CHAPTER 1 EXECUTIVE SUMMARY

1.1 About the Project Proponent MADHUGIRI GRANITES., is a partnership firm, registered under Indian Partnership Act 1932, incorporated on 28th August 2014, having Head office at # 143, 2nd Floor, 39th Main, 4th Cross, Behind Silk Board, 2nd Stage, BTM Layout, Bangalore – 560 068. A copy of the certificate of registration is enclosed as Annexure No. 1. This firm owns three partners which are given in the Partnership deed. A copy of the partnership deed is enclosed as Annexure No. 2. . Mr. KANTHARAJ. K being the resident of “DHARE” Behind Water Tank, Grape Garden, Vidhya Nagar, Tumkur – 572103 is one of the partner, “power of Attorney holder” and the authorized signatory for all the legal, statutory and other purpose. A copy of the Power of attorney is enclosed as Annexure No. 3. A copy of the photo ID and address proof of the authorized signatory is enclosed as Annexure No. 4. In view of the above, quarry plan was been prepared under Rule 8 C & 8 H (1) of KMMCR 1994 and amendment KMMCR 2016 and submitted for approval under Rule 8 F of KMMCR 1994. Accordingly the quarry plan was approved. A copy of the approved quarry plan and the approval letter is enclosed along with this document. Approval of the said Quarry plan is pre requisite for grant of Mining lease from DMG – Karnataka and also to obtain the Environmental clearance from the concerned authority. Mining projects of minor minerals with area less than or equal to 5 ha of mining lease are categorized as category ‘B2’ as per Notification from MoEF&CC dated 15th January, 2016 and has to be appraised at the District level by District Environment Impact Assessment Authority (DEIAA). 1.2 About the Quarry The said notified area fall under the survey Nos.34 of ID hally village, Madhugiri Taluk, Tumkur District. The said area lies towards ENE of Madhugiri town at a distance of 19.0 kms (aerial distance) and lies toward SSE of ID Hally village at a distance of 2.6 kms (Aerial Distance).This lease area is approachable by all weather road/s up to the Quarry area. This area falls under the Survey of India Topomap No 58 / G / 5, the latitude and longitude of the said area is given below:

1.3 Method of Quarrying The said quarrying is proposed to work with conventional open cast method of mining with bench system with semi-mechanized mode of operation. Based on the mode and method so adopted and taking into the consideration of geological parameters of the granite body, the mining pit is designed such that the height of the bench is kept about 7.00 mts max., and the width is kept min 5.00 mts, maintaining 54˚ pit slope. Drilling and Blasting: Three sub benches are created of 2.50 mts height each (including sub grade drilling), when all three benches reaches its ultimate limit, three benches will be joined together to form a height of 7.0 mts. Blast hole will be by jack hammer where the diameter is 33 mm and the depth of the hole is 2.50 mts. Blasting pattern is generally square or staggered pattern with burden ranging from 0.50 to 0.75 meters and spacing of 0.75 – 1.00 meters. Usually single / double row of holes is blasted along free face to achieve optimum powder factor, best fragmentation and minimized adverse impacts on account of blasting. Maximum numbers of holes will be blasted at a time in a round are generally limited to 15 to 20 and milli second delay detonators are used to mitigate adverse impacts such as air blast, throw and the ground vibration. Holes are electrically detonated using electric detonators. Nitrate mixture types / ANFO of explosives are used for blasting with 20 to 25 percent, proportion of primer / booster cartridges and rest as column charge. About 0.5 to 0.75kgs of explosives are loaded in 33 mm diameter holes. And powder factor ranging between 5 to 6 tons per kgs of explosives is achieved. Subsequent to the drilling and blasting, the material so dislodged / loosens from the rock mass, the big boulders will be broken by rock breakers. There after the material is loaded into trucks / tippers of 10.0 tonnes capacity with the help of the excavator. The loaded material is transported to the client. Employment The said mining provides direct employment to about 30 people in each mining and generates indirect employment for several people. Most of the directly employed people are skilled. Highly skilled : 2 no., such as technical professionals like Mines Manager & Admin and account officer. Skilled : 8 nos., under skilled category of people includes Mining

Foreman, Mining mates, heavy earth moving machinery operators, drivers, mechanics and asst. mechanics etc.

