Provision for payment towards DMF was not there in the 1957 Act of the same name which would be replaced by the new Act. "When we are able to seed the Aadhar figure (number) on EPIC card that will ensure that there is not a single duplicate number. We will do it definitely by 2015 and then India will be the only coun- try in the world where there will be complete biometric of voters. There will be not a single fraud or duplicate vot- ers," Brahma said at a con- ference on electoral reforms here. Asked about Supreme Court's order which had said that Aadhar is not a prerequi- site for availing public serv- ices, he said everyday lakhs of voters are seeding their names with Aadhar card on their own. sacre, the acquittal of all 16 accused leftthe kin of the victims and the survivorsdistraught while the absolved PAC per-sonnel said it was an end to a longordeal suffered by them and their fami-lies.

The prosecution underscored thatthough the accused have been acquittedin the case, there was no doubt aboutthe occurrence of the incident in which42 persons from Muslim communitywere killed in Uttar Pradesh's Meerutdistrict in May 1987.

"The court has given benefit of doubtto the accused regarding their identifi-cation and not regarding the incident.The fact that the court referred the caseto Delhi Legal Service Authority forrehabilitation of the victims shows thatthe incident is not in doubt.

"I will give my report to the govern-

ment. It is for the government to decidethe further course of action as towhether the State wants to file anappeal in the matter," Special PublicProsecutor Satish Tamta said.

The families of the victims, who werepresent in the court at the time of pro-nouncement of the judgement,expressed their disappointment over theverdict and termed it "unfortunate" and"denial of justice".

Babuddin, one of the survivors andeye-witnesses to the incident, said hecould not recognise the PAC personnelin court as they were wearing helmets.

"We are very sad and disappointed asthe justice has been denied to us. Icould not identify them before the courtas they were wearing helmets and alsotwo decades have passed since the inci-dent. Only because of this one mistake,this verdict is passed against us eventhough all other evidence were against

them. "I will consult my family and then

decide the future course of action in thiscase," he said.

Two other survivors and eye-witness-es -- Usman and Mujibur Rehman --also expressed disappointment on theverdict. The verdict, however, was wel-comed by the accused who said theyhave finally been relieved of the trau-ma.

"I am satisfied that justice is finallydone. We faced the trial for last 28years. During this period I failed to doanything for my family and children. Iwas a head constable at the time of thealleged incident and I am going to retiresoon and I am still a head constable,"59-year-old Niranjan, one of the per-sons acquitted today, said.

Another acquitted accused expressedsimilar views saying, "We had to facesuch a long trial. That itself was a pun-

ishment despite the fact that I was noteven present at the spot at the time ofthe incident. However, I am happy thatthe court finally did justice to us."

Advocates Salar M Khan and L DMual, who appeared for severalaccused, said none of the eye witnesseshad identified the accused in the courtas those involved in the massacre.

Bill was not just a political and pro-fessional challenge for Jayant Sinhaas he also faced "teasing" and"taunts" over the stand his father as aformer finance minister took onallowing foreign investment in thesector.

Recalling the debate in Parliamenton the passing of long held-upInsurance Amendment Bill, Sinha,Minister of State for Finance, said heoften faced "taunts" about his fatherand senior BJP leader YashwantSinha favouring only 26 per cent for-eign investment in the sector whilethe Bill was for allowing 49 per cent.

The senior Sinha during his term asFinance Minister in the Atal BihariVajpayee NDA government had pro-posed 49 per cent cap in foreigninvestment in the insurance sector.

But he made a climbdown to 26 percent during the UPA II regime as thehead of the Standing Committee onFinance saying it may not have thedesired effect and could expose theeconomy to global vulnerability.

"When I was piloting the InsuranceBill, and the debate was happening inthe Lok Sabha and Rajya Sabha, Ifound this very strange (thing)...I wasnot dealing with just the professionalmatter, legislative matter but was alsodealing with personal matter aswell.

"Because many of the speakerswho spoke in the Lok Sabha andRajya Sabha and at some level onecould say that they were teasing, atsome level you could say they werealso taunting because they said yourfather said in the StandingCommittee on Finance that it shouldnot be 49 per cent. And yet you arecoming forward and saying thereshould be 49 per cent FDI," hesaid.

As a result of that, he said, "ofcourse, they were wrong and I triedto explain that when I spoke. Firstthing I spoke of was 40 per cent to 49per cent when my father introducedthe Bill in 1999."

Very often, he added, in Parliament"you have a debate which is not sortof blessed with facts. So, people take

on whatever position they want to butvery often it is not based on facts."

He was speaking at an event organ-ised Skoch here.

Referring to the fiscal consolida-tion, he said: "We would have neverbeen able to do it (fiscal deficit tar-get) if it had not been for the gift oflow oil prices. So the low oil priceshave basically enabled us to hasten(fiscal) consolidation process by atleast one year," he said.

During the current fiscal, the gov-ernment has projected the fiscaldeficit target of 4.1 per cent of theGDP helped by lower crude oilprices.

