Dallas Alumnae Chapter Minutes of the February 21, 2015 Chapter Meeting

“Uncompromising Commitment to Communities: Service, Leadership, Empowerment”

Ritualistic Opening

The meeting was called to order in ritualistic form by President Sharon Royal Hunt

at 2:07PM at Concord Missionary Baptist Church, 6808 Pastor Bailey Dr., Dallas,

Texas. Soror Bertha Whatley served as Vice President, Soror Karla McGary

served as Recording Secretary, Soror Demetria Chester served as Chaplain and

Soror Thalia Matherson served as Parliamentarian. A quorum was present.

Adoption of the Agenda

New Business was added as item K; thus changing Correspondence,

Announcements, and Ritualistic Closing as items L, M, and N. The agenda was

adopted with the changes.

Approval of Minutes from the January 2015 Meeting

The minutes from the January 17, 2015 chapter meetings were approved as posted

on website.

Officer’s Report

President

Madame President opened her remarks with a welcome to the membership. She

acknowledged the Nominating committee for a successful Leadership Training

Workshop held this morning. This concluded her remarks.

Vice-President

Soror Bertha Whatley presented the report. Visiting members were recognized.

All February birthdays were celebrated by serenade.

Soror McGary moved for the chapter to reconsider the agenda with the addition of

the Executive Board report to Committee Reports-Requiring Action. The

Executive Board report was added as item E under Committee Reports-Requiring

Action; thus changing the remaining reports and agenda items in sequential order.

The motion was seconded; Motion carried.

Financial Secretary and Treasurer

Soror Kabrina Luckey, Financial Secretary reminded members the Finance team is

accepting payments for the 2015-2016 chapter dues. All dues must be paid by the

March 21st chapter meeting to meet the deadline to Grand Chapter. She also

presented the following chapter dues category information:

After the March chapter meeting, there will be a $5.00 late fee added through June

30, 2015. After June 30th, a reinstatement fee will apply. For Golden or Diamond

Life Members, the $5.00 late fee is waived.

*To receive the Delta Dear discount, you must be a member of the Dallas Alumnae

Chapter for 5 years and be 62 years old.

Soror Carol Crawley presented the Treasurer’s Report for January. A vote card

must be obtained in order to receive a treasurer’s report. The report will be filed

for audit. A verification form must be completed if you have not been financial for

two or more years.

Protocol Moment

The Protocol committee report was given by Soror Renee Battle. The purpose of

the Protocol moment is to cover and review items during each chapter meeting to

ensure our chapter is in compliance. The presentation for the February chapter

meeting addressed the Delta Internet Guidelines for social media. The Delta

Internet Guidelines that outlines specific compliance information is posted on the

national website under Policies. There are sanctions for violations to these

guidelines therefore, all Deltas should review this information and be cautious on

how you represent yourself on social media.

The members of Dallas Alumnae who are heart / stroke survivors were recognized

and presented with flowers and gifts.

B. Elections

The report was given by Soror Deborah Watkins, Chairperson. The following

recommendation was presented:

See the attached pages (Article VI: Elections Guidelines) for a review of the

Chapter’s Policies and Procedures relating to Elections and recommended

procedures that requires the approval of the chapter – see pages 7-8.

Recommended procedures for Election of Chapter Officers for 2015-2017:

Logistic process

1. Chapter members will be given voting instructions immediately after the

ritualistic opening, established quorum, opening remarks by the

President, and any other necessary chapter business (on or before 2:30

p.m.).

2. Tables will be set up in the meeting room for members to use that will

facilitate ease of completing ballot.

3. Instructions for voting will be given to the membership prior to

distribution of ballots and before voting begins.

4. Magnifying sheets will be available for members to use that may assist in

identifying the number to shade that represents a candidate for office on

the Scantron ballot.

5. Number 2 pencils will be available on the tables in the voting area.

6. No ELECTIONEERING/TALKING signs will be placed on the tables in

the voting area.

Instructions for voting

1. Members will be guided by rows to a table to sign-in next to their name

on the chapter’s most current membership roster and pick up a Scantron

ballot from a member of the election committee. (If your name is not on

the current membership roster you must speak to the Financial Secretary)

2. Once members sign-in they will be given a Scantron ballot and guided by

an election committee to a table located in the meeting room to vote.

3. There will be 13 positions on the ballot listed in order according to

Chapter Rules of Order/Policies and Procedure (approved 12/25/14) (See

attached sample Scantron ballot.)

4. The Scantron ballot will list the names of the candidates for each office.

5. Members should first circle a candidate’s number and name listed on the

right side of the Scantron ballot and then look to the left of the Scantron

ballot to find the corresponding number.

