Nikhil Tikhe along with some of his other colleagues has been staging the protest since July 9 in front of the office of the power company's chief engineer in Amravati district, located around 600 km from Thane. When he stone-walled all re- quests to suspend his stir in order to get married, his family members de- cided to perform all the pre-wedding functions at the protest venue. They organised a "mehendi" cer- emony at the site on Wednesday night. The "haldi" ceremony (a ritual of applying turmeric on the bride and groom) was performed today morn- ing as his relatives and friends gath- ered at the protest site. Police arrests Dawood's nephew in extortion case MUMBAI: Mumbai Police has arrested terrorist Dawood Ibrahim's nephew Rizwan Kaskar in connection with an ex- tortion case, an official said to- day. Rizwan, the son of Dawood Ibrahim's brother Iqbal Kaskar, was arrested on Wednesday night from the international air- port in Mumbai when he was try- ing to flee the country, the official said. Iqbal Kaskar was also earlier ar- rested in an extortion case and is currently lodged at a jail in neighbouring Thane. Two days ago, Mumbai Police's anti-extortion cell arrested Ahmed Raza Wadharia, a close aide of Dawood Ibrahim's gang member Fahim Machmach, in an extortion case, a senior offi- cial of the Crime Branch said. "During his interrogation, Rizwan Kaskar's name cropped up. Based on the information, a trap was laid and he was detained at the Mumbai international airport on Wednesday night when he was trying to escape from the country," he said. Vaishno Devi chopper service remains suspended due to fog JAMMU: The chopper service from Katra to Sanjhi Chat for Vaishno Devi pilgrims on Thurs- day remained suspended for third consecutive day due to fog in view of rains in Trikuta Hills in Katra town of Reasi district of Jammu and Kashmir. Due to rains, the Trikuta Hills re- mained hit by fog thus suspend- ing the chopper service for the third day from Katra. "There is rush of Pilgrims and till Thursday evening more than 16000 pilgrims proceeded to Bhawan from Katra," an official said. He added that in view of sus- pended chopper service, pil- grims were trekking either on foot, ponies or availing pithoo/palki service," he added. He however, said that as the rains lashed the Trikuta Hills, the Shrine Board staff deployed along track, are guiding pilgrims to remain alert and watchful while performing pilgrimage. Gas tanker overturns, disrupting traffic near Ambala AMBALA: A tanker carrying liq- uid gas to Punjab overturned near Ambala city Thursday, dis- rupting traffic for nearly an hour in the area. Police said the tanker was negotiating a turn near a flyover on the national highway when it overturned. The tanker was carrying 14 tons of liquid gas. The former finance min- ister took a dig at the neigh- bouring nation over its claim of victory following the ver- dict, as he called it "farcical". "The ICJ has given Pakistan an opportunity to comply with the rule of law and re- form its processes. Will Pak- istan use this opportunity or squander it? Pakistan is now under a global gaze as to what direction it follows," Jaitley wrote in a blog. The Interna- tional Court of Justice judge- ment is a "comprehensive victory" for India and Pak- istan lost conclusively before the ICJ, he said, adding the neighbouring country's farci- cal processes through which innocents are held guilty stand exposed. According to sources, 56 witnesses including in- vestigating officers' (IOs) statements have been recorded. The charge sheet is of 518 pages and also con- tains photographs, sources added. Rohit slept during the night of April 15 and was found mysteriously dead at 4 pm the next day. Delhi Police, after over a week of investigation, arrested Apoorva on April 24. Officials of the Crime Branch had said that Apoorva strangulated her husband as she was unhap- py with her marriage. AGENCY CHANDIGARH, JUL 18 The Punjab and Haryana High Court Thurs- day issued notices