In libraries community building connections are happening all the time. According to Waipa mayor Jim Mylchreest, it has been 27 years in the making, and finally Te Awamutu has a new library. Mr Mylchreest was refer- ring to plans at the time of the local body reorganisation in 1989, when Te Awamutu was contemplating large projects such as a new town hall, events centre, swimming pool, library and museum. In welcoming invited guests, including Taranaki-King Country MP Barbara Kuriger, Otorohanga mayor Max Baxter, Waikato Regional Council chairman Alan Livingston, iwi, past and present Waipa coun- cillors and council staff, Mr Mylchreest said the occasion was made more important because of the location of the library on such an important Te Awamutu historical site. He said the library windows looked over part of the Otawhao Mission Station and farm, regarded by European settlers as the birthplace of Te Awamutu. He added that for many gen- erations before that mana whenua occupied this area where they had paddled their waka to the ‘end of the navi- gable stream’. Mr Mylchreest said the library was now a cornerstone for a project of redevelopment that will restore the historic Selwyn Park precinct to an area of prominence it deserves. On behalf of council and residents, he thanked the architects, builders, contractors, council staff and project managers who took the various ideas and recommen- dations from the council table and turned them into such a fine facility. Quoting Robert Putnam, Mr Mylchreest said ‘people may go to the library looking mainly for information, but they find each other there’. “In libraries community building connections are happening all the time. “For me personally and for council today is the realisation of a long term vision for this library and I am grateful that I am still mayor and get to officiate at the opening. State Highway 3 questions need answeringThere are two questions I

have asked NZTA at all themeetings about the upcomingrestrictions to be placed on SH3between Ohaupo and Te Awa-mutu they have been unable toanswer.

The first: what was the acci-dent and death rate for SH3 forthe 10 years before it was four-

laned, given as a vehicle per kmtravelled ratio, with thatcompared to the past 10 years?

This is the only way to knowif the road was more dangerouswith four lanes as opposed tomainly two lanes. This is anessential consideration givenmuch of the road will now betwo lanes.

The second question is: Whatincrease in traffic has there beenon SH39 since firstly theovertaking lanes were removedbetween Glenview and the Air-port turnoff, and secondly sinceThe Base, now Hamilton’s mainshopping centre, opened?

Having been a regular user ofSH39 for many years my

observation is a marked in-crease, especially in the pastthree years. In view of this itcould be NZTA is looking atplaying with the wrong road.

At the meetings those NZTApeople I spoke to advised theabove questions had never evenbeen considered.

Waipa’s former mayor,Alan Livingston, has beenelected to chair WaikatoRegional Council in just hissecond term of office.

C r L i v i n g s t o n w a sreturned to the Waipa con-stituency of the regionalcouncil unopposed, along-side fellow councillor StuKneebone.

He was co-chair of thecouncil-iwi Healthy RiversWai Ora committee in thelast council term.

His election — against soleopponent Cr Hugh Vercoe —came by a nine to five major-ity at Thursday’s first meet-ing of the 2016-2019 councilterm following the local bodyelections.

Both Cr Livingston and CrVercoe expressed theirrespect for each other during

their comments before a votewas taken.

Cr Vercoe said the pairhad been mates for a longtime and “if Alan’s electedwe’ll be mates tomorrow”.

He was quick to congratu-late Cr Livingston with a“well done” and a handshakeafter the vote.

After being sworn in aschair, Cr Livingston said thefact that Cr Vercoe was beingsupportive of his electionfollowing the vote bode wellfor an effective council overthe next three years.

“It’s up to us all to make itwork for our council and theregion.”

He said he looked forwardto meeting with councillorsindividually to discuss theirinterest in roles during theforthcoming term.

Meanwhile, Nga Hau eWha constituency councillorTipa Mahuta was unani-

mously re-elected as deputychair.

Cr Livingston said afterthe meeting that he would beputting a very strong focuso n e f f e c t i v e t e a m w o r kbetween all councillors.

“I’m committed to work-ing constructively with allcouncillors on advancing thebest interests of our region.

“We have a talented teamaround the table — includingthree other former mayors —and I believe we will be ablet o w o r k t o g e t h e r v e r yeffectively.”

Pharmac is coming to Hamil-ton on Thursday to ask people tohelp it make some changes tohow medicine and medical de-vice funding applications aremade.

More than 300,000 people inWaikato received fundedmedicines last year, so Pharmacchief executive Steffan Crausazsays feedback is important.

“We want to make sure thatwe’re continuing to make thebest decisions for New Zea-landers,” he says.

Pharmac is proposingchanges in order to meet NewZealand’s obligations under theTrans-Pacific Partnership (TPP)agreement and to make someother improvements.

