Mr. Leavitt advises me that it is his understanding that all primary relief needs for all refugees in 1titr are handled by the Red Cross. The IGO handles non-material relief matters such as ultimate destination and resettlement, communication with relatives, and status. Thel®C relief program in Italy involves supplemental relief to (a) foreign (non-Italian) refli.gees, (b) to Italian Jews. ()peration under the •GC with tne approval of AOC, the JD~, the Quakers, and the Jewish Agency are now carrying on llllpplemental relief activities such as the setting up of schools, workshops, dispAnsaries, community medical services, synagogues, and the provision of other raligious and cultural needs. All of the work in this supplemental relief field is cleared throught the Sub-Committee on Displaced Persons of the ACC.

Mr. Leavitt also adYises that ti1e Catholics are presently trying to get permiesion for a representative to be sent to Italy, Rnd in the meanwhile they are using someone from the Vatican to carry on their work in Italy.

./ There appears below a brief sketch of American ~ational Red Cross

operations in liberated Italy.

American National Red Cross currently operates in liberated Italy as tbe result of a formal agreement reacr1ed between that agency and A!aG immediately following the invasion of Sicily. T!lis agreement, I under­e.tand, has been further formalized in writblg recently. The late l11111man Davis consummated tilis arrangement during his visit to the Italian theater in lc-.te 1943. ARC met the military 1 s request by furnishing a staff "of disiplined uniformed personnel" whose duty itl is to assist the ::Iealtil and Welfare Section of AMG in meeting the problems in the health and welfare field in liberRted areas.

During the emergency period (immediately following liberatio;) relief in kind is furnished the civilian population from Army stocks; subsequently a careful relief program is established. ARC assistanc·e in the development of these programs is represented by theit revival of local public and private agencies who actually administer the relief progre.ms for AMG. ARC personnel act as 11 arins and legs" for the Hef:lth and Welfare Section, perfor1ning a multiplicity of coordinating tasks.

ARC presently has a total of 45 field personnel in liberated Italy. and the staff is further supplemented by the presence of 25 to 30 British Red Cross personnel who operate under the supervision of ARC Director W.W. JeffPrson. Seventeen additional Americans are currently being trained in this country and will depart for the Italian theater in the near future.

A~ (report ending Miq 31, 1944) has assisted ir{providing clothing for a total of 40,000 civilians in liberated areas. This clothing is distributed by the revived private agencies and newly established loca.i committees from a $6,000,000 clothing stockp.ile t~J,_l}~scJ!.~,8.J!.,~!<~¥'.,;~Q,"'!.··--·'-·· Italy as of April 6, 1944. Mr. Leavitt shated tnat tne JDC wished to obtain 3 million lire. I informed Mr. Leavitt that it would probably be possible :for JDC to obtain their necessary lire requirements throught the regular banking channels i'1 the United States. .nowever, as Italy was a· . military area it would be necessary for us to consult with the War Department and probablJ' to sent a cable to the 4 ta11an theater asking for their views before we could.aut!J.orize the rEmittance. I informed him that meanw!1ile the Treasury Department would review the matter on the basis of his oral request and send a balle if nec-cessary.

Mr. Leavitt stated tnat JJJC was also faced with a problem in Turkey of obtaining the "diplomatic" rate df exchange for their pur­chases of Turk:Uh pounds nec.essary to carry out their procur~ent of relief supplies in Turkey for shipment to RUlllania, Yugoslavi r other areas where refugees may be gathered. .Ile stated tliat ti e dis­tribution of the supplies was carried out by the International Red Cross. Mr. Leavitt stated that :the American Ambassador had re1fiewed the matter with ·furkish authorities and had been w1able to obtain the 11 diplomatic 11 rate for goods to be shinped out of Turkey although the "diplomatic" rate was given ta JDC for purchase of goods to be used in 'furkey. Mr. Leavitt stated that the UKCC representative in ~~y nad informed the JDC representative that the UKCC organization in Turkey would be willing to procure the goods for the JDC -~t the "diP------­J omatic" rate and turn them over to the International-Red Oross provided that London would approve. l>lr. As you know, Dr. Schwartz is the chairman of our European head­quarters, - Mr. Perlman is our American representative now station­ed in "~aples ani .lrlr. Greenleigh is our representative, leaving for Rome shortly.

Dr. Schwartz who visited !taly recently, advised us that he·had set up two refugee relief committees in Naples and Bari to take care of ,the foreign relief program i~ soy.thern Italy. tie has also made an emergency grant of 2,000,000 lire for immediate relief to the Jewish refU?eeP i!'l Roue. These funds are to be used for relief, maintenance of .scn'lols, worksnops, dispensaries, etc. plus one time grants to establish workshops in camps and grant to reopen religious schools, synagogues, community medical service, etc,

General Hilldring had called the meeting because· of a pending cable~ to AOC containing a request jo.r approval of a remittance to Italy of 2,000,000 lira by the JDC,....., for relief purposes. General Hilldring questioned the ... relief activities of the JDC in this theatre. I explained to General Hilldring the make-up of the JDC organization and their activities in Italy as I understood them.· I pointed out that while the Red Gross was engaged in primary relief activities, the JDC's activities were largely of a supplemental character and had been approved in the theatre. General Hilldring agreed to let the cable go through, having changed it to read "for authorized activities" of the JDC instead of 11 for relief". The cable also was supplemented by a request for information from the theatre on the number of private agencies operating in Italy and the types of operations in which they are en­gaging.

./ I then raised the Unitarian Service Committee request.

1. The Uni ta.rian;Service Oommi ttee is prepared to furnish civilian medical personnel to operate under the direction of G-5 in the North African theatre.

2. It is expected that such personnel would be assigned to areas where UNRRA is not operating.

3. In certain instances Unitarian Service Committee personnel might later be absorbed by UNRRA.

4. G-5 has agreed that the Unitarian Service Committee be permitted to function in the North African Theatre. and requested authorization from Washington by cable:

·Dr. Maurice Visscher, Chairman, Dept. of Physiology. Dr. Ancel Keys# Director 1 Laboratory of Physiological Hygiene. Dr. Irvin McQuarrie1 Chairman, Dept. of Pediatrics. Dr. Peter Brekhus, former head of the Medical School.

Other doctors included in the unit are Dr. Chester Jones of Harvard, Dr. Otto Klineberg of Oolumbia1 and Dr. Severiµghaus of the University of Wisconsin.

2. Before requesting the release of these men1 the Unitarian Service Committee wishes assurances that the unit will be permitted to enter this. theatre.

In principle it is agreed that use should be made of civilian medical personnel, not being members of UNRRA or other Al lied relief or welfare agencies, in the care of refugees in French North Africa and . Italy, provided that all such persons are first screened and approved by the·Security authorities. Assistance will be afforded to the Representative of the .American Unitarian Service Committee in providing facilities for Dr. Frederic Imianitof to enter.French North Africa.
