1 ACHIEVEMENTS OF DIRECTORATE OF DISASTER MANAGEMENT FROM 2009-2015. INTRODUCTION The emerald islands of Andaman & Nicobar scattered in Bay of Bengal stretching 750 kms from north to south with 37 inhabited islands. The archipelago consists of 572 islands. Rocks are aligned from North to South in the form of a chain of islands between Cape Negaris (of Myanmar) in North and Achin Head in Sumatra (of Indonesia) in South. There are two groups of Islands viz. Andaman and Nicobar separated by 10° channel. The Andaman group of Islands consists of South and North Andaman District covering a gross length of 467 km while Nicobar Islands consists of Nicobar District covering approximately 259 km. The total geographical areas of the Andaman & Nicobar Islands are 8279 Sq. Kms of which Nicobar Islands is 1841 Sq. Km and 6408 Sq. Km is of Andaman Islands. These Islands lies between 92° & 94° E Longitude and 6° & 14° North Latitude. The climate of Andaman & Nicobar Islands is distributed as tropical and 86% of the total area is covered by Forest. Andaman & Nicobar Islands are also prone to geological and hydrometerological disasters. They are located in one of the most seismically active parts of the world and several great earthquakes have occurred in the past. Andaman & Nicobar Islands runs accurately parallel to the boundary separating the Australian and Eurasian plates in the Indian ocean that are continuously jostling with each other. These islands are mostly susceptible to very high intensity of seismicity and as per the seismic zoning map of India contained in IS 1893 – 1984, these islands are classified in seismic zone – V. These Islands falls in cyclogenises zone and significant number of cyclones striking the East Coast of India and Bangladesh are generated every year in the Andaman Sea. Heavy rainfall due to monsoons leading to localized flooding is a frequent occurrence. Recently due to deep depression over South Andaman and Middle and North Andaman on 9th, Oct, 2013 and on 25th, Nov, 2013 intensified into severe cyclone storm PHAILIN and LEHAR generating maximum sustained surface and speed of 100-110 kmph gusting to over 120 kmph and crossed over Andaman Islands directing disrupting normal life and damaging properties. Establishment of Directorate of Disaster Management: The great Sumatra Earthquake of Mw 9.3 of 26th Dec, 2004, was rated as the world’s second largest recorded earthquake generated a devastating tsunami which causes unprecedented loss of life damage to property in the Indian Ocean rim countries. The Tsunami was considered as one of the deadliest natural hazards in the history. These cause horizontal and vertical movement of land mass in A&N Islands. Survey of Indian observations reveal that due to earthquake the land mass in the northern area has gone up (0.4 m - 0.6 m at Rangat, 0.8 m – 1.0 m at Arial Bay, Diglipur) and the Southern area has gone down to (1.3 m at Campbell Bay and 1.0 m at Chattam). Considering the vulnerability of these Islands towards natural disaster, The A & N Administration found the necessity to strengthening the institutional mechanism, response, capacity building and for coordinating different activities related to Disaster Management where disaster remains a challenge, a separate Directorate of Disaster Management has been establish during September, 2008 with the following vision, mission and objectives:-

To build safer and disaster resilient Islands by developing holistic, pro-active, multi-disaster and technological driven strategy for disaster management through collective efforts of all Govt. Agencies and Non-Governmental Organizations.

MISSION

a) Full fledge set up of Directorate of Disaster Management in A&N Islands.

b) Disaster Preparedness. c) Capacity Building and Training to all. d) Identification of vulnerable areas. e) Search, Rescue and Rehabilitation. f) Establishment of quick response teams. g) Establishment of State Disaster Response Force. h) Establishment of fail free Disaster Emergency Communication System in

the Islands. i) Establishment of Early Warning System in the Islands. j) Installation of Electronic Display Board.

OBJECTIVES

i) In the first stage :- Pre Disaster Stage

Preparation, Formulation and Finalization of UT and A&N Islands

Disaster Management Plan.

Preparation, Formulation and Finalization of School Safety Plan.

Identification, Formulation of the Village Level Voluntary Task

Force and their training.

Facilitating ToTs, Master Trainers.

Involving NGOs/ Agencies as per the guidelines of NDMA, MHA,

and GOI.

Community based Disaster Preparedness/- Training and

Capacity building.

Updation of Tactical Resources of all the line departments of

Islands.

Updation of link between six (06) EOCs – 24x7.

Up keeping of identified relief godown (146 nos.) in different

Islands.

Updation of IRT members alongwith their identified duties and

responsibilities.

Updation of SOPs.

Conduct of regular Mock Drill on earthquake, False Fire Accident

(Live Drill).

Public awareness on regular intervals- web base window

uplinking.

SAT Phones installation.

ii) In the Second Stage: During Disaster Stage

Mobilization of IRT members during Disaster.

Analysis of report of Hazards Situations.

IEC activities.

Although containing disasters will basically be at the district level, it is important to build confidence and self-reliance at the district level, which can be best effected through timely, supportive and planned interventions by the UT.

A Disaster Management Plan is backed by continuous preparedness. Only a sustained effort at preparedness can make a disaster management plan effective.

In the run, the State of Art Communication, a State Emergency Operation Center also been established for round the clock (24x7) monitoring, analysing and dissemination of events for incidents, hazards and disaster of all kind whether it of Geological or Hydro - meteorological Disaster. 06 (six) Emergency Operation Centers also been established at Mayabunder, Port Blair, Hut Bay, Car Nicobar, Kamorta and Campbell Bay.

The Directorate of Disaster Management has taken various measures for creating awareness through IEC activities and under Capacity Building and Training of all government machineries and non-government functionaries for implement of Disaster Management Plan which has already formulated during 2012.

There are several good practices in the country and verity of measures to promote such information and knowledge- sharing to ensure immediate “Golden hours” response to a disaster towards disaster resilient A&N Islands.

INSTITUTIONAL ARRANGEMENTS

The A&N Administration has constituted the following Authorities under the powers conferred under sub-section (1) of the Section 14 , Section 20 & Section 25 of the Disaster Management Act, 2005:-

1. A&N Islands Union Territory Disaster Management Authority has been constituted under the chairmanship of Hon’ble Lt. Governor, A&N Islands vide Notification No. 01/2008 dated 9.1.2008.

2. A&N Union Territory Disaster Management Executive Committee has been constituted under the chairmanship of Chief Secretary, A&N Admn.vide Notification No. 2/2008 dated 9.1.2008.

3. District Disaster Management Authorities have been constituted for all the three Districts vide Notification No. 03/2008 dated 9.1.2008.

STATE CONTROL ROOM AND EMERGENCY OPERATION CENTRES

The Directorate of Disaster Management also looks after the functions of State Control Room and 06 Emergency Operation Centres (EOCs) at Mayabunder, Port Blair, Hut Bay, Car Nicobar, Kamorta and Campbell Bay of this UT, which act as

nerve centres for tackling crisis situations. All EOCs and State Control Room are functioning round the clock 24 x 7 for monitoring, processing, analyzing and disseminating the incident information to the authority concerned in order to ensure timely/prompt actions.