Crude oil prices plummeted to lessthan USD 50 for first time since 2009earlier this year. It had touched a highof USD 140 in 2008.

Crude oil prices are at present hov-ering around USD 55 a barrel.

"But because of oil prices beingwhere they are, we now have achance to put in place, a third gener-ation of reform. That's the genera-tional change that I am talkingabout," Sinha said.

Saturday appeared before a Delhicourt in connection with a criminaldefamation complaint filed by himagainst Delhi Chief MinisterArvind Kejriwal.

Gadkari, Minister of RoadTransport and Highways, wascross-examined for over two-and-ahalf hours by the counsel forKejriwal, who has been permanent-ly exempted from personal appear-ance before the court in the case.

During the cross-examination, hewas asked about his alleged associ-ation with Nagpur-based PurtiSakhar Karkhana Ltd. He told thecourt that he was not a businessmanand has been associated with co-operative initiatives and charitabletrusts. "It is incorrect to suggestthat I am a businessman. InMaharashtra, lots of co-operativeinitiatives are there and I have beenassociated with co-operative insti-tutions, charitable trusts and some

of the public limited companies ofthe farmers and they are all socialinstitutions," Gadkari toldMetropolitan Magistrate GomatiManocha. The proceedings wit-nessed heated exchange of wordsbetween the advocates appearing

for Gadkari and Kejriwal.While Gadkari's counsel con-

tended that defence lawyer was notasking relevant questions duringcross-examination, the advocaterepresenting Kejriwal said queriesposed by him were relevant.

"He (Kejriwal's counsel) can askme any question. I am ready to giveanswers...These questions are notrelevant to the case. He can ask anyquestions as per the charges andallegations levelled by him,"Gadkari told the magistrate.

The court was also irked with theheated exchange of words amongthe advocates. "If you (lawyers)want to fight then you can go out-side," the magistrate said.

Gadkari's cross-examinationremained inconclusive and it wouldcontinue on May 16.

Meanwhile, Kejriwal's counselmoved an application seeking pro-duction of certain documents andthe court asked Gadkari's lawyer torespond to it on April 18.

Kejriwal had been summoned asan accused by the court in thedefamation complaint in whichGadkari had alleged that he wasdefamed by the AAP leader whohad included his name in the party'slist of "India's most corrupt".

The accused, identified asShanti Swaroop Bhatia, a resi-dent of Paschim Vihar, wasarrested by a team of CrimeBranch following a tip off. Hewas nabbed on Thursday red-handed during the India-Bangladesh Quarter Final crick-et match, police said.

two persons, accused in the classi-fied documents leak case, to judicialcustody till April 1 after the CBIsaid they were not required for fur-ther custodial interrogation.

Chartered accountant KhemchandGandhi and Paresh ChimanlalBudhdev, a partner in Mumbai-based M/s Chitale and Associates,were produced before Special CBIJudge S C Rajan after expiry oftheir CBI custody, with the agencysaying they could now be remandedto judicial custody.

The CBI told the court that theirprobe in the case was going on andvarious persons were required to beexamined to unearth the larger con-spiracy.

The agency said they wereanalysing huge number of docu-ments and data recovered during theinvestigation.

The court, after hearing the sub-missions, remanded both theaccused to judicial custody till April1.

Gandhi was arrested by CBI fromMumbai on March 12 and broughtto Delhi on transit remand, whileParesh was arrested on March 13when, according to CBI, he wasallegedly trying to destroy troves ofconfidential government documentsstashed in his office.

Besides Gandhi and Paresh, fourother accused -- Ashok KumarSingh, Lala Ram Sharma, DaljeetSingh and Ram Niwas were earlierremanded to judicial custody tillApril 1 by the court.

Ashok Kumar Singh was workingas an under-secretary in Departmentof Disinvestment of the FinanceMinistry, Lala Ram Sharma was asection officer in the Department ofEconomic Affairs and DaljeetSingh, an upper divisional clerk inDepartment of Industrial Policy andPromotion of the Ministry ofCommerce and Industries Ministry.

Earlier, CBI had told the courtthat Reliance Industries Ltd's VicePresident (Finance) K V Mohananand Rajendra Chitale of M/SChitale and Associates, were "sus-

pects" in the case.The agency had earlier told the

court that a large number of incrim-inating documents have been seizedduring the probe as the accusedwere allegedly passing on andprocuring classified and secret doc-uments.

CBI has claimed that it was awell-flourishing racket that wasbeing operated out of Delhi, withdeals being fixed mostly in thefinancial capital of Mumbai andBengaluru.

CBI's action of conducting raidsand arresting accused had comeafter March 12 when it lodged acase of criminal conspiracy andtheft under the IPC and misuse ofofficial position under provisions ofthe Prevention of Corruption Actagainst them.

They had said that this case wasseparate from the one being probedby the Delhi Police, as it was prop-er sale of documents via a charteredaccountant to the corporate groupswho had interest in foreign invest-ments.

Pakistan releases...delegation visited Karachi from March 9 to

finalise modalities for the repatriation ofboats with officials of the Pakistan MaritimeSecurity Agency (PMSA), the statement said.