to the Jammu and Kash- mir government and six men convicted in the case of rape and murder of an eight-year- old nomadic girl in Kathua on a plea by her father seeking enhanced punishment for them. The court also issued a notice to the ac- cused who was acquitted in the case by a lower court. In the petition filed on July 10, the girl's father had sought enhancement of the con- victs' sentence to capital punishment and life imprisonment, and also challenged the ac- quittal of one accused. "The court Thursday issued notices to the state of Jammu and Kashmir and all the accused in the matter," petitioner's counsel Utsav Bains said. The division bench of Justices Rajiv Sharma and Harinder Singh Sidhu fixed August 7 as next date of hearing, the counsel said. The father had prayed that the sentence of Sanji Ram, the mastermind of the crime, Deepak Khajuria, a special po- lice officer, and Parvesh Kumar should be enhanced from life imprisonment to capital punishment. The petitioner had also prayed that the sentence of special police officer Surendra Verma, head constable Tilak Raj and sub-inspector Anand Dutta be enhanced from five years to life imprisonment. AGENCY NEW DELHI, JUL 18 The Supreme Court Thursday allowed mediation process in the Ram Janmabhoomi-Babri Masjid land dispute case to continue and sought a report on its outcome by August 1. A five-judge Constitution bench, headed by Chief Jus- tice Ranjan Gogoi, said that after perusing the report filed by the mediation panel, it will take a call on August 2 on whether hearing is required in the case. The bench, which pe- rused the report filed by the panel headed by former apex court judge F M I Kalifulla, said its contents will remain confidential as per its earlier order. "However, taking into account what has been brought to our notice by the said report, we now fix hear- ing of the case, if required on and from August 2," the bench, also comprising jus- tices S A Bobde, D Y Chan- drachud, Ashok Bhushan and S A Nazeer, said. The apex court requested the committee to inform it by August 1 about the outcome of the proceedings held till July 31. AGENCY AMBALA, JUL 18 An ATM machine was dis- joined and stolen from a kiosk here Thursday, police said. A gang of robbers es- caped with the machine after they failed to break it, they said. Superintendent of Police, Ambala, Abhishek Jorwal said the ATM contained Rs 3.60 lakh in cash, which be- longed to a private bank in- stalled on the main road in Motinagar. Police said security guard was not present at the kiosk when the incident occurred in the early morning hours. The private bank was alerted about the missing ATM after a man went there to withdraw cash, officials said. The CCTV cameras at the site were found to be in- tact, they said. 3HARYANAChildren education allowance enhancedCHANDIGARH: Haryana Government has decided to extend the benefit of enhancement ofchildren education allowance from Rs 750 per month to Rs 1,125 per month with effect fromMay 1, 2018 to eligible children of deceased government employees.While stating this here today, Finance Minister, Capt. Abhimanyu said that the Chief Minister,Mr. Manohar Lal, has approved a proposal to this effect.He said that the State Government had issued a scheme to grant Children Education Al-lowance of Rs 500 per month per child maximum to first two living children to government em-ployees with effect from July 1, 2009. The Chief Minister was interact-ing with media persons after attend-ing the first meeting of High PoweredCommittee of Chief Ministers forTransformation of Indian Agriculture,in New Delhi today, which waspresided over by Maharashtra ChiefMinister and Convenor of the Com-mittee, Mr. Devendra Fadnavis.Union Minister of Agriculture andFarmers’ Welfare, Mr. NarendraSingh Tomar, Gujarat Chief Minister,Mr. Vijay Rupani and ArunachalPradesh Chief Minister, Mr. PemaKhandu also attended the meeting.The Madhya Pradesh Chief Minister,Mr. Kamal Nath participated throughvideo conferencing.