6. Shade the number that corresponds to the candidate with a #2 pencil

available on the table. (i.e. President: 1 – Mary Jane; 2- Jane Doe; 3 –

Sally Williams (If there is no pencil available, please report immediately

to an election committee member.

7. The number should be shaded in completely.

8. Do not use checkmarks or circle the number.

9. If an error is made in selecting a candidate, please remove (erase)

completely any changes on the Scantron ballot.

10. An election committee member will be available to answer questions

relating to the voting process.

11. There should be no discussion between members regarding the election

process or candidates listed on the ballot.

12. Members should vote for no more than 21 candidates, inclusive of all

positions on the ballot. If a member votes for more than 21 candidates,

there is a problem.

13. After voting, members must return the Scantron ballot to an election

committee member and return to their seats to continue participation in

the chapter meeting.

14. After all members have voted, the election committee members will vote

for candidates for office.

15. Members will not be allowed to vote after the election committee

members have voted.

16. The chair of the election committee will notify the President once all

members of the election committee have voted. The President will

announce when voting is closed no later than 3:30p.m.

17. The election committee will access the results of the Scantron balloting

using the Scantron scoring equipment.

As Scantron ballots are collected, committee members will

begin identifying illegal ballots and positions affected before

running ballots through the scanner.

A check sheet will be used to identify Scantron ballot number

when it is deemed to be an illegal ballot.

Each Scantron ballot will be fed into the equipment according

to equipment instructions.

After all Scantron ballots have been fed into the equipment, the

election results tally sheet will be fed into the equipment

according to the equipment instructions.

18. The election results for each office will be recorded on a teller’s report

form to announce to the chapter members.

19. The teller’s report must include:

the total number of votes cast by members present and voting

the number of votes necessary for election by a majority vote

(abstentions/blanks are not counted to determine a majority)

total votes received by each candidate

illegal votes

illegal ballots or unidentifiable or ineligible candidates

20. A run off will occur if a candidate(s) for any office does not receive a

majority of votes cast for the position.

21. In the case of the internal audit committee and the nominating committee

positions, the number of candidates included in the runoff balloting will

be determined by the number of positions left in which candidates did not

receive a majority vote and candidates who received the highest number

of votes but did not receive a majority of the votes (ex., Two positions

and three candidates with the highest number of votes did not receive a

majority of the votes).

22. The same procedure for the run off will be used as in the first balloting

process.

23. New sign-in sheets will be used for members to sign in for the run off.

Soror Watkins moved for the adoption of the committee’s recommendation.

C. May Week

The report was given by Soror Tammi Southall, Chairperson. The following

recommendations were presented:

The chapter approved the May Week committee’s plans to present Dallas

Alumnae Community Service projects to 3 local schools. The committee is

now recommending that we present the Dallas Alumnae Community Service

projects to no more than 2 schools.

The committee is asking for approval of to spend the $100.00 already

allocated to the committee on refreshments and printing. The committee

will purchase juice, cookies and napkins not to exceed $75.00. The

committee also plans to develop a handout /flyer with highlights on the

youth program including chapter contact information, the cost for printing

not to exceed $25.00.

Informational:

Tentative May Week activity will be held at Longfellow Middle School

Academy and Barack Obama Male Leadership Academy on May 15, 2015.

The time at each location is TBD; we hope to share time at each location by

April meeting.

We need Committee Chairpersons to please send photos we can use in the

iMovie presentation to [email protected].

Youth Group Chairpersons will be contacted regarding high lights from this

year’s events by a May Week Committee member.

Don’t forget to wear your “Red Pumps” to the May Chapter meeting in

recognition of our May Week theme “Putting Your Best Foot Forward Day”.

The iMovie will be made available to view before sorority meeting.

If you would like to donate a door prize for the May Week activity please

contact [email protected], we are looking for gift cards or

anything a middle school-age child would like.

Soror Southall moved for the adoption of the committee’s recommendations.

D. Membership Services

The report was given by Soror Bertha Whatley, Chairperson. The following

recommendations were presented:

The Chapter approves the allocation of $300.00 to fund a luncheon

following the new member orientation.

The Chapter continues to support the meetings of Sorors in various parts of

our service area. The dates and times of these activities will be announced

in the newsletter. No funds are being requested for these gatherings.

The recognition of our Delta Dears with a token of appreciation at the March

21, 2015 meeting. The Chapter is asked to approve the allocation of

$300.00 to fund this activity. Donations will also be requested from the

Chapter members.

A “Sisterhood Days Party” be held on March 27, 2015 from 7-10pm. The

Membership Services Committee is requesting an allocation of $1,200.00 to

host a party during Sisterhood Month.