Militants in Jammu and Kashmir launcheda second attack on security forces in as manydays, targeting an Army camp in Samba dis-trict early on Saturday.

Police said militants early this morningattacked the camp of the 82 armoured regi-ment in Samba district, on Jammu-PathankotHighway, using grenades and automatic gun-fire.

Entire area was cordoned off by the Armyand police following the attack and firingexchanges are going on.

Jammu-Pathankot Highway has beenclosed for vehicular traffic as a precautionarymeasure, officials said.

Police believe at least two militants areinvolved in the attack.

Reinforcements have also been rushed tothe Army camp as the gunbattle is on.

A pilgrim bound for the Mata Vaishno Devishrine in Jammu was critically injured intoday's attack. He was rushed to the Sambadistrict hospital where doctors referred himto the Government Medical College Hospitalin Jammu for specialised treatment.

Just yesterday, six people including twomilitants were killed in a similar attack on theRajbagh police station in Kathua district.

Intelligence reports had indicated that fourmilitants were involved in Friday's attack,but only two had been killed.

Intelligence sources said that they believethe Saturday's attack is being carried out bythe two guerrillas who survived in yester-day's attack after escaping from the spot.

The Army camp houses 82 armoured regi-ment which comes under the command ofArmy's 9th Corps that is headquartered inYule Camp (Dharmshala) in HimachalPradesh.

The same camp was also attacked onSeptember 26, 2013 by militants after theyhad attacked the Hiranagar police station inKathua district. Twelve people had beenkilled in that attack.

Today's militant attack came on the morn-ing of the start of the nine-day Navratri festi-val, and on a day when Muslims are celebrat-ing Nowruz, or the Persian new year, in thestate.

A synchronised attack by three divisionsof the Infantry - Armored, Artillery andMechanised - was also conducted to cap-ture a mock enemy location.

The demonstration started with theartillery bombarding the enemy locationfrom a distance of 18-20 kms.

The tanks then assaulted on the enemylocation with speed and pin-point accuratefiring which was soon followed by a dis-mounted attack by the Mechanised Infantryfollowing the Tanks.

The open war of attrition in theAam Aadmi Party (AAP)merely days after its spectacu-

lar triumph in the Delhi Assemblyelections was an unusual occurrencein Indian politics. Political parties inIndia normally enjoy what is called a“honeymoon period,” involvinginternal bonhomie and consolidationof success through party building fol-lowing facile victories — even ifthey are won by simple majorities inpolls. In the case of the AAP, theparty managed the second largestAssembly election victory in Indianhistory, grabbing more than 54 percent of the vote share and 95 per centof the seats on offer. The victory wasmade possible due to an overwhelm-ing desire among the population ofDelhi — especially the urban poor —for a welfare and delivery-orientedgovernment that was not beholden tospecial interests and directly reachedout to their needs.

The open squabble between acoterie of leaders close to AAP con-vener Arvind Kejriwal and theparty’s ideologue-duo, social scien-tist Yogendra Yadav and advocatePrashant Bhushan, was, therefore,surprising. Reports suggest that atruce seems to be in the offing. Butthe question remains as to why thisdifference — which apparentlyemerged much before the elections— came up between these leaders inthe first place. The reasons for thealienation of the two dissidents seemto originate from two different view-points. This is seen from the joint let-ter sent by the two recently as ariposte to a statement by the coteriethat suggested that the duo was work-ing against the interests of the AAP inthe Delhi elections.

Following protocol

“The AAP has to decide whether itwill follow the “pragmatist” line thatits supremo espouses or give morespace to those in the party who seekto carry forward some of the legacyof their civil society days... ”

Mr. Bhushan, a vocal lawyer whohas taken up many cases against cor-ruption, had serious reservations witha set of candidates chosen by the

party for the Delhi elections, amongother issues. The set of candidatesincluded rent-earning speculators andlocal bigwigs, defectors from theBharatiya Janata Party and theCongress. Mr. Yadav, on the otherhand, was not so critical of this “elec-toral pragmatism”, justifying in aninterview the AAP’s decision to tap

traditional patronage networks inDelhi’s rural areas. His key reasonfor dissent stems from his view thatthe AAP has to have a pan-Indiastrategy beyond Delhi State, which isclearly at cross-purposes with partysupremo Mr. Kejriwal. The latter hadvowed to consolidate his party’s vic-tory in Delhi, more so to mitigate thewidespread and well-deserved criti-cism that his resignation from gov-ernment last year was a sign of polit-ical immaturity. What binds Mr.Yadav and Mr. Bhushan’s dissidenceis their insistence on the AAP leader-ship following protocol — consulta-tion, collective decision-making andinternal democracy — diligently.

