William Shakespeare School-van falls into well, three kids drown SHAJAPUR: Three children drowned in Shajapur district of Madhya Pradesh on Friday when their school-van, packed beyond capacity, fell into a well, police said. The tragic incident took place at Richhoda village near here. The deceased were identi- fied as Divya and Hardik who studied in Lower KG, and Ayush, who studied in Class I. All three were students of the private A Academy Middle School, said Sub Divisional Officer of Police Umrao Singh Maravi. Eighteen other children who were in the van -- a Maruti Omni -- were res- cued by villagers and rushed to a hospital, Maravi told a news agency. The incident took place when the children had boarded the van to go home after the school. The driver, while revers- ing the van, misjudged and drove it into an open well in front of the school. Delhi Assembly Speaker gets 6-month jail in 2015 house-trespass case NEW DELHI: Delhi Assembly Speaker Ram Niwas Goel was sentenced to six months in jail by a Delhi court on Friday for house-trespassing and voluntari- ly causing hurt at the house of a realtor in East Delhi in 2015. Additional Chief Metropolitan Magistrate Samar Vishal pro- nounced six-month jail for the AAP leader and others under Section 448 of the Indian Penal Code (IPC) for house-trespass. The court later granted bail to the accused at a bond of Rs 10,000. Goel and the other ac- cused were convicted in the case on October 11, this year. An FIR was filed against Goel by realtor Manish Ghai alleging that Goel, the MLA from Shahdara, and his supporters had allegedly raided one of his houses in Vivek Vihar on the night of Feb- ruary 6, 2015. INX media case: CBI files chargesheet NEW DELHI: The Central Bu- reau of Investigation (CBI) on Fri- day filed a chargesheet in a Delhi Court here in connection with the INX media case. Former finance minister and sen- ior Congress leader P Chi- dambaram, his son Karti Chi- dambaram, former media baron Peter Mukerjea among others have been named in the CBI chargesheet. The matter will be taken up by the court on October 21 (Monday). Indrani Mukerjea has already been made an 'ap- prover' by the court. Chidambaram was arrested by the Enforcement Directorate on Wednesday under the Preven- tion of Money Laundering Act. A special court here sent to the ED custody till October 24 on Thurs- day. PAGE 3 AGENCY PARIS, OCT 18 In a major development, Pak- istan has escaped the terror black list by the Financial Action Task Force (FATF). The global watch- dog strongly urged Islamabad to complete its full action plan by February 2020, until which the country will remain on its grey list. Sources privy to FATF delib- erations added that, "In light of the additional fact of Pakistan's poor performance on its Mutual Evaluation, chances of Pakistan exiting the Grey List in the next few years are now reduced to nil. The possibility of a formal Black Listing in Feb 2020 is now high- ly probable." Should significant and sus- tainable progress not be made across the full range of its action plan by next Plenary, the FATF will take action, which could in- clude the FATF calling on its members to advise their finan- cial institutions to give special attention to business relations/transactions with Pak- istan, the statement from the global watchdog said. The note further stated, "Pakistan has only largely ad- dressed five of the 27 action items, with varying levels of progress made on the rest of the action plan." The FATF has also ex- pressed serious concerns with the "overall lack of progress by Pakistan to address its Terror Fi- nancing risks, including remain- ing deficiencies in demonstrat- ing a sufficient understanding of Pakistan's transnational TF risks." The language used by the FATF in its statement on Pak- istan has striking similarities as that used for Iran, which is al- ready on the Black List. By making this decision public, FATF in effect has given notice to global financial institu- tions that they need to prepare for the imminent 'red-flagging' of the jurisdiction and ready their systems for the eventuality of Pakistan entering the FATF 'Black list' in February 2020. The country was placed on the Grey List by the watchdog in June 2018 and was given 15 months to complete the imple- mentation of a 27-point action plan, failing which it would be placed on a list that includes countries like Iran and North Korea. It included safeguards against money-laundering and terror-financing by banned out- fits and non-government entities through banking and non-bank- ing jurisdictions, capital mar- kets, corporate and non-corpo- rate sectors like chartered ac- countancy, financial advisory services, cost, and