Semi skilled : 8 nos. include helpers, greaser's etc. Un skilled : 12 nos. include spotters, cleaners, attendant's etc. 1.4 Environmental Management Measures The quarry will be operated in a scientific and systematic manner. Mode and method so opted is opencast method with semi-mechanized mode of operation. The conventional bench system will be formed by maintain 7 m height and 5 m width by adopting all the safety norms as per Mines Act 1952. The quarry operations will be supervised by the qualified Mines Manager. Management shall identify the suitable personnel for implementation of Environmental Management Plan (EMP). The detailed EMP is furnished in the foregoing vide Chapter No. s 4 to 6. Periodic monitoring of Environmental parameters will be carried out by engaging an approved laboratory. Project Cost: The estimated project cost is about Rs. 500 lakhs. (5.00 crose)

CHAPTER 2

INTRODUCTION OF THE PROJECT

2.1 About Project Proponent MADHUGIRI GRANITES., is a partnership firm, registered under Indian Partnership Act 1932, incorporated on 28th August 2014, having Head office at # 143, 2nd Floor, 39th Main, 4th Cross, Behind Silk Board, 2nd Stage, BTM Layout, Bangalore – 560 068. A copy of the certificate of registration is enclosed as Annexure No. 1. This firm owns three partners which are given in the Partnership deed. A copy of the partnership deed is enclosed as Annexure No. 2. The said firm is having three partners, where the 1st Partner Mrs. Roopakala M is basically an entrepreneur, the second partner Dr. Shanth A Thimmaiah basically a Mining Engineer, Environmental Engineer & Socio-economic expert and the third partner Mr. Kantharaj K basically Geologist. Both the second and third partners are business persons running the company of Environment, mining and Geology consultancy. Since the second and third partners are in the line of mining it is the dream to own the quarry / mine. In view of this an area has been applied for the grant of quarry for extraction of Building stone material at Sy. No. 34 of ID hally, Madhugiri Taluk, Tumkur district. 2.2 Identification of Project The third partner is basically a geologist, having the idea of the fair idea of geology of Tumkur district, more so, there are few quarries up to Madhugiri, where has it was found that there was no quarries from Madhugiri to Janakalotti village, hence the area was identified at Sy. No. 34 of ID hally, Madhugiri Taluk, Tumkur district. The salient features of the project are given in below Table:

Nearest Railway Station Hindupur (Andhra Pradesh) is the nearest railway station which is at a distance of 25.0 kms, and Vidurashwatha is the nearest railway station in Karnataka which is at distance of 40 kms.

Nearest Airport Bangalore International (Devanahally) is at a distance of 120 kms, Nearest Road Connectivity

A major District road connecting between ID Hally to Hindupur is at a distance of 305 mts from the quarry area towards south of the quarry area. The State highway connecting from Tumkur to Pavagada (via Madhugiri) is at a distance of 13.00 kms towards west. There is no any railway line within 5.00 km radius from quarry area.

Nearest Head Quarter Madhugiri is the Taluk headquarter which is at distance of 25 kms (via Hosakere – yelkur), Tumkur is the district head quarter which is at a distance of 70 kms (via Madhugiri – Koratagere).

2.3.2 Size of Operation: The quarry lease area is 4 acre 3 gunts (1.65 ha), It is proposed to carryout building stone quarry operation with a maximum production of 90,132 tonnes during the last year of the ensuing plan period. The anticipated life of the quarry is about 10 - 12 years. 2.4.1 Employment Generation The said mining provides direct employment to about 30 people in each mining and generates indirect employment for several people. Most of the directly employed people are skilled. The respective distribution/ numbers are follows. 3.1 Location

Total Extent : 4 acre 3 gunts (1.65 ha), Type of land : Government Land (Kharabu).