To implement the Disaster Management activities and to tackle any emergency

situation, A&N Administration has constituted various Authorities and Committees viz Union Territory Disaster Management Authority (UTDMA), District Disaster Management Authorities (DDMAs), Union Territory Disaster Management Executive Committee (UTDMEC), etc. in line with provision under Disaster Management Act, 2005. Early Warning & Communication System in ANI

Under the Emergency Communication System, State Control Room & 06 EOCs are equipped with the Satellite phones, video conferencing, VHFs of the line departments, Electronic Display Boards of INCOIS, SMS Burst System, Local/STD telephone lines with fax, Hotlines and alert & warning for the general public. The Administration has established 34 sirens in the South Andaman, N&M Andaman& Nicobar Districts. The following Communication and alert & warning system are regularly tested on 3rd& 18th of every month: -

� STD/ISD/FAX/Hotlines facility, BSNL net.

� Development Communication Network of DBRAIT for VC.

� VHF Systems of Police, PMB, DSS, Forest and Electricity Dept.

across all islands.

� 13 SAT Phones installed at EOCs.

� Video Conferencing with MHA and VOIP connectivity link with 41

DM stations (18 states) of mainland.

� Video conferencing with EOCs.

� 13 Electronic Display Boards and Sirens.

� Functioning of SMS Burst System installed at SCR and EOC,

Port Blair

� Accessibility of Toll Free Helpline No.1077 of SCR and 1070 of

District EOCs.

� Testing of 34 stand-alone Tsunami Sirens.

� Megaphone at district level

� VSAT /VoIP Connectivity of INCOIS with SCR & 06 EOCs.

� PA system through VHF Wireless of Police.

For improvement in Tsunami Early Warning System as well as earthquake

related research, INCOIS/MoES intends to setup permanent observatories at 35 identified locations in Andaman & Nicobar Islands for making continuous and real time observations of various Geo-physical parameters. The V-SAT based real time communication system established at these observatories will be used for emergency communication, which is under process. Response System in ANI:

� Incident Response Teams (IRTs) identified with pre-designated roles and

responsibilities to function at UT, district, sub-division and tehsil levels as per

the Incident Response System of NDMA.

� Nicobar – Island-wise IRTs , N&MA - Habitation-wise IRTs (community task

forces have been set up in many places)

� As complexity of incident increases, higher level IRT takes over response

management.

� Mapping of positions with roles and functions done to ensure that all aspects

are taken care of

� Andaman &Nicobar Disaster Management Plan which provides for measures

to be taken and system to be established for disaster management under

NDMA’s Incident Response System Guidelines with the following contents : -

� Introduction to A&N Islands

� Hazard Analysis

� UT Disaster Management System

� Incident Response System

� Village Contingency Plan

� Disaster Mitigation & Preparedness

� Response Plan

� Rehabilitation

� Appraisal, Documentation and Reporting

� Standard Operating Procedures

� Disaster Management Card has been introduced and made available to line

departments/key functionaries with their roles and responsibilities- before,

during & after the occurrence of a disaster.

� Each Emergency Support Department has prepared their Standard Operating

Procedure (SOP) which gets activated on getting emergency information either

from the State Control Room/ EOCs or any other source.

� Steps also been taken for strengthening of Disaster Management Emergency

Communication System like TETRA communication.

� For weather forecasting IMD, New Delhi has been requested to install Doppler

Weather Radar in A&N separately against which suitable land measuring an

area of 400 sq. mtrs. also been allotted.

� GPS Strong Motion Sensors are also being installing by INCOIS

� All 34 locations have been identified for installation of Tsunami Sirens

compatible with VSAT which have been installed by INCOIS for the purpose of

GPS Strong Motion Sensors.

Keeping this in mind, the Union Territory Administration has prepared

a Disaster Management Plan -2010 for the entire A&N Islands in tune with

the Disaster Management Act, 2005. We have constituted and established

the following committee at three different levels:

The Administration found its necessity to constitute the following

Authorities under the Disaster Management Act, 2005:-

a. A&N Islands Union Territory Disaster Management Authority has been

constituted vide Administration’s Notification No. 01/2008 dated

9.1.2008 at the top with the Hon’ble Lt. Governor, A&N Islands as the

Chairman in UT level and in the Districts Level at the top with the

Deputy Commissioners as the Chairman.

b. A& N Union Territory Disaster Management Executive Committee has

been constituted vide Administration’s Notification No. 2/2008 dated

9.1.2008 at the top with the Chief Secretary, A&N Administration as the

Chairman and with all Principal Secretary/Commissioner-cum-

Secretaries, IGP, PCCF, Chief of Staff (ANC), Development

Commissioner, CE(APWD) ,CGM(BSNL),In-charge Metrological Dept,

ANI, O-I-C- National Institute of Ocean Technology as members and

Principal Secretary (RR) as member Secretary. This committee has to

meet at least once in a year. The main function is assessment of

Disaster Vulnerability, review long term measures to mitigate disaster

and to review rehabilitation & reconstruction after disaster.

c. District Disaster Management Authorities have been constituted for all

the three Districts vide Administration’s Notification No. 03/2008 dated

9.1.2008 at the top with the Deputy Commissioners of concerned areas

as the Chairman.

3. Capacity Building in Search and Rescue and First Aid in collaboration

with West Bengal Civil Defence Force , CARE India during 2-4th,Nov,

2008

50 official of the line department involved in the training programme

conducted by the Administration in coordination with the CARE India at Port

Blair during 2nd, Nov to 4th, Nov,2008 on Search and Rescue and First Aid .

4. Brain Storming Workshop for Students:

Conduct a brain storming workshop for the students during Nov, 2008 in

collaboration with SEEDS India during International Child Rights day

5. Mock Exercise conducted for Traffic Safety

The Mock Exercise for Traffic Safety has been conducted in front of Ummad

Public School on Dec, 2008.

6. Measures Taken for Capacity Development:-

The Directorate of Disaster Management with the coordination of CARE

India, SEEDS India have conducted the mock exercises on Search and

Rescue, First Aid and Early Warning deep down in the grass root levels and

imparted the village groups and village voluntary task forces in a training

programme and covered 46 villages around the Islands in the following

villages :-

Mock Drill on Earthqake.

4. Interface Workshop by the SEEDS India in collaboration with Directorate of

Disaster Management during Feb, 2009.

5. Training on Incident Command System from 24-26th, Feb, 2009:

The Directorate of Disaster Management is also in collaboration with CARE

India and 45 officials of different line departments were involved in the training of

Incident Command System which had been facilitated by two IAS Officers of

Andhra Pradesh Cadre, who are master trainers of Incident Command System

Shri Rajiv Ranjan Mishra, IAS and Smti Vasudha Mishra, IAS. The Directorate of

Disaster Management also fixed up Incident Response Team as per Incident

Response System manual. The participants on Incident Command System are

trained and ready to overcome crisis situations.

6. Mock Exercise on Earthquake conducted at Junglighat, Port Blair and Havelock

Islands by the Directorate of Disaster Management and the District of South

Andaman under the supervision of the NDMA on May, 2009.