Mr. Manohar Lal said that in thedirection of diversification of crops inHaryana, the 'Jal Hi Jeevan Hai'scheme was praised in the meetingand it was discussed to pursue thescheme in other states as well.

The Chief Minister said that inview of the diversification of crops,discussion was also held to preparenew schemes by forming the basis ofPeri Urban Agriculture in order toeconomically reorganize the agricul-tural areas around the urban areasalongwith crop diversification. Hesaid that peri urban agriculture is

highly important for Haryana in viewof the large agricultural area ofHaryana being located in the NCRarea and with the preparation of newschemes for Peri Urban Agriculture,the agricultural sector will be eco-nomically strong and people in citieswill get fresh agricultural and otherfood items.

The Chief Minister said that in thecontext of marketing of agriculturalproducts, the details will also be pre-pared to provide storage facility to thefarmers. Discussions were also heldto increase the involvement of theCenter in the purchase of agriculturalcrops. Apart from this, discussion washeld in the meeting on the need to in-crease central subsidy in micro irriga-tion schemes. The Chief Minister said

that Haryana Government is givingup to 85 per cent subsidy under irri-gation schemes. With the increase incentral subsidy, the micro irrigationschemes will get further expansion,he added.

‘Govt aims to double farmers’ income’No short termdeputation withoutprior approvalCHANDIGARH: Haryana Governmenthas issued directions to all Heads ofDepartments (HODs) and Administra-tive Secretaries that short-term deputa-tion of any officer or official should notbe made without prior approval of theChief Minister, Mr. Manohar Lal.While stating this here today, an officialspokesman said that the Chief Ministerhas issued directions that as far as pos-sible, only additional charge will be givento meet the shortfall against any post inany office. If it becomes absolutely nec-essary for an HOD or AdministrativeSecretary to use the power of deputationvested in them by any executive instruc-tions or rules, the said power would beexercised in every single case only withprior approval of the Chief Minister. Hesaid that the Chief Minister has directedto implement these instructions with im-mediate effect. It is worth mentioninghere that even as introduction of onlinetransfer policy is reducing the element ofdiscretion, it was observed that the pow-er of HODs and Administrative Secre-taries for short-term deputation of offi-cials is being exploited by vested inter-ests.

the district.During preliminary interrogation, the

accused confessed to having committedvarious incidents of loot including a pick-up and three bikes from Sonipat and Sa-haranpur in Uttar Pradesh.

The spokesman added that Sonipatpolice had received the secret informationthat some youths, having illegal weapons,were plotting to loot passers-by near vil-lage Kami. Acting swiftly, the police im-mediately rushed at the spot and arrestedall four accused.

Kandi farmers to get 50%financial assistance for fencing

fields, says DharmsotCHANDIGARH: To ensure protection of cropsfrom wild animals, Punjab Government would pro-vide financial assistance to the tune of 50% to farm-ers in Kandi region for fencing around their agricul-ture fields. Disclosing this here today, Forests Min-ister Sadhu Singh Dharamsot stated that a pilot proj-ect was beign run in the Kandi area under whichfarmers would be eligible to take financial benefit ofup-to 50 percent to get fencing done.

The farmers of Pathankot, Hoshiarphr, Nawan-shahr, Rooonagar and SAS Nagar falling under Kan-di region can avail of this benefit under this pro-gramme, Dharamsot further said. Forests Ministersaid that farmers could use wooden posts and anglediron/cement fence post for fencing their fields. As-sistance of Rs. 125 per running meter in case of fenc-ing through wooden posts besides help of Rs. 175 perrunning meter if fencing was done by angle iron/ce-mented fence would be extended, he added. Underthis scheme, in case of prior fencing by Farmers ontheir own expenses, the amount would be transferredin farmer’s accounts through DBT or Cheque, theMinister said. ‘State has a fair share of natural forestarea and naturally a variety of wild animals like deer,wild pig, Neel cow and monkey are found in thestate,’ Dharamsot said.

a piece of the glacier collapsed onway to the shrine and on Wednes-day, a 74-year-old man from Maha-rashtra died due to hypothermia.Subsequently, the 'yatra' to theshrine was temporarily stopped dueto collapse of the glacier and land-slides at various points due to rainson Tuesday. Considered tougherthan the Amarnath pilgrimage, the10-day Shrikhand Mahadev yatrabegan on July 15. Shrikhand Ma-hadev is revered by Hindus as one ofthe abodes of Lord Shiva. The Shiv-alingam is situated at a height of18,750 feet above sea level in the lapof the Himalayas.

Chief MinisterHimachal Pradesh had announced this schemeduring his budget speech for the year 2019-20. Foravailing the benefit of free electricity connectionunder this scheme, the applicant should fulfill anyone of the following criteria which needs to becertified by the concerned competent authority. Heshould be a member of BPL family or He shouldbe a Member of family covered under Antyodaya

Anna Yojana or He should be a member of PriorityHousehold or His annual income from all sourcesshould not exceed Rs. 35,000/- or The appliedload in his premises should be less than 2KW. This scheme is to be implemented byHPSEB Limited throughout the State. Fundsfor releasing electricity connections underthis scheme are to be provided by the Govt.of Himachal Pradesh. On the basis of thetrends of previous years, approximately17550 poor families are to be provided freeelectricity connections under this schemeduring the year 2019-20 for which anexpenditure of approximately Rs. 13.16 crorehas been budgeted.

