Everyone in the recycling industry is aware of the many benefits of recycled steel. It’s less expensive and more environmentally sound than drawing materials from nature, and its recyclability virtually endless. A basic North American oxygen furnace uses anywhere from 25 to 35 percent recycled steel to make new flat-rolled steel used in products such as automotive fenders and appli- ances, cans, metal roofing and numerous other thin-gauge applications. The electric arc furnace uses more than 80 percent recycled steel to make new beams, plate, rebar and other structural and flat-rolled products. Most new steel products, including their origi- nal recycled content, will eventually feed back into the recycling stream. Recycled steel has always been important in con- struction, but now it is finding new roles in structural appli- cations as it helps improve energy efficiencies in com- mercial buildings and hous- ing, becoming a high national priority for green buildings that seek to conserve resources and contribute to energy savings. On a smaller scale, this also applies to metals such as copper, alu- minum and zinc, which are also recycled into new build- ing materials. In February, during his Penn State University speech, President Obama called for businesses to improve energy efficiency in commercial buildings across the United States. Responding to the speech, Lawrence W. Kavanagh, president of the Steel Market Development Institute said, “The President has laid out an aggressive plan for retrofitting commercial buildings with energy-effi- cient upgrades. We can help businesses meet this challenge with steel technologies and products that are durable, cost-effective, provide long- term energy savings, and are available now.” Whether doing retrofits or new construction, architects and engineers are using more steel in buildings, not just for energy savings, but to mini- mize maintenance costs and increase the life expectancy of buildings, satisfying sustain- ability objectives. Cooler steel A major developing trend is greater use of “cool” metal roofing and wall products that help reduce building energy consumption by lowering cooling loads. Many of these newer metal roofing materials are coated with paints contain- ing infrared pigments that increase solar reflectivity and thermal emissivity, saving sig- nificantly on energy costs for cooling. Reflectivity is essen- tially bouncing solar energy back into the sky rather than let it penetrate the building. RecycleMania kicks off2011 recycling competition

RecycleMania springs back intoaction as college campuses compete tosee who can reduce, reuse and recyclethe most on-campus waste. For an eight-week period, beginning in early Febru-ary and running parallel to the NCAAbasketball tournament, colleges and uni-versities take part in an exciting compe-tition that increases recyclingparticipation by students and staff, andraises awareness about the significanceof waste reduction programs on cam-puses.

From February 6 through April 2,2011, 630 schools representing 49 states,the District of Columbia and Canadawill compete in 9 categories to see whorecycles the most on a per capita basis,who produces the least amount of waste,and who recycles the largest percentageof their overall waste stream. Collegesand universities choose to participate ineither the formal competition whichranks them based on standardizedweight measurements, or as part of theless formal “Benchmark” division. Inboth cases, schools submit weight data

for paper, cardboard, cans and bottles,food waste and general trash each week,and are in turn able to see how theymeasure up against each other in thecontinuously updated results.

RecycleMania is an opportunity forschools to raise awareness of their cam-pus recycling programs as well as wastereduction and conservation issues ingeneral. In 2010, 607 participating col-leges and universities collected over 84.5million pounds of recyclables and com-postable organics.

Administrative support for the 2011RecycleMania Tournament is providedby the national nonprofit Keep AmericaBeautiful.

The competition is made possiblewith the sponsorship support of TheCoca-Cola Company, Alcoa, WasteManagement, SCA and the AmericanForest & Paper Association.

Additional program support is pro-vided by the United States Environmen-tal Protection Agency’s WasteWiseprogram and the College and UniversityRecycling Coalition (CURC).

RailAmerica reports January2011 monthly carloads

RailAmerica, Inc. reported that itstotal freight carloads for the month endedJanuary 31, 2011 were 68,963, up 1.2 per-cent from 68,164 in January 2010.

The company increased shipments inJanuary 2011 in 7 out of 12 commoditygroups compared to January 2010. Muchof the increase was due to shipments ofchemicals, non-metallic minerals andproducts, and pulp, paper and alliedproducts.

Chemicals increased primarily due toshipments in the Midwest, Northeast andSoutheast regions.

Non-metallic minerals and productsvolumes were up in all regions.

Pulp paper and allied products vol-umes were up primarily due to increasedshipments in the Southeast and Centralregions.

The largest declines were in agricul-tural products and waste and scrap materi-als. Agricultural products were downprimarily due to lower shipments in theMidwest and Central regions, and wasteand scrap materials were down primarilydue to decreased shipments in the South-east, Northeast and Midwest regions.

Miami-Dade County commendedMiami-Dade County received a

“Champion for Alternative Fuel Vehiclesand Alternative Fuels Award” from theFlorida Gold Coast Clean Cities Coali-tion.

The award was given for severalCounty initiatives related to the use ofalternative fuels and the vehicles that usethem, including biodiesel and a varietyof hybrid vehicles.

The award was presented to Miami-Dade County for:

•Use of a five percent biodiesel blendacross the county fleet since April 2009;

•457 hybrid electric vehicles in thecounty fleet;

•38 diesel-electric hybrid buses inuse; and

•6 hybrid hydraulic waste collectionvehicles in use.

UC Davis takes first place inNational Game Day challenge

The United States EnvironmentalProtection Agency (EPA) will present UCDavis with an award for their impressiveefforts to reduce waste during this year’sAggies’ football season. The NorthernCalifornia university took home first prizefor achieving the highest waste diversionrate in the country as part of EPA’s 2010Game Day Challenge, a national competi-tion for colleges and universities to pro-mote waste reduction at their footballgames.

The Aggies’ blew away their competi-tors by achieving a nearly 90 percentdiversion of waste to recycling and com-posting, 20 percent higher than the secondplace university, Ohio State University.Their high mark was achieved during theOctober 23, 2010 home game when nearlyall the waste generated by the crowd of6,835 on hand was composted or recycled.

The amount of waste sent to a landfill wasonly 90 pounds.

Key to their success in approachingtheir zero waste goal has been a commit-ment by their concessionaire to only sellitems that come in recyclable or com-postable packaging. For example, onlycandy in paper boxes is sold, and bever-ages are served in compostable cups,including a compostable straw. Studentmonitors provide assistance to fans to helpthem place their waste in the correct con-tainers.

During the EPA’s National Game DayChallenge 77 participating schools tar-geted more than 2.8 million fans at foot-ball games. The schools together divertedmore than 500,000 pounds of waste fromlandfills, which prevented the release ofnearly 940 metric tons of carbon dioxide.

emerged over the past decade or so, but it’sjust now reaching more broadly into themarketplace thanks to all the emphasis onenergy efficiency. Thus the sale of metalroofing keeps going up,” said Greg Craw-ford, executive director of the Steel Recy-cling Institute and as executive director ofthe Cool Metal Roofing Coalition.“Unpainted Galvalumn (a 55 percent sheetsteel product coated with aluminum andzinc) in many applications can be consid-ered a cool metal roof because of its excel-lent reflectivity. Even cooler is the paintedsteel roof with infrared reflective pigmentsin the painting system. It not only providesa metal roof with very reflective proper-ties, but it also has greatly improved emis-sivity that throws off heat.”

As reported by Lawrence BerkeleyNational Laboratory, installation of reflec-tive metal roofing can save up to 40 per-cent in cooling energy costs. At the sametime, highly emissive metal roofs canreduce urban air temperatures by as muchas 12°F, helping to mitigate the “heatisland effect” where the density of build-ing in an urban area raises temperatures.

A basic, unpainted galvanized metalroof will reflect much of the solar radia-tion usually absorbed in a home under an

asphalt roof. Homes in warmer climates,with pre-painted reflective metal roofingsystems not only reflect solar energy butalso cool the home by re-emitting most ofthe solar radiation captured temporarily onthe roof surface. Where annual coolingloads dominate, a highly reflective andhighly emissive painted or granular-coatedmetal roof is optimal for reducing energyconsumption and can actually re-emit upto 90 percent of absorbed solar radiation.

“Generally, the reflectivity of asphaltroofing is low on the average of 20 percentor less and it gets lower, the darker colorthe roof. While it does not reflect well ithas good emissive qualities. Metal roofingis going to be more expensive, maybetwice as expensive for a given job. How-ever, the big trade off is the long, credibleservice life of a metal roof on the order of30 to 35 years, including the superiorenergy savings potential over that time,”said Crawford.

Most metal roofing can be installeddirectly over asphalt shingles or mem-branes. In new construction and retrofits,green-conscious architects and builders areinstalling metal roofs with above sheathingventilation (ASV), which can contributeup to a 30 percent additional reduction inheat gain through the roof. Crawfordexplained: “With ASV you install bats ori-ented up and down the roof and put themetal roofing on top of the bats to createan air vent of about one inch. As we allknow, heat rises. As the roof heats up dur-ing the day, the heat in the air gap rises andautomatically vents out the ridge. Thisreduces heat that could potentially go intothe structure’s envelope. In winter, the airspace is still and actually acts as an addi-tional insulating layer.”

A metal roof can also offer additionalprotection compared to asphalt roofingfrom assaults from nature and can poten-tially reduce insurance costs. “Whether it’sworries about fires, hail storms, hurri-canes, or other such events, we say thatproperly installed metal roofing is about asgood as you are going to get. In California,homeowners who had metal roofs faredmuch better amid the wildfires. You canfind stunning examples where fires simplyskipped over them,” Crawford noted.

“We think market share for metal res-idential roofs in the United States is rightaround nine percent according to annualsurveys by McGraw-Hill Analytics. Overthe last 10 years, it’s grown from about 3percent,” said Tom Black, executive direc-tor of the Metal Roofing Alliance, a groupof contractors, manufacturers and suppli-ers of investment grade roofing. “Thesenumbers include new construction as wellas re-roofs, but by far the largest portion,90 percent of the metal installed each year,is for re-roofing.”

Black continued, “For new construc-tion a developer or builder is going to putthe money into square footage, or thekitchen, something that sells the houserather than put money into the roof. But ina re-roof, it’s the consumer and the con-tractor making the decision. They arelooking for long-term value, wanting tomake it the last time that they have to dealwith the roof. They are also consideringweather events, especially in the Midwestwhere metal roofing stands up really wellto devastating hail storms. Depending onwhere you are in the Midwest you can getdiscounts on your homeowners insurance,up to 35 percent in some areas of Texas. Itdepends on the insurance companies. I liketo use a range of 20 to 25 percent dis-counts on average.”

Solid solar power platformsAs more homebuilders and commer-

cial real estate developers include rooftopsolar generation, metal roofing hasbecome the preferred foundation for heavyphotovoltaic panel arrays. Metal roofingcan be expected to last longer than thesolar panels themselves, which are typi-cally performance warranted for 25 years.Panels can actually have productive livesof 35 to 40 years. It makes little sense toinstall solar panels on a membrane roofwith a lifespan of 15 to 20 years becausewhen the roof has to be replaced the pan-els have to be disconnected, removed andreinstalled at great expense. A solar mod-ule can be installed on a metal roof with asimple attachment that does not penetratethe roof, making panel swaps easy.

The United States EnvironmentalProtection Agency (EPA) has issued a finalrule that extends the deadline for reporting2010 data under the Greenhouse Gas(GHG) Reporting Program to September30, 2011. The original deadline was March31, 2011. EPA previously announced itsintent to extend the deadline on March 1,2011.

Under the GHG Reporting Programentities required to submit data must regis-ter with the electronic GHG reporting tool(e-GGRT) no later than 60 days before thereporting deadline. With this reportingdeadline extension, the new deadline forregistering with e-GGRT is August 1,2011.

Following conversations with indus-try and others and in the interest of provid-ing high quality data to the public thisyear, EPA is extending this year’s report-ing deadline to September 30, 2011. Thisextension will allow EPA to further test thesystem that facilities will use to submitdata and give industry the opportunity totest the tool, provide feedback, and havesufficient time to become familiar with thetool prior to reporting.

