• Takes a lot of work to manage:
– Eligibility
– Threat of disallowed costs
– Interagency coordination
– Massaging “Win-Wins”
• Takes knowledge of what each customer and funding source can do
• Takes insane recordkeeping (difficult in large organizations where you do not have control over many processes)
