TO: ALL ELEMENTARY & MIDDLE JUNIOR HIGH MUSIC EDUCATORS FROM: Judy Becker, CSWS STATE CHAIRPERSONRE: 27th ANNUAL CIRCLE THE STATE WITH SONG FESTIVALS

WHAT:Indiana Music Education Association-sponsored Children's Choral Festivals at 12 sites around the state. Each site will invite one elementary clinician to work with grades 4, 5, and 6 (un-changed voices) and one middle school/junior high clinician to work with grades 6, 7, and 8. Ninth grade students may participate only if they are students in a junior high school.

HOW:The music teacher(s) in each school may bring the following total number of students according to their school's population in grades four through eight (housed in one building). Example: If your school has only fourth and fifth grade, and your total population in those grades is 376, twenty students from your school may participate. This is PER SCHOOL, NOT PER TEACHER. This also applies to MS/Junior High schools housing grades 6-8. Do NOT register more than this guide indicates until you contact and receive permission to do so from your area CSWS coordinator, but do not hesitate to ask, as many areas would welcome more singers! However, please note on the registration form that there is a spot for you to respond if you have more students you would like to bring. Balanced voicing is a MUST! (Please note the voicing requirements for elementary students for a better balance in 3 part music.) Registrations MAY be rejected if balanced voicings are not submitted. Middle school must choose balanced SAB voicing. MIDDLE SCHOOL TEACHERS: BEFORE YOU REGISTER STUDENTS, contact your area coordinator if you can only send SA voicings to be given the number you will be allowed to send. This will vary at each site due to the number of changed voices.

PRIVATE STUDIO TEACHERS & TEACHERS OF COMMUNITY CHOIRS MAY SPONSOR STUDENTS ONLY IF THE STUDENT'S SCHOOL DOES NOT PARTICIPATE IN CIRCLE THE STATE WITH SONG.

Under these circumstances, the conductor or private teacher would be responsible for preparing the student and supervising the student at the festival. The name of the school where the student is currently enrolled MUST be identified during the registration process.

STUDENTS MUST: 1. Sing on pitch consistently. 2. Maintain musical part independently. 3. Spend extra time LEARNING and MEMORIZING MUSIC BEFORE THE FESTIVAL. 4. Exhibit SELF-DISCIPLINE. Please make sure your singers are mature enough for a long day of rehearsal. 5. Sing in the treble vocal range for Elementary Festi-vals and in the appropriate vocal range for the Middle School/ Junior High Festivals. This may include boy's unchanged voices on soprano or alto parts. 6. Music teachers are expected to accompany their stu-dents and provide one chaperone for every 10 students.

WHY:IMEA designed CIRCLE THE STATE WITH SONG to provide the extraordinary young singers of Indiana with an exciting choral experience. Students have the opportunity to work with leading clinicians while preparing quality choral literature. By joining other moti-vated singers from their area, they present an outstanding program. Music teachers also have the chance to observe clinicians and share vocal pedagogy with their colleagues. Each Circle the State with Song festival is certain to be a day of exceptional musical growth for both students and teachers.

WHERE:There will be 12 different sites for Circle the State with Song. Both elementary and middle/junior high choirs will be rehearsing simultaneously with different clini-cians in different places at the same site. If there is a conflict or travel problem that would affect your school’s participation in the festival, please contact the area coor-dinator in your area to arrange a transfer to participate at a different site.

SITE TRANSFERS:Should your school transfer to a different site, your Honor Choir students will be selected through their HOME area. You will need to send the Honor Choir audition to your HOME area coordinator, with a hard copy of your CSWS registration for the area you will be attending.

sional leadership and service in music education to

enhance the arts in the schools.

In 1989, the Indiana Music Education As-sociation initiated and sponsored a children’s choral festival called “Circle the State with Song.” This statewide festival was organized for the following purposes:

To provide students with an exciting and quality choral performance with other stu-dents from their area;

To provide an opportunity for music honor students who are ready for more challenging music to work with guest choral clinicians;

To provide music teachers an opportunity to observe and learn from the clinician working with the students, plus to share and discuss vocal pedagogy with other teachers;

To sing quality children’s choral repertoire;

To provide a resource of income for IMEA in its goal to support quality music education for all students in Indiana.

