Hurley Palmer Flatt are engineering consultants with over 45 years of experience in the built environment with extensive successful project experience. We are the largest privately-owned engineering consultancy in the UK with two offices in London, together with offices in Surrey, Glasgow and significant recent expansion overseas.

We currently have over 300 employees with a turnover in excess of £22m, with extensive plans for new offices and growth abroad.

Our design projects typically include commercial offices, mission critical facilities for local, national and global clients. We work in both private and public sectors on projects including new-build, refurbishment and fit-outs.

A significant portion of our portfolio both past and present is based within the financial sector and we are proud to have carried out numerous projects for clients such as Barclays, HSBC, JP Morgan, Santander, Nationwide, UBS and Lloyds. These projects have included major headquarters buildings with extensive trading facilities, data centres and retail premises. Our sector-leading experience in mission critical facilities ensures that our clients enjoy the correct level of resilience and reliability in the systems that we design.

We also have valuable experience in diverse and challenging sectors including hospitals, schools and universities, museums, galleries, theatres and libraries, transportation, shopping centres and hotels.

Our in-house capability includes Building Services Engineering, Energy and Sustainability, Structural and Civil Engineering, IT, Security and Technology, Critical Engineering, Advanced Building Optimisation, Building Information Modelling and Commissioning Management. How we deliver?

The following methodology identifies how hurleyplamerflatt would respond to a project within a location where we don’t currently have a permanent office.

� Outside of the UK and Ireland, Hurley Palmer Flatt have wholly owned subsidiaries or regional offices in Australia, India, UAE and a joint venture company in New York

� We have affiliates in Europe, the Middle East, Asia and parts of Sub-Saharan Africa

� Our affiliates lists is maintained by the Global Sales Director

� Project delivery is the responsibility of the Client Services Director and he is fully accountable for the delivery to the client, irrespective of the project location

� On a project basis the Key Account Holder/Project Director is wholly responsible for the management of the affiliate or Hurley Palmer Flatt office

� Project briefing and outline design is delivered in the UK and presented both in the UK and to local stakeholders

� The stage at which the design is handed over to the local team will be dependent on the project specifics and location of the remainder of the design team

� Detailed design and site supervision is carried out by the affiliate and audited by the UK office against the scheme design and employer’s requirements and best practice

� Final inspections and integrated system testing is carried out by a UK team of specialists in collaboration with the affiliate

� Within the briefing/RFP document a responsibility matrix is issued at the commencement of each project, showing the demarcation of responsibilities for the hpf team and the affiliate

� Our affiliates are audited on a 2 year cycle and measured against size, capacity, turnover, profitability and skill sets

� The audits are carried out jointly between the CSDs and the GSD

� On a project by project basis performance is audited and a review session is held at the end of each project with the client and the Hurley Palmer Flatt team

� A lessons learnt workshop is held with the affiliate on each project and the information held in a confidential file accessible to each Hurley Palmer Flatt office

International environmental assessment

We have significant experience in achieving key milestones in sustainability accreditations across the globe. We take this aspect very seriously and have accredited assesors internally in our organistations to ensure that the best advice is given during the design process.

It is extremely important that the aims and objectives of each accreditation process is taken onboard at the onset of concept design and then worked through to the contractor’s involvement to handover, and now, beyond.

Green Mark experienceAs noted in our experience section, a completed project for Tata Communications as a major data centre has achieved Green Mark Gold (as well as LEED Gold rating), with a current expansion that is also expected to have again both Green Mark Gold and LEED Gold rating. In addition, all current and ongoing (non-data centre) projects involve Green Mark certification.

LEED experienceWe also have considerable experience with LEED and understand very well the vagueries of trying to apply, what was once an office building accreditation system, to data centres. We have recently achieved with a banking end user LEED Platinum which is now an exemplar project. It has had to involve commitments from the end user in how he will operate the data centre, procure his IT equipment and set up the cooling systems to reflect these selections. Without these commitments, it is extremely difficult in our view, for a collocation type operator to achieve anything past LEED Gold, but by working with tenants LEED Platinum could be achieved. We are able to advise on how this can be achieved.

