Leadership LetterDear Friends,

Nearly 60 years ago, a determined group of parents, who not only understood, but valued, the potential that

lie within their children, began what is now Pioneer Center for Human Services.

Today, we are still determined. Determined and dedicated to aid those most fragile in our community, because

we too, see the inherent value in all of those we serve. You, as well, recognize that they are important, capable

and have a tremendous amount to offer our community. Because of you, and the passion of our staff, we have

weathered many storms.

Your generosity, the trust of our clients and their families, the commitment of 200+ staff members, and the

conviction of our local leaders--the McHenry County Mental Health Board, McHenry County Community

Foundation, McHenry County Planning and Development, United Way of Greater McHenry County and the

McHenry County Mental Health Resource League, has given us the opportunity to refine our three service pillars:

1) Intellectual and Developmental Disability Services

2) Homeless Services

3) Youth and Family Services

With pride, joy and expertise we continue to carry out our mission to help individuals achieve their full

potential. We do not take this opportunity for granted, especially in an environment where our primary source

of funding comes from the State of Illinois. We are optimistic, but also realistic about our future and know it is

imperative that we diversify our funding streams.

Our vision is to serve another 60 years and beyond with innovative and enriching programs. Providing quality

and effective services will be our standard. Collaboration and teamwork within, with our community partners,

church partners and with other social service providers will be the Pioneer Way. Creating and providing

stakeholder value will always be our goal. Governing our resources with integrity will be non-negotiable.

1) Intellectual and Developmental Disability Services Pioneer Center is the leader in McHenry County in

services for adults with Intellectual and Developmental Disabilities. Each year, nearly 400 individuals are served. Through skills training, housing options and employment services, Pioneer Center helps people with disabilities live empowered lives. Our programs, based on an individual’s needs, range from coaching to more intensive levels of support and include:

• Community Employment • Residential Group Homes • Specialized Senior Programing • Autism Day Program • Family Respite • Family Services and Support • Home-Based Support • Life Skills Development

2) Homeless Services Pioneer Center is dedicated to helping those in our

community experiencing homelessness. We provide a variety of services to meet the needs of those in our community through the following programs:

• McHenry County PADS (Public Action to Deliver Shelter) Center

• Emergency Church Site Shelters • Transitional Living Home • Behavioral Health Residential Program • HUD Rental Assistance • Transportation System • Case Management

• Runaway and Homeless Youth Program

3) Youth and Family Services

Today’s youth are faced with very tough issues on an almost daily basis. We offer programs and services to help families navigate such things as family conflict, teenage parenthood, anger management, tolerance, bullying, and cyber challenges. Pioneer Center offers:

• Youth Intensive Home Therapy • Therapeutic Mentoring • Teenage Parenthood or Pregnancy Program • School Based Prevention Program

Pioneer Auxiliary

Empowering our community to reach our full potential since 1958.

Andrew is 24 years old and has

profound Autism. He is a client

of Pioneer Center’s Autism Day

Program for Adults and resides

at Pioneer Center’s Sage Autism

Group Home in Crystal Lake.

“These programs allow Andrew

to be as independent as he can

possibly be. I really don’t know

where we would be without them,” explains Andrew’s

mom, Dianne.

His family began its journey with Pioneer Center when

Andrew was two years old.

“We’ve come full circle,” she says. “He started in the

birth-to-three program, transitioned to the school

district when he was three, and came back to Pioneer

Center when he turned 22.”

Dianne calls Pioneer Center a blessing to Andrew and

their family.

“With Pioneer Center’s help, he’s absolutely doing

the most we ever thought he would be doing at

24,” she says. “He’s involved in

our community. He’s with peers

his own age. He’s learning and

practicing life skills.”

Dianne explained that at age 16,

local programs could not provide

the level of care Andrew required

24 hours a day, seven days a week.

“He lived in a residential facility in Kansas for five

years,” she says. “He would come home twice a year -

once during the summer and once at Christmas.”