“These administrativechanges would not change theheart of the model and wouldonly take effect when the TPPcomes in to effect for New Zea-land,” says Mr Crausaz.

Pharmac is proposing atimeframe for considering cer-tain funding applications andestablishing a review process forthose it declines.

These changes would onlyapply to supplier applications fornew medicines.

Paterangi School Year 6student Kaeden Cresswell(10) is a pretty normalschoolboy — he likes sport,likes his teacher SimonDrury and his classmatesand generally enjoys schooland giving everything a go.

Where is isn’t quite aver-age is in mathematics — infact he’s in the top 1 per centof students his age through-out New Zealand and thePacific Islands.

Like a number ofschoolmates, and thousandsof school students up to Year10 throughout Australia,New Zealand and the PacificIslands, Kaeden sat ICASexams run by the Universityof New South Wales.

Kaeden sat the 45 minutemathematics exam and wastested in five strands: arith-metic, measurement,geometry, algebra and stat-istics.

He scored 34/40, a greatresult that put him into anelite group, earning him aHigh Distinction Certificate.

Kaeden says thegeometry component wasthe hardest, and if he works

on that a bit harder he coulddo even better next year.

He, and school principalChris Calver, know extrawork makes a difference.

Kaeden sat the exam lastyear and got a Credit Certifi-cate (recognising a score in agroup of 25 per cent belowthe top 11 per cent ofparticipants). His scoreshowed potential.

He likes maths, and is oneof a few students that getsextension tuition from MrCalver — a trained primaryschool teacher who thenwent into the secondary sys-tem and was head of themathematics department atHamilton Boys High Schoolfor a number of years.

“Maths is my back-ground,” says Mr Calver.

He says Kaeden made abig improvement in ICAS ina year.

ICAS is a skills basedtesting system which ident-ifies strengths and weak-nesses.

Paterangi School hasbeen participating for a dec-ade, offering students theoption to sit tests.

Mr Calver says inKaeden’s case he has naturaltalent, and extra work ingeometry should result in aneven better mark in 2017.

The High Distinction inmathematics was a first forthe school — Mr Calver andKaeden expect their secondnext year.

16Council signsoff new B&B

Waipa District Council has ap-proved resource consent for con-struction of a 20-room bed andbreakfast facility in Cambridge.

The regulatory committee haspermitted developer and consentholder Windsor Trust to demolishthe existing category C heritagebuilding. Category C denotes a build-ing of local significance.

The new two-storey facility willhave 20 guest rooms accommodatinga maximum of 42 guests with 25 car-parking spaces. It will operate on abed and breakfast basis and will notprovide facilities or services for non-guests. A manager and another staffmember will live on site.

A number of conditions havebeen included. The developer mustpermanently close the existing siteentrance on Hamilton Road, leavingthe only vehicle entrance from HallStreet. Guests must park within thesite boundaries, with no parkingallowed on Hall Street.

There are also conditions to en-sure noise limits are not exceededand rules about lighting, odour,smoke, fumes and dust.

The developer must have alandscaping plan approved by WaipaDistrict Council which includesspecific requirements about treesincluding their location, species andheight.

The developer must also retain aportion of the existing brick andmetal boundary fence adjacent toHamilton Road and Hall Street toprovide a remnant of the originalbrick work and a physical link to thesite’s heritage. Interpretive signage,detailing the property’s history mustbe erected and maintained.

The decision was released lastweek following a hearing last monthwhere 32 submissions were consid-ered.

Last week WaikatoRegional Council con-tractors used an applicatordangling from a helicopter toplace poison in five rooknests at Lake Te Ko Utu Parkin Cambridge.

Rooks were originallyintroduced to New Zealandto control grass grub but arenow classified as a pestunder the council’s regionalpest management plan.

“They are a classified as aproduction threat as theyfeed on newly sown crops,especially the likes ofcereals, peas and maize, anduproot young plants to get atthe seed,” says pest animalsbiosecurity officer PaulQuinn.

“They also damage pas-ture searching for grubs andinterfere with silage by rip-ping up the plastic wrap.”

Cambridge has been a keycentre where rooks formbreeding rookeries.

“We have had sightings ofup to 18 rooks in Cambridge,with five nests at Te Ko UtuPark in the gum trees behindthe tennis courts,” says MrQuinn.

The council generallyundertakes rook control inspring with contractorsapplying toxin directly to therook nest.

“It is highly effective atreducing rook numbers.”

The toxin is less toxic toother birds and to help mini-mise potential harm to non-target species the councilremoves any dead birds.Members of the public are

advised not to handle anydead birds and to keep dogson a lead.