On the following page we have included a press release detailing the process for achieving LEED Platinum on this project.

Estidama experienceEstidama is the sustainability certification system developed by UAE. Estidama is Arabic for sustainability (combining assessment environmental, financial, cultural and social resources). The energy and environmental assessment criteria are more appropriate to hot and arid climates. We achieved a 4 pearl rating for our design for the Sprinter Building in Masdar.

BREEAM experienceHurley Palmer Flatt have certified dozens of BREEAM projects globally. This includes projects certified upto BREEAM Outstanding. We utilise a managed approach to BREEAM ensuring that design teams support the criteria for BREEAM throughout the project.

� We recently secured a 1.75 million ft2 mixed use scheme at the Al Faisaliah Complex in Riyadh. The development comprises the refurbishment of an existing Retail Mall (Phase 1), a Sky Bridge Retail Mall (Phase 2) and brand new, high-end retail mall with 650 luxury apartments located above (Phase 3)

Advanced Building Optimisation

At Hurley Palmer Flatt we look at each design opportunity with a fresh and objective perspective. Our in-house Advanced Building Optimisation team works closely with the client and the entire design team, using state-of-the-art building physics tools and techniques as well as their in-depth understanding of the built environment to make sure no opportunity to enhance design is missed, be it in the overall masterplan arrangement, the materiality of each building or the selection of systems and technologies.

We will provide design advice extending from fundamental matters such as the facade permeability and conditions within the open public realm areas to spatial integration of MEP equipment and onwards. This is of particular value in the early design stages where there are many key opportunities that, if missed, will impact negatively on the overall performance of the buildings.

A key focus is the use of passive design strategies to reduce environmental footprint as well as integration of energy efficient MEP systems to ‘future-proofing’ the clients’ investment against risks, whether this is from tightening of legislation or climate change.

We look at opportunities for optimising the massing of the project and relating it to the local climate, looking at interventions that can improve the environmental quality of the internal spaces as well as the public realm created between buildings; whilst respecting other important aspects of the masterplan such as place-making and urban permeability. We seek to optimise solar access as well as the provision of variable microclimates in the open spaces that can foster year-round usage. We work closely with the architects to optimise the façade performance to maximise internal comfort and reduce energy consumption (for instance, we can assist defining position and size of balconies by assessing their impact on energy and comfort).

We investigate the use of advanced technologies and how they can be seamlessly integrated and developed with the masterplan. We carefully consider the final use mix and investigate their synergies so that the best performing energy strategy is applied. Early assessment of predicted energy profiles will be used to derive a combined profile for the development which will in turn inform the technology selection. We work closely with the client and design team to ensure servicing options align with envisaged phasing of a development and that due consideration is given to timing and intelligent use of advancing/future technologies.

We make sure the servicing strategy is well integrated into the building form and is capable of delivering the highest levels of comfort for the uses whilst still ensuring environmental impact is minimised. We look at controls and monitoring strategies early during the design process to optimise interoperability between passive and active strategies, always with a double bottom line of comfort and energy efficiency in mind.

Our long standing experience in building services and track record of delivery means we know what works and what does not. But that does not mean we shy away from innovation. Our Advanced Building Optimisation team combines long-standing engineering excellence with the most advanced optimisation tools and techniques.

We provide advice from the very early stages, in an iterative and collaborative way. We help set targets and translate client aspirations into a design brief. We work closely with the entire team to inform the design process. We empower the design team, ensuring our expertise in building performance and advanced engineering informs the design process from the early concept stages through to operation.

We look at buildings holistically and use state-of-the-art building physics tools combined with an in-depth understanding of the built environment to optimise design, be it in terms of energy performance, well-being or spatial integration of building services.

