Executive summary

This report provides a summary of the outcomes from Phase 1 of the Upper Clutha Asset Mapping exercise. Asset

mapping is a best practice methodology developed by the Asset Based Community Development Institute to help

guide community led development. The aim of the exercise was to develop a first cut high level understanding of

the strengths (assets) of the Upper Clutha Community. Phase 1 research was conducted by scanning publicly

available information sources both online and in print. Primary sources of data were QLDC website and reports, NZ

census data, Family Services and Community Networks websites and local print and social media.

The research finds that the Upper Clutha community has a strong economy underpinned by an outstanding natural

environment and a wealth of outdoor activities. Our primary industries of tourism and construction reflect the

strength of our natural assets. Our community is supported by a wide variety of social, educational and health

services and community groups work hard for the benefit of our community.

The research draws attention to a wide gap in up to date economic data that is publicly available for the Upper

Clutha area. Census data is now 3 years old. The research also draws attention to the number of places information

about services and community groups resides and the difficulty in maintaining accuracy of this data to the point

where some data sources have become unreliable.

Our population and visitor activity has experiences high levels of growth in the last 5 years which can present

challenges to our physical environment and place stress on our infrastructure and our social services.

Key Recommendations:

• QLDC to source up to date detailed economic data for the Upper Clutha Community.

• Development of a single source of up to date community group and services information. A place where

community groups and services can update their own information and where residents can search for the

information they need.

• Community Networks to undertake validation of community groups information – ensure contact details and

other data is correct.

• Production of a physical large scale map of the area to mark up the physical assets. This map would serve as

a talking point for community engagement, a way to showcase the assets that we have and to identify any

gaps for specific neighbourhoods.


Asset Mapping for the Upper Clutha

The Asset Mapping Project was the first strategic action in the LINK Upper Clutha, our community development

scheme . LINK is a locally-driven, central government-supported entity focused on connecting people, organisations

and infrastructure within the area to ensure a united approach to community development and social and economic

enterprise. LINK aims to work with leaders across community sectors to build unexpected partnerships and produce

innovative solutions that make the most of our strengths.

Aim of Project

The aim of the Asset Mapping project to identify the "assets" or strengths of the Upper Clutha Community. The

resulting Asset Map enables the LINK team to understand the current capacity of the community and will assist the

LINK team in creating a vision and plan for sustainable community development that builds on these assets. It can

also help to uncover untapped skills and gifts in our community and connect groups and individuals together to

strengthen our community.

The resulting asset map is a ‘snapshot’ of the Upper Clutha community for early 2016. The CDS team continues to

work with partners and stakeholders to plan how this information can be used for the benefit of the whole

community, both now and in the future.

The Upper Clutha Community Development Project (LINK)

LINK Upper Clutha is a 3 year community development project funded under the Department of Internal Affairs

Community Development Scheme.

Our long term goal is:

Upper Clutha people have a sense of belonging, purpose, and pride. Organisations from all community sectors

(business, education, health care, grassroots community groups, social service, local government, environment, etc.)

share a vision for the future that they actively engage with and help make reality.

The outcomes we are looking for to achieve this are:

1: Leaders approach community problems together, using innovative partnerships and ideas to create solutions

2: A resilient, sustainable community that cooperates and coordinates well

3: Effective long-term community development planning becomes “business as usual” in the Upper Clutha

What is Asset Mapping?

Asset mapping is a key step in the Asset Based Community Development (ABCD) framework (see below). Asset

mapping is a bottom up process that involves identifying all of the assets of a community. Asset mapping helps us to

identify the human, physical, financial and other resources in our community. It helps us to view our community

from its strengths rather than focussing on its problems. Assets can include the skills and gifts of people, the

physical buildings and land, the financial resources we have, the services available to residents and the community

groups, institutions and social services that exist for its residents.

Asset mapping has been used successfully in communities all around the world to increase community engagement

and to increase the involvement of residents in the future of their communities. Whilst asset mapping in New

Zealand is reasonably new it has been utilised successfully by South Alive (South Invercargill), Project Lyttelton,

Transition Town Thames (T3) and Violence Free Waitakere.


Asset Based Community Development*

The Asset Based Community Development (ABCD) framework is a way to understand a community in order to build

community based on its strengths and gifts rather than focussing on its problems and issues.