7. Started the preparation of A&N Disaster Management Plan.

2010-2011.

1. Annual Plan Outlay for 2010-2011: Under the MH 2245 “Enhancing

Preparedness for Disaster Management”

2. Scheme wise break up of proposed outlay for Annual Plan 2010-2011

Approved outlay for DDM is ₹ 99.00 lakhs of which ₹ 74.37 lakhs has been transferred to ALHW through LOC for the Construction of EOCs (20.00+39.00+15.37 lakhs)

3. Mock Exercise on False Fire Accident at Directorate of Education, Junglighat

School and Directorate of Health Services during 19th, Oct, 22nd, Oct, and on

30th Nov, 2010.

4. National Level Fire and Evacuation Drills in Schools conducted under School

Safety Programme was conducted all over the schools on 21st, Jan, 2010 with

the coordination of Directorate of Education.

5. West Bengal Voluntary Health Association in coordination with Directorate of

Disaster Management holds three days seminar for training of tanners for

Schools Teachers, Principals and Officials in Port Blair on School Safety and

impact of Climate changes on 20th, Jan, 2010.

6. Functions that have been under taken by the Directorate of Disaster

Management during 2010:

11. Under Tsunami Awareness programme a power point presentation was

Teachers at Siksha Sadan and for the participants of NCC cadets by the

Directorate of Disaster Management.

Telecom, Ministry of Home Affairs, Ministry of Defence and Department of

Science & Technology representatives from Govt. of India attended the

workshop to guide the Educational, Agriculture and Civil Society

Organizations to set up community radio.

14. Coordination Conference & Table Top Exercise and Mock Drill on Earthquake

has been conducted at Car Nicobar, Nicobar District on 22nd and 23rd

February, 2012 by the NDMA, New Delhi in coordination with District

Administration, Nicobar District and other line departments under the

Community Based Disaster Preparedness Programme.

17. A&N Islands Disaster Management Plan-2012

The Directorate of Disaster Management, A&N Administration also drafted

a disaster management plan – 2010 inconsideration with the provisions of the

Disaster Management Act, 2005 and send the soft copy to the National Institute

of Disaster Management during the month May, 2010 and 3 day workshop has

been conducted by NIDM, MHA, GOI, from 22nd, to 24th, Feb, 2011 for review and

finalization of the Draft A&N Islands Disaster Management Plan and finally been

approved by the UT Disaster Management Authority during April 2012 and

printed copies have been circulated to different stakeholders for implementation

under section 40 of the Disaster Management Act-2005. As per the DM Plan,

Incident Response Teams have already been Identified with their pre-designated

roles prior to disaster and after disaster and has been circulated to them for

immediate action.

� Seismograph Stations

The Science & Technology, A&N Administration, Port Blair has initiated

for setting up of 10 Seismograph stations with VSAT links by National

Geophysical Research Institute (NRGI), Hyderabad under the Ministry of

Earth Science sponsored project for linking up of different Islands.

� GPS Units

The Indian Institute of Geomagnetism (IIG), Mumbai under the Ministry

of Science & Technology, GOI have sponsored project for establishment

of Multi-parametric Geographical Observatory for generating scientific

data on the pre-cursor of earthquake presently this Institute is setup

GPS unit in 5 different locations of A&N Islands and data were collected

and sent to IIG, Mumbai by the Department of Science & Technology.

� Warning Sirens

Tsunami Warning Sirens has been installed in the premises of

Secretariat under the control of State Control Room for alerting the

General Public during notification of Tsunami Alert from the Ministry.

� 24 Nos. of Sirens are in the process of installing in different locations

under South Andaman District.

� 13 Nos. Satellite phones installed in ANI.

� 5 (five) more Electronic Display Board installed by INCOIS for

forecasting high wind speed and weather conditions of these Islands.

The EDB equipments have already been dispatched to Mayabunder, Car

Nicobar, Kamorta and Campbell Bay. One has already been installed at

State Emergency Operation Centre , Port Blair.

4. School Safety Programme

Further the Directorate of Disaster Management, A&N Administration

also formulated plan for School Safety Programme separately and included

with National School Safety Programme of National Disaster Management

Authority. 399 schools have been included under NSSP in A&N Islands. Fund

amounting to Rs. 1.78 Crores received has been allocated to Directorate of

Education and APWD as per the guidelines of the NDMA. Regular Mock Drill

have also been conducted in schools under Disaster Risk Reeducation. The

Department also taken up steps to train the teachers of different schools

Educational Zone wise. Schedules have also been prepared for the Training for

Teachers.

THE FOLLOWING ARE THE KEY ISSUES /PROJECTS OF DIRECTORATE OF DISASTER MANAGEMENT FOR THE PLAN PERIOD 2013-14:-

a) Establishment of Doppler Weather Radar in ANI:

The Geographical location of A&N Islands is such that it is vulnerable to hydro-meteorological disaster coupled with other natural disasters. Hence is necessary to setup Doppler Weather Radar in these Islands for the purpose of timely and precise weather forecasting and issue of timely warning/alerts in case of Metrological disturbances.

b) Proposal pending at MHA for creation of 140 posts in different categories

for strengthening of 6 EOCs and State Control Room in ANI:

Presently the posts in State Control Room and 6 Emergency Operation Centres are being manned by casual workers. These posts proposed for SCR and 6 EOCs are separate posts under District Administration. A very critical function is being performed by these casual workers but their continuity cannot be assured without a regular arrangement.

c) Construction of Office-cum-Godown Building including State Control

Room for the Directorate of Disaster Management.

Presently, the Sr. Architect submitted the Blue Print of the building plan is under estimation.

d) Early Warning and Emergency communication, GPS based strong motion

sensors network(V-Sat base) with automated tsunami sirens at 35 identified locations by INCOIS.

i) Ministry of Earth Sciences (MoES), Government of India is mandated to provide the nation with best possible services in forecasting the monsoons and other weather/climate parameters, ocean state, earthquakes, tsunami and other phenomena related to earth systems through well integrated programmes. Indian National Centre for Ocean Information Services (INCOIS), Hyderabad is an autonomous body under MoES that is designated to issue tsunami early warnings and several other ocean information services.

ii) Setting up of GPS observatories at 35 suitable locations covering the entire territory of the Union Territory of Andaman & Nicobar Islands. This includes procurement, installation, testing, commissioning and maintenance of GNSS Receivers, Strong Motion Accelerometers, Recorders, VSAT equipment, Solar Panels, Met Package, etc

iii) Extend necessary support to Andaman & Nicobar Administration for procurement of Siren system and also interfacing them for remote activation through VSAT.

