fittings with polymeric coatings to AS/NZS 4158, rated 'A' - Life expectancy in excess of 100 years before major rehabilitation.

For sewer pressure mains conveying ‘typical’ sewage – Fittings with polymeric coatings to AS/NZS 4158, rated 'B' - Life expectancy in excess of 50 years before major rehabilitation.

Note: ‘Typical’ sewage is considered to be non-saline, with pH >6.0 and a magnesium content <300 mg/L. Specialist materials advice should be sought for sewage compositions outside this “typical” guideline composition limits.

These ratings are only a general guide to life expectancy. The rating may increase or decrease as a result of the system operating conditions, operating environment and other geographical and site-specific factors.

1.1 Recommendations It is recommended that WSAA members and associates accept/authorise Dobbie DI fittings, as listed in the Product Schedule in Appendix B, that are relevant to their pressure pipelines in water supply and sewer networks provided pipeline design, installation, acceptance testing and commissioning are in accordance with WSAA Codes and the manufacturer’s requirements, where specified.

2 THE APPLICANT Dobbie was established in Western Australia in 1940 as a manufacturer of water meters and fire valves. The company has extended its scope to include gate valves, reflux valves,

air relief valves, swing check valves, screwdown hydrants, a comprehensive range of fire protection equipment and ferrous and non-ferrous castings.

Dobbie is a distributor of ductile iron fittings and a manufacturer and supplier of water reticulation infrastructure components in Western Australia. Dobbie operates an in-house ferrous and non-ferrous foundry, a machine shop and testing facility.

2.1 The Manufacturer and Sub-Suppliers 2.1.1 General Dobbie has developed its own range of ductile iron pipe fittings. Sarvalakshmi Foundries P Ltd, Tamil Nadu, India and Se Chang Cast Iron Ind Co Ltd, South Korea manufacture the castings. Polymeric coatings are applied by MIL Industries in India. The products are manufactured under StandardsMark product certification licences held by Dobbie and are imported into Australia and distributed by Dobbie.

2.1.2 Dobbie sub-suppliers of DI castings The Sarvalakshmi foundry is a medium sized operation located at Coimbatore in the State of Tamil Nadu, India. The foundry manufactures castings in both ductile and grey cast iron for a number of domestic and overseas clients and is currently producing some 500 tons of castings per month. Sarvalakshmi prides itself on a modern approach to both foundry operations and quality assurance and is equipped with extensive laboratory facilities. The equipment provides for the determination of metal chemistry, microstructure and mechanical properties for all Sarvalakshmi castings. Hydrostatic testing equipment enables pressure testing of all fittings to AS/NZS 2280 requirements. The Sarvalakshmi foundry was first established in 1990 and currently employs 125 personnel operating 3 shifts. The foundry utilises induction furnaces and automated line moulding machines. It also has a well-equipped workshop employing both standard and CNC machining assets. Other products manufactured by the Sarvalakshmi foundry include pump housings, valve bodies and component castings for the automotive industry.

Se Chang was established in 1984 with its main operation located in Kyung-Buk, South Korea. Se Chang is a sizable enterprise, employing some 65 personnel and producing 700 tons of castings per month. In addition to its foundry operation, Se Chang also maintains a machining centre within its facilities and is therefore able to provide fully machined fittings and waterworks products. Se Chang currently manufactures water industry based products for most municipal water authorities within South Korea including, Seoul, Daegu, Incheon & GyeongSan City Water Authorities. Se Chang also supplies precision castings to major clients including Samsung, SsangYong and Daewoo. Se Chang operates a foundry and metallurgy complex which is under-pinned by an extensive quality assurance program. Its QA capability is certified in accordance with a number of domestic and overseas certification programs and in addition, the company has received a number of prestigious business awards since its establishment some 30 years ago.

3 THE PRODUCT 3.1 General This appraisal applies to the range of DI fittings as listed in the product schedules attached to the AS/NZS 2280 StandardsMark licences shown in Appendix B.

The Dobbie product range of polymeric coated ductile iron (DI) fittings are manufactured to comply with AS/NZS 2280.

The PN 35 range includes tees, bends, tapers, caps and connectors in sizes DN 80, DN 100, DN 150, DN 200 and DN 250 with flanged and socket ends.

The PN 20 range includes tees, bends, tapers, caps and connectors in sizes DN 100 and DN 150 with flanged and socket ends. This range will be extended to include DN 200 and

DN 250 at a later date. The PN20 range incorporates a "deep entry" socket as detailed in Table 1.

The fittings are coated and lined with Arkema Rilsan Nylon 11.

T-type socketed fittings are supplied with dual hardness EPDM gaskets.

4 SCOPE OF THE APPRAISAL The scope of this appraisal includes the range of Dobbie DI fittings covered by StandardsMark Licence SMK02809 and SMK02809/2 as shown in Appendix B.

5 APPRAISAL CRITERIA 5.1 General Appraisal criteria are determined by the WSAA Infrastructure Products and Materials Network and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members.