In addition to the nine rulemakingsnecessary to comply with congressionaldirection for the program, over the pasttwo years EPA has established a publichelp center that operates through our web-site and efficient mechanisms for stake-holders to get answers from EPA expertsto detailed technical questions. EPA hasalso conducted training sessions with eachaffected sector and held hundreds of meet-ings with stakeholders across the country.

Recycling industry growthshowcased in Pennsylvania

The Pennsylvania Recycling Industries Congresscalled attention to the importance of the recyclingindustry.

Tim O’Donnell, president of the Pennsylvania WasteIndustries Association (PWIA), and Michele Nestor, chairof the Pennsylvania Recycling Markets Center (RMC),said the event showed that recycling has now become aneconomically important industry in its own right in Penn-sylvania and that the private sector is driving its growth.

“Many Pennsylvanians still have an outdated under-standing of recycling,” Nestor said. “The environmentalbenefits associated with recycling are well recognized,but less well known is that recycling represents a growthsegment in today’s marketplace.”

O’Donnell said, “Recycling in Pennsylvania hasmatured into a real business, a new kind of industry, andone that is growing in importance to the state’s economy.”

The two said the Recycling Industries Congress,which featured more than two dozen companies fromaround the state, helped show that recycling now encom-passes a spectrum of successful and growing businesses.

They said the event also demonstrated the connec-tion between the supply and demand sides in recycling– that jobs are being created by more than just collect-ing and processing recyclables; that jobs are also beingcreated by the use of these recycled materials to makenew products and by the opening up of markets forthese products.

A 2009 study by the Northeast Recycling Councilsaid 3,803 establishments involved in or reliant on recy-cling or involved in reuse and remanufacturing generated52,316 jobs with an annual payroll totaling of $2.2 billionin Pennsylvania – while also bringing in gross receipts of$20.6 billion. A 2007 PWIA economic study of the pri-vate-sector waste industry in Pennsylvania, which over-laps with recycling, found that the industry generated

nearly 31,500 jobs and contributed more than $3 billion ayear to the Pennsylvania economy in expenditures, pur-chasing, and spending from industry wages. That impacthas almost certainly grown since the study was finishedfour years ago.

Nestor and O’Donnell said both studies point to thesame new economic reality of recycling, namely that therecycling industry is making a strongly positive impact onPennsylvania’s economy.

They pointed out that while state government playedan important role in the early development of recycling –through mandatory community recycling laws and pro-gram grants – recycling is able to stand on its own asfinancially self-sustaining industry.

Both underscored the fact that in the past few yearsprivate-sector companies have invested more than $66million in Pennsylvania in new recycling facilities, high-tech sorting and processing equipment, and a variety ofre-use and re-manufacturing ventures.

Veolia ES Technical Solutions, LLC, the hazardouswaste division of Veolia Environmental Services NorthAmerica, and Oklahoma Materials Recycling (OMR)have signed a teaming agreement whereby Veolia willexclusively provide up-front sales and marketing serv-ices for OMR’s catalyst recycling plant currently underconstruction in Atoka, Oklahoma.

The new plant uses proprietary ACTR technologydeveloped by Advanced Fibers and Powders andlicensed by OMR. This approach to catalyst recyclingprovides a new option for the petroleum refining indus-try to recycle spent hydrotreating catalysts containingthe valuable base metal molybdenum (Mo). Using athermal chemical process instead of the currenthydrometallurgical process to recover Mo, the plant hasseveral advantages:

•The plant produces no liquid discharges, therebymitigating environmental issues that can be problematicfor competing technologies.

•It minimizes the use of water in the process ofproducing molybdic oxide saving precious waterresources.

•The technology is capable of separating tungstenfrom molybdenum allowing refinery companies to recy-cle hydrotreating and hydrocracking catalysts that con-tain both metals. Current hydrometallurgicaltechnologies are not able to effectively process spentcatalysts with both metals present.

The OMR recycling operation will meet the high-est standards for environmental compliance and stew-ardship regarding storage and handling of catalyst, airemissions and water discharges. Petroleum refiningcustomers can have confidence that their feedstockswill be recycled responsibly. The plant construction israpidly progressing with plans to begin processing cata-lyst in late second quarter 2011.

Ford Motor Company has receivedtwo patents related to SmartGauge withEcoGuide, an instrument cluster for hybridowners.

The first patent was awarded earlierthis year and covers EcoGuide, the displayof leaves and vines that “reacts” to short-term driving habits and coaches drivers ina way that helps them achieve the best fueleconomy. The second patent, awardedMarch 1, covers the power thresholdgauge that measures and displays powerdemand at any given moment.

SmartGauge with EcoGuide fea-tures two 4.3” full-color liquid crystaldisplay (LCD) screens on either side ofthe analog speedometer that can be con-figured to show different levels of infor-mation, including fuel and battery powerlevels, and average and instant miles pergallon.

The power threshold gauge is impor-tant, explained David Watson, researchengineer and part inventor of SmartGaugewith EcoGuide, because it shows howclose a vehicle is to switching from elec-tric-only mode to blended mode. With thatinformation, the driver may adjust drivingbehavior to try and keep the vehicle inelectric-only mode.

Taking a design cue from the Fordhybrid leaf logo, Ford graphic designersdeveloped an animation of growing leavesand vines that track and reward a driver’sefficiency.

Called EcoGuide, the function alsodisplays how many miles per gallon avehicle is getting at any given moment andestimates how many more miles a vehiclehas until it runs out of fuel.

The feature allows drivers to chooseone of four data screens including:

•Inform: This is the basic level ofinformation such as fuel level and batterycharge status.

•Enlighten: The default display mode,this screen displays what mode the vehicleis operating in and instantaneous fueleconomy; it includes a tachometer.

•Engage: This screen includes agauge that shows gasoline and electricpower use.

•Empower: This level gives a fullrange of hybrid information that allowsdrivers to monitor the level of their drivingefficiency.

All levels show engine coolant tem-perature and the gear the vehicle is in.Also, they are customizable to showinstant fuel economy; fuel economy his-tory; odometer and trip data, including tripfuel economy; long-term fuel economyand miles to empty. And while most com-petitive vehicles have some of this infor-mation in the center stack, Ford has madeit conveniently located right in front of thedriver on the instrument panel.

Fairfax County utilizes hydrostaticregenerative braking in trash truck

The Fairfax County SolidWaste Program in Virginia isusing a Bosch Rexroth parallelhydrostatic regenerative brak-ing system (HRB) in thecounty’s first hydraulic hybridtrash and recycling vehicle. TheRexroth HRB system was retro-fitted in January 2011 on a2007 Mack Truck GraniteChassis with a Heil Environ-mental Formula® 5000 rearloader body.

According to MichelleDuHadway, account managerfor Rexroth’s parallel regenera-tive hybrid braking systems unit, the HRB system can generate up to 25 percent savings in fuel andenergy costs depending on duty cycle and driver behavior. The actual savings for this project will bedetermined during these field trials.

The Rexroth HRB system, funded by a grant from the American Recovery and Reinvestment Act,uses a hydraulic pump/motor connected to the driveline, to capture kinetic energy during vehicle brak-ing. When the driver presses the brake pedal, a hydraulic unit integrated into the drivetrain presses thehydraulic fluid into a high-pressure reservoir. The resulting resistance makes the vehicle decelerate.When accelerating, the hydraulic pressure reservoir is controlled electronically to release the pressureand relieve the load on the diesel engine. Each time a driver brakes, the HRB system stores energywhich would otherwise be lost.

“Every refuse truck in Fairfax County stops and starts about 800 times a day filling trash andrecyclables,” added Ben Boxer, communications and outreach manager for the Fairfax County SolidWaste Management Program.

Hydraulic hybrids have the potential to capture a large portion of the braking energy and use itmore effectively, extending brake wear and reducing brake maintenance costs and the associated vehi-cle downtime. Since it is possible to slow the vehicle without engaging the foundation brakes as often,the life of the vehicle’s brakes is extended and the amount of brake dust released into the environmentis reduced.

Waste Management and Genomatica announced a strategic jointdevelopment agreement to research and advance Genomatica’s tech-nology and manufacturing processes to enable production of interme-diate and basic chemicals from syngas made from municipal solidwaste.

Under the agreement, Genomatica will create proprietary, spe-cially-designed organisms and complete manufacturing processes toefficiently and economically convert syngas into chemical products.Genomatica’s patents, intellectual property and technology platformshould facilitate further refinement of organisms and processes toallow chemical production from syngas produced from locally-avail-able waste with varying characteristics. Biological production ofchemicals would provide another potential use for any syngas pro-duced by or for Waste Management through anaerobic digestion,gasification and landfill gas.

Syngas is produced throughout the world from natural gas or liq-uid hydrocarbons, and through the gasification of coal, biomass, andwaste materials. Syngas is a low-cost input material often used togenerate electricity, and can also be converted into liquid fuels. Priorto Genomatica, converting syngas to chemicals was primarily donethrough chemical processing techniques, which were generallyenergy-intensive and limited in their ability to produce specific chem-ical products. Supported by the new joint development agreement,Genomatica is working to enable the conversion of syngas intodesired, major market intermediate and basic chemicals.

The joint development agreement with Genomatica comple-ments Waste Management’s comprehensive waste services in theareas of recycling, landfill, waste-to-energy and landfill gas-to-energy. This agreement will also help move Waste Managementtoward meeting three of its sustainability goals – doubling its renew-able energy production and tripling the amount of recyclablesprocessed by 2020, and investing in emerging technologies for man-aging waste.

solar cells that are growing in popularitybecause of lower production costs than tra-ditional polysilicon panels. These thin-filmlaminates are a lightweight, flexible, and adurable alternative to conventional glass-faced photovoltaic arrays that many peoplefind unsightly. Not only more aestheticallypleasing than PV modules, thin-film sili-con solar laminates can be appliedbetween the seams on existing metal roofsand siding or laminated onto new buildingmaterials. Thin-film silicon solar has comea long way over the past few decades andnow represents approximately 20 percentof all solar cells being manufactured today.

In the near future, emergingnanocrystal and dye-sensitive solar celltechnologies with micron-thin layers maybe deposited or printed on metal sub-strates. This holds the promise to truly rev-olutionize the function of metal buildingmaterials by adding a cheap, distributedsource of electricity generation.

Aesthetic challengesConsumer perceptions have been

largely clouded by the old fashioned gal-vanized roofs long used on farm and com-mercial buildings which have shownunsightly rusting after decades in service,even though they maintained their water-proofing. They fail to recognize the goodeconomics of installation costs versuslength of service, nor the new advancesthat have been made in metal roofing andsiding technology.

Today, metal roofing and side panelsare fabricated from steel and alloys tomimic most every other type of buildingmaterial and are available in virtuallyevery profile, finish and color. Lighter col-

ors offer the best reflectivity and emissiv-ity, therefore better energy performance. Inappearance, metal roofing systems aredesigned to be indistinguishable from typ-ical roofing materials. Factory producedproducts with infrared pigment coatingsare self-cleaning with normal rain. Smoothsurfaces make it difficult for dirt and algaeto build up, which maintains a cleaner sur-face and optimizes the reflectivity andemissivity characteristics.

the ultimate recyclability of the material aswell as energy efficiency factors, coolmetal building products can help con-tribute towards points under the U.S.Green Building Council Leadership inEnergy and Environmental Design(LEED) green building rating system.

Architects, real estate professionals,engineers, builders, lenders governmentofficials are looking to acquire LEEDpoints for a given award level, suchas Gold, but essentially the design canbe seen as adding value to a property.LEED rated homes and commercial build-ings are becoming the new standard ingreen excellence.

“There is a federal tax rebate forpainted cool metal roofs, but it must meetthe Energy Star requirements to qualify.It’s 10 percent of the material cost or amaximum of $500,” said Black.

Green is good for the environment,but the real green is in the dollars saved byusing recycled and recyclable metals inbuilding materials, not just because itrightfully conserves resources, but becausewell performing metal construction prod-ucts are also stronger and more durableand thus, all the way around, a betterinvestment in the long run.