Pioneer Center’s residential facilities and Autism Day

Program support adults like Andrew in their goals to live

productive, independent lives close to their families.

“He comes home every weekend now,” Diane says.

“It’s a true partnership with Pioneer Center and us.

We set goals for Andrew and are able to work toward

them together, as a family.”

Note: There are many young adults like Andrew, aging out of transition

services provided by McHenry County school districts. Programming

provided by Pioneer Center allows these young people to stay in-state, near

family, as independent and contributing members of our local community.

Sandra is a bubbly, self-

motivated, and hardworking

member of the Pioneer

Center community. Sandra’s

achievements are evidence of

her “can-do” attitude—she

refuses to allow anyone, including

herself, to limit her because of her

developmental disability.

While still in high school Sandra recognized her

capabilities, and held jobs at her school in the

cafeteria and with the janitorial crew. Her journey

with Pioneer Center began when she moved into

one of our residential homes and became an active

participant in our Employment Development Services

program in 1987. Through this program she worked

on further developing her customer service and

interview skills. She quickly progressed and began

to work with a job coach at Pioneer who helped her

compose her resume and conduct a job search which

eventually led to a job at McDonald’s! Sandi is grateful

to Pioneer staff and exclaimed,

“Oh man! Staff helped me get

my jobs…help me read my tests

I have to take for my job…and

helps me learn new computer

skills,” when asked how Pioneer

Center has helped her. Sandra

continually works on her skill

sets, meets her goals and proves that anybody can

achieve their dreams by working hard. Sandra is

inspired by her housemates “I want them to have a

job. They can, just like me!”

Sandra’s story doesn’t stop there. She is happy to say

she has been living at our Harvard group home for

28 years, is a proud employee at Portillo’s restaurant,

and has held a second part-time job at Crystal Lake

Ice House for the past 11 years. She uses public

transportation independently, has a routine work

schedule and no longer needs a job coach! Sandra is

proud to share what she does--and she should be!

“ I am a woman with Down Syndrome, but you are who you are. Sometimes I totally forget!”



Fox River Grove Middle School and Pioneer Center have

been working closely together for the last 4 years to

address bullying.

This past spring, Kim Neilson, social worker at Fox River

Grove Middle School noticed an increase in “relational

bullying” (bullying that singles individuals out to feel bad)

during the lunch hour.

She contacted Cjay

Harmer, Pioneer Center’s

Prevention Specialist

who specializes in

working with children

at risk in McHenry

County, for assistance in

addressing this all-too

common issue during

the lunch-hour.

Together they

introduced a “Lunch

Mix-up” game,

requiring each student

to sit at a different

lunch table than normal. At each table, there were

discussion cards to stimulate conversation and relational

sharing with each other. With the help of assigned

staff facilitators, students could get to know and learn

about people they might not otherwise interact with.

The students had such a positive experience that they

requested it be offered regularly. “The students were really

open to the idea of mixing up their self-chosen ‘seating

assignments’. It was almost like they were waiting for us to

intervene. It was absolutely amazing that they responded

so positively to the game,” said Harmer.

Fox River Grove Middle School is only one of the 16 schools

Pioneer Center partners with in McHenry County.

Erin Brumfield Grima, Director of PADS and Prevention Services at Pioneer Center, knows that homelessness impacts people of all ages and in many different situations.

“We had a young man who was working 2 restaurant jobs to pay his rent in a ‘room to rent’ situation, had the misfortune of breaking his leg making him not able to work. When

he could no longer pay rent his landlord ordered an Uber and sent him to our PADS Transitional Living Home Center. We also see families—a single dad

with his infant son had nowhere to go, so he and his baby sheltered at our Emergency Shelter Rooms.”

Pioneer Center has an array of services for those experiencing homelessness and is the place for people to go when other options are not possible for them or they aren’t sure what options they have.

In addition to services for adults, Pioneer Center also operates the county’s Runaway and Homeless Youth Program. “Recently an 18-year-old transgender male to female was kicked out of her home by her father. Through Pioneer Center’s Runaway and Homeless Youth services, she was provided an emergency shelter room, linkage to support groups for people who are LGBTQ, transportation for her to finish her final year of high school, and assistance in applying for food and medical benefits,” said Grima.

