Transportation Enhancement

Projects

“Transportation activities designed to strengthen the

cultural, aesthetic and environmental aspects of the

transportation system”

• 12 Categories:

– Ped & Bike Facilities

– Scenic/Historic Hwy Program

– Landscaping

– Historic Preservation

– Historic Transportation Buildings

– Abandoned RR corridors for Ped & Bike

TE Program

Program Rules:

• Planning, design, and acquisition costs are 100% locally

funded

• Federal funds available for construction only

• Construction costs are 20% local match and 80% federal

funds

• 20% local match must be cash, not in-kind

• Funds are on a cost reimbursement basis

• If selected, an AFA with TxDOT must be executed within

one year

• Must advance to construction within four year

• August 2012 – TTC authorized $70M for 2012

• September 14th – Call for Projects opened

• October 19th – Houston TxDOT District TE

Workshop

• November 1st – Draft submittal to H-GAC

• November 16th – TE Nomination Deadline for

Submission to TxDOT

• June/July 2013 – TE Project Selection by TTC

• MPOs will select projects up to their pre-

determined funding levels

• Remaining projects will be selected by TxDOT

• Purpose: Determine a definitive alignment, which is adopted into the Thoroughfare Plan and used for land acquisition and dedication via platting

• Initial layouts consider: • Existing fixed points

• City Limits

• Existing right-of-ways

• Geometrics

• The alignment is refined considering: • Drainage

• Existing structures

• Acquisition factors

• Environmental Issues

• Other agency infrastructure

Pearland Parkway

• Scheduling a ribbon cutting ceremony

Barry Rose/Hughes Road

• Opened Bids on October 18th

• Low Bid was $3, 269,202 received from Third

Coast Services, LLC

• Awaiting TxDOT bid approval

• Planned Award Date is November 26th

ITS Project

• Max Road

– Negotiated scope and fee sent to TxDOT for review and

approval

• Fite Road

– Staff is reviewing the scope and proposal

TIP Projects Update

• Milling operations began immediately upon the

traffic change over in late September

• Subgrade stabilization was completed

• Remaining portions of the bridge were demolished

in early October making way for the work on the

new bridge to begin

Cullen Parkway – Phase II

• November 1st – Meeting with West Lea property

owners

• Moving forward with final parcels for acquisition

Bailey Road

• Held Pre-construction conference on October 15th

• Conducted construction coordination meeting with

the CR 59 contractor

• CPE Gas completed relocation of 6” gas main

• Comcast has completed their facility relocations

• CenterPoint Electric poles are still encroaching ROW

and need relocation; relocation design has been

initiated

Business Center Drive

• Broadway/Main Street intersection – New signals cannot be turned on until the northbound

lanes have been poured between FM 518 and Jasmine

• Bridge work continuing – Work is about to begin on the final segments of the Town

Ditch and Hickory Slough bridges once drainage outfalls have been completed

• Drainage – Drainage trunks and laterals now complete at Clear Creek

and the subgrade ready for excavation

SH35 – BW8 to FM518

• TxDOT Area Office has approved the City’s plans for modifications to the Crossing for the Quiet Zone

• BNSF has agreed to replace and extend the crossing panels on FM 518 at no charge to the City

• Railroad has begun work to replace ties beneath the tracks throughout the Pearland area

Diversion Ditch

• Haddock Construction completed Phase I of slope paving

• Clearing & excavation underway between CR100 & CR101

• Bids on slope paving and hauling by BDD4 are higher than previous estimates

• Base on estimates for Phase II & III of slope paving the City’s share per the Interlocal Agreement could exceed budget

Cowart Creek Diversion

Pump Station

• Wet well completed

• Pond pump down operations completed

• Pilot channel installation completed

• BorTunCo began jack and bore operations for 60” from the wet well to pond

Re-grading of Roadside Ditches

• Consultant submitted 60% plans

• Plan set review will be followed by a meeting with City staff to review the design

Cowart Creek Diversion (cont’d)

• Reviewed 60% plans

• Received 90% plans for review

Westchester Sidewalk and Drainage

• Staff is reviewing 90% PER

• Geotech field work completed

• Reviewing options for implementing a regional plan

Cullen Regional Detention

Facility Projects

• Met with Brazoria County Library System staff for final review of project

• Received and distributed the 100% plan set for review and permitting

• Permit issued

• Opening bids November 29th

Westside Library

• Received and distributed the 100% plan set for review and permitting

• Held TRC with architect, IT, Engineering, and Building Maintenance departments

• Advertised project November 7th

• Opening bids November 29th

Fire & EMS Administration Building

• Clarifications successfully uploaded online

• Project returned to LEED review team

• Review scheduled to be completed by 11/20

• Contractor mobilized

• Began clearing and grubbing of pond and fill site

• Staff reviewed 60% plans for the sports complex

• Completed reimbursement requests to BDD4 and

conduits at disk filter area and existing pull

box

• Centrifuge building stairs delivered

• Completed thickener’s pipe support footing

Longwood WWTP Rehabilitation

• Sluice gate installation 50% complete

• Tie in to clarifier effluent complete

• Disk filters delivered onsite

• Trash chute for headworks delivered and

installed

Barry Rose WWTP Rehabilitation

• 90% plans submitted by the Engineer and

reviewed by staff

• Complete tree protection plans based on tree

evaluation report

• Submitted 90% plans to BDD4 for review

• Continued working with the Acquisition Manager

to acquire ROE and/or easements

• 10 of 13 parcels acquired or closing

• Received 100% plans and specifications along

with responses to the 90% review

BellaVita Waterline Interconnect

• Council awarded construction contract on

October 8th

• Held pre-construction meeting and mobilization

meeting

• Notice to Proceed issued Nov. 1st

• Met with TxDOT’s Permit coordinator to discuss easements, and requirements for the installation of the waterline at SH 288 and at Cullen

• Met with Kinder-Morgan Pipeline Co. to discuss the alignment of the waterline and its proximity to the existing pipelines, there are no apparent conflicts

• Geotechnical work has begun