3.2 Alternative Sites No alternative sites are considered as the chosen site founds suitable in all the aspects more so the quarrying / mining is site specific. 3.3 Process Description The Quarrying operation is carried out in different stages. A flow chart depicting the operations is shown in Figure 3.1. The quarry is being worked with conventional open cast with bench system method with mechanized mode of operation. Based on the mode and method, taking into the consideration of geological parameters of the granite body, the quarry pit will be so designed such that the height of the bench is kept about 7.00 m max and width 5.00 m.

3.4 Local Geology Entire lease area is more or less covered by thin cap of soil with a thickness varies from 0.50 mts to 1.00 mts. At places granite is exposed at surface. The geological parameters / features of the ore body as obtained from the field mapping reveal the following. General strike : NE - SW with local variation of 100 - 150 on either side. Dip : 55° - 75° dipping easterly. Length of the ore body : 160 mts. Width of the ore body : 70 mts.

A geological map showing the different litho units is mapped and enclosed as Plate No. 7 and the cross section showing the disposition of the different litho units are marked and enclosed as Plate No. 8. Overburden : The overburden is mainly weathered rock and intercalated waste where it is removed separately and stacked.

Considering the all technical and practical constraints such as lease boundary safety barrier 7.50 m, all along the lease periphery, operational constraints and the reserves has been estimated as on 1st Nov 2017 and the same will be given in below table:

The adequate handling capacity of loading units will be deployed. For hauling proposed quantities of building stone separate trucks are hired and to handle the waste, it is met with one tipper. 3.5.3 Loading Loading will be done with the help of excavators end loaders in to the tippers/trucks. 3.5.4 Transportation Subsequent to the drilling and blasting, the material so dislodged / loosens from the rock mass, the big boulders will be broken by rock breakers. There after the material is loaded into trucks / tippers of 10.0 tonnes capacity with the help of the excavator. The loaded material is transported to the client. 3.6 Top Soil : Most of the area is covered by topsoil, the quantity of the topsoil available is calculated and shown below:

The above said topsoil will be stacked separately and it will be used for plantation purpose 3.7 Site Security and Safety Before onset of monsoon, drains are cut along toe of the quarry faces to divert the surface run off. Garland drain is provided at the quarry top to regulate monsoon water and direct the same to the settling ponds / quarry pit to contain the quarry wash off and to avoid the same joining to the adjoining surface water bodies / water courses. It also helps to avert eventual collapses and damages to the quarry faces. The pit will be fenced, such that no habitats can enter the pit. And watch and ward is provided round the clock. Security signage will be posted at the entrance and where ever it is necessary in the quarry. The remoteness of the quarry and the onsite presence of operations personnel will make perimeter fencing unnecessary. Audible warning systems will be employed for all blasting operations at posted intervals prior to any detonations.