Currently, PADs provides over 90% of the county’s inventory of emergency sleeping beds.

“ I was absolutely amazed that the kids responded so positively to the game.”

“ McHenry County PADS (public action to deliver shelter) is the only year-round emergency shelter in McHenry County to serve all populations.”

We choose Pioneer because...


Linda is a die-hard Cubs fan and

longtime member of the Pioneer

Center family. Linda has been

living in one of our residential

group homes since 1981,

worked at Pioneer Industries

(former sheltered workshop)

and is currently in our Stepping

Out: Adult Recreation (SOAR) Program for retired

individuals. The focus of Pioneer’s SOAR program

is to encourage a healthy and interactive lifestyle

for those who are aging. One of her favorite things

about Pioneer Center is the annual Christmas party!

She enjoys cooking, listening to music and relaxing,

whether she’s in SOAR or at home.

Linda was born in Harvard and has been around

McHenry County her whole life. Linda expressed

that she remembers feeling different or out-of-

place, “Once I found out I had Down syndrome,

I knew things would be different. I didn’t think I

would get called names like I

did and sometimes that hurts

my feelings. Sometimes it’s

hard for me.” Thankfully Linda

doesn’t feel that way anymore.

Linda recalls her final move from

Janesville, Wisconsin to Pioneer

Center as the start to a “new

life.” At 61 years old, Linda said “I don’t remember

much before Pioneer Center, this is my life. The staff

at Pioneer are nice to me. They help me with my

money and take me to the bank. We have help with

cooking and even do cooking classes! I like to bowl

and have bowled with our Special Olympics team

before. If I need help I just ask.”

The last 30 years for Linda have been full of

joyous occasions as well as many challenging life

lessons. Through it all Pioneer Center has provided

compassionate support for Linda and every

individual served.

“ I don’t remember much before Pioneer Center, this is my life.”

Kevin Clancy, a coordinator in Pioneer Center’s Intellectual and Developmental Disability division, has made progressive changes within the program he oversees. “When I first started at Pioneer I was determined to have our clients more integrated and immersed in our larger community,” said Kevin.

Beginning his career as a direct support professional in one of Pioneer’s highest needs programs, Kevin gained first-hand experience and understanding of what all individuals can achieve and the potential every individual has. Over the last 5 years Kevin has worked in many of Pioneer’s IDD (Intellectual and Developmental Disability)

programs including a residential group home and our community support program, designed to support individuals who live independently in our community. Now, after much hard work and dedication, Kevin

is back working in one of our highest needs programs, as coordinator!

“Truthfully, the clients inspire me. When I started seeing client interactions and just getting to know the individuals, motivated me to want to better their lives! After reading their story’s and understanding their journey, I knew everyone has so much potential.” He introduced a sports club, an adventure club, and an art and fitness club to further enhance the lives of those we serve! “Our programs and services have really evolved over the last few years.”

After witnessing the positive affects these experiences had on individuals he and other program coordinators initiated a consistent approach to immersing all individuals into the community so each of our clients can become active members of society resulting in thousands of hours of community involvement in McHenry County. “Currently, we are out in the community every single day. April was our busiest month! We spent over 1200 hours out and about in McHenry County. We have so much fun!”

Carrie Freund, supervisor of Pioneer’s five Behavioral Health Group Homes and McHenry County PADS (Public Action to Deliver Shelter) shelter/day center, is a devoted and impassioned member of the Pioneer team.

Her journey at Pioneer Center began by responding to a classified ad in the Northwest Herald in 2002 that led her to what she is certain is her calling.

“I truly believe that the work I do is a calling for me. I feel drawn to helping those in need. We have to remember that the individuals we serve are people who deserve and require attention and care, they are not just case numbers. We have to be kind, caring, and have empathy. We have to offer hope to individuals.”