management accountancy firm, jewellery and similar related services. Representatives from 206 countries and jurisdictions around the world began a meet- ing for the FATF Week in the French capital earlier this week. Six days of meeting were fo- cused on disrupting financial flows linked to crime and terror- ism and discuss ways to con- tribute to global security. AGENCY NEW DELHI, OCT 18 Chief Justice of India Ranjan Gogoi on Fri- day sent a letter to the Centre recommending Justice S A Bobde, who is next in seniority, as his successor. Official Sources told PTI that Justice Gogoi wrote a letter to the Ministry of Law and Justice recommending Justice Bobde to be the next chief justice. Justice Gogoi, who was sworn in as the 46th Chief Justice of India on October 3, 2018, will demit office on November 17. Official sources said the chief justice has gone by the convention to recommend the name of the next senior judge after him as his successor. Justice Gogoi as the Chief Justice has a tenure of 13 months and 15 days while Jus- tice Bobde, who will be sworn in as CJI on November 18, will have a tenure of about 18 months. According to the Memorandum of Pro- cedure, which governs the appointment of members of the higher judiciary, "appoint- ment to the office of the Chief Justice of In- dia should be of the senior-most judge of the Supreme Court considered fit to hold the of- fice". AGENCY NEW DELHI, OCT 18 Over 300 Indians, including a woman, who were deported by Mexican immi- gration authorities for illegally entering the country to sneak into the United States landed here early on Friday morning. "We landed around 5 am in the morning and the formalities took sever- al hours before we could exit the airport around 1 pm," Jashanpreet Singh, one of the deportees, said. According to a press release issued by Mexico's National Migration Insti- tute (INM) on Wednesday, the Indian nationals, who did not have a condition of regular stay in the country, were de- ported from the Toluca City Interna- tional Airport on a Boeing 747 aircraft to New Delhi. The people were presented to the immigration authority in the states of Oaxaca, Baja California, Veracruz, Chi- apas, Sonora, Mexico City, Durango and Tabasco. The move comes after US President Donald Trump in June threatened tar- iffs on all Mexican imports if the country did not put a check on people entering America through Mexico's borders. AGENCY NEW DELHI, OCT 18 Indian defence industry is becoming ex- port-oriented and country's defence ex- ports are set to grow to Rs 35,000 crore in next five years, Army Chief Gen Bipin Rawat said on Friday. "We are manufacturing weapons and equipment not just to arm our defence forces but we are now gradually becom- ing an export-oriented defence industry and our defence export which currently range in the region of just about Rs 11, 000 crores annually is set to grow to ap- proximately Rs 35,000 crores by the year 2024," he said. Rawat along with Navy Chief Admi- ral Karambir Singh was speaking at an event of Indigenous Defence Equipment Exporters Association. "In order to maintain peace and sta- bility, the armed forces have to be capa- ble to deliver the intent when called upon to do so. For that, we need well-trained manpower, soldiers, sailors and airmen who are empowered. I believe that em- powerment of the soldiers come from good training providing them with good quality weapons and equipment," said Rawat. Rawat further asserted that we are one of the leading armed forces of the world, not only by virtue of our size but by virtue of our extensive combat expe- rience, our professionalism and our apo- litical nature. "In the past few years, nu- merous initiatives have been taken and various schemes have been launched to energise the defence sector in India and therefore we remain deeply committed to the ethos of indigenisation. AGENCY NEW DELHI, OCT 18 The Election Commission of India (ECI) on Friday replaced the Expenditure Ob- server (EO) of Ambala, saying that his overall performance has not been found to be satisfactory. The removal of the observer comes three days before the assembly polls in the state. "The Election Commission of India has replaced Expenditure Observer of Ambala after reviewing the perform- ance of Observers during the ongoing Haryana elections," an ECI release said. "The Expenditure Observer was re- moved for not supervising the enforce- ment activities in right earnest and his overall performance was not found satis- factory," added the release. It said that Ritesh Parmar has been appointed the new Ambala Election Ob- server and he assumed his duties on Fri- day. Indian commentators havealways been fond of theword “civilisational”. It