ABCD is an approach to community-based development, based on the principles of:

• Appreciating and mobilising individual and community talents, skills and assets (rather than focusing on

problems and needs)

• Community-driven development rather than development driven by external agencies

Approach

The asset mapping exercise for the Upper Clutha will be conducted in two phases:

Phase 1: Foundational Research (completed)

The aim of phase 1 was to undertake a high-level assessment of the community to develop a snapshot in time of the

community’s assets. Phase 1 was carried out between March and July 2016. The research can be easily replicated

for future comparison purposes. The approach taken was to use publicly available information to develop maps of

the economic, physical and institutional assets of the Upper Clutha community. This involved gathering the

following information:

1) Community groups operating and services available in the Upper Clutha

2) Economic assets (E.g. events, funding bodies and accompanying data such as employment and GDP by

industry)

3) Physical assets (E.g. parks, trails, sports infrastructure, public buildings, tracks, open spaces)

This document provides a summary of the outcomes for Phase 1 only.

Phase 2: Engagement and connection building (planned)

Building on the outcomes of phase 1 and engaging widely in the community we will build a map of the gifts, talents

and skills of individuals and the culture and stories of the Upper Clutha community.

The first step in phase 2 will be to develop an engagement strategy which will define the methodology and planned

activities for community engagement.

Key stakeholders

The following key stakeholders were identified as having a strong interest in the outcomes of the asset mapping

exercise.

1. LINK Steering Group – set the foundation for engagement and projects.

2. ACDT & Community Networks – provides a baseline understanding of services available. Way to cross check

against reality and advocate to close gaps.

3. QLDC – input into planning, decision making, possible partners for projects, owner of some of the data.

4. Funders – understand current and future needs of the community, identify potential gains in efficiency by

understanding overlaps and gaps in community.

Phase 1 Outcomes

1. Community Groups and Service Providers

Definitions

Community groups are the not-for profit groups, formal and informal, often run by volunteers, that operate in our

community to fulfil a purpose that benefits either a sector of or our entire community. This includes sporting clubs,

environmental groups and groups devoted to arts culture.

Service providers include all social, health and educational services either based out of the Upper Clutha or

providing services to the Upper Clutha community. Apart from a few select umbrella organisations (eg Wanaka

Health Centre) It does not include private operators who provide niche or specialist services or operate as a business

on a profit basis. E.g. physiotherapists, private counsellors.

In developing the database the following sources were used:

Summary of Findings

We have identified 206 community groups and service providers serving the Upper Clutha area:

• 108 community groups and 98 service providers including health care and education providers. They were

assigned to one of 12 categories.

• 70% of these organisations were either entirely focused on our community or have staff or volunteers

working specifically for the Upper Clutha community

• The categories with the most number of organisations were Social and Community Services (28%), Health

Care (19%) and Sport and Recreation (17%).

• Data validity - new groups and services are starting all the time – by mid-2016 our data was already out of

date. The QLDC community groups database is quite out of date particularly the contact details for some of

the groups.

• There are Facebook only groups such as Food for Love, The Upper Clutha Trading Post, Wanaka Warmth for

Winter that serve our community. They are not a formal group or legal organisation and don’t appear on

any listing of community groups.

• There is no single place for people to go to search for this information.

Recommendations

• Development of a single source of up-to-date community group and services information - the Upper Clutha

needs a place where community groups and services can update their own information and where residents

can search for the information they need.

• Data validation - complete validation of contact details for groups as not all details are current. We

recommend working with Community Networks volunteers to check contact details and update database.

• Engagement with groups during phase 2 – use database as a basis to ensure wide engagement in the

community and to connect groups and individuals doing similar work.

• Promotion of available services – anecdotal evidence suggests that many services are not widely known

about in the community. Investigate tactics to promote services.

• Complete a validation check for regional organisations who state that their services cover our region to

ensure these services are available here. This may require advocating for services in the case where the

service has not yet been available.

2. Economic Assets

Definitions

In a traditional sense our economic assets are those things that involve the production, distribution, and

consumption of goods and services. They include industries, businesses, organisations and public sector employers.

However, if we take a broader view economic assets should also include the unpaid and voluntary sectors of our

community and the gift economy. The Upper Clutha is a well-known visitor destination which contributes to the

local economy. Visitors come to the Upper Clutha for its open and picturesque landscape (see physical assets). This

data, however is much more difficult to gather in terms of its value to our economy.

Summary of Findings

The research finds that the Upper Clutha community has a strong and growing economy however it is heavily reliant

on just a few industries; rental hiring and real estate, construction and food and accommodation services comprised

almost 40% of the area’s GDP in the year ended March 2015. The area has experienced strong growth in population

and visitor numbers and growth is expected to continue, albeit at a slower pace than the last decade.