E. Executive Board

The report was given by Soror Karla McGary, Recording Secretary. The following

recommendations and ratification were presented which were approved at the

February 17, 2015 Executive Board meeting:

o Soror Kristen Wells-Lewis, Southwest Region Representative and the

Southwest Regional Collegiate Leadership Team of Delta Sigma

Theta Sorority, Inc. cordially invites Alumnae Chapters to be a

sponsor for its Southwest Region Collegiate Retreat under the theme:

C.R.O.W.N.E.D. Crimson: When Passion & Purpose Collide! The

Southwest Region Collegiate Retreat will be hosted by the Eta Beta

Chapter of Prairie View A&M University, LaMarque Alumnae

Chapter, and the Galveston Alumnae Chapter, the weekend of March

6-8, 2015. The Retreat will take place at the South Shore Harbor

Resort in League City, Texas. We are asking Alumnae Chapters in

the Blazing Southwest Region to consider making a contribution and

serve as a sponsor for the weekend to help alleviate high registration

costs. As a sponsor of our Southwest Region Collegiate Retreat, your

chapter will be making an important investment in the success of the

collegiate Sorors in the region. Gala tickets are available for guest

and Sorors not registered to attend the retreat for $50.00 each.

Soror Karla McGary moved for the chapter to support the SW

Regional Collegiate Retreat as a CROWNED Crimson sponsor with a

donation of $500.00 with funds coming from Delta-related. The

motion was seconded; motion carried.

o The Dallas Chapter of the National Pan-Hellenic Council “Adopt a

Lakewest Y Room”, Spring 2015 proposal. The Lakewest YMCA

operates in West Dallas and services many children and adults each

day. Currently, the Lakewest YMCA has a wish list that includes

updates needed to its meeting rooms and classrooms. There are eight

meeting rooms and classrooms on the high priority list at the

Lakewest YMCA that need to be updated with paint. Proposed

Resolution: Solicit member organizations of the Dallas Chapter of the

National Pan-Hellenic Council to adopt a room. Facilitate “Adopt a

Lakewest Y Room” paint party in which each member organization

comes together to paint its adopted room. Member organizations will

provide paint, paint supplies, and manpower. The proposed timeline

is as follow:

Jan 2015: “Adopt a Lakewest Y Room”, is proposed as a

community service project for the Dallas Chapter of the

National Pan-Hellenic Council and its member organizations

Feb 2015: “Adopt a Lakewest Y Room” is brought to a vote

during the general meeting of the Dallas Chapter of the

National Pan-Hellenic Council

Mar 2015: Member organizations prepare for an “Adopt a

Lakewest Y Room” paint party

April 2015: “Adopt a Lakewest Y Room” paint party

Soror Karla McGary moved for the chapter to participate in the Adopt

a Lakewest Y Room project to provide paint, paint supplies, and

manpower. The motion was seconded; motion carried.

o The African American Education Archives and History Hall of Fame

honors Black educators who made significant contributions to Dallas

County education for African Americans. The 2015 Hall of Fame

inductees include Sorors Thalia Matherson, Verna Mitchell, and

Charlie Mae Smith. The 2015 African American Education Hall of

Fame program and luncheon will be held on Saturday, April 18, 2015

at 12:00 Noon, Hilton Garden Inn, 800 N. Main St, Duncanville, TX.

Tickets are $50.00 each. Soror Karla McGary moved for the chapter

to purchase a ticket for the President or her designee to attend this

event. Soror Eula Woodberry amended the motion for the chapter to

purchase 2 tickets for the President or her designee and for the Vice

President or her designee at $50.00 each to attend the event with funds

coming from local community. The motion was seconded; motion

carried.

o The South Dallas Business & Professional Women’s Club, Inc. will

present its 52nd Annual V. Alyce Foster Trailblazer Luncheon on

Saturday, April 25, 2015 at the Hilton Anatole Hotel, Dallas, Texas.

This year’s Trailblazer honorees are Sorors Verna Mitchell and Bessie

Moody. Tickets and Souvenir Journal ads are as follow:

to purchase 2 tickets at $60.00 each for the President or her designee

and the Vice President or her designee and purchase a full page ad at

$125.00 with funds coming from local community. The motion was

seconded; motion carried.

o The Denton County Alumnae Chapter of Delta Sigma Theta Sorority,

Inc. will present its 20th Anniversary Gala, “Building Legacies,

Impacting Lives” on Saturday, March 28, 2015 at 7:00pm at the

Cascades Event Center, 5909 Stone Creek Dr., The Colony, TX.

Tickets: $65.00 per person. Soror Rita Davis moved for the chapter

to purchase a ticket at $65.00 for the President or her designee to

attend the gala with funds coming from Delta-related. The motion

was seconded; motion carried.

o The Kappa Zeta Chapter of Zeta Phi Beta Sorority, Inc. will present

its Miss Blue Revue Dinner and Dance on Saturday, March 21, 2015

at 7:30pm at the Crowne Plaza Dallas near the Galleria in Addison,

TX. Tickets: $50.00 per person. Soror Andrea Hilburn moved for the

chapter to purchase a ticket at $50.00 for the President or her designee

to attend this event with funds coming from local community. The

motion was seconded; motion carried.