was already so during theNehruvian days, it continuestoday — it must be somethinganchored in Indian genes. AsI never really understood themeaning of the term, I finallylooked it up in the dictionary:It is “the act or process ofcivilising, as by bringing outof a savage, uneducated, orunrefined state, or of beingcivilised”. Well, this does nothelp much.

The two-day meeting be-tween Prime Minister Naren-dra Modi and President XiJinping at a resort in Mamal-lapuram was another occa-sion to talk “civilisational”. Afamous columnist recalled:“The Pallava prince fromKanchipuram renounced thethrone, became a Buddhistmonk, known as Bodhi Dhar-ma in India and DaMo in Chi-na, almost like how princeSiddhartha became Buddha.His guru asked him to go toZhen Dan — today’s China.Bodhi Dharma, who becameIndia’s first spiritual ambas-sador to China, also emergedas its chief mentor.

Regarded as Buddhaab-dara (Buddha’s avatar), he ex-pounded Zen Buddhism andfounded the famous ShaolinTemple in China’s Henanprovince,” and added, “Modiis now reviving memories ofBodhi Dharma to positionhim as the icon of India’scivilisational outreach to Chi-

My own take is complete-ly different. I believe thatwhen nations start speakingabout their past, it is often be-cause they prefer to avoidtalking about the present. Itmay be what happened be-tween India and China duringthe two-day encounter in Ma-mallapuram.

According to Xinhuanews agency, Prime MinisterNarendra Modi and PresidentXi Jinping, “in a friendly andrelaxed atmosphere, held acandid and in-depth exchangeof views on bilateral relationsand major international andregional issues of commonconcern,” (Interestingly, Icame across a Chinese reportspeaking of a “relatively re-laxed atmosphere”).

For two months, we thought Article 370 was the new Ayo-dhya. Now we find that Ayodhya itself is the new Ayod-hya, what with an atmosphere of inevitability around a

decision or settlement favourable to the Hindu claimants to thedisputed 2.77 acres at the heart of the Babri Masjid-Ram Jan-mabhoomi dispute. Wednesday saw the 40-day hearing end onthe appeal against the July 2010 Allahabad high court decisionwhich divided the 2.77 acres into three parts — two parts,which included the demolished mosque's dome area, went tothe Ram Lalla idol (supported by the VHP) and the NirmohiAkhara sect, while the third went to the UP Sunni Waqf Board.Several other parties joined the appeal, entertained by ChiefJustice Ranjan Gogoi, who set a deadline of November 17, hisretirement date, to a dispute that began, if not with themosque’s construction in 1529, then with the December 1949installation of Lord Ram’s and Sita’s idols.

Impetus for a resolution came after the mosque’s demoli-tion on December 6, 1992 by an Hindutva army, witnessed byL.K. Advani. In the following election, the BJP emerged thesingle largest party and Atal Behari Vajpayee led the party’sfirst government. Two years later, another election, and he wasPrime Minister for a six-year-stretch, a stretch that also saw therise of Narendra Modi, propelled by the 2002 riots, a conse-quence of the murder of 59 Ayodhya kar sevaks.

With the case dragging on, one could have been forgivenfor thinking that Hindutva’s main aim was not so much templeconstruction as to make a historical point: its own rise after amillennium of “foreign invasions”. Now, it appears the templeconstruction will happen: an unfettered BJP Central govern-ment; a Supreme Court that seems a pale shadow of what itonce was; and a Uttar Pradesh government that is rumoured tohave strong-armed the Sunni Waqf Board into withdrawing itsclaim in return for a new masjid in Ayodhya as well as theopening of some mosques controlled by the ArchaeologicalSurvey of India (ASI) for prayer.

