The coordination of implementation of HIV&AIDS and TB Management Policy for the Public Service is through the Inter Departmental Committee (IDC) on HIV&AIDS. This is convened and funded by the DPSA

Offices of the Premier convene and coordinate Provincial IDCs similar to the National IDC

Updates on implementation are sent to SANAC, SADC and MPSA

DPSA is one of the government departments (Labour, Social Development and Health) that participates on behalf of Government at NEDLAC on management of HIV&AIDS in the work place.

Policy Communication Workshops to engage with Private sector service providers to assist departments to comply with HIV&AIDS and TB management policy for the Public Service have been conducted

The Public Service Plan on Monitoring and Evaluation HIV&AIDS and TB management has been developed in consultation with the National and Provincial departments together with Civil Society

DPSA is focal department representing South Africa as a Member State of SADC on Mainstreaming of HIV&AIDS

Several HIV&AIDS mainstreaming projects are currently being implemented with relevant line departments

DPSA is the focal Department to AU where the MPSA is focal point on Africa Peer Review Mechanism (APRM) and HIV&AIDS is a cross-cutting issue to report on.

Quarterly reports are supposed to be sent to the office of the MPSA on HIV&AIDS and other governance issues

The training on HIV and AIDS Mainstreaming was commissioned by government to UP

UP was itself trained by SADC on UNDP curriculum on mainstreaming

PALAMA officials were trained on mainstreaming PALAMA is expected to develop a training curriculum based on their

framework for curriculum development.

This a SADC Initiative as per SADC Focal HIV&AIDS Point meeting 2010

South Africa has been tasked with development of these guidelines for herself and SADC

Draft Three has been developed. The concept of Simultaneous mainstreaming has been consulted on at

SADC National IDC SANAC Programme Implementation Committee

Internal mandating processes for external consultation is being sought

Consultation on these guidelines and the consultation on the new NSP 2012-216 will happen at the same time and will be aligned

The guidelines on simultaneous mainstreaming of HIV and AIDS, gender, human rights will also have workshop material to guide national provincial and national government departments on implementation

Curriculum on simultaneous mainstreaming of HIV and AIDS, gender, human rights will be developed at a later stage by PALAMA using their current curriculum framework which requires length and systematic process.

PALAMA developed a 4-day accredited Gender Mainstreaming (GM) training programme for managers in the public sector. Informed by the following gender developments in the country:• Cabinet decision in 2000 to adopt GM as a strategy to

promote Gender Equality• Strategic Framework for Gender Equality in the Public

Service launched by DPSA in 2006• The Public Service Commission recommendations on

Gender Mainstreaming shaped the development of the programme.

Gender Mainstreaming Training 2221 people trained in all three spheres of government. 25% participants

men. Customised training sessions conducted in S. Sudan, Rwanda, Burundi.

Home-grown, ‘how to’ manual with toolkits. Includes the DPSA 8 point plan as well as all the protocols and conventions that South Africa is signatory to.

Only accredited gender mainstreaming training programme in SA. Developed collaboratively with Ministry for Women Children and People

with Disabilities (then OSW) and widely consulted. Adopts a human rights based and inclusive approach to mainstreaming.

Includes mainstreaming of HIV&AIDS, disability, race etc. Contains a well integrated awareness component that includes the social

construction of gender. Very interactive and action oriented. Experienced trainers. Each

participant will complete an integrated Gender Mainstreaming Action Plan The establishment of a virtual discussion forum that facilitates dialogue

around issues of gender. 44 000 hits to date

Gender Mainstreaming Training Enhanced capacity to promote gender equality and monitoring of

the implementation of gender policies and legislative frameworks. Be able to raise gender equality concerns in public debate. Know what questions to ask, mainstream within and outside of the

departments, engender reports, sex-disaggregated data. Enhanced capacity to influence and promote policies, programs and

legislation that would focus on addressing the real needs of women. This would also bring a sharper focus on poverty reduction and rural development programs, as well as help make significant improvements in the lives and status of all South Africans.

Concluding Remarks A lot has been done on the capacity development of

national and provincial departments to mainstream HIV and AIDS and gender.

Mainstreaming is now being institutionalised through policy implementation, monitoring and evaluation.

Further work on capacity development for simultaneous mainstreaming of HIV and AIDS, gender and human rights

Need to strengthen the coordination of the Government HIV&AIDS Response to the G&A Cluster

This is more so now when the country is developing the new NSP 2012-2016

Improvement in quarterly updates to the office of the MPSA as part of the APRM and MDG process