The anticipated net cash proceeds of$117.4 million are expected to be usedto repay Senior Secured Term Loan Bborrowings.

Pursuant to the purchase and saleagreement and related agreementsentered into by Casella and the buyer onJanuary 23, 2011, the company willdivest the following assets:

FCR recycling assets located out-side the Company’s core operatingregion of New York, Massachusetts, Ver-mont, New Hampshire, Maine and

northern Pennsylvania, including 17material recycling facilities (MRF), 1transfer station and certain related intel-lectual property assets. Following thetransaction, Casella will retain four inte-grated FCR MRFs located in its coreoperating region.

Closing of the transaction isexpected to be in the fourth quarter offiscal year 2011 and is subject to cus-tomary closing conditions. In the eventthat the buyer failed to consummate thetransaction by March 15, 2011, follow-ing the satisfaction by the company ofall closing conditions, the buyer will berequired to pay a reverse termination feeof $6.5 million.

At the closing of the transaction,Jim Bohlig, an officer and board mem-ber of the company, will join the buyeras their chief executive officer.

Casella expects to receive $130.4million of gross proceeds from the trans-action. After netting transaction costsand cash taxes payable in conjunctionwith the divestitures, Casella expects thenet cash proceeds to amount to $117.4million.

Armstrong World Industries’ CeilingRecycling Program has now diverted morethan 100 million square feet of old ceilingtiles from landfills.

The recycling program, which is thenation’s first of its kind, enables buildingowners to ship ceilings from renovation

projects to the nearest Armstrong ceilingplant as an alternative to landfill disposal.

The company pays the freight costsfor shipping the old ceilings, which it usesas raw materials in the manufacture of newceilings. Since 1999, over 50,000 tons ofmineral fiber tiles have been recycled.

Waste Connections, Inc. announcedits results for the fourth quarter of 2010.Revenue totaled $336.0 million, an 8.4percent increase over revenue of $309.9million in the year ago period. Operatingincome was $67.7 million, or 20.2 percentof revenue, versus $58.9 million in thefourth quarter of 2009. Net income attrib-utable to Waste Connections in the quarterwas $36.1 million, or $0.31 per share on adiluted basis of 115.3 million shares.Shares and per share numbers reflect athree-for-two stock split effective Novem-ber 12, 2010.

Adjusted net income attributable toWaste Connections in the quarter was$36.7 million, or $0.32 per share, adjust-ing for acquisition-related costs expenseddue to the implementation of accountingguidance for business combinations effec-tive January 1, 2009.

“Increasing disposal volumes, recordrecycled commodity values, strong corepricing, and a stable cost structure drove

results above expectations throughout2010. Adjusted operating income beforedepreciation and amortization as a percent-age of revenue expanded more than 100basis points in 2010 over the prior year,and adjusted EPS increased 26.5 percent.We generated record free cash flow duringthe year, remained disciplined in ouracquisition strategy, and returned approxi-mately 6 percent of market cap to share-holders,” said Ronald J. Casella Waste acquires municipalsolid waste landfill in Pennsylvania

Casella Waste Systems, Inc. hasacquired a municipal solid waste (MSW)landfill in McKean County, Pennsylvaniaout of bankruptcy proceedings for $0.5million in cash and the assumption of cer-tain contractual obligations.

The roughly 230 acre landfill is per-mitted by the Pennsylvania Department of

Environmental Protection to accept 1,000tons per day of MSW by truck and 5,000tons per day by rail. While a rail siding ispermitted at the site and the property abutsa railroad spur, the company has no imme-diate plans to build a rail siding. The sitehas over 33.5 million cubic yards of per-mitted airspace.

CONSTRUCTION & DEMOLITIONCoastal Recycling opens C&Drecycling center in Jacksonville

Twenty to 25 new jobs will be cre-ated in North Jacksonville when CoastalRecycling Services opens their newConstruction and Demolition materialsrecovery facility in July. Company offi-cials say they expect to add more jobs asthe volume of waste brought to the facil-ity increases.

The total cost of the project will top$11 million; $4 million comes from anSBA loan.

Financing and special permittingrequirements caused delays in starting theproject. Coastal was required to obtainstate and local permits to build and operatethe new facility. Jacksonville’s Certificateof Public Convenience and Necessityrequires all recycling facilities to recycle aminimum of 60 percent of product broughtinto the facility once operational, and aminimum of 80 percent of product within30 months of opening.

“The costs associated with recyclingat this level are significant,” said CharlieLatham, co-managing partner of CoastalRecycling. “We are spending substantially

more money on specialized recyclingequipment because of the city’s aggressiverecycling rate requirements. Of course, wesupport the city’s recycling goals and lookforward to contributing to the state’s newrecycling goal of 75 percent by 2020,” saidLatham.

The facility will include a solar powersystem capable of providing approxi-mately 10 percent of the recycling equip-ment’s power needs.

“Coastal made a conscious decisionnot to provide hauling services,” said BobMalouin, co-managing partner of CoastalRecycling, “There are plenty of first-ratehaulers in town; our intent is to work withthem to bring in, process and recover asmuch waste as possible.”

Once separated, recycled product isprepared and shipped to processing facili-ties and end-users throughout the South-east United States. “We are still seekingrelationships with end users in our market,and will continue to do so as we prepare toopen our facility,” said Latham.

Metro Metals Corp. and Avista Recy-cling, Inc. have been ordered to properlydispose of computer waste they attemptedto illegally export from Minnesota to Viet-nam, according to the United States Envi-ronmental Protection Agency (EPA). EPAis simultaneously seeking a $31,600penalty against the companies for violat-ing federal hazardous waste laws.

Metro Metals Corp., a Toronto,Canada, based company, and Avista Recy-cling, Inc., a recycling company operatingin Hopkins, Minnesota, arranged for theexport of 913 discarded computer moni-tors to Vietnam on December 6, 2010.United States Customs and Border Protec-tion agents intercepted the shipment,which had been incorrectly identified inshipping paperwork as “scrap plastic,” atthe Port of Seattle for inspection before itcould leave the United States.

EPA alleges that the companies vio-lated several federal hazardous waste man-agement requirements designed to ensurethe proper management and transport ofsuch wastes. First, the companies failed toevaluate their waste and identify it as haz-ardous. They also failed to manifest thewaste or comply with other pre-transitrequirements for such shipments. Thecompanies also failed to notify EPA oftheir intent to export the waste to Vietnamand, consequently, attempted to bypass theprocess required for Vietnam to consent toreceive hazardous wastes from the UnitedStates before it can leave the country.

The American Forest & Paper Asso-ciation released the January 2011 U.S.Containerboard, Kraft Paper and Paper-board Statistics Reports.

For the fifteenth straight month,containerboard production rose over thesame month a year ago. Total productionsaw an increase of 127,900 tons or 4.6percent when compared to January2010. Production rose compared toDecember 2010, with month over monthaverage daily production up 4.0 percent.The containerboard operating rate forJanuary 2011 was up 4.1 points overJanuary 2010 to 96.1 percent.

Study confirms folding cartonsmeet FTC recyclable standard

A new study commissioned by theAmerican Forest & Products Association(AF&PA) confirms that folding cartonsmeet the Federal Trade Commission(FTC) standard necessary to display theterm recyclable on that packaging. Inresponse to the findings of this RW Beckstudy, the 100 percent Recycled Paper-board Alliance (RPA-100 percent) isreleasing guidance to their licensees about

adding the recyclable claim to enhance theexisting RPA-100 percent symbol.

The study shows that 74 percent ofcommunities currently accept paperboardinto their recycling systems.

Coca-Cola Enterprises, Ltd. (CCE)has unveiled a joint venture with ECOPlastics to develop a new purpose-builtrecycling facility in Lincolnshire. Thedeal marks a step change in the GreatBritain (GB) plastic reprocessingindustry.

Around 35,000 tons of PET bottleswere reprocessed in GB last year. Thenew facility will increase this total tomore than 75,000 tons when it is fullyoperational – more than doubling theamount of high-quality rPET (PET thatis recycled to make food-grade, sustain-able packaging) currently produced inBritain.

The state-of-the-art plastics repro-cessing plant will also supply CCE withenough GB-sourced, high-quality rPETto achieve CCE’s target of including 25percent rPET in all its plastic packagingin GB by 2012.

Currently, CCE sources food-graderPET from continental Europe, whilearound two-thirds of used GB plasticspackaging is exported for reprocessing.

The new recycling facility will bebuilt on ECO Plastics’ current site inLincolnshire, and will be operationalnext year.

The joint venture will create 15 jobsduring the construction phase and up to30 new jobs once the site is operational.

Pelham students learn importanceof recycling electronics

Students from Pelham MemorialHigh School got an education about theimportance of recycling their smart phonesand other electronics on a tour of the

WeRecycle! plant in Mount Vernon, NewYork.

The tour gave the students an up-close look at where their old cell phonesand computers should properly end up.

Between 300 million and 400 millionelectronic items are disposed of in theUnited States every year. Less than 20 per-cent of that e-waste is recycled. Althoughe-waste represents 2 percent of America’strash in landfills, it equals 70 percent ofoverall toxic waste, due to the presence ofheavy metals.

In 2010, New Jersey residents madegreat strides toward becoming responsibleconsumers of wireless technologies byrecycling 22.5 percent more rechargeablebatteries than the previous year. Theincrease was due in part to the statewideawareness efforts of the Association ofNew Jersey Household Hazardous WasteCoordinators (ANJHHWC), in partnershipwith Call2Recycle.

At the beginning of the year, the 2organizations developed a plan to workwith businesses and government agenciesacross the state to increase rechargeablebattery recycling efforts by 15 percent.Through advertisements, communitynewsletters, newspaper articles and meet-

ings with municipal officials, ANJHWWCand Call2Recycle spread the word aboutthe importance and ease of battery recy-cling. New Jersey residents received themessage and successfully diverted morethan 110,000 pounds of rechargeable bat-teries from landfills.

Call2Recycle has a network of morethan 1,400 retailers, public agencies andbusinesses throughout New Jersey thatserve as rechargeable battery collectionsites. The organization accepts allrechargeable batteries, up to 11 poundseach, used for items including laptops, cellphones, digital cameras, two-way radiosand back-up power supplies.

PLASTICSRecycling of non-bottle rigidplastics up nearly 50 percent

The American Chemistry Councilreleased a new report which documentsa dramatic increase in the collection andrecycling of post-consumer non-bottlerigid plastics across the United States.The report, prepared by Moore Recy-cling Associates, Inc., found that in2009, nearly 480 million pounds of post-consumer rigid plastics were collectedfor recycling nationwide, an increase ofnearly 33 percent from 2008 and 47 per-cent since 2007.

The category “non-bottle rigid plas-tics” includes nondurable items (orpackaging), such as high-density poly-ethylene (HDPE) tubs, polypropylene(PP) cups and similar food containers,and durable items, such as pallets,crates, carts, five gallon buckets andelectronic housings.

According to the report a growingnumber of reclaimers have begun pro-cessing non-bottle HDPE and PP con-tainers to produce resin for new endproducts. And the number of communi-

ties collecting mixed rigid plastics alsohas grown in response to demand.

Among the report’s key findings:•There has been an increase in the

number of processors, end users andreclaimers of rigid plastics in 2009;

•In just 1 year, there has been a 33percent increase in collection of non-bottle rigid plastics; and

•The number of communities offer-ing rigid plastics recycling continues toincrease.

Over 63 percent of households in Cal-ifornia now have access to recycling ofnon-bottle rigid plastics, and recyclingprograms across the country are beingexpanded to collect rigid containers.

The report is based on data suppliedby 60 post-consumer plastic processors,end-users and exporters across theUnited States.