Political positioningProximate reasons apart, the recur-

ring rifts, resignations and defectionsfrom the AAP are an outcome of thefact that the party is still finding itsfeet, as it graduates from a socio-political movement to a political

party, currently saddled with theresponsibility to rule in Delhi. Its cur-rent positioning in the political spacetraditionally occupied by theCongress — a centre-left party thataccrued support from the poorer sec-tions of society — has been the resultof shrewd electoral tactics rather thanany ideological vision. The AAP’s

volunteer and activist base is primari-ly drawn from the middle classesand, especially, among this section’syouth cohorts. While they espouse anidealistic zeal to change politics byjoining the political mainstream, theyhave no ideological inclinationexcept to support a solution-basedapproach towards governance andpublic policy. On the other hand, asmall section of activists derive theirlegacy from civil society movementsand agenda-driven, non-governmen-tal organisations. These activistsbelieve in a centre-left core and it isthis set of voices that is representedin the leadership by Mr. Yadav, Mr.Bhushan and others. Mr. Kejriwalhimself belonged to this section ofcivil society activists but has, sincehis entry into politics, gravitatedcloser to the “pragmatists” in hisparty.

A recent addition to the AAP’s coreis a set of media-savvy “leaders” —

many of whom served in the newsmedia before — for whom the linebetween public-mindedness and pub-licity-seeking is a blur. They serve animportant role for the party by keep-ing it in public consciousnessthrough — largely noisy and person-alised — discussions in the publicsphere. This section has also been

useful for Mr. Kejriwal in managingthe Delhi elections and has estab-lished a firm presence in the coteriethat surrounds him.

In the initial phase of the party, thevarious sections seem to have bro-kered an understanding that the partywould stand for solutions and not forbroad positions on various issues.This has allowed the party leadershipleeway to maintain a non-committalposition on ideology while offeringad hoc solutions on a case-to-casebasis. The ideologues of the party,including Mr. Yadav, defended thisapproach in the past, while puttingthe onus on a number of theme-basedcommittees in the party to decide itsoverall positioning in the long runbeyond the limited agenda of institut-ing a Lokpal. Many of these commit-tees’ reports — the economics andecology committees’ for example —have been ignored or their work isyet to be discussed by the coterie-

centred leadership. It is no wonderthat several voices from civil societywho supported the AAP in its initialphase have moved away from theparty crying foul over the lack ofinner party democracy.

The coterie’s not-so-subtle claimthat it is only Mr. Kejriwal’s charis-

ma and their pragmatic ability tofield “winnable”candidates thathelped the AAP register its strongwin is only partially correct. After all,the AAP’s credibility lay in the factthat the party took on the establish-ment and had committed activistsfrom civil society taking part in itsagitations. These activists also playedan important role in firming up theparty’s electoral strategy in the run-up to the two State elections in Delhirecently, apart from the general elec-tion in 2014. It is these leaders whooffered a dissenting position in theparty.

A vision

In a nutshell, the differences in theAAP basically boil down to thevisions for the party’s role in Indiandemocracy. Mr. Kejriwal and otherswho support him seem to believe thatthe AAP has to merely play a non-corrupt and efficient role in power

and use this to delineate itself fromother political parties. In other words,their emphasis remains on simplybettering other parties in being con-duits for public interest in a welfare-oriented political system that is“transaction-driven”. Political partiesin this view are only vehicles for pro-viding services to various interests inreturn for attaining power throughtheir support. Politics and public pol-icy in this view are reduced to prom-ises made during elections, welfaredelivered to voters and politiciansacting as managers of “public inter-est.”

Others in the AAP who belonged tocivil society movements, on the otherhand, see a more transformative rolefor the AAP. They seek to not justadjust to welfarism in the way it isextant today, but to bring about effec-tive changes in the system. They stopshort of claiming that they espouse aradical social democratic vision —which is what their views effectivelyamount to — but they see clear dif-ferences between the “managers” inthe AAP and themselves.

In their view, their role is not thatof conduits or managers but catalystsfor substantive public participation inpolicy setting and expansion ofdemocracy. It is this difference invision that has come to the fore in thesquabbles in the party today, even ifit has taken the shape of personalityclashes and inner-party issues.

The AAP cannot live with thesedifferences forever and seek toexpand as a political party beyond itscurrent stronghold in the capitalregion of Delhi. It has to decidewhether it will follow the “pragma-tist” line that its supremo espouses orgive more space to those in the partywho seek to carry forward some ofthe legacy of their civil society daysas they consider their party to be avehicle for a political movement. Therecent moves to effect reconciliationwithin the party suggest that Mr.Kejriwal is willing to reconsider hiscurrent positions.

Over 25 per cent of theworld’s workers areIndian. And 300 million

young people are set to enter thelabour force by 2025. With anaverage age of 29, India’s popu-lation is in the middle of a demo-graphic boom. By 2020, whenthe global economy is expectedto run short of 56 million youngpeople, India, with a youth sur-plus of 47 million, could fill thegap. It is in this context thatlabour reforms are often cited asthe way to unlock double-digitgrowth in India.

Why reforms? Because Indiastill does not use its vast labourforce productively or judicious-ly. In 2014, India’s labour forcewas estimated to be about 490million, or 40 per cent of thepopulation, but 93 per cent ofthis force was in the unorganisedsector, ranging from vegetablevending to diamond trading.Over the last decade, the com-pounded annual growth rate(CAGR) of employment hasslowed to 0.5 per cent, with 13.9million jobs created in 2012when the labour force increasedby 14.9 million.

