And they did it in less than 15 minutes. The “officer down” call came through at 1150 hours. Officers from the Hollywood Police Department established a perimeter around the crime scene. Using their knowledge and experi- ence, three veteran cops positioned themselves along potential escape routes. Lt. Jeff Marano, Detective Keith Wadsworth and Officer Lance Moore chose their positions not only to foil an escape, but to protect the residents of the Hillcrest neighbor- hood from an encounter with a dangerous fleeing felon. I am proud to announce the completion of the Broward County PBA Hall,which will be used by our members for general membership meetings andalso be rented out both to members and the general public. We have received

numerous compliments on the hall and in the near future we’ll be having a openhouse so that all of our members can see what we’ve put together. We are veryproud of our new building.

The attacks on the PBA in recent weeks by certain members of the BrowardSheriff’s Office highlights the fact that we cannot please all our members all thetime. No matter what we try to do, there will be people who feel it is not enough.Now there have been personal attacks on members of the Executive Board andour PBA staff; I not only regret that those making the attacks are PBA members,but I am amazed that they continue to pay dues to an organization that theyobviously have strong opposition to. Recently I met with the newly elected BSOrepresentatives and went over staff and Executive Board salaries not because thereps were questioning the pay, but because of the rumors about what eachemployee was receiving. The reps wanted to have accurate information tocounter these claims.

The outside organization attempting to take over collective bargaining for BSOhas been attacking the PBA, but never compares the two organizations. Theliterature merely spreads lies and rumors about the PBA. I find it hard to believethat we have members who do not see through these lies and believe the falsepromises made by this other so-called union. On October 16 ballots will be sentto BSO members; only then we will find out whether the majority of the deputiesand sergeants at BSO really believe the bill of goods they are being sold.

Rep. Mike Davis (R-Naples) diedabout 10 a.m. on September 12after a battle with cancer, his

parish has confirmed. Davis, 60,planned to serve through his term in2008 butrecentlyannouncedplans not toseek re-election.

His wife,Patricia,forwarded a message to the Housethis morning saying he was “restingcomfortably” after suffering manymonths. “My son, Christian and Iwish to express our gratitude for allthe prayers and well wishes that havebeen offered up for Michael.”Source: Florida PBA

to wear pins bearing slain BSO Sgt.Christopher Reyka’s badge numberuntil his killer or killers arebrought to justice.

“We want to show our support forour fellow officers. Even thoughwe work for different agencies,we’re all part of the same family,”said Jeff Marano, Broward PBATreasurer.

The pins were created by a fellowdeputy and are being sold to policeofficers across the county for fivedollars. The proceeds will godirectly to the Reyka family.

After an imposed contractand months of negotiation,the PBA

Bargaining Unitand the City ofWilton Manorsreached an agree-ment on a newcontract. It is athree year contractexpiring September30, 2009 with the followinghighlights:

• 4% raise, retroactive to October1, 2006

• 2% on October 1, 2007• 2% on October 1, 2008• Implementation of the Florida

Retirement System (FRS) fornew hires

• A six (6) year DROP, up from five(5) years

• BargainingUnit Members inthe currentWilton ManorsPlan with 10years of experi-ence as ofOctober 31, 2006will receive anannual COLA in

their pension after 6 years ofretirement in the City of WiltonManors Pension.

• Members with not less than 15years of service as of October 31,2006 who retire prior to September30, 2009, shall be eligible to receiveunreduced normal retirementbenefits on the first day of themonth following the date themember would have completed 20

• Probationary period was reduced from 18to 12 months.

In addition agreat deal of thanks goes out to all of themembers who attended the bargainingsession and showed there support. The PBAwould also like to thank Mayor ScottNewton, Vice Mayor Ted Galatis, Commis-sioner Joe Angelo, Commissioner GaryResnick and Commissioner Craig Sherritt,Attorney Kerry Ezrol, Finance Director LisaRabon, Human Resources Director BrendaClanton and City Manager Joe Gallegos.

Without all of the parties working collec-tively for a fair and equitable agreement,one could not have been reached.

The members of the Coconut Creekofficers’ bargaining unit agreed to aone-year contract giving them a 4.5%

increase to their base pay. (2% COLA and a2.5% adjustment to their pay plan). Inreturn members agreed to forgo standbypay. The midnight shift received a 5% shiftdifferential

Attempts were made to finalize a three-yearcontract but, due to the uncertain taxsituation, both sides agreed to a one-yeardeal.

Dear Fellow Deputies:

I am a 20+-year veteran of the Broward County Sheriff’s Office and an active member of

the Broward County PBA for about the same amount of time. It seems to me that every

year there are rumblings that a change in representation is necessary. Rumors about that

if this or that organization had negotiated that contract, defended that employee or

opposed that legislation, the outcome would have been different. It seems to me that this

may be due to a lack of knowledge and understanding of the workings of the PBA.

The insinuation that the current Executive Board have been in office too long, are not

doing a good job or are somehow at the mercy of BSO administration is nothing more

than rhetorical nonsense. This board have paid their dues and have paved the way for the

rest of us by forging relationships with administrators and legislators that are based on

credibility and mutual respect. All are experienced law enforcement officers. These

individuals were around when the police being represented was not a popular concept

with police administrations, a time when they were told the PBA would never last. At the

time there was no voice for you, but these people changed that.

They have gone back to those negotiation tables again and again, fighting for better health

benefits, competitive wages, fair disciplinary processes. They did this because they lived

how it was before and knew that things needed to change. They stood up and made those

changes happen. And they were not welcomed with open arms. But they persisted. And

their perseverance has give us the recognition so many take for granted.

Everything the Executive Board does they do on your behalf. They screen prospective

candidates for elected office on a local, district and statewide basis, assessing and review-

ing their records and views on issues that affect our members. We, the members, are well

represented at each and every state legislature session by every member of the Executive

Board, who call on representatives during crucial votes on bills championed by the PBA,

bills that improve your situation as a law enforcement professional.

PBA attorneys are at your disposal to advise, represent and protect your rights and your

job. They are well-versed in employment and criminal law as well as internal affairs

procedures. They also have the resources of the state PBA and other affiliates across the

country, all working for you. There are countless letters on file from members who have

been under investigation, facing serious charges or who have been terminated, thanking

the PBA for having the charges dismissed, reversed or, in cases of termination, rein-

stated—often with back pay and seniority.

Despite what they may try to get you to believe, no organization is going to sit down at a

negotiating table and get every single thing they want, nor can they please everyone. And

when deciding who will best represent your interests, look at the track record. What have

they done for their membership?

On September 11, the Pompano BeachCity Commission tabled two itemsconcerning the pensions. PH 2007-56and PH 2007-57 were tabled onceagain.

On September 13, your representativesmet with acting Sheriff Lamberti toask questions and address concerns putto him by your At-Large Reps.

It was a very positive meeting, and itwas decided that the PBA will besupporting Lamberti to be appointed asinterim sheriff.

The key issues of concern that wereidentified are:

• COLA• Alternative schedules• Medical benefits in retirement• FTD incentives• Fair promotion process

The Sheriff is aware that, at present,contract negotiations are uppermost inthe minds of our members; he intends tomove forward in a positive directionwith that.

The PERC election will be beginning onOctober 17, with ballots to be returnedby November 7.
