    The Angola Chamber held theirAnnual Luncheon and Expo

    Friday, March 2, 2012 at thePotawatomi Inn. The Expobegan at 9:30am with lunchstarting at 11:30am. Thekeynote speaker was ScottFergusson, Dean of KetnerSchool of Business, TrineUniversity.

    Over 250 individuals attendedthe Luncheon and 25

    businesses provided displaybooths at the Expo.

    The Social Media Lunch &Learn sponsored by Mediacom,was held on Wednesday,February 15 from Noon to1:00pm at Witmer Clubhouse onthe campus of Trine University.The speaker was AnthonyJuliano of the Asher Agency.

    The Budget Process in a Nutshe l lby Pam Coleman, Steuben County Auditor (260-668-1000 ext 1218)

    Governmental budgeting is basically the same in any level, from the Federal down to local.In this article, we will discuss the local government budget participants which affect your tax

    rate. In Steuben County, the tax rate is an accumulation of budgets submitted by thefollowing: County, NEI Solid Waste Management District, Township, School, Library, Cityand Town, and TIR District in Hudson. The County disburses tax dollars to the abovedescribed units as well as any Redevelopment Commission which has an established TIFdistrict.

    When the local units of Government begin the budgeting process, there are several factorstaken into consideration. The maximum levy is based on formula which incorporates thepast six years non-farm personal income growth. It has hovered around 1.029% forseveral years but has the ability to fluctuate. This is your allowable growth for the taxableportion of your units budget.

    The Angola Area Chamber of Commerce is pleased to invite you on May 1st to attend the2012 Primary Election Meet the Candidates at Trine Universitys Fabiani Theatre located inthe University Center. This event is open to the Public from 5:00pm to 7:00 pm. Come andmeet the Primary Election Candidates. Each candidate will have the opportunity to provide a3 minute statement about themselves and present their platform. After which, the candidateswill be asked a few pre-determined questions concerning important issues in our businesscommunity. A reception will follow during which you may personally meet and speak with thecandidates.

    Our 2012 Chamber Day in the Park is scheduled for Wednesday, June 6th in Commons Parkat the Selman Pavillion. It is open to the general public as a thank you for supporting theChamber and its mission.

    Brats, hot dogs, and cake are provided. The event begins at 11:00am.

    It is with great excitement we are announcing the addition of the Commemorative Air ForceRed Tail Squadron "Rise Above" Exhibit to Angola Balloons Aloft along with the rarered-tailed P-51C Mustang Fighter flown by the Tuskegee Airman. This exhibit is beingsponsored by the Angola Chamber of Commerce through the generous grant funding fromthe Steuben County Community Foundation and the Olive B. Cole Foundation.

    Budget

    From PAGE 6Each layer of government is allowed the same taxable growth rate when figuring theirbudgets. Along with the taxable rate used in preparing the budget, the fiscal officer mustalso consider other revenue resources such as income tax share, motor vehicle highwayfunds (resulting from gas tax), fines, fees, permits and other funds for service. Each level ofgovernment receives their own specific portion of income tax, excise tax and statereimbursement unique to that level of government.

    During the budget preparation process, the County Assessor will certify the assessment tothe Auditor. At this time, the Auditors office will credit each real estate parcel or personalproperty assessment with any exemptions, deductions, abatements or tax exempt status to

    the property tax roll filed on the parcel. Once these figures are gathered, the Auditor willdeduct the TIF district values calculated from the real and personal values having theexemptions, deductions and abatements credited. These figures will then be reviewed andthe county will factor in any unresolved appeals, refunds or changes in assessment basedon preceding years trends. The Auditor is allowed to reduce the assessed value up to a 2%to cover any exemptions or deduction filed between June and the end of the year and theseaforementioned assessment changes. This will then become the Certified Net AssessedValuation (NAV) used for calculating budgets. Once the taxing unit has established theirbudget, the Certified NAV is used to calculate the rate.

    This is handled by the unit preparing what is called the form 4B which is required to besubmitted to the Department of Local Government Finance (DLGF). In the form 4B, thecurrent year remaining budget, estimated revenues for 18 months, anticipated expenditureincrease/reduction for the remaining six months of the budget year, property taxreplacement credit, and maximum taxable levy are used to figure the tax rate. At this pointof the budget process, the unit will then use this figure to set the tax rate for that particularfund (which is called line 16). The Tax Levy (line 16) is then divided by the Net AssessedValue divided by 100 to calculate the tax rate for that fund.

    In order to calculate the entire tax for your taxing district (example: City of Angola, PleasantTownship, Steuben Township, etc.) one must add all taxable fund for each taxing district.

    Each layer in the City of Angola, for example, must be accounted for. These are the fundswith allowable taxes: County- General, Health, Cumulative Bridge, Cumulative Capital, DebtService, Reassessment, Airport, Mental Health; Pleasant Township portion: TownshipGeneral and Poor Relief; MSD Steuben County- School Debt Service, Capital Projects,Transportation, Bus Replacement and Pension Debt; Carnegie Library- Library Operatingand Debt Service; City of Angola General, Motor Vehicle Highway, Parks/Rec andCumulative Capital Development. Each of these rates are added together to total your taxrate of the taxing district where you work and live. This was a relatively simple processbefore changes in property tax caps and exemption deadline changes were enacted severalyears ago.We can discuss this at a later date. I hope this helps you understand theproperty tax process used in the State of Indiana. I would be happy to answer any