HC dismisses Nalini'splea seeking directionto TN Governor forpremature releaseCHENNAI: The Madras High Court onThursday dismissed as notmaintainable, a petition filed by NaliniSriharan, one of the seven lifeconvicts in the Rajiv Gandhiassassination case, seeking adirection to the Governor to releasethem as per the State Cabinetrecommendation. By dismissing herplea as not maintainable, a DivisionBench of Justice R Subbiah andJustice Krishnan Ramasamy upheldthe immunity enjoyed by a stateGovernor against judicial directions. Inher plea, Nalini contended that theSeptember nine, 2018 State Cabinetresolution, recommending the releaseof the seven convicts under Article 161of the Constitution, was binding on theGovernor to accept it. However, theState government contended that theGovernor enjoys unqualified immunityunder Article 361(1) of the Constitutionand hence no direction could be givento the Governor. Since the Governorfunctions on the advice of the Councilof Ministers, he was not answerable tothe court and only the State wasanswerable. The Court had on Fridaylast reserved the orders after hearingarguments from both the sides. OnJuly 5, the High Court had grantedone month parole to Nalini after sheargued her case in person seeking sixmonth's Ordinary leave to makearrangements for her daughter'smarriage.

Nine killed, 14 hurt inbus-van smash in TNCHENNAI: Nine people were killedand 14 others were injured when thevan in which they were travellingcollided with an omni bus at Emapernear Kallakurichi on Thursday. Policesources said while the bus wascoming towards Chennai fromCoimbatore, the van, carrying 14people for a contract work, wasproceeding to Kangeyam fromUthiramerur, when the mishapoccurred at around 0330 hrs. Restaurant chain Saravana Bhavanfounder P Rajagopal died at a privatehospital here Thursday, days after hesurrendered to serve a life sentence forkilling an employee in 2001to marry his wife. Rajagopal,73, died around 10 am of"septic shock" at VijayaHealth Centre, sources at thehospital said, refusing to givefurther details. He was shiftedto the private facility onTuesday from the state-runStanley Medical CollegeHospital following a highcourt order after his son filed an appeal,saying his father's condition wasdeteriorating. Rajagopal had surrenderedon July 9 to serve the life term after theSupreme Court rejected his plea seekingmore time on grounds of ill-health. Soonafter he was arrested, he got admitted to

the "convict ward" of the state-runhospital here. Rajagopal's appeal againstthe Madras High Court order upholdingthe trial court's judgment convicting himwas rejected by the apex court in Marchthis year. The high court had in 2009

enhanced to life term the 10-year imprisonment given by alocal court to Rajagopal andeight others in the murdercase. While upholding the lifesentence given to Rajagopalfor murdering PrinceShantakumar, the SupremeCourt had ordered him tosurrender in the trial court.Either on the "advice of an

astrologer" or "having become besottedwith" the wife of his employeeSanthakumar, Rajagopal initiallyattempted to make her his third wife andafter failing in his endeavour, plottedabduction and murder of her husband, thetop court had noted in its judgement.

Delhi Chief Minister ArvindKejriwal on Thursday saidthe Centre has agreed toregularise the unauthorisedcolonies, which will giveownership right to peopleresiding in these areas.

"In 2105, we sent aproposal to regualriseunauthorised colonies to theCentre. I wish to congratulatepeople living in 'kutcha'colonies as the Centre gave apositive response yesterdayto our proposal to giveownership rights to thepeople over their houses.They have agreed toauthorise the 'Kutcha'colonies," he said whileaddressing a press

conference here. "There aresome questions asked by theCentre we will soon respondto them. I have directedofficials to open registry ofsuch houses," the ChiefMinister added.

Kejriwal said that therewas no development in

unauthorised colonies."There was no roads, sewerpipelines and drainagesystem. But, Delhigovernment stood besidethem. We will spend or havealready spent Rs 6,000 croreto develop these colonies.This became possible as our

government was committedto providing ownership rightsto people," he said. There areover 1700 unauthorisedcolonies in the nationalcapital. Last month, Kejriwalhad directed officials tocomplete development worksin at least 781 unauthorisedcolonies in the city within thenext five months. He haddirected officials to submit aweekly report on the progressof development works andwould himself monitor thesame.

A provision of Rs 1,500crore in the budget has beenmade by the Delhigovernment for thedevelopment of theunauthorised colonies,Kejriwal said.