Capacity Building for tackling disasters included sensitization, awareness & preparedness programmes, workshops, Training and Mock Exercise at State/District/Village level, developed Information, Education & Communication (IEC) activities, developed risk reduction activities to mitigate the crisis situation and constituted various task forces in various level including in village and grass root levels of the community. III. GNSS & STRONG MOTION NETWORK AT ANI

The two catastrophic tsunamis, the Indian Ocean Tsunami of Dec 26, 2004 and Japan Tsunami March 11, 2011 taught us many lessons regarding improvement in Tsunami Early Warning System and its capability to issue the warnings through effective communication system. Keeping this in view, the Indian National Centre for Ocean Information Services, Hyderabad, Earth System Sciences Organisation (ESSO), Ministry of Earth Science (MoES), Government of India is in the process of developing new capabilities to improve the warning system. Accordingly, INCOIS has taken up a project for establishing a Real Time Network of Global Navigation Satellite System (GNSS) receivers and Strong Motion Sensors in Andaman and Nicobar Islands. INCOIS will install co-located Strong Motion Sensors, GPS receivers and Meteorological Sensors with real time VSAT connectivity at 34 locations in ANI. The data will be received and archived at INCOIS data centre. This data will be processed in real time at INCOIS to get more accurate earthquake parameters and displacement values to improve the Tsunami Early Warning Services. The VSAT communication links established in this project could also be used for enabling communication for voice as well as activation of sirens in the identified vulnerable areas of ANI.

Site Suitability: 1. At least 10x10 sq.mters land in elevated rocky terrain with low

background noise and clear view of the sky.

2. One Km away from Sea Shore.

3. 5 Km away from Dams and Water Falls

4. One Km. away from noise sources such as human activity, busy

roads, high tension electric lines, airports, heavy machineries,

towers, big trees and lakes.

Civil Construction Work: 1. Vault for mounting a broad band seismic sensor and strong motion

sensor.

The main advantages of this network are as follows: � The peak ground accelerations (PGA) from strong motion in near source region

mechanism using W-phase data in less than 6 min � Real-time GPS data can provide co-seismic displacements at Source. Mw

(Moment Magnitude), Rupture area, Vertical displacement on sea floor � Co-located met package sensors compliments the atmospheric observations � The real-time data sets form each of these co-located sensors can be used for

operational as well as R&D aspects addressing various geophysical problems

The Hon’ble Lt. Governor, A&N Islands has kindly accorded in-principle approval for setting up permanent GPS and Seismic observatories in Andaman & Nicobar Islands at 34 locations in association with Indian National Centre for Ocean Information Services, Ministry of Earth Sciences, GOI. These observatories will be used for the purpose of Tsunami Early Warning and Earthquake related research as well as Emergency Communication.

The ESSO-INCOIS project “Installation of Emergency Communication and GPS & Strong Motion Sensors in ANI, 34 locations have been identified, site survey had been made, of which NOCs for 15 sites have been received but for the other 12 sites NOC has not yet been received from Revenue Department, Forest Dept, and Education Department for which reminder letters have been issued. For the remaining 7 sites, site survey has not been completed by the INCOIS. MOCK DISASTER MANAGEMENT EXERCISE (in Brief)

Considering the vulnerability of these Islands, soon after assuming office of the Lt. Governor took first step to test our preparedness and to access the efforts of the civil and defence mechanism. To this in mind, the Directorate of Disaster Management elaborated actions have been planned and upgraded the infrastructures to cop up the disaster preparedness, response, mitigation, capacity building and to implement the Disaster Management Action Plan which includes coordination, policy making, operation management, data collection, record keeping, information, education and communication activities, community based disaster preparedness training to all levels of the community, establishments of adequate warning systems, apprising the situation from time to time to the UTDMA.

Directorate of Disaster management released Mock Disaster Management Exercise Manual to all the civil and defence machineries for the purpose to inculcate the preparedness efforts under a unified command structure of Incident Response System.

The manual contains Mock Exercise- Objectives and Programme, Background Exercise Objectives, Nature of Exercise and Locations, Exercise Scenarios and participants.

The challenge was to strive towards higher level of understanding, preparedness, mitigation efforts and response mechanism. This in turn needs to be backed by better coordination among different organisations, departments, Panchayati Raj Institutions, academic institutions, the civil society and citizens at a large.

Considering of the above, the Andaman and Nicobar Administration conducted Communication Exercise and Mock Disaster Management Exercise from Nov 20th to 21st, 2013 for two levels of participants. Level –I exercise was for Communication test for entire ANI and Level – II Exercise for selected communities in ANI 2013 to test the efficacy and effectiveness of Disaster Preparedness of all the stakeholders of ANI under the supervision and in coordination with National Disaster Management Authority (NDMA). National Disaster Response Force (NDRF), Indian National Centre for Ocean Information Services (INCOIS), Hyderabad, Indian Meteorological Department (IMD), Ministry of Earth Sciences (MoES), GOI, New Delhi, Andaman and Nicobar Command (ANC) and Coast Guard also participated in

the exercise. The drill not only emphasised on testing of communications from warning centre to its stakeholders, but also provided an opportunity for testing national/ UT/ local chains of command and decision-making, including alerting and evacuation of people from selected coastal communities. It also provided an opportunity to promote emergency response plans and tsunami preparedness. All the Emergency Communication equipment installed at State Control Room (SCR) & Emergency Operation Centres (EOCs) and other control rooms of the ANI were tested. Communication tests were carried out to check the functioning of various communication channels used for dissemination of Earthquake, Cyclones, Weather Forecast and Tsunami alert and warning. During this test, notification messages have been disseminated initially informing the commencement of the communication test followed by the 7 tsunami bulletin notification messages.

Distress alert/warning were issued by INCOIS, Hyderabad and after

decoding/analysing the same, it has been issued by the SCR to all EOCs. All communication and warning systems were checked across the Islands (Upto Tehsil & SRO Level and all police control rooms). The purpose was to ascertain the communication gap. All warning sirens were also tested and determined transmission times of messages. Table Top Exercise

State level table top exercise was organized with all the stakeholders/line departments on 21st November, 2013 for the particular scenario/exercise, facilitated by National Disaster Management Authority (NDMA). In fact, individual table top exercise at District level was done immediately before the State level exercise. During the exercise, thorough discussion and deliberation has been done starting from the scenario until the final evaluation phase. Roles and Responsibilities of each team member of line departments/stakeholders were clearly defined, which would be assessed during the actual exercise. Deputy Commissioner (N&M) and Deputy Commissioner (Nicobar) participated with their teams through video conferencing. Level – II: Mock Disaster Management Exercise

The Mock Disaster Management Exercise commenced with the announcement

of message received in bulletin notification from ITEWC from the State Control Room at 0930 hrs (IST) on Nov 20, 2013.

Mock Disaster Management Exercise on Earthquake and Tsunami was successfully conducted with tremendous public response. Around 7300 persons have participated in the exercise apart from the evacuation done in all government offices.

In addition, approximately 80,000 students and 5000 teachers from all schools and colleges in the UT have also participated.

Lessons learnt/ gaps:

• Slow sms/ fax transmission: Reasons to be examined and technology to

be improved.

• Coverage of sirens to be improved and proper power backup to be

ensured.

• Better refuge area/relief shelter management especially in terms of

drinking water facilities, food and traffic management.

• Since most refuge areas are at height, some special arrangements for

old and infirm may be needed.

• Teams deputed to relief shelter should carry signage with them (on the

pattern of NDRF).

• Congestion and narrow tracks in areas such as Ward-8, Junglighat

make them vulnerable although the population is very alert.