North Carolina launches newplastic bag recycling program

North Carolina became the fourthstate in the nation to join the “A Bag’sLife” recycling movement by providing astatewide recycling education program andhelping consumers find the nearly 1,200drop-off sites in the state at grocery andretail stores.

North Carolina retailers and legisla-tors announced participation in the plasticbag recycling awareness campaign, whichprovides an educational website atwww.abagslife.com/NC, an app thatlocates drop-off sites by zip code and amake-your-own video contest that willbegin in the fall.

State Representative Ruth Samuelsonand State Senator Buck Newton, the NorthCarolina Retail Merchants Association andKeep North Carolina Beautiful are amongthose involved in the public-private part-nership to encourage North Carolina resi-dents to recycle plastic bags.

A Bag’s Life, through quirky mes-saging like “Don’t treat me like trash”and “Gimme a second chance,” encour-ages consumers to reduce, reuse andrecycle their free grocery bags. It alsoreminds people that other bags like thoseused for dry cleaning, newspapers andbread, as well as wraps and films usedon products like paper towels or bottledwater also can be dropped off at manyretailers for recycling.

The plastic bag icon on the website isdesigned to take on a life of its own, smil-ing when it’s happy, frowning when it’snot. Website copy suggests that individualsshould step up and do their part to addresslitter and waste rather than blame the bagif it’s not being recycled or reused.

Nationwide, plastic bag recycling ison the rise, with nearly 855 millionpounds recycled in 2009 – an increase of31 percent since 2005.

Earthworks provides 100 percentrecycled PVC sheet for plastic cards

Earthworks System LLC, announcedthe release of color-matched, 100 percentrecycled, PVC sheet material for gift, loy-alty, membership and credit cards.

Earthworks System offers retailers,distributors and printers a way to keepcards out of landfills and save energy,recovering waste throughout the PVC sup-ply chain from manufacturing runouts andskeletons to obsolete inventory and post-consumer used gift cards. The variousforms are recycled into sheet material thatis virtually indistinguishable in perform-ance from virgin PVC. Earthworks plasticis used in a wide variety of applicationsincluding gifts cards, hotel key cards, pro-motional cards, IDs and signage.

This new sheet uses 100 percent recy-cled PVC. The colored material differenti-ates itself by providing a custom-coloredcard edge.

This program is the latest of Earth-works’ card recycling efforts. In Novem-ber, Earthworks supplied Dallas-basedcard manufacturer Performance CardSolutions with 100 percent recycled PVCand an eco-friendly content identifier sys-tem. This identifier system indicates cardsmanufactured using recycled or virginPVC, which integrates with current cardprograms, allowing retailers using cardsmade of recycled or virgin PVC to brandthem as eco-friendly. Consumers can alsoreturn the cards for recycling.

PepsiCo has developed the world’sfirst PET plastic bottle made entirelyfrom plant-based, fully renewableresources, enabling the company tomanufacture a beverage container with asignificantly reduced carbon footprint.

PepsiCo’s “green” bottle is 100 per-cent recyclable and far surpasses exist-ing industry technologies. The bottle ismade from bio-based raw materials,including switch grass, pine bark andcorn husks. In the future, the company

expects to broaden the renewablesources used to create the “green” bottleto include orange peels, potato peels, oathulls and other agricultural byproductsfrom its foods business. This processfurther reinforces PepsiCo’s “Power ofOne” advantage by driving a strategicbeverage innovation via a food-basedsolution.

Combining biologi-cal and chemicalprocesses, PepsiCo hasidentified methods tocreate a molecularstructure that is identicalto petroleum-based poly-ethylene terephthalate(PET), which results in a

bottle that looks, feels and pro-tects its product identically to

existing PET beverage containers.PepsiCo will pilot production of

the new bottle in 2012. Upon successful completion

of the pilot, the companyintends to move directly to

PepsiCo develops 100 percent plant-based PET bottlePLASTICS

Environmentalists, researchers andadventure-seekers are being offered therare opportunity to join one of the world’sleading marine research organizations forits next high-seas expedition in search ofplastic ocean pollution.

Algalita Marine Research Founda-tion, based in Long Beach, California, has10 open spaces on this eco-adventure, a 20day voyage from Honolulu, Hawaii toVancouver, B.C. through the North PacificGyre. The July 7-27 trip, aboard a 72 footracing sloop owned by Algalita’s partner,Pangaea Explorations, will give partici-pants a direct role in advancing researchinto one of our time’s most pressing envi-ronmental concerns.

A gyre is a vortex of ocean currentswhere plastic debris accumulates. Thisdetritus – cigarette lighters, bottle caps,toys – can kill seabirds and marine mam-mals that die of starvation, their bellies fullof plastic mistaken for food. Smaller plas-tic pieces, which can act as magnets forcarcinogens like DDT at sea, have beenfound in fish stomachs. On this voyage,Algalita will further its research into theseissues.

“We’ll be looking for changes in theaccumulation of plastic in the NorthPacific Gyre,” says Marcus Eriksen, whowill lead the trip’s research as Algalita’sdirector of project development.

Algalita started studying the NorthPacific Gyre in 1999, when Founder Cap-tain Charles Moore first put the plasticpollution issue on the map. A portion ofthe voyage’s $10,000 per-person fare is taxdeductible. Net proceeds will help supportAlgalita’s scientific research and educa-tional outreach.

A total of only 14 people will be onboard the ship, Sea Dragon, including 4professional crewmembers. Paying partici-pants will take part in all aspects of theexpedition, from operating a trawl to col-lecting micro-plastic bits to hauling aboardlarger items found thousands of miles offshore.

Participants will also help to sail andmaintain the ship, stand watch during thenight, even cook, as they voyage far fromland for days. Teamwork is a must. Partic-ipants must also be able to lift one-thirdtheir body weight.

Based on the Commerce Depart-ment’s most recent Steel Import Monitor-ing and Analysis (SIMA) data, theAmerican Iron and Steel Institute (AISI)reported that steel import permit applica-tions for the month of February totaled1,815,000 net tons (NT). This was a 13percent decrease from the 2,081,000 per-mit tons recorded in January and an 11percent decrease from the January prelimi-nary imports total of 2,048,000 NT.

Import permit tonnage for finishedsteel in February was 1,368,000 NT, down16 percent from the preliminary importstotal of 1,632,000 NT in January but up 12percent vs. February 2010 final imports.February 2011 total and finished steelimport permit tons would annualize at23,181,000 NT and 17,998,000 NT, down3 percent and 5 percent, respectively, fromthe 23,929,000 NT and 18,857,000 NTimported in 2010.

In February, the largest finished steelimport permit applications for offshorecountries were for Korea (161,000 NT,down 25 percent from January), Japan(128,000 NT, up 2 percent), Germany(70,000 NT, down 11 percent) and Turkey(64,000 NT, up 168 percent). The esti-mated finished steel import market sharein February was 18 percent.

Finished steel import permits formajor products that registered largeincreases in February vs. the January pre-liminary include reinforcing bar (up 54percent) and wire drawn (up 10 percent).

Nucor breaks ground fornew DRI Louisiana facility

Nucor Corporation has broken groundon its direct reduced iron (DRI) makingfacility that will be located in St. JamesParish, Louisiana.

The company also indicated thatLester Hart has been named the generalmanager of the St. James Parish facility.

The company received its air permitfrom the Louisiana Department of Envi-ronmental Quality in January after meet-ing all of the requisite standards ensuringits facility will comply with state and fed-eral environmental controls. Issuance ofthe air permit allowed the company tobegin the process of ordering equipment,and the company will now commence con-struction.

Initially, Nucor will build one DRIplant, but has been permitted for the con-struction and operation of 2 plants with acombined annual DRI production of5,500,000 tons.

Direct reduction technology convertsnatural gas and iron ore pellets into high

quality direct reduced iron used byNucor’s steel mills, along with recycledscrap, to produce numerous high qualitysteel products such as sheet, plate and spe-cial bar quality steel. The DRI facility isthe first phase of a multi-phase plan thatmay include a coke plant, blast furnace,pellet plant and steel mill.

The project will create a substantialnumber of quality jobs. The project’s firstphase will create 150 permanent Nucorjobs that earn an average annual salary of$75,000, plus benefits; approximatelytwice the median household income forthat part of Louisiana. During peak con-struction, 500 jobs will be directly created.If the additional phases of the project areconstructed, over time Nucor could have atotal investment of over $3 billion andincrease permanent employment to morethan 1,000. To date the company hasinvested over $50 million to acquireapproximately 4,000 acres of property onthe Mississippi River for the facility.

Metalico, Inc., a regional scrap metalrecycler, has purchased a portion of theformer Bethlehem Steel/Mittal complex inWestern New York, including the aban-doned galvanizing mill, from Great LakesIndustrial Development LLC, a Buffalo-based real estate investment group, as thesite for a new shredder.

The 44-acre parcel includes a177,500 square-foot building. Metalicoplans to install a heavy-duty 80104metal shredder inside the building,which will still provide ample additionalspace for other recycling activity. Thelocation is appropriately zoned for thecompany’s contemplated use andapprovals are in place for outdoor stor-age and processing of scrap metals.

Metalico expects to produce 120,000tons per year of high quality shredded steelscrap by combining feedstock generatedfrom its own yards and material availablefor purchase in the region.

Metalico expects to make a capitalinvestment of more than $10 million forthe acquisition of the property, plant andsupport equipment and related improve-ments for the shredder project. Metalicoexpects the new facility to generate 15 to20 new permanent jobs in addition toconstruction and installation work. Thecompany also plans to add two morescrap buying centers in the area to bettersupply the shredder and to be less relianton traditionally more expensive third-party feedstock.

ARCA to provide turnkey servicesAppliance Recycling Centers of

America, Inc. announced that VermontEnergy Investment Corporation hasselected the company to be the provider ofturnkey services for subscribing memberutilities (SMUs) participating in EfficiencySmart’s Appliance Recycling Initiative.The program began on January 3, 2011and will run through December 31, 2013.

Through this program, participatingSMU customers who turn in operating butenergy inefficient secondary refrigeratorsand freezers will be eligible for a $35incentive for each qualifying appliance,with a maximum of three appliances perhousehold. ARCA will perform theinhome collection of qualifying units andwill recycle them according to regulations.

The American Iron and Steel Insti-tute (AISI) and the Association for Iron& Steel Technology (AIST) Founda-tion’s “Ferrous Metallurgy EducationToday,” or FeMET Initiative, which isaimed at attracting top scholastic talentto the North American steel industry, isnow accepting design and curriculumdevelopment grant proposals for the2011–2012 school year.

The FeMET Design Grant Programseeks innovative designs and solutionsfor industry-related issues. Student-pro-fessor teams are asked to address animportant industry concern or “chal-lenge” by working collaboratively. Pro-posals must include the team’sapproach/methodology, including abudget and schedule. Proposals will bejudged based on: technical approach andrelation to the theme, probability of suc-cess and its potential benefits, and teamqualifications. The program may awarda grant of up to $50,000.

The theme for 2011 is “the recycla-bility of automobiles – past, present andfuture – i.e., the impact of advancedhigh-strength steels (AHSS) and embed-ded electronic components.” Teamsshould quantify the benefits arising outof the proposed technique/s and thestudy. Teams may propose to performone or more comparative studies, as longas they remain within the budget param-eters outlined in the proposal instruc-tions.

FeMET Curriculum DevelopmentGrant proposals are being solicited fromprofessors of ferrous metallurgy ormaterials science at North American uni-versities for funding of a curriculumdevelopment assistant to enhance orupdate industry curriculum in ferrous

metallurgy programs. The programobjective is to utilize students to assist inthe editing and updating of textbooksand/or other course materials for use inferrous metallurgy education, with anunderlying objective to increase industryawareness within the academic commu-nity. The proposals must indicate howthe professor will approach the task,including budget and schedule require-ments.