The celebrations have begun. UP chief minister YogiAdityanath will spend Diwali in Ayodhya. Muslims, feelinganxious after the revocation of Kashmir's autonomy and thethreats to extend the National Register of Citizens to outsideAssam, are bitterly silent. This was manifest when the waqfboard’s counsel, Rajeev Dhavan, tore up a map submitted bythe Hindu Mahasabha.

Perhaps a just solution could emulate the status of Istan-bul’s magnificent Hagia Sophia. Built in 537, it was the world’slargest cathedral for 900 years, after which it became an Ot-toman mosque for 500 years. In 1931, it was secularised; in1935, opened as a museum. It was a model for societal harmo-ny — except that the votaries of muscular Hindutva are unin-terested in harmony. The verdict or settlement takes place in aworld that has degenerated into identity wars.

EditorialA new temple appearsinevitable in Ayodhya

Researching poverty hasalways been a tricky,controversial affair.

There is no consensus amongpolicymakers, nor econo-mists, on how to count thepoor, nor on what really helpsthe poor. Are so many peoplepoor only because we have asystem that is inherently bi-ased against them and divertsavailable resources awayfrom them? Is there a magicbullet to resolve the structuralissues that condemn millionsto poverty? Who speaks forthe poor? Do the poor have avoice in debates about globalpoverty?

These questions are notnew. The political debate onwhy so many of the poor re-main poor, how they gotthere, as well as how best tohelp them is likely to contin-ue despite this year’s NobelMemorial Prize for EconomicSciences to Abhijit Banerjee,his wife and colleague EstherDuflo and Michael Kremerfor their experimental ap-proach to alleviating globalpoverty.

Banerjee and Duflo teachat the Massachusetts Instituteof Technology and Kramer isat Harvard University. In2003, Banerjee founded theAbdul Latif Jameel PovertyAction Lab, better known asJ-PAL, along with Esther Du-flo and Sendhil Mullainathan,and their work has been huge-ly influential. But as we allknow, neither research nor

policy by themselves caneradicate poverty. The bestpolicies mean little if the im-plementation on the ground ispoor. Banerjee, Duflo andKremer got the Nobel fortheir work on randomisedcontrol trials (RCT), whichhas its origins in medical sci-ence, but which is now usedfor public policies on a rangeof issues, including povertyeradication, better learningoutcomes and health and edu-cation, thanks greatly to theirefforts.

As an ordinary Indian, Iam thrilled that an Indian-born economist is part of thetrio that received such an ho-nour. I am not an economistnor an expert on randomised

controlled trials (RCT) anddon’t find it necessary to pro-nounce a verdict on the valid-ity or otherwise of RCTs in allcontexts. Personally, I don’tsee it as a binary, or an either-or issue. It is true that povertycan’t be alleviated withoutstructural changes in theeconomy and society. In theIndian context, that meansrecognising that barriers dueto caste, gender, social exclu-sion won’t disappear auto-matically or just through leg-islation.

But this does not meanthat we do nothing, or little,till the structural issues areaddressed. Banerjee, Dufloand Kremer’s research hasbeen hugely influential in de-

velopment economics. Delhichief minister Arvind Kejriw-al has publicly acknowledgedthat Banerjee and Duflo’swork inspired the Delhi gov-ernment's education reformscheme “Chunauti”. Banerjeeand Duflo’s research havealso influenced other stategovernments. One example istheir work in Sitapur and Un-nao districts in Uttar Pradeshbetween 2013 to 2014. Morethan 17,000 students were in-terviewed. The policy issuewas an important one. Whilechildren were moving fromone grade to the next, few ac-tually mastered the grade-lev-el competencies expected ofthem. The researchers wantedto find out if targeting lessons

to the learning levels of stu-dents could help address thechallenge of low learning out-comes. This approach iscalled Teaching at the RightLevel (TaRL).