• Outer packing was good in respect of air dropped material, however

packing of individual items to be improved. Material dropped from 30 ft.

survived. However, material dropped from 45 ft. and above was

damaged.

• Location where MFR is stationed is important. It should not be

stationed at vulnerable location. People should be shifted to safe area

before treatment.

• Much to be learnt from NDRF- Hence a regular schedule should be

worked for training of emergency support functionaries by NDRF.

DISASTERS IN 2013-14

� Cyclone Storm “PHAILIN” from 8 – 10 October, 2013

A deep depression over A&N Islands caused heavy rains and strong winds

during October 8-10, 2013 with wind speed of 45 – 55 KMPH gusting to 65 KMPH and further wind speed increased to 70 KMPH. The deep depression intensified into a cyclone storm ‘PHAILIN’ and crossed A&N Islands on October 9, 2013 with wind speed of 80-85 KMPH particularly impacting North& Middle Andaman. Under its influence rain fall at Mayabunder & Long Island were recorded as 336.0 MM and 336.8 MM respectively on October 9, 2013.

In North & Middle Andaman District, where land mass is intersected with numerous creeks and nallahs, flooding of low lying areas habitations and submergence of Andaman Trunk Road (ATR) was observed. Prompt and pro-active rescue and relief operations by various departments of the Administration in collaboration with the community volunteers, Panchayati Raj Institutions and Coast Guard ensured that there were no casualties. People in low lying and flooded areas were evacuated to relief shelters with around 2000 persons provided food in shelters. Rescue operations using boats were undertaken in various flooded areas of Middle Andaman. The Control Rooms working round the clock under Sr. Officers ensured that proper coordination was maintained between agencies. SAR teams could provide timely help despite rough weather conditions. Around 42 tourists who got stranded in Middle Andaman were safely evacuated.

� Cyclone Storm “LEHAR” on November 25, 2013

The Cyclonic Storm “LEHAR” crossed over Andaman Islands with landfall

close to Port Blair on November 25, 2013 at around 06:00 AM. The Cyclone started as a deep depression over South Andaman Sea which later intensified into a sever cyclone. With its eye over south Andaman, the storm generated maximum sustained surface wind speed of 100-110 KMPH gusting to over 120 KMPH and extremely heavy rainfall of over 25 CM. The Cyclone crossed Andaman Islands between Little Andaman & Long Island, close to Port Blair. It caused large scale uprooting of trees, extensive damage to houses and structures in South Andaman. Several places were

inundated during the night of 24th November, 2013. This lead to total power failure in South Andaman and telecommunication disruption in most parts of the Islands. Extensive damage to horticultural, plantation and field crops was also witnessed. Severe damage also occurred to forest department’s Chattam Saw Mill, which is reputed to be Asia’s oldest. Incidentally, this was one of the severest cyclone in Port Blair in decades.

All the Emergency Operation Centres in South Andaman & N&M Andaman

Districts, Emergency Support Functionaries and departments including the A&N Command were activated. The Control Rooms worked 24 x 7 under supervision of Sr. Officers. All modes of communications including VHF network of various departments, SAT phones, video conferencing, V-SAT based VoIP telephony etc. were activated. Extensive dissemination of information regarding the cyclone was undertaken through print and electronic media including All India Radio and private cable network, bulk SMS to public, mobile public address systems and through websites. Dy. Commissioners of both the districts evacuated over 3600 people from coastal hutments and other vulnerable areas of 07 Islands and moved them to Relief Shelters.

The Cyclone affected primarily the South Andaman District (the capital Port

Blair being worst affected).Essential services like Shipping, Air and Transport were suspended. Traffic on Andaman Trunk Road (ATR) was also suspended. The cyclone also affected Junglighat Harbour and Chattam Ferry Jetty. 51 Relief Shelters were made operational and food and relief material were provided to around 3700 persons. Civil Supplies Department maintained food stocks and adequate provision of food supplies in these shelters.

Search & Rescue Operations conducted by the A&N Command, Coast Guard

and Police for tracing out 73 missing fishing boats had been fairly successful. All fishermen were contacted and reported safe except for one fisherman who is still missing.

Joint squads of the Police, PWD and Forest departments along with NDRF

cleared and restored roads, removed fallen trees and cleared water logging. Traffic in roads in and around Port Blair and N&M Andaman was restored within a day. The traffic on the Andaman Trunk Road (National Highway 4) was also restored. Important public buildings have been repaired and repairs to the school buildings have been taken up on priority and are likely to be completed soon. Repairs of damaged water supply lines have been completed. Power has been restored in Port Blair Municipal area, major parts of South Andaman, Havelock, Neil Island and North & Middle Andaman. Damage assessment work is in progress. Efforts of Administration resulted in quickly restoring normalcy in the territory.

A. Preparedness measures:

Various measures have been taken up under IEC activities towards disaster preparedness in A&N Islands of which are the following;-

1. Under the State-of- Art Communication the State Emergency Operation

Centre has been equipped with- VSAT of BSNL, INCOIS, 9(nine) Hot

Lines, VoIP linked up with INCOIS, 41 stations in 22 states, VC with

MHA and other 22 states, VC with all the Emergency Operation

Centres, SAT phone connectivity with all EOCs, 13 Electronic Display

Boards have been installed, SMS burst system of C-DAC under MoIT,

GOI for dissemination of SMS emergency alerts.

imparting training State Disaster Response Force SDRF constituted by

the Police Department.

9. Community Based Disaster Risk Management (CBDRM) programme has

been implemented in A&N Islands to build the capacity of community to

tackle any kind of Disaster.

10. Under National School Safety Programme of GOI, 412 schools

have been implemented Disaster Preparedness in each school and

conducted Mock Drills on various Disasters.

i) 750 teachers were also trained by District Disaster Management

on regular basis for Disaster Preparedness.

ii) 100 school were prepared and submitted their own DMP of

schools.

iii) Portmout School has also been selected by APW for demonstrative

retrofitting for frame the future disasters.

11. One Officer has been deputed for two months from Sept, 28, 2014 to

Nov, 22 2014 to Japan by the MHA to undergo Group Training Course on Search and Rescue, Disaster Prevention and Environment Protection Course for Maritime Safety Operation Level

12. One Study team has been deputed to Greater Mumbai Mahanigam to

study the functioning of Disaster Management Control Room and for

study the modalities for installation of CCTV as per the advice of NDMA.

along with remotely activation of Tsunami Sirens through VSAT in collaboration with INCOIS and BSNL at 35 locations in the Islands – BSNL to invite bids for installation of sirens.

i) Construction work of 06 GPS observatories out of 35 stations completed and

other will be undertaken by APWD in coordination with INCOIS,

Hyderabad.

ii) The RFP for remotely controlled sirens will be finalized and issued by BSNL,

Port Blair inviting bids for the installation of Tsunami Sirens in all the 35

locations of A&N Islands.