Up to 5 university professors will beawarded $5,000 each per year to fundinitiatives designed to enhance or updateindustry curriculum in ferrous metal-lurgy programs. The maximum allow-able time for a Curriculum DevelopmentGrant is 5 years, beginning in the fall of

2011, for a total of $25,000 per grant.The number of awards depends on fundavailability.

Proposals will be evaluated accord-ing to the following criteria: direct bene-fits to the iron and steel industry and theferrous metallurgy/materials scienceprograms in North America, the plan’spotential to increase the number of stu-dents studying metallurgy and materialsscience in North America, and theexpertise and capabilities of the profes-sor to fulfill the program objective.

Finished steel imports rise by 8 percent in JanuaryBased on preliminary Census

Bureau data, the American Iron andSteel Institute (AISI) reported that theUnited States imported a total of2,048,000 net tons (NT) of steel in Janu-ary, including 1,632,000 NT of finishedsteel (up 10 percent and 8 percent,respectively, from December final data).Finished steel import market share inJanuary was an estimated 21 percent(same as in full-year 2010), up from 20percent in December.

Key finished steel products withsignificant import increases in January

2011 compared to December are rein-forcing bar (up 44 percent), wire rod (up34 percent) and a variety of tubularproducts – including standard pipe, linepipe and oil country goods (up 38, 34and 24 percent, respectively).

In January, the largest volumes offinished steel imports from offshorewere from South Korea (213,000, up 9percent), Japan (126,000 NT, up 23 per-cent), Germany (78,000 up 20 percent),Australia (74,000 NT, up 78 percent)and China (58,000, down 9 percent).

Suntech Power Holdings Co., Ltd.,a producer of solar panels, will developa 10MW solar installation on the roof ofthe world that will generate decades ofclean electricity for thousands of resi-dents of the Tibetan Plateau.

Located in Chek Kang village in theSangri County, Shannan Prefecture,Tibet, the solar power plant will be oneof the highest on earth at around 4,000meters above sea level. With targetcompletion by the middle of the 2011,the facility will generate around 20,000MWh of renewable electricity per yearto help facilitate sustainable economicdevelopment in Tibet.

Historically, the mountainousregion has relied heavily on hydroelec-tric resources for much of its baseloadpower production. However, shiftingweather patterns in recent years havecaused more frequent droughts andreduced water volumes in hydroelectricreservoirs. These changes have led topeak power shortages that are an imped-iment to the region’s continued eco-nomic growth. The new 10 MW solarpower plant will help to alleviate peakpower shortages and serve as a strongcomplement to existing hydroelectricresources.

“With intense sunlight and cooltemperatures, Tibet is extremely well-suited for the utilization of advanced

photovoltaic technology,” said Dr. Zhen-grong Shi, Suntech’s Founder, chairmanand CEO.

Suntech has been active in rural elec-trification projects in Tibet. Over the lastfew years, Suntech has donated more thanfifty independent solar systems forschools, community centers, and housesthroughout the region. In 2008, Suntechinstalled a solar system at Mount Everestbase camp to provide trekkers with clean

and reliable access to power. A team ofmountaineers carried a Suntech flag to thevery peak of the world.

Suntech Power sets new solarinstallation on the top of the world

The Republic Services Vasco RoadLandfill located in Livermore, Califor-nia, will be home to a new 4.3 megawattlandfill gas-to-electricity plant that willbe designed, built, owned and operatedby Ameresco, Inc.

As part of this $13 million project,Ameresco plans to capture the landfillgas generated at the Vasco Road Landfilland use it as fuel to generate power forhomes and businesses in the Santa Claraand San Francisco Bay area. The projectis scheduled to commence operations inlate 2012.

Ameresco has entered into a 20-year Power Purchase Agreement withSilicon Valley Power, the City of SantaClara’s electric utility, for the powerfrom the project. As part of California’sRenewable Portfolio Standard, the staterequired retail sellers of electricity toserve 20 percent of their load withrenewable energy by 2010. Now, all util-ities must serve 33 percent of their loadwith renewable energy by 2020.

The Vasco Road Landfill, which isowned and operated by Republic Serv-ices, opened in 2001 and is one of themain recipients of refuse from residentsand businesses in the North Livermorerural area. The landfill covers 323 acresof land and employs more than 14 arearesidents.

Jones and his family will be relo-cating to the Fort Madison area in thecoming months.

INEOS New Planet BioEnergy(INPB), a joint venture between INEOSBio and New Planet Energy, brokeground on the first United States facilityto produce advanced biofuels fromwaste on a commercial scale. The $130million Indian River BioEnergy Centerin Vero Beach, Florida, will convertyard, vegetative and household wastesinto cellulosic ethanol and renewablepower for the local community. Thisnew facility represents an important steptowards achieving more sustainabletransportation and greater energy inde-pendence.

When production starts in mid-2012, the Indian River BioEnergy Cen-ter will produce eight million gallons ofbioethanol and six megawatts (gross) ofrenewable power, of which approxi-mately two megawatts will be exportedto the local community. This renewableelectricity will be able to power approxi-mately 1,400 homes. Located at a for-mer citrus processing plant site in Vero

Beach, Florida, the BioEnergy Centerwill provide 380 direct and indirect jobs(including 175 construction jobs) overthe next 2 years and 50 full-time jobs inIndian River County.

In addition to support from the Stateof Florida in the form of a $2.5 milliongrant, the BioEnergy Center has receivedsignificant support from the United Statesgovernment as part of its ongoing effort toreduce dependence on foreign oil, spur thecreation of the domestic biorefining indus-try and provide new cleantech jobsthroughout the country.

In late 2009, the project received a$50 million grant from the Departmentof Energy as part of its Section 932 Inte-grated Biorefinery program and it willbe the first large-scale commercial proj-ect awarded under this program to beginconstruction. More recently, the projectreceived a conditional commitment for a$75 million loan guarantee from theDepartment of Agriculture as part of itsBiorefinery Assistance Program.

The Indian River BioEnergy Centerwill be the first commercial scale projectin the world using INEOS Bio’s patentedtechnology. Using naturally occurringbacteria, the technology is able to con-vert gases derived directly from biomassinto bioethanol. Unlike other technolo-gies that rely on one primary source offeedstock, the INEOS Bio process canproduce ethanol and renewable energyfrom numerous non-food feedstocks,including construction and municipalsolid waste, forestry and agriculturalwaste. This flexibility also allows facili-ties like the Indian River BioEnergyCenter to be built anywhere in the world,wherever there is waste, providing jobsand locally-sourced renewable energyfor urban and rural communities.

Rule preserves scrap tire marketsThe United States Environmental

Protection Agency (EPA) announced arulemaking that will preserve scrap tiremarkets and ensure the success of scraptire management advocacy by the RubberManufacturers Association (RMA).

The rule allows annually generatedscrap tires that are removed from vehiclesto be used as fuel by an industrial facility.Cement kilns, pulp and paper mills andelectric utilities are the major users of tirederived fuel.

In its proposed rule, EPA recom-mended that annually generated tires beprocessed to remove the metal beforebeing considered a fuel under the Clean

Air Act. However, that provision wouldhave merely increased the energy con-sumption, air emissions and costs associ-ated with delivering tire derived fuels toindustrial customers without any environ-mental benefit.

RMA recognizes that EPA is stillrequiring processing of whole tiresremoved from historical scrap tire stock-piles. RMA continues to encourage EPAto consider a more expansive definition ofprocessing to allow these whole tires to becombusted as tire derived fuel. RMA con-tinues to evaluate the final rule for addi-tional insights and impacts on the tireindustry.

ALTERNATIVE ENERGYINEOS Bio JV breaks groundon waste-to-fuel biorefinery

Cleantech Transit, Inc. has signed aterm sheet with Phoenix Energy, a manu-facturer and distributor of biomass-gener-ated power plants. Under the terms of theagreement, Cleantech has an option toacquire a 25 percent interest into PhoenixEnergy’s asset base, which includes afully-constructed, 500 kilowatt biomassenergy project located in California.

Phoenix Energy has developed a sys-tem that converts 100 percent recyclableagricultural and wood waste (biomass)into cleaner burning energy and other sal-able byproducts. The construction phase ofPhoenix Energy’s first, one-half megawattproject is complete and is expected tobecome operational in the coming months.Cleantech will initially fund $100,000directly into Phoenix Energy. The requiredamount of funding to earn in the full 25percent of the project will be determinedfollowing completion of a testing periodby Phoenix Energy.

The Automotive Recyclers Associa-tion (ARA) again called on the UnitedStates Federal Trade Commission (FTC)to investigate possible violations of theMagnuson-Moss Act by automotivemanufacturers. “Tying warranties to theuse of new, authorized replacement partsis illegal under the Magnuson-MossAct,” said Michael E. Wilson, ARA’schief executive officer, adding thatautomakers’ unfounded disparagementof recycled original equipment manufac-tured (OEM) parts is also a potentialviolation of the Lanham Act.”

Late last year, for example,Chrysler released a position statementimplying that recycled parts may haveinvisible defects due to environmentaland human error factors and stated that,“Chrysler Group LLC does not approveof or recognize structural repairprocedures where Authentic MoparParts are not used for Chrysler, Jeep®,Dodge and Ram vehicles,” suggestingthat consumers’ warranties would be indoubt if parts other than authenticmopar parts were used. Similar state-ments have been released by American

Honda, Toyota Motor Sales, andHyundai Motor America.

In its letter, the ARA asked thechairman for additional action since theFTC’s December 2010 consumer alert,“Auto Warranties, Routine Mainte-nance, and Repairs: Is Using the Dealer

a Must?” was helpful, but it did notspecifically consider the issue of recy-cled OEM parts. “These potential viola-tions of federal law that harmconsumers, especially those least likelyto be able to afford expensive replace-ment parts, need to be completelyexamined,” said Wilson.

Over the past several months, ARAhas reached out to the appropriate fed-eral agencies highlighting activity thatcould be a violation of the MagnusonMoss Act and has yet to receive a satis-factory response from the federal gov-ernment.

Salvaging Millions

I would like to share a storyabout an acquaintance who asked mefor business advice. She runs a ter-rific family restaurant not far frommy office. I’d like to see her businessthrive, and it can.

She started doing press releases,but became discouraged because get-ting them out was time consuming. Itwas difficult to get the chef time toprepare the featured items and to getpictures to send out each month. Iasked her to step back and considerwhy that was the case.

She and I concluded that she wasdoing the press releases in a reactivemode. What I mean by that is thatshe could have created an annualplan, gotten all of the suppliesneeded, and had her chef cook andtake photos of a year’s worth of fea-tured items in a weekend.

It’s seems like a small differ-ence, but doing public relations (PR)in an efficient way is the differencebetween getting attention and fillingseats and just getting by, whiletelling yourself that you haven’t gotthe time to get media coverage.

Are you doing PR for your busi-ness? Do you do it with an annualmedia plan? Do you follow a calen-dar so that you can work efficiently?

LKQ Corporation achievesrecord results for 2010

LKQ Corporation announced resultsfor its fourth quarter and full year endedDecember 31, 2010. Income from con-tinuing operations for the fourth quarterwas $41.3 million and diluted earningsper share from continuing operationswas $0.28. For the full year, incomefrom continuing operations was $167.1million and diluted earnings per sharefrom continuing operations was $1.15.

For the fourth quarter of 2010, rev-enue was $674 million compared with$556 million for the fourth quarter of2009, an increase of 21.3 percent.Income from continuing operations forthe quarter was $41.3 million comparedwith $36.5 million in the prior year, anincrease of 13.2 percent. The results ofthe fourth quarter of 2009 included anafter tax gain on bargain purchase of$4.3 million.

For the full year of 2010, revenuewas $2.47 billion compared with $2.05billion for the full year of 2009, anincrease of 20.6 percent. Income fromcontinuing operations for the full yearwas $167.1 million compared with$127.1 million for the prior year, anincrease of 31.4 percent. Income from

continuing operations for the full yearincluded $0.7 million, or $0.4 millionafter tax, of restructuring expenses com-pared to $2.6 million, or $1.6 millionafter tax, for the prior year. The resultsof 2009 also included an after tax gainon bargain purchase of $4.3 million.