The researchers partneredwith the NGO Pratham andthe Uttar Pradesh governmentto evaluate the impact ofPratham-led high-intensitylearning camps during schoolhours. These learning campswere, in essence, focused re-medial tutoring through“teaching-learning” activityusing the Pratham methodol-ogy and administered prima-rily by Pratham volunteersand staff during school hours,when regular teaching wastemporarily suspended. Theresearchers found that thoughnot all students benefitedequally, the learning campswere twice as effective as reg-ular instruction at teachingstudents to read a paragraph.

One of the most interest-ing issues that Duflo andBanerjee have explored intheir research pivots aroundhow the extremely poorspend their money. A 2007 ar-ticle by Banerjee and Dufloon The Economic Lives of thePoor in an academic journalmade the point that “a com-mon image of the extremelypoor is that they have few realchoices to make”. However,their research indicated amore nuanced reality. The ar-ticle noted that “the averageperson living at under $1 per

day does not seem to putevery available penny intobuying more calories. Amongour 13 countries, food typi-cally represents from 56 to 78per cent of consumptionamong rural households, andbetween 56 to 74 per cent inurban areas. For the rural poorin Mexico, slightly less thanhalf the budget (49.6 per cent)is allocated to food”.

“More surprisingly,spending on festivals is animportant part of the budgetfor many extremely poorhouseholds,” the authors dis-covered. Their research indi-cated that in Udaipur, for ex-ample, “more than 99 per centof the extremely poor house-holds spent money on a wed-ding, a funeral, or a religiousfestival. The median house-hold spent 10 per cent of itsannual budget on festivals. InSouth Africa, 90 per cent ofthe households living under$1 per day spent money onfestivals”. This reminds me ofa funny story.

Many years ago, a littleboy, roaming around in Del-hi’s Khan Market, begged mefor some money so that hecould have a burger. Hisclothes were torn. He lookedas if he had not eaten for awhile. If Greta Thunberg’s trajec-tory from a solitary schoolgirltaking Fridays off to stage aprotest outside the Swedishparliament to an internationalicon of resistance to an unten-able status quo is remarkable,so is the brutality of the push-back, ranging from the conde-scension of “statesmen” suchas Donald Trump and VladimirPutin to the undisguised hatredof the right-wing commentari-at.

The latter trend suggestsher unequivocal message isgetting through, and it’s spook-ing the vested interests thathave for decades known aboutthe deleterious consequencesof the world’s reliance on fos-sil fuels, but have chosen to donothing about it.

The eminent physicist Ed-ward Teller was warning aboutthe consequences of relying onpetroleum back in the late1950s. Official advisory bod-ies have been highlighting thedangers of carbon dioxide pol-lution in the 1960s.

Environmental degrada-tion was the main underlyingtheme of Rachel Carson’s1960 bestseller Silent Spring,in which she almost poeticallyspelt out the risks of relying onpesticides such as DDT. Backthen, Carson was castigated asa communist dupe and a Sovi-

et agent. Since the early 1970s,internal studies have informedoil giants such as Shell, BP andExxon of where the reliance onfossil fuels would inevitablylead.

Yet such multinationalsgenerously funded so-called‘scientists’and ‘think tanks’—including those who had takenmoney from the tobacco indus-try to undermine the idea thatsmoking was harmful — thatwere willing to push the absurdline that climate change wassomehow a hoax.

That effort is yet to be sus-pended, but it has been severe-ly undermined, not least byyoung protesters hearkeningto Greta’s call. Then there arethose who find school strikeseasy to appreciate, but consid-er the disruption caused by theworldwide Extinction Rebel-lion (XR) too much of an in-

convenience. Perhaps theywill change their minds whenit’s too late.

Greta repeatedly pointsout that those who are disin-clined to listen to the childrenwho are shocked by theprospect of their future beingso decisively blighted by thosewho care only for profitsshould, in fact, be listening tothe scientists.