SITE ANALYSIS

4.1 Connectivity (location and accessibility) The said notified area fall under the survey Nos.34 of ID hally village, Madhugiri Taluk, Tumkur District. The said area lies towards ENE of Madhugiri town at a distance of 19.0 kms (aerial distance) and lies toward SSE of ID Hally village at a distance of 2.6 kms (Aerial Distance). This lease area is approachable by all weather road/s up to the Quarry area. Madhugiri is the Taluk headquarter which is at distance of 25 kms (via Hosakere – yelkur), Tumkur is the district head quarter which is at a distance of 70 kms (via Madhugiri – Koratagere). Bangalore is the State Capital which is at distance of 120 kms (via Madhugiri – Dabaspet). The nearest Airport, Bangalore International (Devanahally) is at a distance of 120 kms, Hindupur (Andhra Pradesh) is the nearest railway station which is at a distance of 25.0 kms, and Vidurashwatha is the nearest railway station in Karnataka which is at distance of 40 kms. 4.2 Land Form, Land Use and Land ownership The Lease Area does not involve any forest, agriculture or grazing land. Entire land belongs to Government (Kharabu), and this land is covered by soil and exposed by Granite outcrop at places. Entire land is devoid of vegetation. The land is not viable for agricultural/cultivation purpose. 4.3 Topography Entire area is more or less flat terrain with minor undulation. The highest elevation is about 677.0 Mts towards southwest of the quarry area (BP No. A) And the lowest elevation is 672 mts towards north of northeast (BP No. C). the said area is generally sloppy from NE to SE, the slope is gentle. There are no perennial water course / water bodies / streams / nallahs within the leasehold area. Entire area is devoid of any natural vegetation. Geology : Local Geology: Entire lease area is more or less covered by thin cap of soil with a thickness varies from 0.50 mts to 1.00 mts. At places granite is exposed at surface. The geological parameters / features of the ore body as obtained from the field mapping reveal the following. General strike : NE - SW with local variation of 100 - 150 on either side. Dip : 55° - 75° dipping easterly. Length of the ore body : 160 mts. Width of the ore body : 70 mts. A geological map showing the different litho units is mapped and enclosed as Plate No. 7 and the cross section showing the disposition of the different litho units are marked and enclosed as Plate No. 8. Overburden : The overburden is mainly weathered rock and intercalated waste where it is removed separately and stacked.

4.4 Infrastructure : Since the scale of operation is small and total employment is only 30 employs hence required infrastructure such as rest shatter, toilet, canteen, transportation will be provided. 4.5 Environmental Baseline Data Description 4.5.1 Climate Conditions The climate of the area is typical of tropical climate. It receives scanty to moderate rainfall (about 600 to 800 mm annually) and exhibits temperature variations with moderate summer and moderate winter. The temperature in summer varies from 28°C to 35° C and 18°C to 24° during winter. In general the relative humidity in the area is observed to be moderate. 4.5.2 Air Environment Mining activity contributes to pollution of air due to Mining operation, since the mode of Mining is mechanized, earth moving machineries are involved; the pollution of the air is mainly due to generation of dust and noise. To know the present Ambient Air Quality and pollutant levels of the various environment parameters, totally four locations were identified one in Core Zone and three in Buffer Zone which are as follows:

4.5.3 Noise Environment : Ambient Noise level Since the mining will be semi - mechanized the generation of the noise at this mining is mainly by machineries, movement of vehicular and drilling & Blasting. The base line ambient noise quality at the project site and the surrounding areas where monitored which was recorded In daytime, the noise level was measured at four locations, including one in core zone and three in buffer zone, which is detailed in Approved Quarry plan. The data thus obtained is considered for preparing this report. Ambient Noise Quality locations are given in below Table.

4.5.4 Water & Hydrology Environment There are no perennial water courses / bodies within the leasehold area. Apart from this the water source in this area is mainly storm and ground water. Entire storm water flows through the minor watercourses and joins the adjoining seasonal nallah. The drainage pattern in this area is dendritic in nature. Water resources in this area is mainly the storm water and ground water, this area receives a scanty to moderate rainfall ranging from 600 to 800 mm annually. Hence the water table in this area is very deep i.e, 70 – 80 meters below the general ground level. More so, Based on the observations made in and around the area it was found that the general ground level in this area is 672 to 677 m above MSL, and the general ground water table is 70 mts below general ground level i.e 605 MSL. The bottom most working of the quarry is 650 m MSL,

hence no mining operation is going to touch the general ground water table. The bottom most working of the quarry is 650 m above MSL, hence no quarrying operation is going to touch the general ground water table. During the monsoon, there will be an impact in the form of surface runoff, wash off where the material will be transported to the local water bodies. There are no nallahs / water bodies at the quarry site, however there are few Nallahs exists near the quarry site, where the entire storm water flows and joins adjoining seasonal Nallahs. There are very few bore wells located near the project site and most of the ground water source is the bore wells, which are mainly used for drinking and agriculture purposes, however the water samples from bore well nearby villages were collected and analyzed and also tank water from the ID hally village was also analyzed for physical, chemical and biological parameters. 4.5.4.1 Ground Water To know the present water quality levels, as a part of baseline studies four water samples were collected in and around the mining area the details of the same are given in below table:

Three bore wells and one tank was selected to test the characteristics which all four lies within the buffer zone. The sample was collected and was analyzed using standard techniques and procedure.