5.2 Quality Assurance Requirements The WSAA product appraisal network accepts ductile iron pipes and fittings manufactured under cover of a third party certified management system complying with AS/NZS ISO 9001 and having ISO Type 5 product certification to AS/NZS 2280 Ductile iron pipes and fittings by a JAS-ANZ accredited Certification Assessment Body (CAB) or by a CAB accredited by international accreditation system recognised by JAS-ANZ.

5.3 Performance Requirements The Dobbie range of ductile iron fittings has been appraised for compliance to AS/NZS 2280 Ductile iron pipes and fittings. The following Product Specifications are also relevant to this application:

• WSA PS 201 - Ductile Iron Fittings (CIOD) for Pressure and Non-Pressure Applications - Water supply and Sewerage.

• WSA PS 312 - Flange Gaskets and O-Rings

A copy of the Product Specification WSA PS 201 can be found in Appendix ‘C’. Product Specification WSA PS 312 can be downloaded from the WSAA website.

6 COMPLIANCE WITH APPRAISAL CRITERIA 6.1 Compliance with Quality Assurance Requirements The following relevant quality certificates and schedules have been submitted by Dobbie and are shown in Appendix B.

Dobbie’s manufacturing plant at 430 Victoria Road, Malaga (WA) has Quality Endorsed Company status to AS/NZS ISO 9001:2008 issued by SAI Global Certificate No. QEC1395.

Dobbie has been issued with StandardsMark Licence No. SMK02809 for traditional PN16 and PN35 fittings to AS/NZS 2280:2004. These fittings are currently manufactured by Sarvalakshmi in India. The licence nominates Nelcast as a joint licensee, however SAI-Global has confirmed that the Dobbie traditional range of fittings is now manufactured by Sarvalakshmi and that the licence will be amended when it expires. Results of the most recent SAI-Global audit have been submitted for this Appraisal.

StandardsMark licence SMK0209/2 applies to the PN 16 and PN 20 lightweight fittings fittings to AS/NZS 2280:2012. These fittings are manufactured by Sechang and results of the most recent SAI-Global audit report have been submitted for this Appraisal.

Sarvalakshmi Foundries (P) Ltd has been issued with TUVSUD certification for compliance with ISO9001:2008.

Sechang Cast Iron Ltd has been issued with a CreBizQM certification for compliance with ISO9001:2008.

MIL Trading Private Limited is ISO 9001:2008 certified and also has StandardsMark Licence No. SMKP21750 for the application of polymeric coatings to AS/NZS 4158. MIL Trading is an Arkema Approved Rilsan Applicator and is also audited annually by SAI Global as part of Dobbie’s AS/NZS 2280 StandardsMark Product Certification.

Hultec Pty Ltd supplies Dobbie with dual hardness (T - type) elastomeric seals manufactured by Thai Duong in Vietnam. Thai Duong has product certification to AS 1646 for the range of seals supplied to Dobbie.

6.2 Compliance with Performance Requirements 6.2.1 Material requirements Ductile iron

AS/NZS 2280 Clause 2.1.2.2 specifies that DI fittings shall conform to minimum AS 1831 Grade 400-12.

Dobbie has submitted typical material test certificates from both Sarvalakshmi and Sechang to demonstrate compliance.

Wall thickness

The minimum wall thicknesses of Dobbie PN 35 and PN 20 fittings exceed the minimum requirements specified in AS/NZS 2280.

6.2.2 Elastomeric joint Dobbie fitting sockets are designed as T-type. The sockets are compatible with spigots of AS/NZS 2280 ductile iron pipes and Series 2 PVC pipes manufactured to AS/NZS 1477 (PVC-U), AS/NZS 4441 (PVC-M) and AS/NZS 4765 (PVC-O).

Type test results have been submitted for DN150 seal joints to demonstrate compliance with Clause 4.2 of AS/NZS 2280. This test qualifies all sizes of the same design for sizes DN 100 to DN 300

The depth of engagement for sockets is in excess of AS/NZS 2280 minimum specified requirements as shown in Table 1.

6.2.3 Elastomeric seals The elastomeric seals supplied by Hultec Pty Ltd are T-type dual hardness EPDM. The seals are manufactured by Thai Duong Joint Stock Company, Vietnam, and have product certification to AS 1646:2007.

6.2.4 Angular joint deflection The maximum elastomeric seal joint deflection recommended by Dobbie is shown in Table 2. These deflections are in excess of the minimum required deflections nominated in AS/NZS 2280.

6.2.5 Polymeric coatings AS/NZS 2280:2004 requires that thermal bonded polymeric coatings on fittings shall comply with AS/NZS 4158:2003.

All Dobbie fittings are coated and lined by MIL Trading Private Ltd, Chennai, India using the fluidised bed method. The coating is Arkema Rilsan Nylon 11 which is product certified to AS/NZS 4158:2003.

A field repair procedure has been provided by Dobbie and is included in Appendix A. The repair compound recommended is Jotacote 605 epoxy.