Is the H.D. Kumaraswamy government’s fate sealed? Afterthe Supreme Court ruling on Wednesday that the 15 rebelCongress and JD(S) MLAs, whose resignations brought the

Janata Dal (Secular)-Congress government to the brink, cannotbe compelled to take part in the trust vote that the Ku-maraswamy-led government has moved for July 18, there wasquiet jubilation in the BJP camp. The prospect of the BJP form-ing a government in Karnataka under state chief B.S. Yeddyu-rappa is clearly an all-too-real possibility.

While the Congress reacted with predictable outrage, thebench headed by Chief Justice Ranjan Gogoi gave SpeakerK.R. Ramesh Kumar some room to decide on the resignationsof rebel MLAs by saying the time-frame of the decision wouldbe left to him, heading off what could have become a con-frontation between the court and the Speaker.

But as the coalition partners attempt now to prolong the in-evitable by seeking a debate on the confidence vote that maylast until Monday, Congress legislature party leader Siddara-maiah has approached the Speaker with a set of arguments thatboils down to whether all MLAs, bound as they are by the rulesof the Assembly, must seek prior permission of the Speaker toremain absent from the House or face disqualification.

The situation may therefore not see an early closure. In oneof two separate petitions handed over by the coalition partnersto Mr Kumar on Wednesday, the Congress states that the court'sorder indirectly infringes on the right of political parties to is-sue a whip. It also states that none of the rebels has sought theSpeaker’s permission to remain absent from the House, whichthey say is a clear case of violation of rules of the Assembly;implying that these have been ignored by the court.

The Congress, in a bid to further cut the rebels’ numbers,has also moved a petition for the disqualification of minister R.Shankar on the grounds that he met governor Vajubhai Vala andextended support to the BJP less than a month after giving a let-ter to the Congress that he would merge his outfit, the Kar-nataka Parjnavantara Janata Party, with the Congress.

As for the JD(S), for whom the loss of Karnataka will comeas a huge blow as it is unlikely to have the numbers to form agovernment on its own in the near future, chief minister Ku-maraswamy made a last-ditch attempt to save the coalition byoffering to step down and allow a Congress leader to take overthe reins. How the drama unfolds on Thursday, however, willdepend on the Speaker’s decision on the rules of the House onone hand, and that of the BJP against the possibility of the de-bate on the trust vote being dragged beyond Thursday. TheCongress-JD(S) has 101, and the BJP 107, in a House of 224.The numbers say it all.

The present crop of Indi-an political parties havebeen largely incapable

of taking on the BJP’s brandof authoritarian and religious-ly sectarian politics. Manythink that the hope of an alter-native politics may lie withthose who work outside theframework of political partiesin the voluntary sector.

Could they somehow be-come effective in reviving thepolitics of resistance in an in-creasingly authoritarian, ma-joritarian and relentlesslymarket-driven polity? Thequestion may seem odd at atime when NGOs, humanrights organisations, or whatare broadly called civil socie-ty organisations, seem to belosing steam.

Civil society organisa-tions have been under a con-stant onslaught for the pastdecade. What started with theostensible aim of preventingmoney laundering and terror-ist funding through ForeignContributions Regulation Act(FCRA) in 2010 has endedwith specific targeting of civ-il society activists. The FCRAwas the response to interna-tional pressure by the Finan-cial Action Task Force(FATF) on Money Launder-ing on countries to “reviewthe adequacy of laws and reg-ulations that relate to entities

that can be abused for the fi-nancing of terrorism”. TheFATF had found India non-compliant in terms of its rec-ommendations in 2010. Evenbefore the FATF report couldbe published, eager to com-ply, the Indian government atthat time led by the Congressbrought in a stringent FCRA.This law allowed the govern-ment the discretion to de-scribe troublesome civil soci-ety organisations as “politi-cal”, and thus to prevent theiraccess to foreign funding.

The targeting of civil so-ciety organisations, startedunder the Congress govern-ment, mushroomed into afull-blown onslaught on themunder the BJP. Organisationsthat spoke up for protection ofhuman rights, the rights ofminorities, dalits or tribals

were constantly on the State’sradar. Their licences werecancelled and their officebearers termed “anti-nation-al” or “urban Naxalites”.Many continue to be ha-rassed, entangled in legal cas-es or incarcerated. All this isfairly well known.