The primary policy challengeis to increase the employabilityof our labour force. And to shiftlabour from agricultural to non-agricultural jobs (where there isa projected need for 120 millionskilled hands), along with socialsecurity measures.

Low wages, limited security

Average daily wage rates arequite low, in rural and urbanareas. The average daily wagerate in September 2014 forploughing was just Rs.267.70for men and Rs.187.17 forwomen. Any sowing work doneby children would earn a furtherRs.124.17 per day. A fishermanearns between Rs.268 andRs.311 a day, depending on hiscatch, while animal husbandryworkers earn around Rs.150.

Rurban jobs don’t offer muchbetter. Electricians and construc-tion workers average aroundRs.367.16 and Rs.274.06,respectively, while non-agricul-tural labourers averageRs.237.20. An entry-level work-er in cotton textile mills in

Vadodara can aspire toRs.6,488.09 per month, with hisfortunes improving toRs.7,558.52 in Kolkata andRs.9,769.20 in Chennai.Consumer inflation eats at this,with agricultural and industriallabourers affected by a doublingof the consumer price index (332in 2004 to 764 in 2014).

Benefits are equally minimal.Women, in particular, have diffi-culty participating in the indus-trial labour force. The MaternityBenefit Act (1961) is largelyunderutilised. In 2012, just2,441 women claimed maternitybenefits across 84,956 factories.Only 3,289 factories providecrèches, with 58 in Gujarat and2,389 in Tamil Nadu.

Railway and mine workershave faced 1,082 and 32 acci-dents, respectively, mostly fatal,while their dependents receivean average compensation of

Rs.2.6 lakh and Rs.9 lakh,respectively. Around 93 per centof casual workers and 66 percent of salaried employees haveno written contracts, while only22.7 per cent have reportedreceiving paid leave.

Reforms at slow pace

India’s labour law regime hasalways been at loggerheads withindustrial development and theease of doing business. Over thepast year, the government hasattempted to reconcile this byamending the Apprentice Act(1961), making it more respon-sive to industry and youth, andsubstituting complex inspectionregimes with technology friend-ly portals. ShramSuvidha, a uni-fied labour portal scheme, hasbeen launched to provide timelyredress of grievances and facili-tate self-certification by indus-try. This also encourages a moretransparent labour inspectionregime, with inspection reportsuploaded within 72 hours.

A focus on cutting down redtape, by amending nearly 40Central and 150 State labourlaws, has been launched, withsignificant consequences on hir-ing and firing. Draft proposals

for exempting small-scale indus-tries, employing up to 40 work-ers, from 14 basic laws, includ-ing the Factories Act, theIndustrial Disputes Act and theMaternity Benefits Act, arebeing considered. Rajasthan’srelaxation of the applicability ofthe Industrial Disputes Act to

establishments with 300 workersor more will allow employers tocarry out workforce optimisa-tion.

Labour reforms must be linkedto the ease of doing business,creating a habitat where jobs canbe fostered. Reforms must belinked to worker benefits, whilesimultaneously easing the com-pliance burden on small andmedium enterprises. The labourlaw must be rationalised bydefining minimum wages andlinking them to inflation.Minimum wages ought to berevised annually, with penaltiesfor their violation dramaticallyraised.

According to the NationalSkill Development Corporation(NSDC), we need 120 millionskilled people in the non-farmsector. Amendments to theApprenticeship Act are wel-come. With no labour laws

applying to apprentices, caremust be taken to ensure that theyare not transformed into contractlabour. MGNREGA should berestructured and linked toapprenticeship programmes inindustry and agriculture.

Women workers require legis-lation too. Female employees ofgovernment schemes like IndiraKranti Patham or AnganwadiWorker remain out of thepurview of laws. Scheme-basedworkers should be treated as reg-ular employees and offereddecent wages and social securi-ty. Equally, contract labourersmust be protected. They shouldbe covered by the Workmen’sCompensation Act (1923) foraccidents, with inflation-linkedwages and limited social securi-ty benefits from the EmployeesState Insurance Act (1948) andMaternity Benefits Act (1961)extended to them.

While retrenchments aresocially difficult experiences,India’s current labour policyprovides little incentive forindustrial employers to hire.Instead, to avoid complications,hiring contractual labour with-out social security benefits ortermination protection is encour-aged. A modern labour law thatencourages employers to keepmore workers in formal roles,with work-linked wages andsocial security benefits is vital.Flexibility to undertake layoffs,ensuring adequate benefits and areasonable notice period, isneeded.

India’s push towards urbanisa-tion and development mustaddress both businesses andworkers. The answer lies in for-malising labour and supportingit with a modern regulatoryframework.