We undertake site specific climate and microclimate analysis and use this to inform building mass and façade treatment. We assess the building envelope performance from an energy and comfort standpoint to make sure the interior and exterior deliver the best possible environment to occupiers.

We use our extensive building services experience to help integrate the technical systems into the building efficiently, making sure they can be controlled and work to best serve the client and the occupier.

We have extensive experience utilising BIM collaborative software for previous projects. We understand that it may well be your intention to utilise BIM for the design and implementation of future projects.

We believe that the use of BIM on projects could yield significant benefits and we would welcome the opportunity to utilise it. The benefits to a project are threefold:

We work in many sectors where the engineering systems are critical to the continuing and successful operation of client facilities. These facilities include technology and data processing centres, financial trading, R&D centres and hospitals.

We strive to understand our client’s business needs to ensure that what we design aligns with their objectives. One question that is always asked is in the event that an M&E engineering component or system fails is ‘What is the impact, how does it affect our business, who am I answerable to?’ Difficult questions, even more difficult when other factors are incorporated, including the cost of energy as well as that of construction and operation.

Balancing resilience, cost and energy reduction are some of the key aspects that we grapple with on a daily basis for each critical engineering project. Our engineers think always in these terms and constantly the ‘what if’ question.

We have a number of specialist tools to help us on our way, these include:

� Failure mode and effects analysis (FMEA)

� Statistical single point of failure analysis (SPOF) using FaultTree+

� EUE and PUE modelling to predict exact energy and carbon usage

� Air and water flow CFD modelling both internally and externally

� Emissions assessments for compliance and certification for EUETS and IPPC

� Utility maps and schematics to aid negotiation with power and energy providers

� Assessment of different fuel sources for normal and standby running

Of course all of the above are wrapped into and integrated into our other engineering and consultancy offers, but we do pride ourselves in thinking differently when it comes to critical engineering.

Cx Issues Log � This is a live document where the team record the

commissioning issues and can track progress for the various actions. It includes various significance criteria in order it can be filtered for the most relevant information. Reports are easily created from its associated dynamic Access database. Issues have clear ownership and tasks can be synchronized with Outlook.

Factory Testing � The co-ordination of factory test arrangements can prove

difficult. We have simplified the process here by utilising a common document for all test arrangements and documentation to be recorded. Documentation is stored in the Document Management folder structure.

Asset Registration � It is important when developing the commission strategies

and programme that we are clear on all of the equipment to be commissioned and during the process what the present status of the equipment is. This is the SharePoint element which details the Tagging status.

RASCI Chart � This defines accountability and responsibility for key

commissioning tasks.

Programme � The Programme page synchronises with Microsoft Project.

This is where we schedule or monitor the progress of the works. Information can be displayed in several formats and tasks can be made to synchronise with Outlook.

All of these can be ‘Followed’ so that email notifications of any change in status that you want are delivered as progress occurs.

It’s not all about taggingWith the start of engineering installations on site, we will be utilising our validation processes in order that we can accurately track and report progress and key commissioning issues to you. If the tag system is to work properly it is important to schedule every system and principal component of a system that will require commissioning and that in preparing progress reports, they align with that list so that we can flag up and record any issues or concerns and record the status of each and every system at any given time.

In order to meet both of these requirements we use Microsoft SharePointFeatures of SharePoint include:

Home PagesAs standard, the Home Page includes a summary of progress by virtue of a short term look ahead Gantt chart, short term key commissioning actions together with a schedule of the user’s own actions and issues that have been allocated for resolution. It also includes a Newsfeed which in effect is the project diary where our engineers record what is happening on site.

Project Mailbox � This sees that all of our engineers and our senior management

have access to the most recent communication.

Document Management � The document management section comprise a series

of folders to which the whole team can have access. If required it can incorporate revision control. In addition to access via SharePoint this document library can be viewed directly in the users MS Windows Explorer for easy access. This tool is linked to a feature designed to track the progress of important commissioning documentation.