During the fourth quarter of 2010,LKQ acquired a total of eight businessesincluding a wholesale recycled productsbusiness in Arkansas and a self servebusiness with two facilities in southernCalifornia. These acquisitions were inaddition to the previously announcedfourth quarter acquisitions of CrossCanada, PROFormance Power Train,SPI Distribution, Best Bumper, a whole-sale recycling business in Virginia, and aself service recycling operation in Col-orado. Since the beginning of 2011, theCompany has completed four additionalacquisitions including ATK Vege, anengine remanufacturing business head-quartered in Texas; an aftermarket dis-tributor of heating and cooling productslocated in the Midwest; a heavy dutytruck recycling business located inTexas; and a recycled parts business inMilwaukee, Wisconsin.

Brookfield Resource Management,a recycling company serving the NewYork and Chicago metropolitan markets,announced the purchase of an additional10 acres of property in Wawayanda,New York, where the company plans tobuild a regional recycling facility, whichwould include a scrap metal shredderoperation.

“The additional 10 acres comple-ments the 38 acres we already own inWawayanda and will enhance the inte-gration of our proposed recycling facil-ity into the local community,” said TomMalone, president of BrookfieldResource Management.

Brookfield’s property along Dolson-town Road is zoned for mixed commer-cial uses that would permit the recyclingplant. Brookfield currently is seeking thenecessary permits for its proposedfacility.

The company hopes to secure nec-essary approvals and begin constructionduring 2011.

Pittsburgh-based Liberty Tire Recy-cling announced the promotion ofAngela Fornal to manager of environ-mental programs. In her new role withLiberty Tire, Fornal will develop andsupport programs to help the companycontinue to operate its business in anenvironmentally responsible manner.

Prior to joining Liberty Tire Recy-cling, Fornal worked as a project scien-tist in the waste divisions of theengineering consulting firms MalcolmPirnie, Inc., in New Jersey and Virginia;and Blasland, Bouck and Lee, Inc. inPittsburgh. In these roles, Fornal con-ducted environmental site assessments,investigations and remedial design proj-ects at hazardous waste sites and envi-ronmental compliance assessments andaudits for commercial and industrialclients.

As a student at the PennsylvaniaState University, Fornal worked for theuniversity’s Environmental Health andSafety Department implementing chemi-cals management and disposal practicesin the laboratories. Metalico, Inc. has hired veteran scrapexecutive Kenneth P. Mueller to oversee itsconventional scrap metal recycling opera-tions while formalizing new duties forMichael J. Drury in its platinum groupmetals (PGM) and lead fabricating activi-ties.

Mueller joins the company as its seniorvice president and chief operating officer offerrous and nonferrous scrap metal recy-cling. Drury, a longtime Metalico executivevice president, will serve as chief operatingofficer for its PGM and lead operations.

Mueller began his recycling career in1976 with Luria Bros. in Peoria, Illinois. Hehas held numerous commercial and opera-tions management positions over the yearswith Luria Bros., The Snyder Group inPittsburgh, Columbia Iron and Metal inCleveland, and Cozzi Iron and Metal, inboth Chicago and Pittsburgh. In 1997,Mueller relocated to Phoenix as presidentof Metal Management Arizona. Mostrecently he was western regional presidentof Sims Metal Management based inPhoenix.

Drury has been an executive vice pres-ident since Metalico’s founding in 1997. Hehas worked closely with the company’s leadfabricating segment throughout its historyand its PGM business since Metalicoentered that business in 2007.

Drury will continue to work out of thecompany’s corporate offices in Cranford,New Jersey. Mueller will be based in Pitts-burgh as he supervises operations in west-ern Pennsylvania following the recentdepartures of James and Daniel Snyderfrom the Company.

On Valentine’s Day, TV news report-ed that drainage grates were disappearingfrom the streets and parking lots inClifton, New Jersey. Bronze plaques werealso pried off war memorials. Gaps in thepavement created dangerous pedestrianhazards and the desecration of the memo-rials was heartbreaking for the community.Police attributed it to metal thieves andsuggested that the culprits may bemethamphetamine addicts looking to payfor a quick fix. Law enforcement expertsbelieve that the majority of the thefts arecrimes of opportunity rather than anythingorganized.

In a tough economy, however, andwith the rising prices of scrap metals, ran-dom crimes of opportunity are aggravatingthe metal theft situation.

Unfortunately, increased metal theftsare happening at a time when state andmunicipal budgets are being stretched topay for essential services. It also comeswhen hiring freezes and cuts in lawenforcement are being imposed. The reali-ty is that in many jurisdictions, more seri-ous crimes take higher priority.

Gary Bush, the national law enforce-ment liaison director of material theft pre-vention at Institute of Scrap RecyclingIndustries (ISRI), spent 33 years in Floridalaw enforcement as a patrol officer, ser-geant and field training supervisor.

In his last years in Florida, he was ametal theft investigator. In October, 2008Bush joined ISRI. Today he overseesScrapTheftAlert.com, ISRI’s web-basedsystem that helps members and law

enforcement catch thieves, recover materi-als and return them to the rightful owner.

“I handle most of the day to day oper-ations for the system for the United Statesand Canada, approving alerts issued byrecyclers and other stakeholders, vettingnew officers into the system, and provid-ing guidance to those using it. I’ve alsodeveloped an outreach plan, conductingworkshops to help law enforcement andrecyclers learn how we can help eachother in combating metal theft.”

ScrapTheftAlert.com was establishedin mid-December 2008 as a modern ver-sion of ISRI’s original Fax Net Systemthat dates back to the late 1970s.

“Today, the economy is struggling,people are out of work, and many are des-perate. Many see metal theft as a way ofturning a fast buck,” said Bush.

Here is how ScrapTheftAlert.comworks: By registering at the website, auser can post alerts to the scrap industry ofthefts of materials in the United States and

Canada. Upon a validation and review ofthe post, an alert is sent by email to allsubscribers within a 100-mile radius ofwhere the incident occurred. The system iszip-code based, so depending on the cir-cumstance, the radius can be increased. Analert arrives in the recipient’s mailbox inminutes.

The Department of Commerce hasissued an affirmative preliminary cir-cumvention ruling determining that Chi-nese imports of cut-to-length carbonsteel (CTL) plate that include economi-cally and metallurgically insignificantamounts of boron are subject to theantidumping duty order on CTL plate.

Last year, Nucor Corporation andother domestic plate producers present-ed the Department of Commerce withcompelling evidence that Chinese CTL

plate with small amounts of boron addedis being produced, marketed and sold toUnited States customers as a means toavoid paying antidumping duties. Aftercompleting its preliminary investigation,the Department of Commerce found thatthe boron-added CTL plate has virtuallythe same physical characteristics, usesand production process as CTL platewithout boron. Therefore, Chinese CTLplate imports including minor amountsof boron will now be held subject to the

antidumping duty order. Notably, theDepartment of Commerce’s decisionapplies to all boron-added Chinese CTLplate imports – regardless of producer,exporter or importer.

“For years, Chinese producers haveadded boron to their CTL plate productsas a means to fraudulently evade theantidumping duty order on CTL plate,”said Dan DiMicco, chairman and CEOof Nucor. “This was a straightforwardcase of circumvention, and we’re

pleased that the Commerce Departmentis closing this loophole and effectivelyenforcing trade laws.”

As a result of the ruling, TheDepartment of Commerce has orderedCustoms and Border Protection (CBP)to suspend liquidation of any Chineseboron-added plate imported since April2010, when the investigation began.CBP will also require cash deposits ofestimated duties on all Chinese boron-

PepsiCo announced a partnershipwith the DowntownDC BusinessImprovement District (BID) and theDistrict Department of Public Works(DPW) that will make Washington, D.C.the nation’s first city to partner with theDream Machine recycling initiative. Atotal of 363 recycling bins will beplaced throughout the DowntownDCBID area, offering a convenient andrewarding recycling option for peoplewhile they are on-the-go and advancingthe BID’s Greening Downtown DC ini-tiative.

PepsiCo’s Dream Machine recy-cling initiative, which aims to place both

interactive kiosks and bins, was createdin partnership with Waste Managementand Keep America Beautiful.

With approximately 1,500 DreamMachines located in more than 20 statesto date, the program aims to increase theUnited States beverage container recy-cling rate from 34 to 50 percent by2018.

“This latest public-private partner-ship achieves the BID goal of providingcitywide approaches to environmentalissues while enhancing the quality of thevisitor experience Downtown,” saidRichard H. Bradley, executive directorof the DowntownDC BID. “This part-nership will have real results. We areprojecting a diversion of more than onemillion pounds of recyclable materialannually from Downtown waste.”

The DowntownDC BID’ssafety/hospitality and maintenanceworkers, known as SAMs, will beresponsible for maintaining the bins andserving as on-the-street liaisons whoeducate people about public recyclingand the Dream Machine program.

For all the bottles and cans recycledin a Dream Machine bin or kiosk inWashington, D.C., and across the

nation, PepsiCo will make a contribu-tion to the Entrepreneurship Bootcampfor Veterans with Disabilities (EBV), anational program offering free, experi-ential training in entrepreneurship andsmall business management to post-9/11United States veterans with disabilities.

Readers,March was a sobering month.

Japan was ravaged by a massiveearthquake and tsunami. The globalcommunity will be dealing with thefallout from the failed Japanesereactors for years to come. And ifthat were not news enough, Americahas taken an active military role inthe Libyan conflict.

It’s too early to know for surehow everything will shake out, butpermit me to speculate for amoment. Early estimates out ofJapan indicate that it is likely to costover $300 billion to rebuild andrepair the damage caused by themassive quake and subsequenttsunami. I think it’s fair to assumethat such a massive rebuilding effortwill entail greatly increased Japan-ese demand for imported construc-tion materials.

Additionally, because of theJapanese reactor failures, there is avery real concern that the scrapmaterial that Japan would normallyexport is now irradiated. Ratherthan deal with potentially radioac-tive scrap, many of the Pacific Rimcountries that normally importedfrom Japan will likely seek theirmaterial elsewhere, further raisingdemand for American scrap andmetal products.

And finally, if the UnitedStates’ role in Libya continues forany significant amount of time, thedemand for metal to manufacturethe machines of war and to keepthem fed will also drive up thedemand for scrap material. Muni-tions must be manufactured, andmissiles replaced.

My predictions may or may notcome to pass, but I don’t believethat they are entirely farfetched. Forthose of you in the metals business,I’d be very interested to hear yourtake on the current global situation,and whether or not you’re takingsteps to capitalize on the potentialfor increased demand. To demonstrate effective, low massdesigns for steel-intensive fuel tanks offuture vehicles, representatives from theStrategic Alliance for Steel Fuel Tanks(SASFT) presented “An Approach forDeveloping Lightweight Steel Tanks forAdvanced Hybrid Electric Vehicles” atthe ITB Group’s Automotive EnergyStorage and Fuel Systems conference inNovi, Michigan.

David Anderson of the Steel MarketDevelopment Institute, and Danet Sury-tama of EDAG Inc., discussed the bene-fits of steel fuel tanks and the designoptimization methodology used to sup-port the global lightweighting projectcalled FutureSteelVehicle (FSV), aWorldAutoSteel program. FSV aims to

develop lightweight advanced high-strength steel (AHSS) body structures toreduce emissions over the total vehiclelife cycle. The FSV project will official-ly release fully engineered, steel-inten-sive designs of battery-electric and plug-in hybrid-electric vehicle designs inMay 2011 to demonstrate steel’s envi-ronmental benefits.

“Steel fuel tanks provide cost-effec-tive, lightweight, zero emissions solu-tions for advanced hybrid vehicles,”Anderson said. “According to results ofthe SASFT project, AHSS reduces themass and thickness of steel tanks ofplug-in hybrid electric vehicles, whilealso providing the necessary rigidity tohandle the pressure-vacuum require-

ments of today’s standards. For pressur-ized fuel tank applications, steel’s supe-rior strength, stiffness and design flexi-bility are unmatched by any other fueltank material.”