The indication from the government of Karnatakathat it would request the Central Bureau ofInvestigation to go into the suspicious circum-

stances of the death of the former Deputy Commissionerof Kolar district, D.K. Ravi, must be welcomed. Thisbelated decision by the Congress-led government is anoutcome of a huge public outcry with both the polity andcivil society in the State playing a major role in pressur-ing the government to take the help of the CBI. After all,the police’s and the Criminal Investigation Department’sprobes were hamstrung by the undue haste shown by theState government in declaring that Mr. Ravi’s death wasa case of suicide, and by selective leaks from its officialsruling out foul play in the death. Meanwhile, the feedingfrenzy of sections of the media, and the Opposition’sreliance on narrow-minded politicking have certainly nothelped clarify the circumstances leading to Mr. Ravi’sdeath. Both the government and the Opposition haverushed to conclusions that suit their respective politicalpositions. Yet, in a roundabout manner, the undue atten-tion and political bickering raised the pitch in getting theState government to take the right step of instituting anunbiased inquiry. sWhether the CBI can do a better jobof disentangling the complexities behind the death willnot be known immediately, but the role of Mr. Ravi assomeone who took on powerful vested interests in Kolardistrict must figure in the investigations. Such a free andfair investigation by the CBI will be helped by the factthat it would be unencumbered by the baggage of poli-tics in Karnataka, unlike in the case of a probe by theState police and the CID. Mr. Ravi clearly seems to havemade a lot of enemies out of powerful people in Kolar bytaking a conscientious position in upholding the publicinterest as a civil servant. His legacy — during a 14-month tenure in Kolar — included passing stricturesagainst encroachment of government land, and taking onpowerful real estate developers who had close ties withpolitical outfits in the district. It is hoped that the outragein Karnataka is not limited to the sensationalism that hasbeen whipped up around Mr. Ravi’s death. His passingaway should prompt us to hold a mirror up to society andbring in scrutiny over the actions of these vested inter-ests while encouraging other civil servants to be as dis-cerning and public-spirited as Mr. Ravi was. Only thiswould be a true tribute to the legacy left behind by thecivil servant.

The ideologues of the party, including Mr. Yadav, defended thisapproach in the past, while putting the onus on a number of theme-based com-mittees in the party to decide its overall positioning in the long run beyond thelimited agenda of instituting a Lokpal. Many of these committees’ reports — the

economics and ecology committees’ for example — have been ignored or theirwork is yet to be discussed by the coterie-centred leadership. It is no wonder thatseveral voices from civil society who supported the AAP in its initial phase havemoved away from the party crying foul over the lack of inner party democracy.

Ram Vilas Paswan onSaturday slammed Bihargovernment for allegedsloppy pace of paddy pro-curement despite twiceextending the deadline bythe Centre and said ifNitish Kumar ministry was"incompetent" to do so, theFCI was ready to step in.

"For the last four monthswe have been urging thestate government to fulfillthe target of acquiring 30lakh metric tonnes ofpaddy by January 31 last.But, despite extending thedeadline twice till March31 the Bihar governmenthas so far purchased only14.60 lakh metric tonnes ofpaddy," Paswan toldreporters.

"Now only 10 days areleft for the state govern-ment to meet the dead-line," the union food min-ister said and wonderedhow the target would beachieved in this short dura-

tion."Due to inadequate

arrangements for paddyprocurement and laxity onthe part of the state gov-ernment, farmers havebeen deprived of minimumsupport price," he said.

"If the state governmentis incompetent to procurepaddy to fulfill the targetand in case it makes arequest to the union gov-

ernment FCI (FoodCorporation of India) isready to step in," Paswansaid.

The Union FoodMinister said that due toinadequate procurement,the Centre had arrangedgrains from surplus stateslike Punjab, Haryana andChhattisgarh to run PublicDistribution System inBihar in the past.

Paswan, who is alsoPresident of Lok JanshaktiParty, took Bihar govern-ment to task for failing toprovide list of 1.11 crorebeneficiaries still left outof subsidised ration underFood law.

He, however, said theCentre would not stopallotment of quota of food-grains to Bihar after March31 this year on this count.

Paswan said a total of8.71 crore beneficiarieswere listed for subsidisedration under the Food lawin Bihar out of which thestate government had pro-vided a list of only 7.60crore to the Centre so far.

He trashed argument ofthe state government ofproviding list of some leftout beneficiaries to NICand asked Chief MinisterNitish Kumar to make thelist available to him direct-ly. "I will start makingadditional allotment ofgrains for them from com-ing Monday itself," theminister said.

He said without tighten-ing arrangements for lift-ing and distributing food-grains and computerisingthe system, Bihar govern-ment launched Food lawfrom February one 2014.

The Centre had askedBihar government to com-plete the task by March 31,2015 but "its not in sightyet."

"The Union HRD ministry willseek a report from the state on thesubject and give guidelines to con-duct cheating-free examination,"Kushwaha told reporters.

"The matriculation examinationsin the state are being conductedunder pathetic conditions,"Kushwaha said and slammed stateeducation minister PK Shahi fornot being able to ensure cheating-free exams and instead putting theonus on parents of examinees onthe issue.

"The Patna High Court has right-ly said that if the minister has notbeen able to conduct fair examina-

tion he should keep himself awayfrom the responsibility," the MoSHRD said.