History of Circle the State

lCircle the State began in 1989

The “Circle the State with Song” choral festival began as a program for elementary students from grades

4, 5, and 6. The festivals were held at seven different sites throughout Indiana during the month of February, 1989. In 1991 the Indiana Music Educators Association expanded the “Circle the State with Song” festival to include junior high/middle school students from grades 6-9.

Each of the twelve sites hosting “Circle the State with Song” festivals includes both elementary and junior high/middle school choirs. Participation in the festivals has grown each year. More than 5,000 students take part annually in “Circle the State with Song.”

An outgrowth of the CSWS festival is the commitment of IMEA to further the cause of good choral music. IMEA has commissioned a piece of choral music for CSWS festival choirs bi-annually since 1995.

An additional outgrowth of the CSWS festival is the IMEA All-State Children’s Honor Choir, which began in 1992. Each of the Honor Choirs is a select group ofapproximately 140 singers chosen by audition and teacher recommendation. After two days of rehearsal, the Honor Choirs are featured as guest performers at the Indiana Music Education Association State Conference. In 1992, the IMEA All-State Children’s Honor Choir was selected to perform at the MENC National In-Ser-vice Conference in New Orleans, LA. AREA COORDINATOR

GOALS

IMEA views Circle the State with Song (CSWS) as an integral part of our projects and is proactive in its support of CSWS. We encourage elementary and middle school music educators from all schools across the state to be involved. State Chairs and Area Coordinators will make every reasonable attempt to expand the number of schools participating in each area.

with a majority vote ofthe Area Coordinators.

Schools are expected to participate at the festival site designated for their IMEA area. If another site is closer, or if there is a conflict, schools may attend another festival site when approved by the alter-nate site coordinator and communicated to the home area.!

Area festivals may be cancelled if there are fewer than 40 registrants. Each choir must have a minimum of 100 registrants or their part of the festival may be cancelled. Notifica-tion concerning cancellation will be from the IMEA Executive Committee. If the festival is cancelled due to inadequate enrollment, students will have the opportunity to attend another site’s CSWS. Clinicians are not paid if the festival is cancelled. Registration fees are not refunded in case of cancellation regardless of the circumstances. Area co-ordinators are responsible or reminding participating teachers that their students’ registration fees are non-refundable.

An alternate date should be established as a snow date whenever possible.

At the April meeting each year, area coordinators will select literature or the following year’s CSWS festival. Teachers may send music that they would like to have considered to their coordinator or the state chair.

Each area coordinator will bring repertoire for review.

Elementary repertoire should include unison, 2-part equal voices, and one simple 3-part selection whenever appropriate.

Middle School repertoire should include SAB and/or SATB material.

Elementary and Middle School repertoire should in-clude 6 selections and one combined number for Elementary and Middle School mass choir. Should it be the year a piece has been commissioned for one of the honor choirs, that composi-tion will automatically be one of the 6 selections for the following year’s CSWS.

Each teacher is responsible for ordering music for stu-dent use.

IMEA commissions a composition bi-annually to be written alternately for elementary and middle school. The commission process should begin immediately fol-lowing IMEA conference. The contract must state that the premier will be at the appropriate IMEA Conference by the Honor Choir for which it was commissioned. In 2015, the commission will be for the middle school fol-lowed in 2017 with a commission for elementary.

Total length of the area festival performances (com-bined) should not exceed 75 minutes.

The music teacher(s) in each school may bring the following total number of students, WITHIN THEIR BALANCED VOICING, according to their school’s population in grades four through eight (housed in one building); per school, NOT per teacher:

1-100 = 10 students 101-200 = 16 students201-400 = 20 students 401-600 =24 students601-800 = 32 students 801 + =40 students

Example: If your school only has fourth and fifth grade, and your total population in grades four and five is 375, twen-ty students from your school may participate. If space allows, area coordinators may opt to allow teachers with qualified students to send more than the recommend-ed number of students until the site reaches maximum enrollment. Teachers should contact their Area Coordi-nator if they have additional students they would like to recommend; additional students may not be registered without Area Coordinator’s prior approval.