Soil : Two soil samples were collected one in core zone and one in buffer zone i.e, towards west of the quarry area. A key plan showing all the above monitoring locations of all the parameters such as air, water Noise and soil is enclosed as Plate No. 1. 4.5.6 Socio-Economic Madhugiri is a Taluk and headquarter, having the Municipality, as per the census of 2011, the total population of Madhugiri taluk is 2,67,866, where male is 1,34,670 and female is 1,33,196 the sex ratio is 989. The total literacy rate is 69.85%, Rural is 68.8% and unban is 84.8%. ID hally is a village of Madhugiri taluk, having a total population of 4,145 Male is 2,107 and female is 2,038. The literacy rate is 69.84%, male is 80.45% & female is 58.83%.

Madhugiri is the Taluk headquarter which is at distance of 25 kms (via Hosakere – yelkur), Tumkur is the district head quarter which is at a distance of 70 kms (via Madhugiri – Koratagere). Bangalore is the State Capital which is at distance of 120 kms (via Madhugiri – Dabaspet). CHAPTER 6

INFRASTRUCTURE

6.1 Industrial Area (Quarry Area) MADHUGIRI GRANITES had applied for grant of quarry lease at Sy. No. 34 of ID hally village, Madhugiri Taluk, Tumkur district over an area of 3 acre 8 guntas (1.30 Ha.) the aid area belongs to the government (kharab) land. The said applied area is marked on the village map and enclosed as Plate No. 2. A copy of the RTC of the said survey No. is enclosed as Annexure No. 5. No Objection has been obtained for applied area from Forest department & Assistant Commissioner, Madhugiri, a copy of the same is enclosed as Annexure No. 6 & 7 respectively. Further the said quarry has been cleared from the District Task Force a copy of the same is enclosed as Annexure No. 8. Further, Department of Mines and Geology, Tumkur, has issued the notification that the said area is under consideration for the grant of quarry lease and requested to submit the approved quarry plan and Environmental clearance. A copy of the notification is enclosed herewith as Annexure No. 9 and the notification sketch is enclosed as Plate No. 3. In view of the above, quarry plan has been prepared under Rule 8 C & 8 H (1) of KMMCR 1994 and amendment KMMCR 2016 and submitted for approval under Rule 8 F of KMMCR 1994. This approval of the Quarry plan is pre requisite for grant of Mining lease from DMG – Karnataka and also to obtain the Environmental clearance from the concerned authority. 6.2 Green Belt During the ensuing plan period as a part of plantation, plantation will be carried out within and outside the lease which are given in below table. Mainly the local species will be planted by seeking the guidance of the forest department. Apart from that species like, Acacia, Gulmohar, rain tree will be planted on the road side. The proposed growth rate is about 60 – 65%

Apart from this the water source in this area is mainly storm and ground water. Entire storm water flows through the minor watercourses and joins the adjoining seasonal nallah. The drainage pattern in this area is dendritic in nature.

Based on the observations made in and around the area it was found that the general ground level in this area is 672 to 677 m above MSL, and the general ground water table is 70 mts below general ground level i.e 605 MSL. The bottom most working of the quarry is 650 m MSL, hence no mining operation is going to touch the general ground water table.

Due to the mining activities such as loading, dumping, haulage and etc., there will be impact on the surface water. However there are no surface water bodies within the lease area, hence no impact is anticipated within the lease area. Due to this activity, there will be an impact on the surface water bodies which are outside the lease area by way of surface run off / wash off such as water courses, nallahs near by mining. During the monsoon, where the material will be transported to the local water bodies. And also the impact on the ground water due to mining activities is insignificant. Following protective measures will be adopted to maintain the water quality: 1. Garland drains are cut all along the benches prior to the monsoon to avert the water into

the pit. 2. No mine working will touch the ground water. 3. Where ever the water flow is likely to join with nallahs or water bodies, only supernatant

overflow from retention tanks be allowed for discharge. Retention wall / rubble walls will be constructed to arrest any wash off / surface runoff from the mining area.