The two-day ITB event featuredtechnologies to meet LEV III require-ments with alcohol containing fuels, fueltanks, lines and vapor management sys-tems. Other conference highlightsincluded legislative developments andalternative energy storage systems forrenewable fuels, electricity andhydrogen.

In addition to presenting at the con-ference, SASFT highlighted benefits ofthe Chevrolet Volt and Toyota High-lander steel fuel tanks at its exhibit.

Severstal North America, a subsidiaryof OAO Severstal, announced that TheRenco Group, Inc. has signed a definitiveagreement to purchase Severstal’s opera-tions at Warren, Ohio, Wheeling, West Vir-ginia, and Sparrows Point, Maryland. added plate. The current China-wideantidumping duty rate on plate is 128.59percent. Commerce has also asked allinterested parties to submit briefs on thesubject within 20 days, before proceed-ing to a final determination.

United States law authorizes TheDepartment of Commerce to includeproducts altered in minor respects withinthe scope of an antidumping duty orderto prevent circumvention of that order.

With respect to the antidumping dutyorder on Chinese CTL plate, the additionof only 0.0008 percent boron to the CTLplate converts carbon steel into an“alloy” steel under the Harmonized Tar-iff Schedule, and so Chinese producersand importers have used this provisionto trade and evade the antidumping orderfor many years. However, as the Com-merce Department has now confirmed,the boron-added CTL plate, without spe-cial processing and heat treatment, hasthe same physical characteristics anduses as the subject CTL plate.

The Institute of Scrap RecyclingIndustries (ISRI) launched a new online,automated Superfund Recycling EquityAct (SREA) report system to assist ISRImembers in reserving and obtaining thenecessary reports that help them to beexempted from Superfund liability.

ISRI members can make reserva-tions for, and obtain, SREA reportsthrough a web-based form ISRI is offer-ing through its SREA Reasonable CareCompliance Program.

ISRI successfully worked in 1999with Congress to obtain an exemptionfor recyclers from Superfund liability,but that exemption is not automatic. The1999 law requires recyclers to conductdue diligence demonstrating that theychecked to make sure their customersare in compliance with applicable envi-ronmental laws and regulations prior toshipment of recyclable materials tothese customers.

ISRI president Robin Wiener notedthat while due diligence reports can costupwards of several thousand dollars ifdone individually, ISRI has contractedwith URS, an environmental consultingfirm, to provide these reports at a sub-stantial discount. ISRI is in turn offeringISRI members the opportunity toreserve and receive their reports for ahandling charge of $12. However, due tobudget restrictions, ISRI can provideonly a limited number of unique SREAdue-diligence reports at the reducedrate. The terms of the program may befound at www.isri.org/srea.

“ISRI is working to ensure that ourmembers save money and time and pro-tect themselves through this importantprogram,” Wiener said. “The ISRI boardbelieves that helping members protectthemselves is a critical role for ISRI,and that is why it has approved severalhundred thousand dollars of ISRI’s

budget to be used for the purchase ofthese reports and decided to only passon a minimal handling charge per reportto its members. I strongly encourage ourmembers to take advantage of this sys-tem that is easy to use, a potentially sig-nificant money saver and hard to passup.”

ISRI has scheduled a workshop onSREA issues at its annual conventionand exposition, one of the world’slargest meetings of scrap recycling pro-fessionals. The workshop is scheduledfor April 7 and will focus on how recy-clers can better understand their respon-sibilities and the tools that ISRI pro-vides to help meet SREA’s due-dili-gence requirements. The session will beled by the URS senior reviewer incharge of the overall SREA program.

“At our company, we feel it isextremely important to protect ourfuture. By completing the SREA due

diligence, we are doing our best to avoida costly mistake down the road,” saidMatt Kripke of Kripke Enterprises.“Requesting the reports from ISRIallows us to take advantage ofeconomies of scale and pay only a frac-tion of what it would cost us to order thedata on our own,” concluded Kripke.

ISRI’s SREA report system beganaccepting report reservations from qual-ified recyclers on March 16, and willcontinue to do so through April 30.

Members should make their reser-vations by the April 30 deadline. Theprogram is currently budgeted to coverreports on approximately 1,400 differentconsuming facilities. If necessary, ISRIwill prioritize reports based on a com-puter algorithm that takes into accountdemand for each consuming facility andother criteria.

Pierre Labat, general manager ofNovelis Europe’s packaging and con-verted products business, said, “Whereasmulti-color printing is not a core activityfor Novelis, it is a good strategic fit for

the owners of Discovery Foils who haveother interests in the printing and pack-aging business.”

Novelis is closing its Bridgnorthfoil rolling and laminating operationsand will consolidate most of the businessinto its other European operations. Themove will improve the competitivenessof the company’s European foil andpackaging production systems inresponse to overcapacity and increasedcompetition from manufacturers in low-cost countries. The decision will impactapproximately 200 employees.

Container Loaders

In the past, many scrap metalexporters loaded shipping containershorizontally – with Bobcats, conveyersand other techniques that could notachieve maximum volume or weightloads. Not only were these techniquesslow and often hazardous, it was alsodifficult for companies to accuratelyweigh their containers during loading.This would often result in scrap metalrecyclers exporting less than maximumweight in a 20 foot container, or recy-clers using a 40 foot container to

achieve maximum weight. Because ofthe difficulties inherent in horizontalloading, a number of new systems havebeen developed to facilitate faster load-ing of shipping containers.

Simon Ward, founder of A-WardAttachments, said that his firm identi-fied the need for more efficient con-tainer loading systems in 2005, follow-ing more than 10 years’ experience indesigning and manufacturing special-ized excavator attachments for therecycling industry. Ward said, “A-Wardhas always been ‘customer wired’ – wehave been closely involved with bulkmaterials handling businesses aroundthe world for many years. Our cus-tomers regularly face new operationalchallenges but they know they can relyon A-Ward to devise the right solutionsfor their evolving needs.”

In 2006, after conferring withscrap metal customers and 18 monthsof product development, A-Wardlaunched their patented containertilter system. Now, A-Ward sells anaverage of 20 container tilters peryear in North America. Tilters aremanufactured in Savannah, Georgia

and there are over 100 tilters in useacross the country.

When discussing the advantages ofhis product, Ward said, “Our tilters arecompletely portable, approximatelyhalf the price of many horizontal con-tainer loaders, and by loading at anangle, our tilters enable 100 percent ofthe container’s volume to be filled.Also, A-Ward’s new container rearbrace option eliminates damage to theshipping container.

“The ACT20R-US Container Tiltermodel was specifically designed to suitNorth American trailer units. Thismeans that trucks reverse into the con-tainer tilter with the container doorsfacing the rear of the container. AnIP68 Digital Weigh System was devel-oped with weight display on the powerpack and on the hand-held remote con-trol. The accuracy of our weigh systemis currently plus or minus one percent,”Ward said.

Four power pack options are nowavailable; including 15 KW and 30 KWoptions in either diesel or electricmotors, and A-Ward’s transport kitoption was recently launched. The kitenables customers to easily condense acontainer tilter for easy transport to dif-ferent yards.

A-Ward processing volume,according to customers, is over 1,100tons of scrap per day for each containertilter. This is based on a 10 hour shiftand 28 ton loads in each container.Tilters can be operated by a singleoperator via a remote control and pro-vide 15 minute turnaround fromthe time an empty containerarrives on site, until a full con-tainer leaves the site on a trailer.Each tilter weighs approximate-ly 10 tons and can be delivered 4weeks from order date.

“The uniqueness of theSwing Thru system is its abilityto handle containers,” stated LeeC. Prunty, president of Walker-Schork International, Inc. & ContainerHandling Solutions, Inc. “This includesfrom either side, and to transship con-tainers from one side of the host vehi-cle to the other in a single, continuousmovement. The system can be utilizedas a mobile container crane to efficient-ly load and unload other vehicles and italso has the ability to transport on oroff highway. Our product is also opera-

tional wherever the host vehicle cantravel and therefore, a paved surface isnot required. Swing Thru can transfercontainers to and from the ground,trucks, trailers or rail wagons,” Pruntysaid.

Container Handling Solutionsmanufactures the Swing Thru, andPrunty explained, “When used in atruck/trailer configuration, the double-sided nature of Swing Thru enables theproduct to easily load and unload itsown trailer, thereby transporting twocontainers in a pick-up-and-carryapplication. Swing Thru can drop a fullcontainer at one side and collect anempty container from the other, with-out moving the vehicle. The producthandles transship to ground, transshipto rail, and transship to truck or trailer.”

The Swing Thru system provides astable, safe operating platform withfour-corner stabilization for maximumstability. This makes it impossible toroll the machine during lifting opera-tions. Swing Thru has never beeninvolved in a roll-over and no operatorshave ever been injured while usingSwing Thru, according to Prunty.Swing Thru models with 60,000 lb. and77,000 lb. lifting capacities have com-prehensive safety systems, including aminimum leg pressure setting. allows for the utilization of a container’sfull loading capacity. The trailer andcontainer enter the tilter station wherethe container is unlocked from the trail-er and secured to the tilter. Once lockedinto place, the tilter lifts the containerfree from the trailer, allowing it to driveaway. The doors of the empty containerare opened against the automated clos-ing mechanism. The tilter then lifts thecontainer to a maximum of 90° to allowfor a crane or a magnet to load the mate-rial into the container. This ensures thatall of the container’s volume is used andit is filled to capacity,” Halpin said.

An optional load cell in the baseframe of the TEME container can be usedto monitor container weight. This ensuresthat a load is in compliance with transportand shipping regulations. Once loaded,the container doors are automaticallyclosed and held shut as the load isreturned to the container’s home position.Operators can then lock down the con-tainer doors before releasing the closingmechanism. The tilter transfers the loadedcontainer back onto the trailer and it isready to accept another empty container.

Halpin commented, “Tilting thecontainer through 90° allows customersto fully load product to the container’smaximum capacity, which reduces ship-ping costs and maximizes profits. Theangle of the container can be adjustedduring loading as product height isincreased, ensuring total distribution ofthe product in the container.”

Standard product features include:a pendant remote control with normaland slow speed capability for use inaccurate container loading; gasoline or

diesel fueling; and a hydraulic-controllocking mechanism for quick and easycontainer control. A detachable powerunit that extends up to 30 feet from thetilter is optional. The 20 foot containerincludes a 17 horsepower diesel enginethat powers a hydraulic pump. Otherstart-up and operating safety featuresare also part of the hydraulic unit, whichensures added control for smooth andefficient operation.

The Wheels Task Force of the SteelMarket Development Institute (SMDI),Michelin and Lawrence TechnologicalUniversity (LTU) announced the schol-arship winners of the steel wheel designcompetition at the program’s unveilingthis week at the LTU campus.

Colin Bonathan, a sophomore,won first place and was awarded a$2,500 scholarship. Second place wentto senior Chris Nichols, who receiveda $1,500 scholarship, and MatthewEash, a sophomore, placed third andwas awarded a scholarship of $1,000.In addition, nine students who partici-pated in the competition received hon-orable mentions and were awarded$100 each.

“The steel wheel design competi-tion presented student designers with a

rare opportunity to influence the grow-ing automotive styled steel wheel mar-ket,” Ron Krupitzer, vice president,automotive market, SMDI said. “Thisyear, the students took steel to a newlevel in terms of lightweighting andtheir designs proved to be low mass,feasible concepts that automakers andcustomers would love.”

Students designed wheels for luxu-ry cars and were judged by a panel ofsteel industry experts, automotivedesigners and wheel manufacturers onthe following criteria: material celebra-tion, changing customer perception ofsteel wheels in the automotive industry,creativity and feasibility in a real-worlddesign, and concept.