However, the sections ofcivil society that remain func-tional seem to have capitulat-ed quickly. Can they be thebasis of hope of an alterna-tive? From the 1970s to the1980s, the civil rights move-ment both at the national lev-el and in the states was fairlystrong in India. They werevoluntary in nature and fund-ed themselves through contri-butions. The agitated over is-sues of poverty, gender, caste,minorities, workers and peas-ants. A major transformation

in this sector seems to havecome with the once liberalavailability of foreign funds.However, foreign fundingchanged the focus of civil so-ciety organisations to investi-gations and reports. Defend-ing the people and fightingfor their rights at the groundlevel became less and less im-portant.

Because the State sawthem as adversarial and actedor threatened to act againstthem, sections of civil societyorganisations withdrew fromgetting involved in peoples’struggles. It was easier to be-come post-mortem expertswho would send investigationteams and write reports in theaftermath of a conflict.

Foreign donors also en-courage this as they viewsuch reports as their main“output”. A social activist de-scribed this process as the“project-ising” of civil socie-ty organisations, who cease tobe interested in a social issueonce the project funding for itis over. Foreign funding alsoputs civil soceity organisa-tions in a quandary overwhether they should focus onthe agenda of the funders oron the issues of tribals, dalits,landlessness, poverty or otherpressing local issues? It isalso possible that once theseorganisations see the fate of

activists in conflict zones,their desire to survive pre-vents them from taking up is-sues which can pit themagainst the government andthose in power.

There is also a tendencyfor civil society organisationsto see themselves as apoliti-cal, and to project their agen-da as non-partisan. This leadsthem to equivocate aboutabout whether they stand onthe side of the weak, whoserights need to be protectedagainst the onslaught of theState, and the interests it pro-motes.

If they are to be the nurs-ery of an alternative politics,Indian civil society organisa-tions need a course correc-tion. Many social activistsfeel that there is a need to getout of the observation andrecommendation mode andmove towards activism, eitherbased on forming tradeunions or associations of in-terest groups.

To reduce their dependen-cy on donors, and particularlyforeign donors, civil societyorganisations once again needto go back to voluntary con-tributions. Innovative ways offunding need to be designed— such as looking not for asingle big foreign donor but alarger basket of domesticdonors and charities. The re-

tail contribution of volunteersand other donors will alsogive them a sense of owner-ship. The State is the protec-tor of rights given by the Con-stitution, and activists’groupscan push it to do its duty byusing protests, sit-ins, strikes,non-cooperation, or politics-by-other-means. For this, civ-il society organisations willneed to get out of the profes-sional NGO mode and goback to voluntarism. Just aspolitical parties ask people tojoin them voluntarily and be-come stakeholders in their fu-ture, so should civil societyorganisations make peopletheir partners. They can createa network of volunteers andmembership among the af-fected people, instead of rely-ing only on the well-inten-tioned vocal elite. This alonewill give ordinary people astake in the activites of civilsociety organisations.

They will also have towork in local politics outsidethe metropolitan cities. In-stead of working in their cen-tralised silos in metro loca-tions and aiming for bigchange, it might be more pro-ductive for them to decen-tralise and work with localbodies like municipalities,elected village and districtbodies, and state administra-tions.

According to a report by Digitimes, Apple is planning to use VCSEL (Vertical Cavity Surface-Emitting Laser) time-of-flight (ToF) sensors on the rear camera of 2020's iPhone models. This setup is similar to the TrueDepth camera setup that's present in current flagship iPhone models, but on the front. Apple could be looking to add a 3D-sensing camera system at the rear. This would help create a much bigger use case for AR-based applications while enabling users to capture photos with even more details. A previous report from well-known Apple analyst, Ming-Chi Kuo, stated that Apple will introduce time-of-flight 3D rear cameras on the iPad models scheduled to launch early next year. As of now, the current flagship iPhone models use a multi-camera setup to sense depth. A ToF VCSEL 3D sensor could make things even better. At least 13 people died and 38others were injured in asuspected arson attack at apopular animation studio inJapan's Kyoto city onThursday, according to fireofficials.

The Kyoto Firedepartment confirmed that oneperson has been killed and 12others were found with "novital signs" inside the building,which belonged to the KyotoAnimation, CNN reported.

Police said that a 41-year-old man poured what appearedto be petrol around the studioand set it on fire. The suspecthas been taken into custody.

According to Japan'spublic broadcaster NHK,eyewitnesses reported the fire

at the animation studio ataround 10:30 am (local time),saying they heard what itsounded like a blast, afterwhich plumes of smoke wasseen billowing out from thebuilding.