"If he (Shahi) is not competent

he shall make way for others... Heshall be asked to say so," saidKushwaha, who is also the presi-dent of Rashtriya Lok Samata

Party (RLSP), an ally of BJP inNDA.

A total of 14.26 lakh studentswere appearing for the exams at1,217 centres in the state that start-ed on March 17. The examinationwould end on March 24.

The RLSP chief, flanked byparty MPs Arun Kumar and RamKumar Sharma, also came downheavily on the Nitish Kumar gov-ernment for slow pace of paddyprocurement from farmers and toldreporters that party would organisea rally of farmers in Patna on April5.

to build Mines Counter-Measures Vessels(MCMVs) for the IndianNavy, Goa Shipyard Ltd(GSL) has decided to tieup with the foreign yardsfor the technology trans-fer required to createthese high-tech ships.

The Union DefenceMinistry had recentlycleared the Rs 32,000crore-worth project tomanufacture 12 MCMVs,which will be built by theGSL.

"We will be able to rollout the vessels six yearsfrom now. The actual con-struction on this projectwill begin after threeyears," GSL Chairman

and Managing DirectorRear Admiral ShekharMittal said here today.

He was talking toreporters on the sidelinesof launching of an OPVfor the Indian CoastGuard.

Mittal said that Indiadoes not have the technol-ogy required for MCMVs.

"We don't have the tech-nology. That is why weare going to import it.GSL has a capacity toabsorb the technology,"he said.

The Goa-based yard iscontemplating the possi-bility of going for a tie-upwith the foreign counter-part for technology trans-fer.

"We will take minimum

possible technology fromabroad," Mittal said.

The GSL has shortlistedcountries like Russia,Spain, Sweden, Italy andKorea, where they canscout for the requiredtechnology.

"Depending on thenaval specifications, wewill finalise the partner,"he said.

The GSL will float aglobal tender, invitingexpression of interest forthe technology transfer,Mittal added.

The MCMVs, which arepart of the 'Make In India'campaign would be 50per cent indigenous. TheCMD said efforts are onto make it more than 50per cent indigenous.

BANIHAL, MARCH 21Two women and a boy were killed as an avalanche hit

the mountainous belt of Mahoo area in Ramban district ofJammu and Kashmir on Saturday morning, police said.

"Hajra (23) and Gulsan (35), and 10-year-old Parvez,all residents of Bajnari hamlet of Banihal Tehsil inRamban district, got buried under a massive avalanchenear Mahoo area in the morning," a police official said.

The locals rushed to the spot and tried to dig them outfrom the snow, he said, adding, "It took almost threehours to dig them out. Parvez had already died whereasthe other two women who were still breathing died a cou-ple of hours later." Meanwhile, local people said the twowomen could have been saved if proper medical carewere available. "We asked the administration to air-liftthe two women to the district hospital, but nothing wasarranged for them and they too died almost two to threehours after being taken out of the snow," a resident of thearea said.

Nasa has successfullytested new cutting-edge technologies

that would enable space-craft to land at a specificlocation on Mars or anyother planetary body withmore precision than everbefore.

In collaboration withMasten Space Systems inCalifornia, engineers atNasa's Jet PropulsionLaboratory recently testedthese technologies on boarda high-tech demonstrationvehicle called theAutonomous Descent andAscent Powered-flightTestbed (ADAPT).

ADAPT is a test systembuilt on Masten's "Xombie"vertical-launch, vertical-landing reusable rocket.The Xombie platform pro-vides a good approximationof Mars-like descent condi-tions through high-speed

descent rates at low alti-tudes.

Those conditions are dif-ficult to achieve throughconventional flight testplatforms. Onboard thisrocket, two sophisticatedlander technologies wererecently tested: TerrainRelative Navigation with asensor called the LanderVision System (LVS), andthe Guidance for Fuel-Optimal Large Diverts (G-FOLD) algorithm.

"No previous Mars landerhas used onboard surfaceimaging to achieve a safeand precise touchdown, buta future spacecraft coulduse LVS and G-FOLD tofirst autonomously deter-mine its location and thenoptimally fly to its intendedlanding site," said NikolasTrawny, ADAPT's principalinvestigator at JPL.

"All of this happens on

board, without human inter-vention, and in real time,"said Trawny.

ADAPT technology hasnumerous potential applica-tions, including landing onthe Moon, asteroids andother space targets.

The terrain-relative navi-gation capability provided

by LVS allows Xombie toprecisely determine itsposition without requiringGPS. To do so, ADAPTfirst takes a series of pic-tures of the terrain below itduring descent. These pic-tures are then compared toan image of the terrainstored onboard, allowing

the vehicle to autonomous-ly find its position relativeto the landing site. Thespacecraft can then use thisinformation to correct itscourse to get as close to thetargeted landing site as pos-sible within its capability,and make a smooth, pin-point landing.