Voicing should be equal and/or balanced in number. Elementary teachers should enter students in quartets of Soprano 1, Soprano 2, Alto 1, Alto 2. Middle school teachers should enter students as Soprano, Alto, Bari-tone. If no Baritone voices are available, the Soprano and Alto numbers should be reduced accordingly. Regis-trations sent with unbalanced voicing may be returned at the discretion of the Area Coordinator.

A registration fee will be assessed to cover all CSWS expenses. Each teacher should send only one registration check to the IMEA office. This check should cover all students from your school. Many school treasurers will prepare one school check for all fees after receiving the appropriate funds from the teacher. Individual students should make their checks payable to their school. FULL payment is due when online registration confirmation is received. This INCLUDES fees for any students apply-ing for scholarships.

Scholarships covering fees will be available based on need. Two (and ONLY two) scholarship requests PER SCHOOL may be submitted to the local Area Coordi-nator. The form is available through the IMEA website (www.imeamusic.org) and must be submitted by the CSWS registration deadline. Full payment is required at the time of registration. Scholarship monies will be re-imbursed directly to the school. This usually occurs before the end of December. Of those submitted, only two scholarships will be selected from each area at each level - elementary and middle school.

It is the responsibility of each music teacher to prepare their students musically and to convey student behavior expectations for the festival.

Online rehearsal recordings will be made available to help prepare students with the festival music. A pass-word protected link will be available via the IMEA website, pending copyright approval from the publishers.

If a public school does not participate in a CSWS fes-tival, students from that school may be sponsored by a civic/community choir or a private studio. Under these circumstances, the conductor or private teacher would be responsible for preparing the student(s) and for supervis-ing the student(s) at the festival.

It is RECOMMENDED that teachers participating be members of IMEA/NAfME, however, it is not a re-quirement.

It is REQUIRED that teachers with students submitted for HONOR CHOIR consideration be members of IMEA/NAfME.

Student Selection

Westchester Intermediate students

One site per IMEA area shall host the CSWS festi-val. Additional sites will be added or eliminated as the IMEA Board deems necessary to accommodate numbers of singers and the constraints of the budget for each area CSWS.

The site selected must be in the same IMEA area and, if at all possible, close to the central geographical location for that region.

Since the site is projected to house 400 total students, it should be selected with a performance area which can hold all of the singers, and an audience capacity of at least twice that amount (800), plus 20%. Other factors such as a facility large enough for lunch, a hospitality area for teachers, breakout rooms for sectionals, custodial/ technical staff availability, site cost (as budgeted), and quality keyboard instruments are primary factors in this determination.

A written agreement should be drawn up confirming the date(s) including times and agreed upon services and charges (if any). Many schools have a “Building Utilization form” that must be filled out and returned to the central administration. Wording concerning cancellation and “snow date” should also be included. Copies of this agreement should be sent to the IMEA Executive Office.

Site Selection

Where there is demonstrated need, CSWS Chair and Area coordinators may seek to divide the IMEA area into two “sub-sites.” A petition to the IMEA Executive Committee should be submitted prior to the March IMEA Board meeting for consideration for the follow-ing year. Demonstrated need involves:

Where there is no longer ability to sustain two “sub-sites” within a given area, using the same criteria as above, two “sub-sites” may be merged into one site for the entire area. This action may be initiated by the CSWS Chair, Area Coordinator, or the IMEA Board. A petition to the IMEA Board is to be submitted prior to the March IMEA Board Meeting for consideration for the follow-ing year.

CSWS accompanist may be chosen by the clinician or the area coordinator. Every effort should be made to be certain the person selected has adequate skills to handle the assignment. Regardless of whether the clinician or coordinator does the selecting, the coordinator is respon-sible for obtaining contact information to forward to the State Chair and the IMEA office in order for a contract to be sent.

Clinician Selection

Each area coordinator is responsible for selecting the guest clinician for their area and is to contact that clini-cian to confirm the date and fee ($350 maximum hono-rarium).

The area coordinator is to call or e-mail the State Chair with the clinician’s name, address and phone number prior to September 1 each year.

The State Chair will give the information to the IMEA Executive Office and a contract will be sent. Area Co-ordinators will receive a copy of the contract and will be notified when the contract is signed and returned.