6.5 Sewerage System There will not be any wastewater generation from the operation. Domestic waste water will be treated through CPCB approved soak pit and septic tank. 6.6 Solid Waste Management About 36,835 tonnes of waste is going to generate during the entire life of the quarry. This waste is mainly weathered rock and intercalated waste. The waste so generated is mainly due to incidental to the quarrying activities such as quarrying losses, overburden material, recovery loss: below table shows the generation of waste successive block of five years: Qty MT

The waste so generated during the 1st Block of Five years is about 23,698 tonnes, part of the waste so generated (say 3,000 tonnes) will be utilized for road repair and maintenance and the balance 20,698 tonnes will be back filled in the old worked out pit which is outside the lease area and lies towards southern side of the quarry area. This worked out pit having an holding

capacity of 35,000 tonnes (70 M * 50 M * 5 M * 2 = 35,000 tonnes). This will suffice for the ensuing plan period. A Conceptual plan showing the proposed above backfilling is enclosed as Plate No. 12. About 13,137 tonnes of waste is likely to generate during the second block of five years, this will be progressively backfilled in the workout pit within the quarry area. The backfilling of the proposed area is depicted on the Conceptual plan enclosed as Plate No. 12. Backfilling will be carried out in a systematic and scientific way. Sufficient protective measures will be taken up to stabilize the backfilling area. While building up the backfilling, the backfilling area is properly graded and terraced wherever it is necessary. Terracing is always accompanied with plantation for stabilization of terraced slopes. Backfilling slopes are suitably protected from any environmental damages, providing all the required protective measures such as terracing, plantation, construction of toe walls / retention walls, garland drains and etc., All along the toe of the backfilling within the pit, protective walls shall be constructed. Wherever necessary garland drains will be formed to arrest the wash off during the monsoon. Adjacent to the garland drain retention wall will also be constructed all along the periphery to arrest the runoff. 6.7 Power Requirement & Supply / Source As far as quarrying operations are considered, no power is required because quarrying operation is carried with the help of earth moving machineries which runs by HSD. However for the administrative work, work shop, and labors hostel the power is required. To meet this power supply is taken from the local electricity department. Diesel Generator will be kept as a standby. 6.8 Environmental Considerations 6.8.1 Air pollution control The pollution released from the quarrying activity will be from the machineries (Heavy Earth Movers, compressor, etc) and ferrying vehicles. For the purpose of the quarry activity and to maintain a quality environment selection of good condition machineries/vehicles shall be undertaken and servicing shall be undertaken regularly so as to limit vehicular emission within the standard prescribed by CPCB/KSPCB.

Quarrying activity contributes to pollution of air due to working of heavy earth moving & Mining machineries. To know the impacts of quality of air, the parameter such as Suspended Particulate Matter (SPM), Sulphur Dioxide (SO2), oxides of Nitrogen (NOx) and Carbon monoxide (CO) monitoring is being carried out through consultant having MoEF & NABL accreditations. The Dust is also another component of air pollution which is released from the stone quarry. The drilling activity generates comparatively more than other activity such as breaking and loading. Another common source of dust dispersal is from the haulage road. The movement of vehicles (dumper & tripper) to ferry the rock fragments is one of the source of dust. The improvement of haulage road is the main remedy to suppress dust during transportation. Also water sprinklers shall be utilized to check the dusty road in the operation area. However may be the impact, to reduce the same, following measures are adopted.

1. Water sprinkling will be done at regular interval on haul roads, pit and etc., to avoid the emission of dust into atmosphere.