WELLINGTON, MARCH 21Martin Guptill on Saturday bludgeoned his

way to the record books with the highest indi-vidual World Cup knock as New Zealand rodeon the opener's swashbuckling unbeaten 237to crush West Indies by 143 runs and sail intothe semifinals of the mega event here.

Batting first in the fourth quarterfinal game,New Zealand notched up an imposing 393 forsix, then bowled out West Indies for 250 in30.3 overs to set up a blockbuster last-fourclash with an in-form South Africa atAuckland on March 24.

For the record, this was heaviest defeat suf-fered by any team in terms of runs in theknockout rounds of World Cup.

Guptill scored his runs off 163 balls,becoming the first New Zealander to post adouble century in ODIs and the fifth in theworld. He was unbeaten when the inningsended.

he smacked Andre Russell to get to thecoveted landmark, Chris Gayle, the only otherdouble centurion in World Cup, came andcongratulated Guptill at the Westpac stadium.

Reaching his 100 off 111, the last 52 ballsbrought Guptill a staggering 137 runs.

He smashed 24 fours and 11 sixes afterNew Zealand captain Brendon McCullumopted to bat.

Such was Guptill's onslaught that the hostsreached from 300 to 350 in just 16 balls. Thebatsman got to his double ton off 152 ballswith the help of 21 fours and eight sixes.

Earlier luck was on Guptill's side as MarlonSamuels couldn't hold on to a low chance atshort-leg in the third ball of the inningsbowled by Jerome Taylor. He was on 4 at thattime.

There was, however, no looking back afterthat reprieve as Guptill anchored the inningswith the others playing around him with a mix

of caution and aggression.While skipper Brendon McCullum, the dan-

After getting to his seventh ODI centurywith a single to long-on, Guptill upped theante and smashed the West Indies to all partsof the ground. .

The 28-year-old launched into DarrenSammy for a massive six to start the

onslaught, collected two fours and a six offTaylor, and kept finding the ropes against thelikes of Holder and Suleiman Benn to reachhis 150 off 135 balls.

What set Guptill's knock apart in the age ofslam bang hitting was that he scored his runsplaying orthodox cricketing shots, and that ata good rate.

Just before that, Taylor (42) was run outowing to a misunderstanding, but the batsmandid not seem to mind with Guptill in such fine

fettle. Taylor found the fence two times dur-ing his 61-ball knock.

Meanwhile, Guptill smashed 27 runs in the45th over bowled by Holder, clobbering themedium pacer for three sixes and a boundary.

Of all the West Indies bowlers, Russell wasthe worst sufferer conceding 96 runs in 10overs, while Holder went for 76 in eight andTaylor 71 in three.

The West Indies were never in the chase andkept losing wickets at regular intervals to giftaway the game rather tamely to the hometeam that looks determined to go all the waythis time around.

It needed a miracle from the big-hittingChris Gayle, who blazed his way to 33-ball61 with the help of eight sixes and two fours,but that was far from enough.

Holder blasted 42 off 26 balls with fivefours and two sixes before becoming the lastman to get out, sparking off wild celebrationsamong the Kiwi players and in the stands.

The visiting side maintained a rollickingrun-rate but failed to survive long enough tomake a match of it.

However, the first player to score a double ton inlimited-overs cricket was none other than the leg-endary Sachin Tendulkar. The Master Blaster,scored the double century against South Africa andremained unbeaten on 200, at Captain Roop SinghStadium, Gwalior on February 24, 2010.

QATAR, MARCH 21Europe`s top leagues could

launch legal action againstFIFA for the sporting and eco-nomic damage caused by mov-ing the 2022 World Cup toQatar, according to the Frenchleague president FredericThiriez. At a meeting inBarcelona on Saturday, theEuropean Professional FootballLeagues (EPFL) adopted a res-olution slamming the decisionto move the competition fromits traditional date in June andJuly to November andDecember to combat the sear-ing heat in the middle-east.

"The EPFL is ready to supportany legal actions that the indi-vidual leagues may take in thisrespect in the near future," saidThiriez. "The EPFL is very dis-appointed with the decision of

the FIFA ExCo who decided tomove the World Cup toNovember and December in

2022. "This is seriously damag-ing to the European leaguesboth from a sporting and a

financial point of view."This decision raises serious

questions about the motivations

of many involved in the deci-sion-making process and fur-ther demonstrated the lack ofgood governance within thenational football governingbodies." FIFA announced onFriday that it will triple theamount paid to clubs whorelease their players for the2018 and 2022 World Cups to$209 million.

her signature Sindhi curry and aloo tukin an episode of Farah Ki Daawat,hosted by choreographer-filmmakerFarah Khan.

"I never thought being in the kitchencould be so much fun and if thekitchen is as fancy as the Farah KiDaawat kitchen, it's even better. I hadmy favourite chef, my mother guidingme all throughout and with Faraharound, it was very entertaining,"Sonakshi said in a statement.

"We laughed, we chatted and cookeda great meal together. My mother wasthe most thrilled because finally herwish of getting me to cook somethinghas been fulfilled," she said.

Poonam took the opportunity toteach Sonakshi the know-how of cook-ing.
