Message from the MISA Ontario President

Welcome delegates!

On behalf of the MISA Ontario Board of Directors, it is my pleasure to welcome you to Waterloo and our 2013 Annual Conference & Trade Show. Our host cities of Cambridge, Kitchener, Waterloo and the Region of Waterloo have organized a great program of speakers, workshops and social activities, and I wish you an exciting few days as we explore our conference theme, “Collaboration - We’re in IT Together”.

MISA Ontario continues to evolve and grow, and over the past year our association has truly embraced this theme. We implemented two significant technology advance-ments in recent months. When you registered for this event, you did so on our new web platform - a chapter-integrated site that we share with MISA/ASIM Canada and MISA Prairies. Many volunteers from numerous municipalities across the country were responsible for this significant transition. You may also have noticed the electronic version of our Municipal Interface magazine on the home page of the website. This electronic version is now available in addition to the traditional, hard-copy magazine that we have enjoyed for many years.

Aside from the initiatives just mentioned, I have enjoyed watching the growth of our Committees & SIGs and all of the great projects they have led over the past two years. SIGS are great way to leverage your association membership and collaborate with your peers. As my term as President comes to an end, I am confident that the associa-tion is set on a course for continued success and has a solid leadership team in place to steer us full steam ahead! Congratulations to the new Board of Directors and thank you all for the support, encouragement and friendship you have extended to me over the years.

Now, it’s time to experience “Collaboration - We’re in IT Together”. Enjoy your week!

The KidsAbility Foundation serves to engage our community in making a difference for the thousands of children and youth with special needs who receive life-changing therapy and support services at KidsAbility.

The needs of our clients and families are changing; that’s why donations from our community are supporting a wider range of services and supports including the following examples:

• Providing therapy services that help children to receive early and timely intervention and creating opportunities for them to develop to their potential;

• Developing more advanced knowledge and medical expertise to assess and support babies and toddlers with complex medi-cal needs;

• Sharing knowledge about emerging client needs such as autism, and building a coordinated system of support within our community; and

• Helping parents to support one another and to better understand their child’s needs.

It is only through the generous support of our community that more children have access to the high-quality care and support services that they deserve and need to reach their potential at KidsAbility.

The cities of Cambridge, Kitchener, Waterloo and the Region of Waterloo are very pleased to be hosting this conference. This year’s theme “Collaboration - We’re in IT Together” is quite fitting. We are in it together!

Welcome to everyone participating in the 2013 MISA Ontario Annual Conference and Tradeshow being held June 2 through 5, 2013. I was pleased to learn that staff from the cities of Kitchener, Cambridge, Waterloo and the Region of Waterloo were chosen to organize and host this year’s MISA Confer-ence. I trust our region will put on an excellent conference, one that attendees won’t soon forget.

This conference offers participants an opportunity to come together to learn about best practices, collaborative and innovative solutions to their problems, as well as trends that are being seen in municipalities across the country and internationally. The 2013 Annual General Meeting of the Municipal Information Systems Association of Ontario will be held at the MISA Annual conference on Tuesday, June 4 at 4:00 pm RIM Park, 2001 University Ave., in the “Forbes Hall Room” in Waterloo, Ontario. This meeting will be held for the purposes of receiving the President’s report, financial statements, accepting board reports, and dealing with other matters.

You are reminded that each municipality in good standing has one vote and the vote may be exercised by proxy if your municipality is not represented in person at the meeting. You can assign your proxy to any other individual who is an employee of a municipality in good standing, to vote on your behalf by completing the proxy form and returning it to me by May 24, 2013. Your proxy representative must be present in-person at the meeting.

Buses are provided to MISA events throughout the MISA conference. Many thanks to COMPUGEN for their sponsorship of confer-ence transportation! Please note the hotels have their own shuttle bus that can be used by hotel guests as well.

Sunday June 2Transportation will be provided from Waterloo Inn to the golf tournament starting at 10:15 am. Return bus service to Waterloo Inn will be provided when the golf tournament is completed at approximately 6:00 pm.

Delegates on the 4T tour will meet at Waterloo Inn and be toured around the Region. Buses will depart Waterloo Inn at 11:30 am and return to Waterloo Inn about 6:00 pm. Please be on time.

Starting at 5:00 pm a bus will be available to transport delegates to and from the Waterloo Inn from the other conference hotels. The last bus will leave the Waterloo Inn at 1:15 am.