Sir Syed Ahmad Khanwas a great intellectual,an enlightened and for-

ward-looking educationist, anoutstanding literary genius, anerudite theologian, a versatilewriter and a fearless journal-ist, a pragmatic social re-former, an apostle of secular-ism and Hindu-Muslim unityand one very distinguished ar-chitect of modern India.

It was the true nationalistin Sir Syed, who in 1859 hadthe courage of conviction topublish one of his most fa-mous works Asbab-e-Baghawat-e-Hind (The Caus-es of the Indian Revolt) inwhich he exposed the aggres-sive expansionist policies ofthe British East India Compa-ny and their lack of under-standing about Indian culture

as the primary causes of the1857 revolt. Sir Syed was alsowell-known for his physicalstrength. He enjoyed swim-ming and archery and wasparticularly good at both. Hewas born at a time when therewere a lot of rebellious gover-nors and religious insurrec-tions aided and led by the EastIndia Company. Together,these factors were diminish-ing the power of the Mughalempire. He saw this as an op-portunity and used his educa-tional prowess to stand up andmake an impact in such direcircumstances. Sir Syed is re-ferred to by many as the “manwho knew tomorrow”. Heplayed a very influential rolein bridging the gap betweenthe Oriental and the Westernworld. He knew what changes

were required in society in or-der to move forward and keepup with the rest of the world.He dedicated his life to strik-ing a balance between tradi-tion and modernity andstrived for traditional Orientaland Western scholarship. SirSyed encouraged the massesin society to keep up with therest of the world by stressingon the importance of the Eng-lish language. Many of hiscontemporaries were againsthis ideology and felt that thiswas a disservice to their ownculture. However, Sir Syedsaw the importance of Englishas a step through which thesociety could make major ad-vancements. At that time,most knowledge about mod-ern arts and sciences wereavailable only in English.

Militants have sneaked in JK from PoK,majority infiltration bid thwarted: DGP

Confirming that some militantshave sneaked into this sidefrom Pakistan-occupied-Kashmir (PoK), DirectorGeneral of Police (DGP)Dilbagh Singh said majorityinfiltration bids from across theborder were thwarted by thesecurity forces.

Meanwhile, reviewing theoverall security situation,particularly with regard tosafety of fruit traders andoutside labourers, Mr Singhdirected the field commandersof different security agencies inShopian to intensify patrollingin orchards and other places,where apples are being loadedin trucks.

Singh on Thursday visitedShopian, hours after gunmenkilled a Punjab resident andinjured another in Shopian onWednesday night.

DGP said security forcesguarding Line of Control (LoC)and International Border (IB) inJammu and Kashmir are onhigh alert to foil any infiltrationbid from POK, where a largenumber of militants are waitingin launch pads to sneak into this

side before the higher reachesare closed due to snowfall.

'There are few hundredtrained militants who arewaiting to infiltrate into thisside under the cover ofPakistani troops who areviolating 2003 ceasefire,' hesaid.

He said some of themilitants have managed tosneak into this side in 2019 tospread violence and terror.However, he said, majority ofthe infiltration attempts havebeen thwarted by the troopsguarding the LoC and IB.

'Security forces are on highalert to foil any such attemptand meet any challenge infuture also,' he said.

Singh said he visitedShopian to instill confidence

among the fruit traders andoutside workers that securityforces are with them. However,he said, fruit traders will haveto take some precautionarymeasures to foil the designs ofmilitants who wanted toterrorize the people andoutsider traders and labourers.

He said from now securityforces will conduct patrollingin orchards and other places insouth Kashmir so that farmerscould pluck apple and otherfruits and later load them intrucks. 'We have identifiedsome points from where fruitcould be loaded in trucks foroutside the valley mandis. Thefarmers should use smallvehicles to take their productfrom orchards to select points,where adequate securitymeasures are in place,' he said.

