European Instrument for Democracy and Human Rights (EIDHR)
EU aid in furthering democracy and human rights in Indonesia The European Union (EU) believes that democracy and human right are universal values that should be vigorously promoted around the world. Through the European Instrument for Democracy and Human Rights (EIDHR), the EU supports civil society initiatives in Indonesia in promoting universal respect for human rights and fundamental freedoms. Between 2002 and 2008, EIDHR Country‐Based Support Scheme (CBSS) for Indonesia has supported 46 civil society initiatives. The EIDHR has financed with an average of some € 3.8 million projects related to, among others, peaceful conciliation, women and children rights, trafficking of persons, non‐discrimination, rule of law, protection of rights of vulnerable groups and political accountability.

Selected projects include: 1. Strengthening the Understanding and Attitudes towards Pluralism and Multiculturalism among Young Journalists and Young Religious Leaders Carried out by the International Centre for Islam and Pluralism (ICIP) from 2004‐2005 EC co‐financing: € 96,504
Project description: Recognising the significant roles of journalist and religious leaders, the project aimed to increase their understanding of pluralism issues in order to reduce suspicions among religious followers and to encourage them to live in harmony and tolerance. The project targeted 345 journalists and religious leaders from Jakarta, Yogyakarta, Surabaya, Semarang, Bandung, Medan, Makassar, Ambon and Manado. 2. Promoting Truth and Reconciliation Commission as the Alternative Mechanism for Confronting the Past Human Rights Abuses Carried out by the Institute for Policy Research and Advocacy (ELSAM) from 2004‐2006 EC co‐financing: € 75,426.80 Project description: The project aimed to improve victims of past human rights abuses effective involvement and control in the functioning of the TRC and to unveil and to document past human rights abuses in various regions in Indonesia. 3. Advocacy of Law No. 21 Year 2001 (Special Autonomy Law) and Civil Society Empowerment to Guard the Implementation of Special Autonomy in Papua Province Carried out by Forum Kerjasama Lembaga Swadaya Masyarakat Papua (FOKER LSM Papua) from 2005‐2006 EC co‐financing: € 71,930.68 Project description: The project aimed to strengthen the capacity of civil society in monitoring and in participating on the implementation of the Special Autonomy Law in Papua province. It targeted civil society organisations, public media and local government in Jayapura, Jayawijaya, Merauke, Mimika, Biak Numfor, Yapen Waropen, Nabire, Manokwari, Sorong and Fakfak. 4. Building Dayak Indigenous People Culture of Peace and Non‐Violence through Independent Media Carried out by Perkumpulan Institut Dayakologi from 2004‐2006 EC co‐financing: € 90,429.55 Project description: The project aimed to encourage the culture of peace and non‐violence to prevent and overcome conflicts within the adat communities in West Kalimantan. It targeted multi‐ethnic communities in Pontianak, Landak, Sanggau, Bengkayang, Melawi and Ketapang.

5. Increasing Public Pressure to Promote Environmental Law Enforcement through Developing Coalition of Communities Carried out by Perkumpulan Inisiatif from 2005‐2007 EC co‐financing: € 93,626.35 Project description: The project was designed to promote an independent and transparent legal and judicial sector mainly on environmental issues. It aimed to increase public pressure to promote the enforcement of environmental law through developing and strengthening the coalition of communities in Bandung Basin area.
6. Protection and Promotion of the Rights of Indonesian People with Disabilities Carried out by Handicap International Indonesia from 2006‐2008 EC co‐financing: € 91,469.63 Project description: The project aimed to contribute to a rights‐based society which includes people with disabilities and ensures equal opportunities for its most vulnerable members. It was designed to enable the participation of people with disabilities to influence the design of policies for the promotion and protection of their rights. 7. Promoting the Legal Protection of Indonesian Migrant Workers' Rights: A Study and Advocacy in Strengthening and Increasing Awareness of Migrant Workers Rights in Banyumas, Jember and Tulang Bawang Carried out by the Institute for ECOSOC Rights from 2006‐2008 EC co‐financing: € 70,904.47 Project description: The project aimed to promote legal protection of the rights of Indonesian migrant workers in general and workers in Banyumas, Jember and Tulang Bawang districts in particular. The project was carried out in partnership with the Trade Union Rights Centre (TURC). 8. Madrasah and the Transformation of Islamic Education Based on Gender Equality Carried out by Lembaga Penelitian Pengambangan and Pengabdian Masyarakat – Sekolah Tinggi Agama Islam Nahdlatul Ulama (LP3M STAINU) from 2008‐2009 EC co‐financing: € 84,032.22 Project description: The project aimed to develop the NU Madrasah as educational institution which transformed Islamic values in accordance with gender justice. It specifically aimed at developing gender consciousness among NU Madrasah educators and the internalisation of the concept of gender justice in the teaching‐learning process in NU Madrasah. 9. Enhancing Political Representation and Participation to Improve Participation and to Enhance Responsiveness and Accountability of the Political System, within the Context of Local Elections or Leading Up to National Election in 2009 Carried out by the Indonesian Parliamentary Centre (IPC) from 2009‐2010 EC co‐financing: € 79,000

Project description: The project aims to enhance political representation and participation by improving the responsiveness and accountability of political system. It targets junior members of seven biggest political parties at provincial and district levels. The partners in this project are Jaringan Masyarakat Sipil untuk Pengawasan Pembangunan dan Transparansi (JARI), PATTIRO Semarang and Sloka Institute.
10. Monitoring the Implementation of Two ILO Conventions related to Child Labour and Empowering the Capacity of NGOs against Child Labour in Indonesia Carried out by the NGOs Network for Elimination of Child Labour (JARAK) from 2009‐2010 EC co‐financing: € 92,040 Project description: The project aims to assess the relevance, effectiveness and sustainability of Indonesian programming policies, implementation processes and the program results as well as to support NGOs in contributing to the elimination of child labour. The targeted areas are Jakarta, North Sumatera, Lampung, Central Java, West Kalimantan and North Sulawesi. Partners of the project are Yayasan Solidaritas Sosial Nusantara and Yayasan Lestari.