In the wider region, rooknumbers are currently low,with the birds present at justsix known sites.

The weather may not havebeen great in the last schoolholidays — but ice skating atTe Awamutu College?

Ice Skate Tour is a familyowned business based fromMatamata which givesschools, clubs and othergroups the opportunity toraise funds,.

Owner Robin de Goeij andhis team brought New Zea-land’s only artificial ice rinkto the Te Awamutu CollegeHall for three days in theholidays as a fundraiser forthe school’s Senior BoysBasketball team.

Mr de Goeij says the arti-ficial ice rink has 97 per centof the gliding capacity asnatural ice, so it is close to thereal thing, but because it isnot quite as slippery it is idealfor beginners and learners.

Holiday fundraising is oneaspect of the operation. Schoolvisits are often made duringterm time, where students cantake lessons during class timeand then the rink can be usedfor fundraising in theevenings.

Ice Skate Tour provides allthe equipment, conductssafety briefings and runslessons.

At Te Awamutu Collegemore than 200 people per daytook to the ‘ice’.

The fundraising helped

with the cost of attending theNational Secondary SchoolsBasketball Championship,which was also held in theholidays in Palmerston North.

Te Awamutu College’sSenior Boys team performedwell in a tough draw, finishing14th in New Zealand.

Their game of the tourna-ment was against PalmerstonNorth Boys High School ,where the locals won in over-time after Te Awamutubattled to a 60-all draw at fulltime.

PNBHS made it to the final,losing to champion RangitotoCollege by one point.

Young buyers canshow their calves

This year a new incen-tive for the youth to pur-chase and exhibit pedigreecattle is being introducedat the Waikato A&P Show.

Twenty spring-born,high type calves have beenoffered for sale by highprofile breeders ofHolstein Friesian, Jersey,Ayrshire and MilkingShorthorn cattle — includ-ing local breeders animalsTim and Jo Barclay, Donand June Ferguson andDavid and Wendy Harker.

The sale is this Fridayat 7pm at the Claudelands’Showgrounds and anyoneis welcome to attend.

Buyers must be eitherunder the age of 25 at thetime of the sale or theymust nominate a personunder 25 who will handleand exhibit the animal atfuture shows.

There will be specialFuturity classes for theseanimals at both the Wai-kato Show in October andthe NZ Dairy Event inJanuary each year. Thefinal class for theseanimals as two year olds,where there are cashprizes at stake.

Taranaki cyclistMichael Torckler is leav-ing no stone unturned inhis quest to be in peakform for the Tour of South-land.

The highly-rated pro-fessional won Te Awa-mutu Sports CyclingClub’s annual hill club onCorcoran Road, Te Pahuon Saturday, fresh fromfinishing a close-upsecond to Regan Gough inthe club’s open road racethe previous weekend.

Torckler was one of 21hardy souls who bravedthe conditions, althoughthe rain did stop before theevent commenced.

The 5km hill climb is atime trial with ridersstarting at 30-secondintervals.

Torckler showed hisclass, winning in a recordtime of 13.05 minutes overa course used for only thesecond time.

He was 30 secondsfaster than his nearestrival, runner-up AlexHeaney who clocked 13.35.

Jack Montgomeriecompleted the podium,placing third in a time of13.43.42.

Josh Lane was a con-vincing Under-17 winner,finishing fourth overall in

13.43.74.Under-17 riders also

filled overall placingsfrom fifth to eighth. Theywere Drew Christensen14.05, Burnie McGrath14.42, Lachlan Robertson15.06 and FergusWashington-Smith 15.58.

Rounding out the top 10were Cameron Senior in16.09 and Steven Pawley16.14.

Pawley was the bestperformed over 50 rider.

Women’s winner wasHolly White who placed13th overall in 20.22. TheUnder-15 and Under-13riders competed over just

shy of a 3km hill climb.Pearse Gatley won the

John Apeldoorn and NoelineDonaghy downed quality oppo-sition winning their respectivemen’s and women’s handicapsingles titles at Te Awamutu GolfClub.

Two-lifer Apeldoorn showedadmirable composure to reboundfrom a slow start in his finalagainst Bryan Ryburn, winningcomfortably, 21-9, over 15 ends.

After receiving a one shotstart on handicap, Ryburnpromptly scored a three on endone to race out to a 4-0 lead.

Apeldoorn responded with awinning sequence of 1, 2, 1, 2, 2 totake an 8-4 lead after six ends.

He conceded a 2, 1, on endsseven and eight, but that wasRyburn’s lot. Apeldoorn out-scored him 13-2 over the finalseven ends.