About the killing ofoutsiders in south Kashmirdistricts of Shopian andPulwama, the DGP said this isall frustration as people inKashmir wanted to live inpeace. 'The militantsresponsible for the killing ofPunjab resident CharanjeetSingh and injury to anotherhave been identified as SalmanAfghani, Rahil Magray and

Naveed Babu of Lashker-e-Toiba (LeT) and HizbulMujahideen (HM). We are afterthem and they will beeliminated,' he said.

Singh admitted thatsuspension of mobile andinternet service in the valleyhas affected operations againstmilitants. 'When there wasmobile connectivity, securityforces were getting informationabout the militant movementwithin minutes,' he said, addingthat after suspension of mobileservice 'we were gettinginformation after four hours'.

Only about six militantswere killed after suspension ofmobile network on August 5,against an average of about 20militants every month earlier.

However, the DGP offeredno comments on detention ofpoliticians, including threeformer chief ministers DrFarooq Abdullah, his son OmarAbdullah and Mehbooba Mufti.He said no comments whenasked when they will bereleased.

Dr. Shrikant Baldiwhile reviewing variousaspects of the functioning ofthe helpline said thatMukhyamantri Seva SankalpHelpline has been launchedto create a centralizedgrievance system to registergrievances/suggestions orseek information and providefeedback. platform for registeringcomplaints received throughmultiple channels and alsooffers bottom-top approachresulting in quicker response.

Home ministry will decide aboutrelease of politicians, says Malik

Jammu and Kashmir Governor Satya PalMalik has asserted that Union HomeMinistry (UHM) will decide about therelease of politicians in the state.

Expressing concern over the killingof three outsiders by militants in southKashmir since Monday, Mr Malik saidthose responsible will not be spared andthey will have to pay for these innocentkillings. Ruling out early resumption ofpre-paid and internet service in thevalley, Mr Malik said those coming fromPakistan-occupied Kashmir (PoK) andPakistan will misuse both the facilities tospread hatred and incite people toindulge in trouble. Three former chiefministers -- Dr Farooq Abdullah, his sonOmar Abdullah and Mehbooba Muftiand dozens of other senior leaders andformer Legislators of differentmainstream political parties weredetained or put under house arrest onAugust 5, when Centre scrapped Article370 and 35 A , besides bifurcation of thestate into two Union Territories.

Union Home Minister Amit Shah ina TV interview recently said DrAbdullah, Omar and Mehbooba have

been booked under Public Safety Act(PSA). Malik said Shah only will takedecision about the release of detainedpoliticians, including former ChiefMinisters. The decision to arrest theseleaders was taken to prevent any law andorder problem in the state, he said,adding after August 5 there were nodemonstrations and security forces didnot fire a single bullet because of thesearrests. Strongly condemning killing ofoutsiders by militants in Shopian, MrMalik said these poor people had comehere to earn their livelihood. 'Kashmirisare peace loving and they wanted to livepeacefully with everyone,' he added.

The Governor said reports claimedthat a foreign and some local militantswere responsible for these killings.

By Polls: ECI issues prohibitionprotocol for last 48 hours

The Election Commission ofIndia today issued extensiveguidelines to the DistrictElection Officers to ensureprohibitions during the periodof 48 hours (6 pm on October19, 2019) ending with hoursfixed for conclusion of by pollin Punjab to be held on October21, 2019. Giving details onthis, Chief Electoral OfficerPunjab, Dr. S. Karuna Rajusaid that the guidelines havebeen issued in accordance withthe provisions enacted in theSection 126 Representation ofPeoples’ Act 1951. Accordingto the guidelines the ongoingcampaigning in all fourAssembly Constituencieswould come to an end 48 hoursprior to the polling conclusiontime. Subsequently all thepolitical leaders, functionariesor Party workers who are notthe registered voters will haveto vacate the constituencywithin this period, however theelected MP or MLA of pollgoing ParliamentaryConstituencies/Assembly

