- Feasibility Ordered by City Council December 4, 2018

- Birchwood Road

- Lake Links Trail Project affects the design of Birchwood Road

- Deteriorating & aging watermain along Birchwood Road

- Portion of sanitary sewer needs to be replaced

- High water table

- Lost Lake Court

- Deteriorating pavement conditions

- Feasibility Presentation Before City Council on March 5, 2019

Birchwood Road

- Watermain & service line replacements

- Sanitary sewer replacement near intersection of Birchwood Road and

Wildwood Beach Road.

- City will repair/reline remaining sanitary sewer as part of sewer lining

project in 2020.

- Surface reconstruction

- Bituminous surfacing with concrete curb & gutter

- Travel lanes reduced to 10 feet to accommodate Lake Links Trail

- Parking restricted on both sides

Proposed Improvements

Construction

- Access to driveways and Birchwood Road will be restricted

- Expect detours during the day

- Road and driveway access will be restored at end of day

- Working hours are 7:00 AM to 7:00 PM Monday – Friday, 8:00 AM to 5:00

PM Saturday (if needed)

- The City will communicate with periodic newsletters and door hangers

- Neighborhood Meeting prior to construction

Special Assessments are Proposed for Properties Receiving Benefit from Improvements

Surface Improvements

- Unit rate for single family homes & duplexes

- Front foot for commercial, industrial, tax-exempt and multi-family residential

Special Assessments: Surface Improvements Only

Single Family/Duplex Assessment

- Complete Roadway Reconstruction: $6,850/Unit

- Partial Roadway Reconstruction: $4,450/Unit

- May be paid up front or assessed with property taxes over 10 years

- Interest rate TBD at time of bond sale

- Senior citizen/disabled persons deferral available