IMEA has remained financially solvent through an understanding that our members serve voluntarily--our students, parents, and profession. This professional service enables IMEA to undertake projects such as CSWS, IMEA Festivals, and workshops that promote music education in our state. Professional service also recognizes the high quality of work which we could not afford if those involved were to be paid for their services. By using our professional skills and experience toward fulfilling our mission, students benefit from experiences not otherwise possible.

Financial Planning&

Budget Management

•Income •Income should be based on actual income, not on past history •Income projections are based upon pre-registra-tion from participants, sale of recordings, sale of photos, and other miscellaneous items (t-shirts/plaques). •CSWS proceeds may be used for the advance-ment of other IMEA projects. •Coordinators should procure the best price possible for quality materials, i.e. program/ticket printing. •Program covers are provided by the IMEA Execu-tive Office. Dates should not be part of the program covers so the leftover covers can be used the following year. •Tickets may be sold at the door for $3.00. Children age 12 and under are admitted without charge, if concert seating allows. •Supplies budget will include such items as: name tags, pens, tape, markers, folders, etc. •Additional personnel expenses must be approved by the State Chair and the IMEA office.

•Income Example

•Expenses must not exceed the amount indicated on the budget sheet without prior approval of the State Chair and the IMEA Office. •Fixed Expense lines such as clinicians and accompanists stipends, travel expenses, coordinator’s stipends, site costs, etc. are governed by budget approved by the IMEA Board. •Enrollment-driven Expense lines such as print-ing of programs, refreshments are variable, but are subject to an upper limit as established by IMEA Board. •Coordinators must not exceed the bottom line of the budget. Expenses incurred that are not line items in the area budget and are not approved by the State Chair or IMEA Executive Manager will be deducted from the coordi-nator’s stipend. •Clinicians are paid a standard fee approved by IMEA. •Clinicians are reimbursed for travel/housing with a $200 cap on reimbursement (IMEA mileage is reimbursed @ .40/mile. An IMEA voucher form is to be provided by the IMEA Office with the clinician’s contract. The clinician should complete the voucher and return it, with receipts attached, to the IMEA Executive Office. •Clinicians and accompanists are provided breakfast at a rate of $6 each and lunch not to exceed $8 each, includ-ing gratuity. IMEA does not reimburse or pay for any alcoholic beverages. •Additional accompanists (if used) should be teachers, high school students, parents, or volunteers. If this becomes a problem, selecting music with minimal additional or optional accompaniment should be given priority. •IMEA has based a sample budget expenses and income on 500 students per site (elementary and middle school combined). (REMINDER: 400 is the total sug-gested minimum enrollment.)

The All-State Honor Choirs were estab-lished to provide vocally talented students throughout the state of Indiana with a challenging music opportunity, a chance to work with a guest clinician for two days, and ultimately to perform at the IMEA State Conference in January.

Honor Choir Selection Criteria:• Registered CSWS participant and committed to also participating in their local area CSWS festival• Music teacher recommendation• Parental recommendation and involvement• Submission of a recorded audition by deadline, following audition procedures strictly outlined on the IMEA/CSWS website• Participant’s music teacher is a member of NAfME/IMEA• Student’s ability to exhibit self-discipline during rehearsals• Student’s maturity in relation to staying in a hotel overnight

Area coordinators will send auditions submitted to them by their area teachers to the Area Coordinator in the next highest area. (example 1). Each area coordinator will preview the auditions submitted to them prior to the November meeting, and rank each audition by voice grouping (example 2).

Auditions will be reviewed at the November meeting by voice groupings, not area, using a prescribed rating scale. All auditions ranked #1 and #2 by the coordinators will be accepted (if they are quality submissions). Beginning with the CD’s ranked #3, the coordinators will listen to and accept or reject the audition. This procedure will be followed until all positions in the voice grouping are filled.

If stated procedures are not followed in order to assist a student, the audition may be disqualified.

Auditions and permission slips will be kept until after the conference.

General Procedures

•Weather StatementConference Registration fees for Honor Choir are non-refundable unless the IMEA State Conference is canceled.

•Selection •Music and an acceptance letter will be mailed by the Assistant State Chairs or delivered by the Area Coordinator. Other important documents will be posted on the IMEA website. •The State Chair will provide rejection letters to be distributed by area coordinators if requested. •Selected Honor Choir students must respond by a given deadline with commitment to participate. Alter-nates will be selected to perform in place of those who do not meet all required paperwork and financial deadlines.