Key facts and figures:

• The visitor economy is the key economic driver of the Lake Wanaka region and provides the community a

better quality of life. It generates $251 million per year, or $687,671 per day to our economic wellbeing.

• 13% increase in guest nights in the year ended December 2015. More than half the jobs in Wanaka are

supported by tourism and related industries. (Source Lake Wanaka Tourism Strategic Plan)

• 42% of Upper Clutha residents earn their income from 2 or more sources including dividend and rents and

31% of residents are self-employed or earn their income from business. This compares to 19% and 14%

respectively for NZ. (Source 2013 NZ Census Data)

• Queenstown Lakes’ median earnings from salary and wages is lower than New Zealand’s and one of the

lowest of territorial authorities (at $22,700 compared to around $32,300 nationally).

• Our top industries reflect our population growth and a strong economic reliance on tourism. The top

industries by GDP, comprising almost 40% of the area’s GDP are:

1. Rental, hiring and real estate $81.1M 19.4% of GDP

2. Construction $42.9M 10.2% of GDP

3. Food and Accommodation Services $35.6M 8.5% of GDP

Recommendations

• Ensure that Phase 2 of the asset mapping exercise seeks to identify the size and nature of emerging

businesses such as the wedding industry and people working remotely eg IT and web development

• Investigation into gathering data on the local economy – eg % of businesses owned locally, # people working

for organisations that are located out of town, retail spend locally vs out of town

• Investigation into gathering data on the size of the unpaid and voluntary sector of the economy


3. Physical Assets

Definitions

Physical assets include the natural environment, buildings and infrastructure, transport systems and community

facilities.

The following organisations are key managers and stakeholders for our region’s physical assets:

• Department of Conservation – national parks, conservation areas

• Queenstown Lakes District Council – recreation reserves and sports fields, parks and gardens, community

buildings, infrastructure (water, sewage, transport, roads)

• Otago Regional Council – waterways

• Upper Clutha Tracks Trust and Aspiring Tracks Network.

• Private landowners and developers – accessing conservation areas, residential and commercial property

developers.

• Private operators – ski fields, events venues, campgrounds and holiday parks.

Key Findings

• The Upper Clutha area is incredibly rich in natural resources; rivers and lakes, mountains and forests. There

is a huge and expanding network of walking and biking tracks through the area. Biking track development

has expanded rapidly in the last 10 years and will continue to grow.

• Infrastructure development can sometimes struggle to keep pace with the population growth and can often

be a point of tension within the community.

• Transportation is reliant primarily on private vehicles – there is no public transportation system.

• The Upper Clutha area has a higher than average % of green space per capita (find source of this data – Ella)

• Our natural environment underpins our economy particularly the tourism industry.

Recommendations

• Produce a hard copy map of the Upper Clutha area and mark up with all the physical assets

• Benchmark our physical assets against towns of a similar size to see how we compare.

Established in 1982 the Alzheimer’s Society Otago’s mission is to make life better for all people affected by dementia. In Central Otago we work independently following the principles of The Compassionate Friends Inc. We gather together to support each other every two months where we either have a speaker, watch a video on aspects of grief, share each other’s grief or chat informally. Personal support is given by phone calls and home visits particularly to the newly bereaved and where a need is known. Once a year we endeavour to run a grief workshop. We have our own committee of volunteers who meet regularly to see that COCF continues to operate efficiently so to support all bereaved parents, siblings and grandparents in the Central Otago Region. Appendix 2: Upper Clutha Economic Assets

Executive Summary

This report provides a summary of the economic assets of the Upper Clutha community. In preparing this report

research was undertaken into publicly available information sources including QLDC and Lake Wanaka Tourism

reports and plans, Statistics NZ data for the region and the Wanaka Annual Economic Profile, published by

InfoMetrics.

The research finds that the Upper Clutha community has a strong and growing economy however it is heavily reliant

on its three largest industries; rental, hiring and real estate, construction and the food and accommodation sector.

Population and GDP growth in the area outstrips New Zealand and is expected to continue, albeit at a slower pace

than the last decade.

The tourism industry has experienced strong growth with Lake Wanaka Tourism reporting a 13% increase in guest

nights in the year ended December 2015. More than half the jobs in Wanaka are supported by tourism and related

industries.

The research highlighted some key differences in the way residents earn their income compared to the rest of New

Zealand. 42% of Upper Clutha residents earn their income from 2 or more sources including dividend and rents and

31% of residents are self-employed or earn their income from business. This compares to 19% and 14% respectively

for New Zealand. On the flipside, the Queenstown Lakes’ median earnings from salary and wages is lower than New

Zealand’s and one of the lowest of territorial authorities (at $22,700 compared to around $32,300 nationally)

perhaps due to seasonal workers who are often earning minimum wage.

