• Scientific journals are an essential means of disseminating new knowledge in the academic community
• New technologies and Internet have improved the accessibility of scientific publications
• Access to literature relies on the library’s ability to pay the subscriptions

• Libraries gathered into consortia to share the benefits of access and improve their position to negotiate with publishers.
• Many publishers in the market • Two big groups of publishers:
– For-profits (FP), commercial publishers– Not-for-Profits (NFP), learned, academic societies &
university presses

• FP publishers have been the main impetus behind the growth of publishing activity and research (launching many new journals)
• NFP publishers – especially societies – have focused mainly on higher quality journals
• Prices per journal or per article are significantly higher for FP than NFP journals(given scientific field, a given level of quality, a given age of the journal)

Adding new resources, libraries and consortia need to take into account:
• Electronic revolution made especially desirable:– The diffusion of knowledge– To leave room open for new entry (many
different vendors)• Researchers need access to all good journals