FUTURE PROSPECTS:

I. ESTABLISHMENT OF DOPPLER WEATHER RADAR IN A&N ISLANDS There is no Doppler Weather Radar System in A&N Islands, there is considerable

delay in forecast and dissemination of the weather related information. As a result the Administration faces immense challenges in taking timely pre-emptive steps in the absence of reliable early warning weather forecasting system

Shri. T. Nanda Kumar, Member, NDMA visited these Islands on May 7, 2012 and

had in depth discussions with the officials of Indian Meteorological Department (IMD), INCOIS and A&N Administration and came to the conclusion that the best way to meet the challenges is by taking the following steps:

1. Up-gradation of present Meteorological Office to State Level Meteorological Centre with full fledged weather forecasting for the area with adequate staffs, officials and observation tools.

2. Installation of Doppler Weather Radar (S-Band) within one year. 3. Installation of adequate number of Automatic Weather Stations (AWS) and

Automatic Rain Gauge (ARG) Stations to cover all inhabited Islands with at least one AWS and two rain gauges in each Island. The 17 Islands with substantial population residing in them require priority coverage.

4. Operationalisation of Weather Research Forecast (WRF) for Port Blair and A&N Islands on priority.

After inspection of the site by Dr. L.R.Meena, Deputy Director General, IMD, the A&N Administration allotted 400 Sq. Mtrs. of land on July 9, 2012 to IMD for installation of Doppler Weather Radar.

Necessary steps are required to be taken by IMD for expeditious installation of Doppler Weather Radar at an early date for the purchase of weather forecasting and issuing warning/ alerts in case of meteorological disturbances.

Secretary, MoES, GOI intimated during Nov, 2013 that the DWR will be installing in the II-Phase of their plan. However, the MoES is in the final stage of installing Automated Weather Station in these Islands.

Constraints we are facing:

a. Requirement of regular posts for the functioning of the 6 Emergency

Operation Centres and the State Control Room. Presently, these EOCs

and one State Control Room is functioning 24x7 (round the clock) with

the services of support staff on daily rated basis deploying on rotation

basis. (life of DRMs are 6 months) Proposal for creation of 140 posts in

different categories specifically for the staffing of 6 EOCs and one State

Control Room has been send to the MHA- returned with the direction to

first fill up the 22 posts which already created for the DDM.

b. Ban on Purchase of Vehicles (proposal submitted to the MHA being the

new establishment and expunge on ban for Emergency departments )

c. We are on the move for development of infrastructure for the smooth

functioning of Directorate of Disaster Management. Presently, DDM has

been set up from the 2nd, Floor of the Anti-Corruption Building from

where we are monitoring 24x7 all the hazardous situation.

d. Strengthening of emergency system equipment for centralized triggering

tsunami alerts from State Control Room to the end point which is going

to be affected.- Action has already been initiated by the Administration.

e. Strengthening of emergency communication system for fail free inter

and intra communication facilities like TETRA Communication system

which already adopted in Delhi during Common Wealth

Games.(considering the terrain of these Islands)- Action has already

been initiated by the Administration.

f. Mobile Communication systems VHF /HF for the operation wing of the

DDM.

Capacity Building 2014-15

STATUS REPORT/ACHIEVEMENTS OF DIRECTORATE OF DISASTER MANAGEMENT UNDER NATIONAL SCHOOL SAFETY PROGRAMME IN

ANI The Govt. of India, in June, 2011 has approved the “National School

Safety Programme (NSSP) - A Demonstration Project” with an outlay of ` 1.91

Crore for 2011-12 & 2012-13 for A&N Islands as a 100% centrally sponsored scheme to be implemented by National Disaster Management Authority (NDMA) in collaboration with the Ministry of Human Resource Development (MHRD) and in partnership with State/UT Governments.

Vision: - To promote a culture of disaster preparedness in the school. Objective:-

• To sensitize children and the school community on disaster preparedness and safety measures.

• To motivate direct participation of key stakeholders in activities that would help building towards a disaster resilient community

• To initiate policy level changes for ensuring safe school environment.

• To promote capacity building of officials, teachers and students

Present status of NSSP in ANI:

1. Two Officers of Directorate of Disaster Management attended the

inception workshop of National School Safety Programme held in New

Delhi on 1st & 2nd September, 2011.

2. A review meeting on National School Safety Programme was held on

05/12/2011 in the conference Hall of Secretariat under the chairmanship

of Chief Secretary, A&N Administration.

3. Support Staff (02 District Project Coordinator and 01 Account cum

Coordination Officer) under NSSP has been appointed.

4. NDMA has conducted training of Master Trainers during 18th to 22nd

June, 2012 at NIDM, New Delhi. Liaison Officer of Directorate of Disaster

Management had attended the said training programme. The department

of Education has nominated 10 teachers from different schools for the

above training but they did not attend the same.

5. 412 Schools of A&N Islands have been indentified for implementation

of National School Safety Progeramme.

6. Guidelines for School Safety Disaster Management Plan and draft

Model School DM Plan distributed to 412 Schools for preparation of

School Disaster Management Plan. 255 Schools were prepared their DM

plan and remaining are under finalization.

7. Information, Educational & Communication (IEC) materials were

finalized and printed. Distribution is in progress.

8. Rapid Visual Survey (format) and Guidelines & Check list for Non-

structural Mitigation were distributed to 412 schools in ANI. 101 Govt.

Schools and 41 Private Schools have been completed and dully filled RVS

form submitted to this office and remaining in progress. This office has

been trained teachers during the workshops and sensitization programme

for carrying out the non-structural mitigation in Schools, which is in

progress.

9. One day State level Sensitization workshop for Sr. Officers of

Revenue/Police/Fire/Health & Head of Schools/DEO/EO/AEO under

NSSP at Port Blair has been successfully conducted on 30th August,

2012.

10. Component wise funds have been provided to 412 schools for carrying

out the activities under NSSP.

11. 10 Training of Teachers (ToTs) programmes were conducted at

Mayabunder, Diglipur, Little Andaman Nancowrie, Campbell Bay, Rangat,

Baratang, Kadamtala, Car Nicobar, Port Blair & South Andaman and

Wimberlygunj Educational Zones and around 550 teachers and other

officials have been trained.

12. Mock Drills conducted in all 412 Schools of ANI and also participated

in the State level Mock Exercise conducted on 22nd Nov, 2013.

13. 148 Sensitization programmes conducted in schools of ANI.

14. Utilization Certificates alongwith physical & financial reports

submitted to NDMA upto March, 2015.

15. Regular meetings were also convened for monitoring, utilization of

funds and proper implementation of NSSP.

16. Training of Trainers programme conducted on 13th & 14th November,

2014 in collaboration with National Institute of Disaster Management,

New Delhi and Education Department at Port Blair. 150 teachers of

South Andaman, Wimberlygunj and Port Blair Educational Zone were

trained.

17. 05 Training of Teachers (Refresher) Programme conducted at Rangat,

Mayabunder, Diglipur, Car Nicobar and Nancowrie Educational Zone in

the month of Dec, 2014, Jan and Feb, 2015 wherein 269 teachers and

other officials were trained.

18. Govt. Sr. Sec. School, Port Mout has been selected for demonstrative

retrofitting under NSSP, an amount of Rs. 25,09,306/- has been allocated

to Directorate of Education for carrying out the above work.