The same two players had met

in the semi-final, Ryburn stayingalive winning 17-16 . . . havingearlier lost a life going down 11-4to Arthur Twyford.

Donaghy was always in con-trol of her final against GayBastion, winning 19-8.

TC251016SP15SPECTACULAR pyro-technic sequences are toset the sky alight overKihikihi on Saturdaynight.

There will be an abund-ance of fireworks whenMcDonald’s KihikihiSpeedway Club kick-starttheir season on Saturdaynight.

Features on an action-packed programmeinclude the debut ofhometown hero BrianEdwards in a brand newsprintcar and the annualWaipa Community Fire-works display.

Former New Zealandsprintcar champion DeanBrindle will also befronting, as will midgetsuper stars Brad Mosenand Michael Pickens,along with local favouriteDane Maxwell in hismidget.

Sprintcars are high-powered race carsdesigned primarily for thepurpose of running onshort, oval tracks like theKihikihi speed bowl.

This section of speed-way is popular not only inNew Zealand, but in theUnited States, Canada,Australia and SouthAfrica.

The cars have a veryhigh power-to-weightratio.

For a winged 410 sprintcar, power outputs of800-940 horsepower (670kW) to 1100 horsepower(820 kW) are commonplacefor these machines, whichis around 140-340 morehorsepower than a 2014Formula One engine.

Depending on themechanical setup (engine,gearing, shocks, etc) andthe track layout, these carscan achieve speeds inexcess of 260km/h(160mph).

Edwards’ machine has aChev-based motor, built byKrinner in the UnitedStates. Motor Preparationsof Otorohanga (one ofEdwards’ 10 sponsors) areresponsible for all theassembly and work on themotor.

“I will be the ‘main’driver, but my dad, Mark,is keen to have the odddrive,” says Edwards.

“Dad’s like a little kidagain.

“He can’t wait to haveanother crack at racingcompetitively.

“I’ll be taking each raceas it comes at this stage.I’m flat out at work[Edwards Engineering] soI’m just looking for a bit offun on the speedwayscene.”

The sprintcar ‘rookie’did a couple of laps atBaypark Speedway at theend of last season in aleased sprintcar off ColinEntwistle.

“It’s certainly anexcitment machine, simi-lar to a midget, but waybigger and more powerfulthan a minisprint.”

Edwards has built aproud record in all theclasses he has competed inever since taking up thesport as a 14-year-old,

spending two seasons in aministock. Highlight of hiscareer to date was winningthe New ZealandMinisprint Championshipat Palmerston North in2009-2010, a year after hisdad won the same title in2008-2009 at Huntly.

He then spent twoseasons in a midget beforedeciding to step up into asprintcar.

The safety record ofsprint car racing in recentyears has been greatlyimproved by the use of rollcages, and especially ondirt tracks, wings, to pro-tect the drivers.

Many IndyCar Seriesand NASCAR drivers usedsprint car racing as an

intermediate steppingstone on their way to morehigh-profile divisions,including Indianapolis 500winners A.J. Foyt, MarioAndretti and Al Unser, Jr,as well as NASCAR SprintCup champions JeffGordon and Tony Stewart.

Saturday night prom-ises to be an entertainingopening to the season atKihikihi.

A full programmeincludes stockcars,streetstocks, ministocks,midgets and sprintcars,starting at 6pm.

The night will be toppedoff with the fireworks dis-play. If previous years areanything to go by, this willbe well worth the entry feealone.

There will be a Hallow-een fancy dress competi-tion for the kids, withprizes in several age groupcategories.

The judging will takeplace after the racing, fol-lowed by a bonfire that setsthe scene for the fireworksspectacular.

Waikato Regional Plan Change 1– Waikato and Waipā River Catchments

Pursuant to Clause 5 of the First Schedule of the Resource

Management Act 1991, Waikato Regional Council hereby publicly

notifies the Proposed Waikato Regional Plan Change 1 – Waikato and

Waipā River Catchments.

The purpose of Proposed Plan Change 1 is to protect and restore water

quality by managing land use and discharges of nitrogen, phosphorus,

sediment and bacteria to land where it may enter the surface water or

groundwater within the Waikato and Waipā River catchments.

The Proposed Plan Change 1, materials that have been incorporated

by reference and the associated section 32 evaluation report can be

viewed at www.waikatoregion.govt.nz/healthyrivers and may

be inspected between 8am and 5pm Monday to Friday at Waikato

Regional Council offices:

• 401 Grey Street, Hamilton East, Hamilton

• 33-35 Albert Street,Whitianga

• 13 Opatito Road, Paeroa

• Corner of Paora Hapi and Titiraupenga Streets, Taupō

and at your local city or district council, or at major public libraries,