Recommendations:

• Ensure that Phase 2 of the asset mapping exercise seeks to identify the size and nature of emerging

businesses such as the wedding industry and people working remotely.

• Investigation into gathering data on the local economy – eg % of businesses owned locally, # people working

for organisations that are located out of town, retail spend locally vs out of town.

• Investigation into gathering data on the size of the unpaid and voluntary sector of the economy.

Please note: Information taken from the QLDC Economic Development Strategy relates to the whole Queenstown

Lakes District. Where data relates to the Queenstown Lakes this is noted clearly.

Queenstown Lakes has experienced very strong economic (GDP) growth over the last decade (over double the New

Zealand average), with population and visitor growth providing the main stimulus. In the 12 months to March 2015

GDP in the Upper Clutha area grew by 8.3% (more than double that of New Zealand) with the construction industry

providing the largest contribution. Whilst the Rental, Hiring and Real Estate Industry declined by 9% in the same

period it is still the largest contributor to GDP.

In the Queenstown Lakes District visitor and lifestyle-related industries (accommodation, food services, rental

services and recreation services) and property and service industries (construction and construction services, general

professional services, health services, real estate) have grown strongly in the district. GDP per capita has not grown


as fast. Employment has grown very strongly but estimated labour productivity in the District is well below the

national level and earnings from salaries and wages are relatively low. Median income from all sources is, however,

relatively high, likely reflecting that a high proportion of income is from investment and self-employment.

Queenstown Lakes Economic Strengths

• Natural amenities. The environment is revered nationally and internationally and is considered by residents

as the area’s single biggest asset. However, the District’s natural resources are facing pressure from the

growing visitor and resident population.

• The visitor economy. Tourism underpins the District’s economy, based on the outstanding natural

amenities, and supports a range of industries including accommodation and food services, arts and

recreation services, retail trade and rental services.

• Talent base. The District has a highly skilled population and workforce. Almost a quarter of the resident

working age population has tertiary qualifications (compared to 20 percent nationally) and only 11 percent

do not have a qualification. Queenstown Lakes also has the second highest proportion of the population

enrolled in industry training.

• Entrepreneurial culture. The District is well known for its history of innovative tourism developments. The

District has a high proportion of working age people who derive personal income from self-employment or

business at 28 percent, compared to the New Zealand average of 16 percent. The District also has a higher

than average business entry rate.

Major industries and employers

The economy of the Upper Clutha is very concentrated in and reliant on relatively few industries, more so than other

areas of New Zealand. These are industries that are servicing visitors and the growing population. The

Chorus, forged a public-private partnership to get fibre to the area - the new fibre network enables about

200 premises to access the connectivity. Chamber is working with the Government and Chorus to bring fibre

to the rest of Wanaka and surrounding areas.

The CUBE

The CUBE (Centre of Unique Business Evolution) the CUBE is an economic development group which receives

significant funding from the Queenstown Lakes District Council and is focused on growing Wanaka and the region as

a destination for both work and lifestyle. It was established as part of a broader business development plan that was

implemented in conjunction with the Gigatown Campaign in 2014. QLDC is contributing $100,000 in funding for The

CUBE initiative this year.

The Cell collaborations space is a CUBE initiative as was the installation of fibre for high speed internet in the

Wanaka CBD and the introduction of a co-starters business start-up training programme, which has had 27

participants to date. The CUBE is also working with the Little Entrepreneurs club and hosting weekly Code Club

sessions for children.

Lake Wanaka Tourism

Lake Wanaka Tourism is a Regional Tourism Organisation formed in 1993. They have over 430 member businesses

and are supported by a board of six representatives. Lake Wanaka Tourism is funded predominantly from a tourism

levy determined as a percentage of the commercial and accommodation rate and collected by council on behalf of

Lake Wanaka Tourism. Members are either commercial ratepayers or businesses who pay a subscription levy who

have filled out the membership form.

Wanaka Bed and Breakfast Association is a regional group of Bed and Breakfast NZ. All 21 members are also

members of the national association. This national group is the leading organization representing and promoting

The Wanaka chapter of BNI meets weekly on Tuesday morning at 7am @ Alchemy. BNI is a business and professional

networking organisation that allows only one person from each profession to join any group or chapter – their aim is

to develop and exchange quality business referrals. There are 15 members of the Wanaka chapter including

Housemart, Flight Centre, Aspiring Law, Central Lakes Physio, Wanaka Computers and Baileys Wanaka.