19. Sensitization programme was conducted on 29/10/2015 in the Car

Nicobar Educational Zone with all Schools Heads to strengthen the

disaster preparedness and awareness activities in the schools.

COMMUNITY BASED DISASTER RISK MANAGEMENT PROGRAMME (CBDRM)

- A Report

INTRODUCTION Andaman & Nicobar Islands, located in the South – East part of India,

is strategically very sensitive as it is bordering with International countries like Myanmar, Indonesia & Thailand. It comprises of 572 Islands, out of which 37 Islands are inhabited. A&N Islands are perennially vulnerable from multiple hazards round the year. A&N Islands falls in seismic zone V & are highly vulnerable from earthquakes/ tsunami etc. There are other potential hazards which enhance the risk of the community of the Island. Weather events such as cyclones, erratic & torrential rainfall & tidal surges makes life horrible for the residents, particularly for the people residing in the coastal reaches. Other than the calamities as mentioned above, there are other innumerable potential risks within the villages having potential for disaster such as mud volcano, soil erosion, severe water logging resulting in wastage / destruction of agricultural lands etc. In a nut shell, entire population of the Islands is at risk throughout the year.

NEED FOR A CBDRM IN A & N ISLANDS Andaman & Nicobar Islands is known to have threats from varied types

of hazards round the year like Earthquakes, active volcano, mud volcano, other Hydro-meteorological events such as heavy rainfall, cyclones etc. The targeted community on this proposed intervention is primarily & secondarily located in this hazardous condition.

These Islands are classified in Seismic Zone – V as per the seismic

zoning map of India contained in IS 1893-1984 and are one of the most seismically active part of the world. Several great earthquakes have occurred in the past. The devastating earthquake that occurred on December 26, 2004 caused horizontal and vertical movement of land mass in the Andaman & Nicobar Islands and generated “Tsunami killer waves” which killed many lives & destroyed properties as never seen before.

The potential for a disaster from hydro meteorological events is very real

as the islands receive heavy rainfall for near about 7 to 9 months interspersed with strong cyclones coupled with the threat of high tidal surges etc. These Islands fall in cyclogenesis zone and significant number of cyclones striking the East Coast of India and Bangladesh are generated every year in the Andaman Sea. Heavy rainfall due to monsoons leading to localized flooding in a frequent occurrence. Many villages are located in the interiors at an average 2-10 kilometers from road with poor road condition in many cases having kutcha bridges and culverts through forest land. The hazards do have a potential to affect livelihood due to soil erosion & continuous loss of agricultural land due to ingress of sea water, which is one of the prime

concerns. Children, sick, pregnant women & elders become most vulnerable during monsoon as most of these villages are cut off from the mainstream.

Recently due to deep depression over South Andaman and Middle and North Andaman on 9th, Oct, 2013, 25th, Nov, 2013 and 08th October, 2014 intensified into severe cyclone storm PHAILIN, LEHAR and HUDHUD generating maximum sustained surface and speed of 100-110 kmph gusting to over 120 kmph and crossed over Andaman Islands directly disrupting normal life and damaging properties.

VISION To achieve Community Based Disaster Risk Management (CBDRM) in

A&N Islands, it endeavours to develop Disaster Preparedness, Response, Mitigation and Communication System in village level with a vision “To build Capacity of Communities to tackle disasters”, so that it could help to find the measures in the grassroots level for creating Disaster Preparedness in A&N Islands. The Andaman & Nicobar Islands Disaster Management Plan – 2012 has also pointed out for development of Community Based Disaster Risk Management in village level and Gram Panchayat and to prepare their own Disaster Management Plan to mitigate and tackle any crisis situation in the villages. Since the villagers or the community are the first responders in the event of any disaster at grassroots and have to cope with the disaster with their own available resource until the outside help reaches the affected area. As a result, the Gram Panchayat requires constituting Panchayat level disaster management committees and task forces.

OBJECTIVES • To enhance capacity of village community to tackle any crisis

situation.

• To prepare and develop village Disaster Management plan.

• To strengthen the alert, warning and communication system in the

communities at grassroots level.

• To ease the escape routes in the communities.

• To constitute and train village task forces for first response and use

of local resources for Evacuation, Search & Rescue, First Aid and

Relief Operations.

• To sensitise village community on disaster preparedness and safety

measures.

• Identify hazard profile of the village community for its mitigation.

• To carry out Information, Education and Communication (IEC)

activities in villages and associated environment.

• To motivate direct participation of villagers in the disaster awareness

activities that would help building towards a disaster resilient

community.

CBDRM WILL BE IMPLEMENTED ACROSS 69 GRAM PANCHAYATS(GPs) & 52 TRIBAL VILLAGE COUNCILS(TVCs) OF A & N ISLANDS

CBDRM is aiming a bottom up approach through ownership, community

readiness and advocacy and lobbying. Another approach of top to bottom strategy is essential, where UT level Disaster Management Plan and District Disaster Management Plans emphasizing on response during and after any hazard events but lacking the mitigation measures. The gap has been identified and the approach will be facilitation of development of Gram Panchayat/Tribal Village Council Disaster Management Plan (GPDMP/TVCDMP), which will emphasize crisis and disaster preparedness measures at their periphery with available resources, also allows allocating funds and resources for mitigation measures from national flagship programs and general plan funds through prioritizing disaster risk reduction measures. The Gram Panchayat/Tribal Village Council Disaster Management Plan format will be developed by facilitation team based on learning, experience, reference materials in local context, which will be approved by the district/UT Administration or department of disaster management and PRI/Tribal Village council. The Disaster Management aspects and CBDRM concept, format and process of development of GPDMP/TVCDMP will be imparted for the grassroots level govt. functionaries, PRI/Tribal Village council members, youth, women and community leaders. All GPDMP/TVCDMPs will be accumulated and compiled as Block/Sub-Divisional Disaster Management Plan.

A STATE LEVEL INCEPTION WORKSHOP ON CBDRM

On penultimate day of the

launching of CBDRM program in A & N Islands was published in the local media for wide publicity as the A&N Administration is launching Community Based Disaster Risk Management (CBDRM) Programme and its implementation in the 69 Gram Panchayats (GPs) and 52 Tribal Village Councils (TVCs) of these Islands.

In this regard, the Directorate of Disaster Management has organised a one day state level inception workshop on ‘community based disaster risk management (CBDRM)’ for launching the programme in A&N Islands in the conference hall of Zilla Parishad, Port Blair on Apr 13, 2015 at 9.30 am. The Lt. Governor, Lt. Gen A.K. Singh (Retd.) has consented to be the chief guest on the occasion. Subsequently, on 13th April 2015,

Hon'ble Lt. Governor formally launches CBDRMP in A & N Islands and calls for community participation is key for effective management of disasters.

greater community participation & public awareness is the key and pre-requisite for these Islands to deal with natural disasters, said the Lt Governor, A&N Islands, while launching the Community Based Disaster Risk Management Programme for these Islands.