6.2.6 Flanges Dobbie fittings flanges comply with AS/NZS 2280. Class PN 16 flanges conform to AS 4087 Figure B5.

Dobbie supply solid EPDM gaskets 3 mm thick complying with WSA PS 312 Flanged Gasket and O-rings for flanges rated up to and including PN16. The PN 16 flange gaskets are supplied by Novus Sealing Pty Ltd.

6.2.7 Design Verification Dobbie has submitted Type Test reports from Plumbing Testing Laboratory, a NATA Certified laboratory, for their range of lightweight fittings, to demonstrate compliance with Clause 3.4.7 of AS/NZS 2280. Clause 3.4.7 requires that fittings with wall thickness less than those nominated in Appendix H shall be satisfactorily tested to 2.5 times the allowable operating pressure, without distortion.

6.2.8 Contact with drinking water Clause 2.2 of AS/NZS 2280 requires compliance with AS/NZS 4020 with a scaling factor of 0.05.

The thermal-bonded polymeric coatings listed in 6.2.5 comply with AS/NZS 4020:2005.

Elastomeric seals are also product certified to AS 1646, which includes requirements to comply with AS/NZS 4020.

7 WSAA Agency Network Requests There are no outstanding requests.

8 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION Ductile iron pressure fittings manufactured to AS/NZS 2280 are standard products in the water industry and individual manufacturers fitting instructions and installer training is not regarded as necessary.

9 PRODUCT MARKING Dobbie fittings are marked in accordance with AS/NZS 2280. Marking includes:

• Manufacturer’s name or mark

• Nominal size of fitting.

• Ductile" or "D.I." moulded in raised form on the fitting.

• Where applicable, the angle of the bend cast on the fitting.

• Classification of fittings.

• The number of the manufacturing standard, i.e. AS/NZS 2280.

10 PACKAGING AND TRANSPORTATION Dobbie packages the fittings onto pallets using corrugated cardboard as separation to prevent damage during transport. The pallets are then shrink wrapped. (See photo below.)

11 PRODUCT WARRANTY The products are covered by the normal commercial and legal requirements of the Competition and Consumer Act 2010. Details of Dobbie’s warranty is included in their terms and conditions of sale.

12 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT

Ductile iron fittings are well-established products and Dobbie has been supplying DI fittings to the industry for many years.

Dobbie has submitted a copy of their authorisation to supply DI Pipe Fittings to the Water Corporation in Western Australia (WA).

The light weight fittings are a relatively new product range and field trial information is not available at this time. However in view of the fact that socket and flange design is consistent with traditional fittings and design verification type testing has been completed

for the light weight fittings in accordance with AS/NZS 2280, they are considered to be fit for purpose.

13 DISCUSSION Dobbie has provided copies of relevant quality certificates and test reports to demonstrate conformance to the requirements of AS/NZS 2280.

14 SUMMARY Dobbie ductile iron pressure fittings are standard products in the water industry and are deemed to conform to WSAA requirements. The fittings are therefore seen as ‘fit for purpose’ for use with DI pipe and other DIOD compatible pipes including Series 2 PVC-U, PVC-M and PVC-O.

15 LIFE EXPECTANCY Ductile iron fittings manufactured under a StandardsMark Licence to AS/NZS 2280, and designed and installed in accordance with WSAA Codes and manufacturer’s recommendations, are rated as follows:

For water supply – Fittings with fusion-bonded epoxy coating to AS/NZS 4158, rated 'A' - Life expectancy in excess of 100 years before major rehabilitation.

For sewer pressure mains conveying ‘typical’ sewage – Fittings with fusion-bonded epoxy coating to AS/NZS 4158, rated 'B' - Life expectancy in excess of 50 years before major rehabilitation.

17 REPORT RECOMMENDATION It is recommended that WSAA members and associates accept/authorise the Dobbie range of DI fittings as listed in the product schedules in Appendix B that are relevant to pressure pipelines in water supply and sewerage, provided pipeline design, installation, acceptance testing and commissioning are in accordance with applicable WSAA Codes and the manufacturer’s requirements, where specified.

Coating Field Repair Procedure for Nylon 11 coatings:

Jotacote 605

1. Product Description Jotacote 605 is a high build, high solids surface tolerant epoxy coating. It may be used with either a standard cure hardener (STD) or fast cure hardener (FC). Standard colour to be used for Dobbie Fittings is “Valve Blue” 2. Health & Safety Warnings Please observe all precautionary notices & instruction displayed on the product container. Use under well ventilated conditions. Spillage onto the skin should immediately be removed with soap & water. If eyes become contaminated they should be well flushed with water and medical attention should be sought immediately. If applied to bare metal, abrade with grade 80 grit paper and clean thoroughly. If applied on top of old coated surface, thoroughly clean and dry application area. 4. Application conditions The temperature of the substrate should be at least 3ºC above the dew point of the air and preferably 5ºC above dew point. Good ventilation (especially in confined areas) is required to ensure correct drying. 5. Jotacote 605 Preparation Mixing ratio 1:1 Mixing – 1 Part Compound A to be mixed thoroughly with 1 Part Compund B (Std or FC as required) Pot Life (23ºC) Std Compound B - 3 Hrs, FC Compound B - 1.5 Hrs. 6.
