Gunner Malm, Laramie County Commis- sioner, commented that Mr. ODonnells comments relating to counties re- questing up-front funding is most likely correct. Mr. ODonnell confirmed the city was set to receive $9 million. Comments were made that larger impacts have been felt by areas that are heavier populat- ed concerning the pan- demic. Vicki Nemecek, Pub- lic Works Director, read into the record a state- ment relating to budget reductions through out all city departments result- ing from the COVID-19 pandemic and lack of rev- enues. Ms. Nemeceks statement advised that all Department Directors worked as a team equally to provide necessary bud- get cuts and should con- tinue to work as a team when considering rehir- ing needed staff. She fur- ther reported that al- though some suffering public services can be seen such as brown grass and dying trees, there are many other areas that are being neglected due to the lack of adequate staffing and funding. Upon inquiry, Teresa Moore, Communi - ty Recreation and Events Director, explained that they could hire additional staff in a two-week time staff in a two-week time frame and would look at all options to achieve Mr. Cases resolution objec- tives. Upon inquiry, Robin Lockman, City Treasurer, provided information re- lating to reserves funding and noted she sent an email on August 26th to members of the govern- ing body which contained extensive budget and re- serves funding informa- tion. Mr. Shanor com- mented on support of ad- dressing landscaping maintenance and sup- ported Ms. Nemeceks comments involving a balanced approach for the citys needs as a whole. Mr. Shanor moved to amend by striking all references to $209,000.00 and replacing with $100,000.00, seconded by Mr. White. Motion car- ried. Voting yes all mem- ried. Voting yes all mem- bers of the governing body present with the ex- ception of Mr. Cook vot- ing no. Main motion as twice amended carried. Voting yes all members of the governing body present. The Governing Body of theCity of Cheyenne met inspecial session on thisdate beginning at 6:03p.m. via electronic confer-ence meeting. Attendingelectronic conferencemeeting were:

COUNCIL PRESIDENT Dr.Mark Rinne; COUNCILMEMBERS Rocky Case,Bryan Cook, Ken Esquibel,Pete Laybourn, MikeLuna, Scott Roybal, DickyShanor and Jeff White.Absent:Mayor Marian J. Orr. Alsoattending: Kris Jones, CityClerk.

RESOLUTION - Supportingthe State of WyomingGovernors proposal tohave the State Loan andInvestment Board consid-er modifying its rules toadopt an allocation modelfor distribution of Coron-avirus Aid, Relief, andEconomic Security Act(CARES ACT) funding tolocal governments. CityAttorney Michael ODon-nell advised that due toconcerns raised, it is rec-ommended that the lastfour paragraphs (Where-as Clauses) on page 1 beremoved which involvesfunding distribution for-mulas. Mr. ODonnell sug-gested that all countieswould receive an amountif they requested up-frontfunding. Gunner Malm,Laramie County Commis-sioner, commented thatMr. ODonnells commentsrelating to counties re-questing up-front fundingis most likely correct. Mr.ODonnell confirmed thecity was set to receive $9million. Comments weremade that larger impactshave been felt by areasthat are heavier populat-ed concerning the pan-demic. Discussion includ-ed Governor Gordons dis-tribution formula optionsand impacts, grant appli-cation submittals and ap-proval process, and ex-penditure of fundingtimeline of December 30,2020. Mr. Case moved toremove the last four para-graphs on page 1 pertain-ing to the distribution for-mula, seconded by Mr.Roybal. Mr. Shanor ab-stained from discussionand voting due to workaffiliation with theWyoming Department ofEducation. Additionalcomments were made inregard to proposed fund-ing split between citiesand counties, timelineconcerns, cooperation be-tween municipalities, andsupport for a population-based distribution. Mo-tion to amend carried.Voting yes all membersof the governing bodypresent with the excep-tion of Mr. Esquibel vot-ing no. Motion to adopt,as amended carried. Vot-ing yes all members ofthe governing bodypresent. (#6084)

RESOLUTION - Supportingthe hiring of additionalPark Maintenance full-time staff and seasonalsand the pending re-ap-propriation of $244,000.00.(General Fund) (SPON-SORS ROCKY CASE, BRI-AN COOK, MIKE LUNA,AND JEFF WHITE) Mr.Case moved to suspendthe rules to adopt the res-olution pursuant to StateStatute §15-1-115, sec-onded by Mr. Luna.

Motion carried. Voting yesall members of the gov-erning body present. Mr.Case explained

that he brought the resolu-tion forward to mitigateon going maintenance is-sues with city maintainedlandscaping issues. Mr.Case reported he has re-ceived numerous com-plaints from citizens andthe proposal is to actquickly in an effort tosave dying landscapingand prevent further de-cay. Vicki Nemecek, Pub-lic Works Director, readinto the record a state-ment relating to budgetreductions through out allcity departments result-ing from the COVID-19pandemic and lack of rev-enues. Ms. Nemeceksstatement advised that allDepartment Directorsworked as a team equallyto provide necessary bud-get cuts and should con-tinue to work as a teamwhen considering rehir-ing needed staff. She fur-ther reported that al-though some sufferingpublic services can beseen such as brown grassand dying trees, there aremany other areas that arebeing neglected due tothe lack of adequatestaffing and funding. Ms.Nemecek requested con-sideration of maintainingan equitable balance withproviding and addingback resources such asstaffing and funding. Mr.Case moved to adopt,seconded by Mr. Luna.Mr. Case moved to amendby striking full time posi-tions and ten seasonaland replacing with parttime, temporary, or con-tract throughout the reso-lution, and by strikingstriking all references to$224,000.00 and replacingit with $209,000.00, sec-onded by Mr. Luna. Mo-tion to amend carried.Voting yes all membersof the governing bodypresent. Upon inquiry,Teresa Moore, Communi-ty Recreation and EventsDirector, explained thatthey could hire additionalstaff in a two-week timeframe and would look atall options to achieve Mr.Cases resolution objec-tives. Upon inquiry, RobinLockman, City Treasurer,provided information re-lating to reserves fundingand noted she sent anemail on August 26th tomembers of the govern-ing body which containedextensive budget and re-serves funding informa-tion. Mr. Shanor com-mented on support of ad-dressing landscapingmaintenance and sup-ported Ms. Nemecekscomments involving abalanced approach forthe citys needs as awhole. Mr. Shanor movedto amend by striking allreferences to $209,000.00and replacing with$100,000.00, seconded byMr. White. Motion car-ried. Voting yes all mem-bers of the governingbody present with the ex-ception of Mr. Cook vot-ing no. Main motion astwice amended carried.Voting yes all membersof the governing bodypresent. (#6085) Therebeing no further businessto come before the gov-erning body, the meetingwas officially adjournedat 6:51 p.m.