Ratification:

o The Alpha Xi Omega Chapter of Alpha Kappa Alpha Sorority, Inc.

will present its 2015 Founders’ Day Luncheon on Saturday, February

21, 2015 at 12:00 Noon, Renaissance Hotel Dallas, 2222 North

Stemmons Freeway, Dallas, Texas. Ticket: $65.00 per person. Soror

Eula Woodberry moved for the chapter to purchase a ticket at $65.00

for the President or her designee to attend luncheon with funds

coming from local community. The motion was seconded; motion

carried. Soror Walker moved for the adoption of the committee’s

recommendations. Motion carried.

The report was given by Soror Eugenia Vance, Chairperson. The following

Since we were able to reduce cost in other

areas we decided to purchase the fresh

Soror Terri donated a lot of items to also

The committee received several quotes and

this was the best bid for the services.

Additionally, the actual cost of the AV is

approximately $15,000 based on the items

that we received. Several items were

donated by the vendor and they gave us a

50% discount in order to work with our

limited budget. This was based on an

existing relationship with Soror Thomas

In-kind Donations: We had several goods and services that were donated

to help us reduce our expenses: Centerpieces, Transportation,

Entertainment Expenses, and Audio Visual discounts, printing, graphic

design and layouts, gift wrapping, certificate assembly and calligraphy,

etc. We would like to give special thanks to those Sorors that donated

items, and used their relationships to help defray our cost which allowed

us to have significant budget savings.

2016 Location:

The committee is currently working on securing proposals for review

so that we can assist the next committee in preparing for the 2016

Founders Day.

Committee Summary:

The committee is currently working on recommendations for

submissions to policy and procedures for review. They will be

included in the final report by the Founders Day committee at the

March Meeting.

The Nominating Committee sponsored the required Leadership Retreat this

morning, February 21, 2015 from 9:00am – 11:00am at the FCD Life

Development Center. Sorors Gwendolyn Brown Sneed and Deborah

Watkins presented training on Chapter Management, Conflict Resolution,

Leadership Skills/Requirements in Delta and Time Management. The

Committee extends our gratitude to them for filling in when other

presenters had scheduling conflicts.

2014 – 2015 Budget

Beginning Budget $2,000.00

Expenses are projected to be incurred for the Leadership Retreat, slating process,

preparing and mailing the Candidate profiles. The election notification will be

mailed along with the profiles to maximize cost.

Rationale: This schedule supports the Nominating Committee duties outlined in

Section 8.E. of the Chapter’s Policies and Procedures, approved 12-25-14.

H. Physical and Mental Health

The report was given by Soror Rita Davis, Chairperson. The following activities

were approved by the chapter for support and participation:

I. Item for Consideration

Request for the DFW Area Chapters of Delta Sigma Theta Sorority,

Inc. to host a hospitality suite with other local chapters for Alpha Phi

Alpha Fraternity, Inc. 69th Annual Southwestern Regional

Convention, April 9-12, 2015 in Dallas, Texas at the Intercontinental

Hotel. Soror Demetria Chester moved for our chapter to participate

with the other area chapters of Delta Sigma Theta Sorority, Inc. to

host a hospitality suite for the Alpha Phi Alpha Fraternity, Inc. 69th

Annual Regional Convention with funds not to exceed $250.00.

Funds coming from local community. The motion was seconded;

Motion carried.

Soror Mythe Kirven presented information and requested the chapter

to recommend to the National Executive Board of Delta Sigma Theta

Sorority, Inc. that Soror Ada Williams be considered for National

Parliamentarian Emeritus. The motion was seconded; Motion

carried.

The Dallas City Council Political Forum co-hosted by the NPHC, Inc. –

Dallas will be held at New Hope Baptist Church, 5002 S. Central

Expressway, Dallas, Texas 75215 on Saturday, March 7, 2015 from 1:00pm-

3:00pm. The forum is free and open to the public.

The Rules of Order/Policies and Procedures have been approved and posted

on the chapter’s website as “Policies and Procedures – Revised December”.

Please review and print your copy.

All articles, flyers, committee announcements, and pictures (6 limit) to be

published in the March issue of the chapter newsletter are due to Soror

Andrea Hilburn via email by February 28th.

The Dodd Education & Support, Inc. annual corporation meeting will be

held immediately following the Dallas Alumnae chapter meeting today.

Chapter members are requested to stay for this meeting as there will be an

election for three (3) Board of Director positions. There will also be

discussions regarding the status of the foundation and maintenance of the

Dodd Life Development Center.