Government-owned Punjab& Sind Bank (PSB) hasreported a Rs 238.3 crorefraud relating to allegationsof diversion of funds by theindebted Bhushan Power &Steel Ltd (BPSL).

The developmentcomes less than two weeksafter Punjab National Bank(PNB) reported aborrowing fraud of Rs3,805 crore in BPSL'saccount. "Based on forensicaudit investigation findingsand Central Bureau ofInvestigation filing FIR onsuo moto basis against thecompany and its directorsalleging diversion of fundsfrom the banking system, afraud of Rs 238.3 crore isbeing reported by bank tothe Reserve Bank of India(RBI)," PSB said inregulatory filings to stockexchanges. "In the accountsof the company (BPSL),PSB has already madeprovisions amounting to Rs189.35 crore as per

prescribed prudentialnorms," it said. "It has beenobserved that the companyhas misappropriated bankfunds, manipulated booksof accounts to raise fundsfrom consortium lenderbanks. At present, the caseis at National CompanyLaw Tribunal (NCLT)which is in advance stageand the bank expects agood recovery in theaccount," PSB said in thestatement released late onWednesday

ADB lowers India'sGDP growth forecast

Asian Development Bank on Thursday cut India'sgross domestic product (GDP) growth forecast to7 per cent for the current financial year on the backof fiscal shortfall concerns.

"The growth outlook for India has been cut to7 per cent in 2019 (FY20) and 7.2 per cent in 2020(FY21) because the fiscal 2018 outturn fell short,"it said in its supplement to the Asian DevelopmentOutlook (ADO) 2019. "Growth is expected to inchup again to 7.2 per cent in FY2020, helped byrecent reforms to improve the business climate,strengthen banks and relieve agrarian distress," itadded. The US decision to end preferential tradetreatment for India under its Generalised Systemof Preferences (GSP) will have minimal effect asit benefited only 1.8 per cent of all Indian exports,said ADB. Agriculture is expected to grow at ahealthy rate in as current weather trends indicate anormal monsoon. The economic outlook for SouthAsia remains robust, said ADB. The growth isprojected at 6.6 per cent in 2019 and 6.7 per centin 2020. However, deepening trade tensionbetween China and the United States remains thelargest downside risk to this outlook, despite anapparent truce in late June that could allow tradenegotiations between the two countries to resume.

"Even as the trade conflict continues, theregion is set to maintain strong but moderatinggrowth," said ADB Chief Economist YasuyukiSawada. "However, until the world's two largesteconomies reach agreement, uncertainty willcontinue to weigh on the regional outlook."

Somerset bowler Lewis Gregory, whowill make his England Test debutagainst Ireland, has said that receivingthe call for the Test match left himspeechless. Gregory said that EnglandNational Selector Ed Smith called himup on Wednesday morning to informabout the decision.

"I was really excited when Edcalled me this morning. I was a littlebit speechless, I didn't know what tosay," International Cricket Council

(ICC) quoted Gregory as saying.England announced their 13-man

squad on Wednesday and apart fromGregory, Jason Roy will also make hisTest debut.

Gregory displayed a brilliant formin the County Championship cricketover the last couple of seasons and hetook 44 wickets from eight matches inthis season.

Gregory was a part of England Li-ons and was competing against Aus-tralia A for a Test match which endedin a draw on July 17. Although he said

Bayliss will step down from hiscurrent role with the England teamafter the Ashes beginning nextmonth.

For finding a new coach, the BCCI hasasked for applications. It has learntthrough top sources of the board that SabaKarim, the General Manager of CricketOperations, has been asked by theSupreme Court-appointed Committee ofAdministrators (COA) to give new namesfor the Cricket Advisory Committee(CAC).

The new CAC will be monitored by

the COA and will appoint the new headcoach of the Indian team.

"This CAC will have three membersand they will also see that there is no con-flict of interest. Whether this CAC teamcan be appointed or not is also a major con-cern as the CAC can only be formed in An-nual General Meeting (AGM), but we willsee what will happen," a senior BCCI offi-cial told ANI.

"There will be a meeting of COA onJuly 26, till then Saba Karim has beenasked to give the names for the new CACand then the COA chief Vinod Rai andmembers Diana Edulji and Ravi Thogdewill then take a call," the official added.
