PUBLIC SAFETY COMMITTEE REPORT relative to Fiscal Year (FY) 2011 Urban AreasSecurity Initiative (UASI) contracting authorities.
Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:
AUTHORIZE the Mayor or designee, to:
a. Negotiate and execute, on behalf of the City, a contract with L-Tech Network Services toinstall fiber optic cable throughout the Emergency Operations Center and connectworkstations with camera feeds, for a term of up to five months within the grantperformance period, in an amount not to exceed $9,000, subject to the approval of the CityAttorney as to form and legality.
b. Negotiate and execute, on behalf of the City, a contract with Aviat Networks for thepurchase of a warranty and support package and services for enhancements andexpansion for the microwave transmission network, for a term of up to one year within thegrant performance period, in an amount not to exceed $960,000, subject to the approval ofthe City Attorney as to form and legality.
c. Prepare Controller instructions for any necessary technical adjustments, subject to theapproval of the City Administrative Officer (CAO); and, AUTHORIZE the Controller toimplement the instructions.
Fiscal Impact Statement: The CAO reports that this action will not impact the General Fund.Funding is available through the FY 2011 UASI grant. The above recommendation is consistentwith City financial policies in that sufficient one-time grant funds will be used to support this one-time expenditure.
Community Impact Statement: None submitted.

SUMMARY
In a report to the Mayor and Council dated April 9, 2014 (attached to the Council file), the CAOstates that the Mayor's Office of Homeland Security and Public Safety requests authority toexecute contractual agreements related to the 2011 UASI grant award. According to the CAO,the Los Angeles Police Department requests a contract with L-Tech Network Services to installfiber optic cabling in the Emergency Operations Center to allow workstations to receive anexpanded Regional Video Command Center feed. The Information Technology Agency requestsa contract with Aviat Networks for microwave transmission network services and other relatedspecialized maintenance services. The CAO recommends approval of the Mayor's request forauthority to execute the two contracts.
At its meeting held April 11, 2014, the Public Safety Committee recommended that Councilauthorize the Mayor to execute the contracts described above, as recommended by the CAO,as amended to incorporate a technical modification of recommendation b, as reflected above.