Constituencies should not beasked to leave theirconstituencies during electionto Lok Sabha/State LegislativeAssembly even if he/she is notan elector of the poll going PCand AC, said Dr. Raju.Necessary guidelines havebeen issued to the Police andCivil Administration of theconcerned Districts to ensurethat the outsiders who are notrequired in the area, leaveimmediately. All the politicalparties have also been briefedon this so that the ECIdirective could be followed,said Dr. Raju. TheCommission has also directed

the election and Policeadministration to keep a closecheck on the communitycentres, guest houses andlodges so that the outsiders, ifany, could be kept housedwithout causing anydisturbance during theelectoral process. The Identitycards of those who stay therein the constituency would alsobe checked, he added. He alsosaid that the administrationhas been asked to ensure allthose who have been undersecurity cover could remainthere in the constituency, inwhich they are the registeredvoters, till the poll day.

Adding further, he said thatthese directions would not beapplicable on the contestingcandidates or the state headsof the political parties but theywould be allowed to moveonly between their state partyoffice and their residenceabout which the ElectionCommission has already beeninformed. He further said thatin case of a prominent politicalleader didn't leave theconstituency after campaignperiod was over, citing somemedical reasons. In this casethe District Election Officerconcerned, in consultationwith Chief Electoral Officer,would constitute a MedicalBoard for health check-up ofthe political functionaryseeking exemption. TheMedical Board shall, aftermedical examination of thepatient and his/her medicalhistory, will give reportwhether condition of thepatient (political leader) issuch that he can't move or beshifted under medicalattendance out of theconstituency in an ambulanceor vehicle.

To ensure safety of the public, DistrictMagistrate, Sangrur, Ghanshyam Thori,has cancelled no objection certificate(NOC), issued to a seller of firecrackersof Malerkotla Tehsil. The action againstthe seller has been taken as part ofdistrict administration's initiative againstthe firecracker and fireworks sellers forstoring the firecrackers and fireworks inshops and godowns near residentialcolonies and populated areas.

According to official information,the firecrackers' shop of Sukh Traders issituated at Amamgarh village ofMalerkotla Tehsil and its godown is in apopulated area. On the basis of a reportof Malerkotla SDM a show cause notice

was issued to the firecrackers' sellerDarshan Singh on October 10 and hewas asked to give reply within threedays. However, the seller appearedbefore the district magistrate on October11 and gave his reply which was foundunsatisfactory. After finding reply of theseller unsatisfactory, under RuleNumber 115 of The Explosive Rulesdistrict magistrate cancelled the NOC,issued to Darshan Singh on August 22,2016. District Magistrate Thori todayappealed to the residents of the districtthat if any case relating to storage offirecrackers or fireworks near residentialarea/building in populated area, came totheir notice they should immediatelybring the matter into the notice of thedistrict administration through itshelpline number 01672-232304.

Govt orders observance of 'dry day'CHANDIGARH: The Punjab Government has issued directions to ensure the strict compliance of theguidelines of the Election Commission of India (ECI) concerning observance of the ‘Dry Day’ period onthe polling day of the by poll in the State. Disclosing this here today, Chief Electoral Officer Dr. S.Karuna Raju said that as per the guidelines of the ECI, the sale of liquor will be prohibited in theconstituency where by poll to be held, 48 hours prior to the polling day and ending with the hour fixedfor conclusion of poll i.e. 6:00 PM on October 21, 2019. Similarly the polling for general election toAssembly Haryana , the prohibition of sale of liquor in 3 KMS of adjoining areas of neighbouringareas will also be ensured through concerned departments of those States. These Steps are aimed tostop any clandestine movement of liquor from those areas, he added. These directions have beenissued to all Additional Chief Secretaries, Financial Commissioners/Principal Secretaries,Administrative Secretaries, Director General of Police, Heads of Departments, DivisionalCommissioners, Deputy Commissioners and Sub Divisional Magistrates.