•Choir Size •Each Honor Choir will consist of approximately 140 students with balanced voicing. Two alternates for each voice part may be selected.

•Repertoire and Clinicians •Honor Choir repertoire for Middle School will be SAB, 3-Part Mixed, and SATB voicing. Elementary can be in unison, 2-, 3-, or 4-part equal voices. •Honor Choir repertoire will be selected by the chosen clinician secured by the CSWS Chair. One piece is to be chosen from the current year’s Circle the State with Song music. •The Honor Choir clinician from the previous year can be invited to continue for a second year. Two consecutive years is the maximum term for a guest conductor. New conductors may be chosen annually if desired.

lSelection takes placeat November meeting

•Fee •A fee for each Honor Choir student will be assessed to cover hotel lodging, meals, music, clinician, accompanist, and other expenses.

•Scholarships •At least twelve scholarships are available throughout the state to cover half the cost of Honor Choir registration for students who submit Scholarship Forms to the State Chair. Reimbursement will be pro-vided to the entity that paid the fee after the Conference. •The State Chair reserves the right to award or deny scholarships on review of financial statements.

•Chaperones •The number of teacher overnight chaperones and daytime helpers will be determined by the State Chair consistent with IMEA policy for honor groups. Teachers in particular are encouraged to serve as over-night chaperones for the Thursday Honor Choir hotel stay. •Overnight chaperones are required to have a criminal background check on file with the IMEA office. All Indiana school personnel have one of these already in place. •Teachers who serve as overnight chaperones are reimbursed ½ of their registration ($49.50 max discount after the conference).

•CSWS Area Coordinators receive paid conference registration.

The program covers will be sent to you from the IMEA Executive Office. • Ask the clinician if they would like the students to bring their music to the festival rehearsals.• Ask the clinician if they would like you to make a reservation in their name at a local hotel (this will fall under the $200 travel reimbursement.)

JanuaryPrepare printed program!

January• Respond to requests for information from ven-dors in a timely manner. • The week before the IMEA Conference, count and distribute T-shirts into piles or boxes for each school. E-mail or call the IMEA Director immediately if the count is not accurate. • Attend the IMEA Conference as a chaperone or helper with the Honor Choir.• Arrange for piano to be tuned, if needed, for your festival performance – stay within the “site fees” line item of your area festival budget.• Arrange for a piano or keyboard to be in your sectional rehearsal rooms.• Make arrangement for tables to be available for registration on festival day.• Check the availability of a coffee pot for your hospitality room.• Check and update your seating arrangement of performers. Ask teachers to notify you if any students will not be attending.• Make arrangements for the sound system in your performance hall. How many microphones will be needed? Who will operate this system at the festival?• Find out how you will get in the building on festival day. Will the needed rooms be unlocked by cus-todial personnel?• Make arrangements for snacks. • Establish a time for the doors to open before the concert, as well as a procedure for ticket sales. Notify all teachers so they may tell parents.

TWO WEEKS BEFORE THE FESTIVAL• Periodically, check e-mail for information from IMEA Office, State Chair, or Assistant State Chairs and respond appropriately.• Prepare a letter to the custodian outlining your needs.• Prepare and assign teachers from their “Help” list for jobs throughout the day. Notify them in advance.• If needed, ask for volunteers to help with your own students and with drinks.• Prepare envelopes for each teacher with: clini-cian evaluation form, coordinator evaluation, a festival program, map, schedule for the day, and room assign-ment.

ONE WEEK BEFORE THE FESTIVAL• Periodically, check e-mail for information from IMEA Office, State Chair, or Assistant State Chairs and respond appropriately.• Call to arrange traffic control, if needed, after the concert.• Procure money box with change for ticket sales at the door.• Make arrangements for lunch for the clinicians.

DAYS BEFORE THE FESTIVAL• Arrange for donuts, rolls, juice, creamer, sweet-ener, cups, plastic ware, plates, napkins, coffee, tea, and whatever you wish for your hospitality room.• Procure any keys necessary for the building.