Speaking on the occasion as the chief guest, the Lt. Governor said that we should be well prepared to handle disasters in an effective manner as our Islands fall under seismic zone V and are prone to disasters. Mentioning about the different types of disasters, natural and manmade, the Lt. Governor underlined the need for having equipments ranging from simple tools to sophisticated machines to handle the natural disasters like tsunami & cyclones. The Lt. Governor also asked the Administration to remain prepared in the face of any manmade disasters like oil spillage or accident at sea, terrorist attack etc. He also underlined the need

for having at-least two desalination plant on a pilot project basis, to handle the situation in case of failure of monsoon in the Islands.

“Disaster preparedness is the responsibility of all”, said the Lt Governor, calling for community participation, the members of which, are the first responders in case of any disaster. Highlighting the significance of community participation in any disaster, the Lt Governor said “everyone should know about their immediate role, responsibility and

actions in the event of disaster. The first course of action, during a disaster lies with the individual and the community, followed by rescue, relief and rehabilitation by the local authorities”. He exhorted the PRIs to play a vital role in reaching out to the people under their respective jurisdictions, during disaster, to carry out immediate rescue works. “Since disaster knows no boundary, its management has to be a unified approach”, he said informing about the forthcoming table top exercise that will be undertaken in the Islands, during Sept/ Oct- 2015 wherein handling different kinds of disasters will be discussed.

Terming disaster management a continuous process, the Lt. Governor stated disaster management in these islands is today focused on Tsunami, but we have to look beyond it. He also cautioned people against constructing huge multistoried buildings, as these are not only done in gross violation of municipal by- laws, but are also dangerous considering our geographical location, putting the lives of people at risk.

The Lt. Governor also asked the Principal Secretary, Disaster Management to identify different kinds of disasters and indicate nodal departments / officers to handle the same while the Department of Disaster Management will be the overall nodal agency.

In his address, the Chief Secretary (i/c), Shri Rajiv Yadhuvanshi said the constant threats of natural disaster cannot be undermined in these Islands due to its sensitive geographical location. He also informed that a group from Japan on visit to the Islands recently, saw the disaster management preparedness of the A&N Islands and expressed happiness over it. They have also offered to further assist the A&N Administration in this regard, the Chief Secretary added.

Speaking on the occasion, the

Adhyaksha, Zilla Parishad, South Andaman, Ms.V.K. Mariam Bibi said, being well prepared in advance can be of great help in mitigating disasters. She called upon each and every individual to contribute their mite in dealing with disasters. “It is only through collective efforts that we can jointly transform the objectives

and schemes of CBDRM Programme into reality”.

In his address, the Commissioner- cum- Secretary, Disaster Management, Shri Mohanjeet Singh gave an overview about Community Based Disaster Risk Management Programme (CBDRMP). He also informed that CBDRMP will cover 69 Gram Panchayats and 52 Tribal village Councils of the A & N Islands. The Chairperson, PBMC, Shri M. Arumugam, Senior officers of the Administration, heads of the Departments, members of the three - tier Panchayati Raj Institution were present on the occasion.

Earlier, welcoming the chief guest and others present on the occasion, the Director, Disaster Management, Shri A.K. Sharma highlighted Standard Operating Procedures (SOPs) being adopted in meeting any exigencies during disasters. The inaugural function concluded with the vote of thanks

Shri Deen Mohammed, Information Officer, Directorate of Disaster Management has elaborated on Emergency Communication and Early Warning System and also taught in detail about various communication elements that render an institution “well prepared” to manage events during a disaster. Making participants learn through plays and games, it was ensured that not communicating effectively can make a bad situation worse. While detailing communication it was told that gathering of information through reliable source is important and the response teams must disseminate pertinent information. With lots of plays and real time examples, later a power point presentation ran to update the participants on communication systems in ANIs.

techniques were very handy. Apart from that choking, swallowing of any foreign substance and consecutively removal of those particles explained in detail with demonstrations.

Shri Avijit Roy, Deputy Director,

Directorate of Health Services, through an extensive power point presentation on basic First-Aid, which covered the entire gamut of Medical First Response (MFR) which will be handy at often times of peril.

First Aid aim is to preserve life, to prevent the condition worsening and to promote healing the facilitator asserted.

Primary examination of the injured through certain techniques like- whether the patient conscious, is the airway open, is the patient breathing or is there a pulse?

Personal safety is of paramount importance before performing any First-aid. It was instructed after thorough examination if the victim has no pulse and is not breathing then the learned can perform Cardio Pulmonary Resuscitation or CPR.

CPR: Hazards – Fire, traffic, water, electricity, chemicals etc Hello - Check the level of consciousness of the victim.(gentle shake) Help - Call for help to activate the Emergency Services. Circulation - Feel for a pulse in the neck. Airway - Open using the Head tilt chin lift or Jaw thrust method. Breathing - Look, Listen and Feel for breathing at the mouth and nose.

Step -1 Open the Airway (Check in the mouth for foreign objects)

Step-2 Place face mask, give two slow full breaths.

Step-3 Place your hands on the patient’s chest two fingers up from the xiphi sternum and begin chest compressions.

First Aid measures for Choking, fractures and bleeding profusely during injury were explained.

Do’s and Don’ts during snake bite, burns and Shock and there First Aid measures were taught and explained.

Winding up the session the facilitator cleared many doubts raised by the participants, it was also suggested to keep a well stocked first aid kits in respective Panchayats.

In the Valedictory session, Shri Anand Prakash, Chief Secretary, Andaman & Nicobar Administration graced the occasion as Chief Guest and vociferously asked participants to carry forward the knowledge shared by the officials of Disaster Management on CBDRM, though the Disaster Management Department, Andaman & Nicobar Administration is well prepared to face any catastrophe, and the early warning communication system is also well placed, state of the art and failsafe, despite of all preparedness, community has to respond first the onslaught of any eventualities, taking a leaf out of the CBDRM programme, he further said that the model DM Plan, and other project deliverables of the prepared by Disaster Management has covered the entire gamut of information required for creating a more organized and better DM Plan of each & every GPs & TVCs tackling disasters.

Workshop-cum-Training Programme – South Andaman District

The Department of Disaster Management, A & N Administration had launched Community Based Disaster Risk Management Programme (CBDRM) recently. The main object of the programme is to integrate community in Pre, During and Post Disaster Activities, with focus on creating a Volunteer task force at Gram Panchayat level, preparation of Village Disaster Management Plans etc. As a follow

up to this initiative, one day sensitization cum training programme for the PRI members of South Andaman District and Line Departments was organized by Directorate of Disaster Management in the Conference hall of the Zilla Parishad today (05-01-2016). The inaugural session commenced with Shri Ramesh Verma, IAS, Secretary (DM) warmly welcoming the gathering. He also spoke on the disaster preparedness efforts of the Administration and the role- PRIs and the community- can play in further strengthening the preparedness levels. The PRIs were requested to participate enthusiastically in making the programme a success particularly in view of the fact that the islands are vulnerable to various kinds of threats/ disasters. Shri Subeer Chander, Up-Adhyaksha, Zilla Parishad highlighted the

role of the community as the first responders in the event of a disaster or disaster like situation. He welcomed the