Monday June 3Transportation will start at 7:00 am with buses rotating through the hotels and to RIM Park for the conference. Between 7:00 am and 9:30 am this rotation will be on-going with buses arriving at the hotels about every 20 minutes. Buses will be available throughout the day to go between the conference site and the hotels. The last bus will leave RIM Park for the hotels at 5:15pm.

Be prepared for a fun-filled evening at St. Georges Hall a short distance from the hotels. Bus service will be provided starting at 5:30 pm to transport delegates to the Carnival! Bus service will be available after dinner to return to the conference hotels until the Carnival evening wraps up.

After Carnival is completed a bus will be available to transport delegates from the Waterloo Inn to the other conference hotels. The last bus will leave the Waterloo Inn at 1:15 am.

Region of Peel with Toronto Region Conservation Authority

When large amounts of chemicals or fuel are spilled on the ground, they invariably make their way to a storm sewer and enter a lake or river, often with devastating effects. Environ-mental officers often cannot locate and contain the spill in time using paper maps. Now there’s a web-based system that pinpoints the trajectory of a spill in real time and helps offi-cials trace the spill to its source.

The Toronto and Region Conservation Authority in partner-ship with the Region of Peel, City of Brampton, City of Mis-sissauga, Town of Caledon, and Credit Valley Conservation Authority to retain the services of AGSI to develop the Spills Decision Support System for Peel Region. The project was financially supported by the Region of Peel, the municipal partners and the Toronto Remedial Action Plan.

The system gathers data from many sources and combines it into a unified data set that permits employees from each organization to work together in a coordinated fashion for everything from cleanup to determining the cause of spills and collecting information for legal purposes.

A worldwide first, the Spills Decision Support System is hav-ing a positive impact on the natural environment in the Re-gion of Peel and producing cost benefits for the stakeholders.

Open Data: Ontologies and the Semantic Web and their Impact on City Indicators

University of TorontoOpen Data initiatives are growing in cities across the world. Massive amounts of data are being made available in many forms, including spreadsheets, plain text, XML and RDF files. But there exists a gap between the data’s availability and its usability. By usable we mean the adoption of common termi-nology with which to define the data (i.e., in object terminolo-gy, standard classes and properties). Without the use of com-mon terminology, it makes it difficult to perform longitudinal and transversal analysis of city data. Ontologies combined with their implementation in the Semantic Web directly ad-dress this gap. This presentation will review the Ontologies and the Semantic Web and demonstrate how they can close the gap using Global City Indicators as an example.

Development and Deployment of Go360 Permit TrackingWorkforce Mobilization - Room 207

City of Hamilton

On an annual basis the City of Hamilton repairs 2.5 km of road as a part of utility or other underground works. Citizens get annoyed when roads are repeatedly dug up, and municipal budgets suffer when such projects result in costs that are not documented and cannot be recovered. The City of Hamilton has found a solution, believed to be the first of its kind, in the form of a Permit Tracking system called Go360.

Implementation of this system has enabled the City to better schedule and coordinate excavation permits required by vari-ous utilities, reduce inconvenience to citizens, reduce liability and risk exposure while recovering costs that were previously lost. To illustrate, in 2006 Hamilton issued 500 excavation per-mits and recovered $670,000 from contractors. In 2012, the number of permits grew to 2,500 and the City recovered $3.5 million in restoration costs.

Development and deployment of Go360 Permit Tracking was, and continues to be, a collaborative project involving Hamil-ton’s IT and Public Works departments and their private-sec-tor contractor, Angus GeoSolutions. The system has improved planning and coordination between Hamilton’s capital-works planners and utilities, with widespread benefits.

Business practices continue to evolve. The brick and mortar businesses with mainframe computing has evolved into flex-ible work hours, home office and web based business using open systems and shared file services. The evolution contin-ues.

Today, Information Technology departments are being asked to provide services that our typical LAN based can’t provide. Workers are dispersed geographically and work teams can be international with groups around the world sharing the same working files. The desktop has given way to the laptop which is now giving way to mobile devices such as smart phones and tablets.

Couple this problem with business analytics and social media and the growing interest in Big Data. IT is being asked to keep mountains of data for very long periods of time. This data needs to be application independent, indexed and search-able, and available seemingly at a moment’s notice.

Our traditional methods were not designed to meet these re-quirements. We have to rethink what we are doing. We are now in the infinite storage era.