WITHIN 30 DAYS OF FESTIVAL’S COMPLE-TION• Periodically, check e-mail for information from IMEA Office, State Chair, or Assistant State Chairs and respond appropriately.• Write thank you notes to clinician, accompanist, essential site personnel, parents and/or volunteers.• Complete post-Festival expense form and re-ports and complete voucher to send in final receipts and expenditures to the IMEA Office. Do not send cash!• Forward evaluation forms to the state chair.• Recommend a replacement for your position if you do not intend to continue for the next year. Invite your replacement to the April coordinators meeting.

AREA COORDINATOR’S STIPENDArea coordinators will be paid their stipend* (if all bills have been finalized) after the April meeting. To receive full compensation, the Coordinator should: • Be a member of IMEA/NAfME. • Have attended both Area Coordinator meetings (No-vember and April) unless excused by the State Chair. • Have attended the IMEA Conference to help with Honor Choir singers. • Have been in charge the full day of their area festival.

*Penalties may occur if the Coordinator does not fulfill these obligations.

If there is a com-missioned piece, it would be included as well for a total of 7. •Elementary can include Unison, SA, SSA, and if desired, SSAA • Middle School – SAB, SATB, and if desired, separate pieces for the boys and girls. • This list must be sent to the State Chair to confirm availability of all titles before being finalized.

Rehersals and Performance •Conduct rehearsals on Thursday, January 15 and Friday, January 16, 2015 according to the schedule provided by the state chair •Prepare rehearsal practice tracks for the singers by part and a separate accompaniment track to be ready for IMEA by September 1, 2015. •Prepare written rehearsal notes for singers and their teachers to guide their local and individual rehears-als of each selection, to be ready for IMEA duplication by September 1, 2015. •Direct concert of the 2015 IMEA All-State Children’s or Middle School Honor Choir Friday, Janu-ary 16, 2015 for IMEA state convention •Provide instructions to the State Chair as to the rehearsal and concert venue set-up - i.e. placement of voice parts in choir, piano placement, location of addi-tional instrumentalists (if used), etc.

Repertoire •Study repertoire in order to make decisions in relation to descants, solos, instrumentalists, etc., and communicate this to the Area Coordinator. If you do not have copies of the music, request that the Area Coordi-nator have a set shipped to you.

Rehersals and Performance •Provide information as to placement ofvoice parts within the choir, piano placement, locationof instrumentalists, etc., to the Area Coordinatorby January 1. •Conduct rehearsals and concert according to the schedule provided by the Area Coordinator. •Prepare rehearsal notes on each piece to be sent to the Area Coordinator no later than November 1. These will be forwarded to participating teachers in order to prepare their students for the festival. •Familiarize yourself with the rehearsal record-ings for the singers by part in order to know what to expect from the students at your first rehearsal. Sectional rehearsals, if desired, must be planned for and scheduled. Discuss this with the Area Coordinator. •Inform Area Coordinator as to preference for accompanist. If selecting your own, every effort must be made to assure the person is capable of handling the assignment. Send contact information to the Area Coor-dinator in order for a contract to be sent from the IMEA Office. If you prefer that the Area Coordinator select the accompanist, communicate our wish by November 1. If you do not supply copies of the music to the accompa-nist, you must request that your Area Coordinator do so.

2015 CIRCLE THE STATE WITH SONG Please read the following information and note the changes before applying online for scholarships

1. There are a limited number of scholarships that will be awarded in each area. Each area will award 2

elementary and 2 middle level scholarships for the area festivals to deserving students. (If awarded an area scholarship and chosen for honor choir, students will automatically be considered for an honor choir scholarship. There will be an additional opportunity for other honor choir members to apply for an honor choir scholarship on the honor choir registration.)

2. Each registered school may apply for only two scholarships. If a teacher teaches at more than one school, each school may still apply for up to two scholarships.

3. Only students that qualify for the free lunch program will be considered for a scholarship. 4. The registration must include payment or purchase order for all registered students. Refunds will be made

to the school for any awarded scholarships. The school may then refund money to the student. 5. Teachers should print the Student/Parent portion of the application and send it home with the student to

be filled out by the parent or guardian. Please obtain a parental signature before applying for scholarship assistance.

Forms MUST be submitted on or before DECEMBER 5, 2014 Requests submitted later than DECEMBER 5, 2014 will not be considered.