2. Wet drilling will be adopted to avoid the dust in the air atmosphere. 3. Regular maintenance of haul roads to avoid the dust generation.

6.8.2 Water Pollution Control In this quarrying activity there is no utilization of water for the process. The requirement is for drinking and domestic purposes and that shall be collected from nearby tanker/tube well. Other requirement is for plantation work undertaken and dust suppression. Due to the mining activities such as loading, dumping, haulage and etc., there will be impact on the surface water. However there are no surface water bodies within the lease area, hence no impact is anticipated within the lease area. Due to this activity, there will be an impact on the surface water bodies which are outside the lease area by way of surface run off / wash off such as water courses, nallahs near by mining. During the monsoon, where the material will be transported to the local water bodies. And also the impact on the ground water due to mining activities are insignificant. Following protective measures will be adopted to maintain the water quality: 1. Garland drains are cut all along the benches prior to the monsoon to avert the water into

2. No mine working will touch the ground water. 3. Where ever the water flow is likely to join with nalas or water bodies, only supernatant

overflow from retention tanks be allowed for discharge. Retention wall / rubble walls will be constructed to arrest any wash off / surface runoff from the mining area.

A toilets shall be constructed which is of temporary structure. The domestic effluent will be treated in the CPCB Approved Soak Pit and Septic Tank. 6.8.3 Noise Pollution Control The noise from vehicular movement can be reduced by leveling road for a smoother drive. In above plantation and formation of green belt all around the quarry mine also attenuate noise. Due to the mining activities such as loading, drilling, dumping, haulage and etc., there will be disturbance in the ambient noise levels. The people working in the mine site will only be affected. More over the quarrying is remote and where there is no cluster of human settlements up to 2.00 kms radius from the quarry area; the impact of the noise is negligible. Since the quarrying is mechanized, the noise pollution is mainly due to the Mining machinery and movement of trucks and drilling and blasting activities. There will be impact in surrounding area due to the noise generation. To reduce the impact on the noise following measures will be adopted:

1. Preventive maintenance of HEMM and Trucks 2. Controlled blasting will be carried out to avoid noise levels. 3. No employees are allowed to work without PPE’s where the noise levels are high and

beyond the limits. 4. Plantation will be created on lease periphery, which will act as acoustic barrier for

noise transmission. 6.8.4 Waste Material Management The waste rock in this mine is mainly, the topsoil and the intercalated waste and weathered rocks. The waste generated at this mine is about 5 - 6 % of the total production, this is generated mainly due to the mining loses and incidental to the mining. Yearly generation of waste rock for the plan period is given in below table:

The waste so generated at this quarry during the ensuing plan period, part of the waste so generated (say 3,000 tonnes) will be utilized for road repair and maintenance and the balance 12,815 tonnes will be backfilled in the old worked out pit which is outside the quarry area and lies towards southern side of the notified area. This worked out pit is having a holding capacity of 35,000 tonnes (70 M * 50 M * 5 M * 2 = 35,000 tonnes). A Conceptual plan showing the proposed above backfilling is enclosed as Plate No. 12. The waste generated at the mine is transported to backfilling site by tipper / dumper trucks. A wheel loader / excavator is continuously provided to level waste material unloaded by tipper Trucks and spread laterally in area earmarked. Continuous movements of tipper trucks while unloading consolidate the ground. Water is regularly sprinkled in rounds over the dumps to control the blowing dust.

6.8.4.1 Mitigative Measures A wheel loader will be provided to level waste material unloaded by tipper Trucks and spread laterally in area earmarked. Continuous movements of tipper trucks while unloading consolidate the ground. Water is regularly sprinkled in rounds over the dumps to control the blowing dust.

While building up, dumps are properly graded and terraced with provision of contour drainage. It is ensured that the angle of repose of dump will be maintained 25 degree. Dump slopes are suitably protected from any environmental damages, providing such as rubble walls, trenches, and etc.