Carrie firmly believes in leading by example, always treating others the way she wants to be treated, and completely embraces Pioneer’s mission of “empowering individuals to reach their full potential”.

“What I didn’t realize (when I started working at Pioneer) is how much I was going to learn about myself in the process. It has been such a rewarding experience in so many ways. “Empowering individuals to reach their full potential” went to a whole new level for me. It is something that applies to not only individuals served, but also to the staff. We, as supervisors and managers, should be working with our staff to reach their full potential, too.”

Carrie’s fifteen-year tenure at Pioneer Center has focused on serving those individuals in our adult behavioral health programs, and more recently and additionally, serving those in our community experience homelessness. “I want people to know the great work that is being done through Pioneer Center! We serve ALL individuals that need help in our community.”

“My first memory

of Pioneer Center

was in 1973 when

our son started

in the “Birth to

Three” program.

I volunteered at

PC when my son

was there. After he

passed I stopped

volunteering for

many years. Then

my good friend

told me they were starting an auxiliary and it was

time for me to rejoin. It warms my heart to be there.

When I volunteer, I feel I am helping a little for some

individuals that can’t always do for themselves. The

smiles are such a reward that we get in return. My

family loves that I volunteer and always asks if anyone

is like their brother.”

Pioneer Center for Human Services has been providing innovative, caring and hope-giving programs and services to McHenry County’s most vulnerable residents since 1958.

Our three Service Pillars are Intellectual Developmental Disabilities (IDD), Homeless (PADS) Services and Youth and Family Services. Combined, we offer more than 20 diverse programs under these pillars, serving McHenry County and neighboring communities for nearly 60 years.

Fiscal Year 2016 (FY16) was a year of stabilization for the agency due to an uncertainty in funding from the State of Illinois against FY15 contracts. The payments that eventually came took almost a year to reach us and contributed to the agency’s financial difficulties. As a result, Pioneer Center borrowed money to keep our doors open and to continue to provide much-needed services to our clients.

Additionally, the agency embarked on an ambitious plan to upgrade its Electronic Health Record System (EHR), which unexpectedly resulted in temporarily shutting down the billing system. This issue was eventually resolved, and a majority of our outstanding service claims were collected.

The combination of these two situations created undue stress on Pioneer Center, leading to significant changes. As part of this, the agency made the painful decision to divest itself of a majority of its behavioral health programs and services. The Pioneer Center Board of Directors and staff worked around the clock to minimize the impact on clients and staff.

Looking forward...

Fiscal Year 2016 (July 2015 –June 2016)

Fiscal Year 2017 (FY17) has been a year of rebuilding and

focusing on our service pillars. Our reorganization efforts

resulted in stabilizing our finances, creating efficiencies

across all programs and maintaining quality services. These

changes also put us on the path to long-term sustainability

for another 60 years.

Fiscal Year 2018 (FY18) will be an exciting year for us as

we continue focusing on our priorities of providing much-

needed human services in the community as efficiently

as possible. Given uncertainties surrounding the State of

Illinois’ budget impasse, our strategy is to diversify revenue

streams to reduce reliance on state funding. This includes

seeking more private donations from the community and

fees for service from clients and insurance companies. As

part of our FY18 plan, we also plan to extend our services

to more clients and communities in a thoughtful and fiscally

responsible way, balancing capital and operating cash flow

needs. Fiscal responsibility and management will continue to

be a priority as we move forward to serving our clients and

the greater McHenry County community.

Earl & Collene Lomelino began considering Pioneer Center services in 1990, while their son Randy was attending SEDOM (special education district of McHenry County) and living at home.

Today, after being part of the Pioneer family for 25 years, they are still quick to tell anyone just how pleased they are with the care Randy and all clients receive at Pioneer Center. Collene admires the staff who are dedicated to serving those in our community who are the most fragile. Randy

lives in a Pioneer Center group home and spends his days participating in group activities, community outings, and

continually works on developing his abilities at Pioneer Center’s program center.

As parents and donors, Earl and Collene give of their time, talent and treasure.