Demographic data of residents and households, 2013 Census

Summary

• Usually resident population (2103) is 9,033, increase of 30% since 2006. 50/50 split male and female.

• Total dwellings 6,039 with 64% occupancy rate – substantially lower than NZ rate of 89% reflecting high

numbers of holiday houses.

• School roll numbers have grown around 7% each year from 2012 – 2015. Strongest growth seen in Years 1 -

4 and slight decrease in years 12 and 13 since 2010.

• % of population across age groups is very similar to New Zealand. Significant changes from 2006 to 2013

occurred in 65+ age group and 20-49 group with an 8-point increase in the % of people aged over 65 and a 5-

point decrease in % of people aged between 20 and 49 from 2006 to 2013.

• Compared to New Zealand the Upper Clutha has a high % of couple only households (38% UC vs 28% NZ) and

much lower single parent household (6% UC vs 11% NZ)

• The percentage of people paying more than $350 a week in rent increased almost three-fold to 35% from

2006 to 2013.

• Compared to New Zealand the Upper Clutha has a high employment rate (72% UC vs 62% NZ) and a much

smaller percentage of people on unemployment or other government benefits (13.7% UC vs 7.3% NZ)

• Compared to NZ the Upper Clutha has significantly more people earning their income from 2 or more

sources (42% UC vs 31% NZ).

• There are more than double the number of self-employed people in the area (31% UC vs 14% NZ) and

significantly more earning income from interest, dividends, rent and other investment (31% UC vs 19% NZ)

Central Lakes Trust

Central Lakes Trust was established to grant funds for community charitable purposes in the Central Otago and

Queenstown Lakes area. The Trust fund was created when the Otago Central Electric Power Board bestowed Central

Lakes Trust with assets valued at $155 million in November 2000. All applications must meet charitable criteria,

provide a public benefit, and must not result in private financial gain.

For a purpose to be charitable, it must relate to one of the following four Heads of Charity:

1. the relief of poverty,

2. advancement of education,

3. advancement of religion, or

4. any other matter beneficial to the community.


In 2015/2016 funding year, the trust provided $1,382,967 in support of Upper Clutha based projects and an

additional $1,125.500 for organisations that serve a broader area and include the Upper Clutha. This was from a

Otago Community Trust

The Otago Community Trust is a philanthropic organisation which applies its Trust funds for charitable and other

purposes which are of benefit to the community. The Trust provides donations across the diverse sectors of art &

culture, heritage, events, environment, education, sport and recreation and community activity and community

wellbeing. The Otago Community Trust considers donations to assist projects that provide a service or amenity for

Queenstown Lakes Housing Trust

The Queenstown Lakes Community Housing Trust (QLCHT) was created to manage and deliver affordable housing

solutions to those vital to the community who cannot afford it. Initiated by local council in 2007 who recognised the

affordability issue and acted upon it, the Trust is now an independent entity.

The Shared Ownership programme is partly funded by grants from Housing New Zealand. In addition to this, the

Trust receives contributions of land, buildings and/or funds from private local developers who have committed

support for community housing as part of their development's stakeholder deed with the Council.

In recent news: property development company Infinity Investment Group handed over 11 sections in its Riverside

valued at $1.8 million. The trust plans to build 11 "small but good-quality homes'', Ms Scott said. "Some of these will

go into our shared ownership programme, whilst some will remain in our long-term rental portfolio”.

Other Funders in the Upper Clutha

• Elsie and Ray Armstrong – providing assistance and relief to the sick, frail and disadvantaged persons and

any other charitable purpose beneficial to the community in the area. Individuals and organisations may

apply. They generally approve small grants up to $5k. Closing date end of Oct annually.

• Graeme and Olive West

• Central Lakes Arts Trust (via Central Lakes Trust) – apply via Upper Clutha Community Arts Council. Provide

grants to increase, at a local level, both participation in the arts and the range and diversity of arts available

to the community. Applications are accepted year round, maximum amount of $2,000.

• Creative Communities – funded by Creative NZ to support local art activities. There is no limit to how much

you can apply for, but most CCS grants tend to be under $2,000. 2 funding rounds - one closing on the last

Friday of August and the second closing on the last Friday of February.

• Rotary – fundraise locally and support local projects. Usually small grants up to $2,000

• Lions Club – fundraise locally usually to support their own projects.

• Heritage Incentive Grant - to assist with the financial costs borne by owners of listed heritage items including

natural and built heritage items in the Queenstown Lakes District.