All along the toe of the dump garland drains will be formed to arrest the wash off during the monsoon. Adjacent to the garland drain retention wall will also be constructed all along the periphery of the dump to arrest the runoff of the dump effectively. During the post mine closure, entire dump material will be reclaimed and backfilled in the quarry pit. The details of solid waste management are given in below Table.

6.8.5 Occupational health and Safety Since the activity of the project involves drilling, rock breaking, loading and transportation, the primary safety for the workers is the main concern of the project. Generally Personal Protective Equipments (PPE) shall be provided to all individuals inside the Quarry Lease Area. The worker which are more concerned with the activity of drilling work, additional protective equipments shall be provided such as Thick Gloves, Goggles, ear plugs, thick boot wears, etc. The secondary safety of workers health shall also be given the same importance. Secondary health threat arises from disease causing vectors and untidy housekeeping. The workers’ health can also be at risk from communicable diseases which may be seasonal or pandemic. Sanitation of the mine area, provision of standard drinking water, clean system of toilet, etc are the first steps to protect spreading of communicable diseases. Other condition such as unhygienic disposal of waste, unscientific disposal of human waste, logging of water specially in quarry pits, etc. are the secondary criteria which spread sporadic and deadly diseases in the mines. Such quarry pits are the source of Dengue fever, Chicken-gunia, Malaria, etc. Avoiding water logging, regular spraying of insecticide, etc are the measure that can be undertaken for effective protection from the life threatening diseases.

Also workers exposed in high dust area are at the risk of lungs disease such as Asthma, Bronchitis, and Silicosis. Thus for high dust area worker shall wear mask. In addition first aid box shall be stored in one of the temporary shed inside the QL area. Also regular health check up from professional medical practitioners (once in a month) shall be arranged. 6.8.6 Social Responsibility Quarrying sites are generally remote and under developed. Standard of living of people in such areas is normally low, therefore due to industrial activity like Quarrying, people residing in the nearby villages within the buffer zone are to be benefited by direct and indirect employment opportunities created by the Quarrying activities. People are also beneficiaries for the facilities developed due to Quarrying activity.

Lessee shall provide required Medical facility to all the employees at the quarry such as first aid, regular checkup, ambulance etc. In addition lessee also provides the medical checkup camps to the local villagers, supply of drinking water, and contribution of funds for social and cultural programme. Quarrying activity contributes towards economic up-liftment by way of job opportunities in the region. Hence there will be an increase in quality of life in the area. Quarrying activity will also boost the ancillary industries, business and market establishments. The state government also will earn revenue in terms of royalty. 6.8.6.1 Corporate Social Responsibility Proposed: Quarrying activity will employ people from nearby villages, due to this people are

benefited by direct and indirect employment and also standard of living of the people will also improve.

The project proponent will provide Medical facility to all the employees within quarry. Medical facility shall be extended to the nearby needy population around the project site.

Quarrying activity contributes towards economic prosperity in getting jobs in the region. Quarrying activity will also improve the ancillary industries, business and market establishments.

The state government also will receive revenue in terms of royalty. Apart from the above, as a part of Corporate Social Responsibilities, the Project proponent has proposed to initiate certain socio-economic activities in the surrounding villages. The proposed details of CSR are given in Table:

PROJECT SCHEDULE & COST ESTIMATES

8.1 Project Schedule Quarrying Plan has been approved by the Department of Mines and Geology, Tumkur (DMG), and the obtaining of Environment Clearance is under progress, no sooner the EC is obtained and completing all the legal and statutory formalities, the project is scheduled to operate from 01.04.2018. 8.2 Cost Estimate Since requires heavy earth moving machineries such as excavators, dumpers/tippers, drilling machineries, uildings and compressors, approximate cost towards the same would be about Rs. 500 lakhs. 8.3 Economic viability of the project Since there are no any such quarries within 10.0 kms radius, there is good demand for building stone for construction of Houses, Temples, Roads & Bridges etc. more over there is upcoming of the railway line from Tumkur to Rayadurga by south western railways, there will be an demand in near future hence the project will be viable.