The students’ winning wheeldesigns included:

•Bonathan – A modern wheeldesigned for a 2011 Chrysler 300,includes a cylindrical shape that offersmore character than today’s flat blanks.Based on a paper model he designed asa solution on how to simulate foldingsteel, the wheel features high-strengthstainless steel to achieve a lightweightdesign;

•Nichols – The winner of lastyear’s competition at LTU, Nichol’swheel was designed for the luxury elec-tric car, Fisker Karma. His wheel,inspired by a heated coffee mug, isdesigned to celebrate electric cars andintegrates heatsinks on the spoke, draw-ing heat from the hubmotors and elec-tronic components for a functional andappealing design. With heat reactivepaint, the wheel creates an eco-friendly

identity at night by creating a subtleglow; and

•Eash – Inspired from an electricguitar and American culture, Eash’smodular design features a lightweight,steel stamped backbone with a concaveside in front to show depth and accentu-ate its steel-rolled spokes. Designed fora Lincoln MKR concept, the wheel isintegrated for balance and allows forowner customization without compro-mising strength.

Since ScrapTheftAlert.com wasestablished, nearly 10,000 recyclers andmembers of law enforcement have regis-tered. Over the last two years, over 3,200theft alerts have been issued.

“To date, 2881 law enforcement offi-cers have signed up representing hundredsof jurisdictions. Florida has the most lawenforcement officers with 316. Michiganhas issued the most alerts with 363,” saidBush.

Danielle F. Waterfield, Esq., ISRI’sassistant counsel and director of govern-ment relations, commented on the Michi-gan alerts. “It’s no coincidence that Michi-gan enacted a law about two years ago thatrequired the use of ScrapTheftAlert.com.

“Any recycler will tell you that thefaster an alert is issued the better thechance of recovery because thieves usuallysell materials quickly,” said Bush. “BeforeScrapTheftAlert.com, an officer investigat-ing a metal theft would either have tomake a dozen phone calls to local recy-clers, or drive to all of them. As a formermetal theft investigator, I had to do that onmany occasions. ScrapTheftAlert.com canreach a larger base much faster than anofficer making phone calls. An officer reg-istered with us with a mobile data terminal(MDT) and internet access can actually beon-scene at a metal theft and issue an alertfrom the patrol car.”

No one knows or reports the actualnumber of metal thefts that occur eachyear. Many go unreported. Many arereported in local newspaper police blot-ters, but these individual stories are usual-ly deemed too insignificant for majormedia outlets. Yet each year these theftscause hundreds of millions, if not billionsof dollars in infrastructure losses. Statelawmakers are hearing the message loudand clear.

Thefts are happening at farms whereirrigation systems are vanishing, at com-mercial and industrial sites and at homesacross the country. It has been reportedthat thieves are using lists of foreclosedhomes as virtual shopping lists. A workcrew arriving at a foreclosed house in aheavily foreclosed neighborhood draws lit-tle attention. A few hundred dollars worthof scrap wire or pipe torn out of a housecould cost many thousands to repair, orrender the structure virtually worthless intoday’s real estate market.

“If you go by the numbers ofScrapTheftAlert.com, the number of theftsare definitely on the rise over the last twoyears, but keep in mind that not every

metal theft in the country is reported to us,only those reported by people who are reg-istered,” said Bush.

Copper is a prime target of lootingbecause it is widely deployed and that iswhere the money is. Over the past yearprices for copper shot up from approxi-mately $3.25 to over $4.50 per pound onthe COMEX exchange. Rising prices haveaccelerated thievery from electric utilitiesand telecoms, causing numerous outages.The proliferation of cell towers, usuallylocated in remote areas and heavy withtransmitters and cabling, have also fallenvictim.

Many gas and electric utilities, andtelecommunications companies havestepped up their anti-theft programs, estab-lishing hotlines, upping rewards for report-ing crimes and increasing electronic andhuman surveillance, not just to protectvaluable assets and avoid the enormouscosts for replacements, but more vitally toensure system reliability.

One of the most proactive states isGeorgia. There, through a cooperativeeffort, gas and electric utilities are offeringa whopping $3000 reward to anyonereporting metal thefts to a statewide hot-line. The coalition includes Dalton Utili-ties, Electric Cities of Georgia, GeorgiaEMC (a group of 42 electric cooperatives),Georgia Power, Georgia TransmissionCorporation and the Municipal ElectricAuthority of Georgia.

The reward will be paid to anyonewho furnishes information that leadsdirectly to the arrest and conviction ofsomeone involved in metals theft from autility property in Georgia. The programasks the public to gather information onsuspects such as a physical description of aperson or car and get license plate num-

Rick Davis and his wife, Linda, founded Telstar Metals in 1985 in a hay barnon their dairy farm. Shortly after, they bought a facility along with another localcouple, and the business was incorporated six months later. Two years later, Davissold the dairy business.

Davis said that the dairy business was getting tough as small dairies werebeing “squeezed out” by the large companies. To make ends meet, Davis went towork part time for a local recycler, but it wasn’t long before he realized he wantedto go out on his own and he took the knowledge he got from his part time job tofound his own business.

“We take a lot of pride in our customers that we’ve had for more than 20years,” Davis said. The first, Rockwell International, is still a customer. “We are acritical manufacturer for steel mills and foundries,” he explained. “I’ve madenumerous midnight runs when customers’ projections were wrong.”

But Davis doesn’t mind those midnight runs. He said that when he’s makinga special trip to make sure his customer’s plant can keep operating, “it makes itfeel like you’ve accomplished something.” Of all the things he does, he enjoys hisinteractions with his customers the most. “I go to some pretty rough places to buyscrap, and some very nice ones.”

The critical product that Telstar manufactures and that Davis sometimesdelivers on those emergency runs is aluminum deox. Davis explained that deox “isused to make steel stronger” and results in higher-grade steel. The deox is alsoused in making stainless steel, and in used for some very specific products, likethe railroad wheels that one customer manufactures.

While he doesn’t know where all of his material winds up as an end-product,Davis said that he’s proud to have some of his material in the stainless steel bench-es that are part of the 9-11 memorial at the Pentagon.

To make sure his material is the highest grade possible, each batch is ana-lyzed, and that analysis is sent out with each shipment. “Our product is 93 percentminimum,” Davis said, “and up to 99 percent aluminum.” To get that sort of result“we have to know what we’re putting in our furnaces.”

He buys his material from several recyclers, as well as some fabricatingplants in a four-state area near his Marionville, Missouri plant. He buys mostlyextrusions, sheet, and car and truck wheels.

Sales travel a lot farther, including one customer in Winnipeg, Canada. How-ever, freight costs have to be considered, so most of his material comes from theMidwest. Sales range from 500-10,000 lbs. per order, and the material he sellsranges from 1/4 and 5 lb. stars to 30 lb. ingots.

Davis said that the star shape has more surface area which allows the materi-al to melt faster, but the smallest stars can be expensive since they’re more labor-intensive to make. He described the 5 lb. stars as looking like a bundt cake. Healso makes 5 lb. notch bars. “We take a product that is virtually useless andchange it to a product that is critical for a steel mill to operate,” Davis said.

After 26 years in business, Davis knows what he has to do, but that wasn’talways the case. “We learned a lot by making mistakes,” he said. “We tried to getlarger in the mid-late 90’s,” but that turned out to be a bad business move. In 2004,he bought out his partners, downsized the operation, and moved the business clos-er to home.

Right now, his plant operates two 12-hour shifts, 4 days a week, but hewouldn’t mind seeing business increase so he could run a 24/7 operation. Thegood news is that “business has turned around since the first of the year. All of ourcustomers are picking up.”

It hasn’t always been that good, and he has dealt with customers who havegone through bankruptcies “but now it’s paying off” with customer loyalty. Hesaid that “starting your own business from scratch is difficult and challenging.Some of it you don’t know about until you get into it.”

He found out one very important thing when his son started working for himin 2004. “I didn’t realize that he’d been wanting to work with me for years,” Davissaid. “And he’s really an asset. He’s going to take care of the company just like Idid. He has a good relationship with all our customers.”

ISRI is working with states and utili-ties to be part of the solution by helpingestablish more collaborative coalitionslike the one in Georgia,” said Waterfield.“We also want recyclers to know what tolook for in proprietary material that a util-ity uses so it can be identified.”

Well organized efforts by local andregional stakeholders appear to be themost effective anti theft programs. One ofthe most notable is the Macon–MiddleGeorgia Metal Theft Committee. Thisregional cooperative of many entitiesaffected by metal theft crimes in centralGeorgia includes recyclers, law enforce-ment, commercial and industrial business-es, gas and electric utilities, telecoms andrailroads. “They had so much success thatthey lowered their metal thefts by nearly90 percent in 3 months and they are stillmaintaining that. Other coalitions likeMacon are happening in other statesaround the county. We need more ofthem,” Bush noted.

Danielle Waterfield gave a legaloverview: “According to the numbers weare tracking for this legislative session,there are a total of 81 proposed metal theftbills throughout the United States. Of the50 states, 48 have some form of metaltheft legislation already on the books.They vary by state. A common thread inall is some form of record keepingrequirement for scrap dealers, which ISRIsuggests in the ISRI Practices and Proce-

dures for Minimizing the Risks of Pur-chasing Stolen Materials. There are otherfactors that vary in each state such asrequiring photographs, fingerprints andthe type of recordkeeping. It all dependson the jurisdiction.

“ISRI members have no problemkeeping records and having open-doorpolicies for law enforcement to come inwhen there is probable cause for an inves-tigation. ISRI members find that regula-tions start going overboard, however,when the laws start requiring factors thatare not effective in catching the thieves.One example is mandatory electronicreporting. We do not see any evidence thatdaily data dumps of transactions actuallyhelps catch and successfully prosecutecriminals.

“We believe the ScrapTheftAlert.comsystem is more effective. Recyclers canhelp law enforcement at the gate if theyknow they are looking for a particularmaterial. They won’t know what they arelooking for unless the property ownerreports it as stolen and law enforcementgets that report out to recyclers. That is amore active and proven way, not only torecover the stolen material, but to catchthe thief.”

Waterfield continued, “We have notseen any evidence where the successfulprosecution of a thief is directly linked toinformation gathered from daily datadumps to a computer database, and it is aburden, especially on smaller recyclingcompanies that don’t have sophisticatedcomputer systems. A lot of legislation ismisdirected and includes components thatdon’t help with the prosecution of thethieves. We support increased penalties onthe thieves. If the theft of materials is afelony, for example, the thief is more like-ly to be prosecuted.

“One of the things ISRI has pushedfor is that laws recognize the value of the

damage to the property caused by thetheft, not just the value of what wasstolen, and to have the thief be fullyaccountable for the damage caused. Mostlaws are not written that way. However,that is starting to change.”

Waterfield’s point is illustrated by thefact that a small amount of copper rippedout of an electrical substation, or from acell tower could cost the owners manythousands of dollars in repairs, plus rev-enue losses from service outages.

When asked about catching and pros-ecuting thieves, Bush said that it’s like anyother criminal case. “Some are harder toprove than others. Generally, most lawenforcement agencies lump metal thefts inwith property crimes. All law enforcementagencies track crimes and most metalthefts are categorized as property crimes,however, there are a few agencies thattrack metal thefts separately. Penalties formetal theft vary by state, the type of prop-erty and the value of the property. As anexample, in Florida, if it’s under $300 dol-lars it’s a petit theft which is a misde-meanor. Anything over $300 dollars is agrand theft which is a third-degree felony

and then depending on the property andits value, penalties go up from there.”

Most reputable scrap metal dealersand processors recognize the telltale signsof stolen metal and thieves and work withlaw enforcement. It is challenging, how-ever, since illegal scrap can enter thestream at many different portals and isoften mixed in with other materials. Also,there is not enough focus on preventionby property owners. “In the majority ofcases when property is left unprotectedthat is when theft occurs,” Bush conclud-ed.
