KCCD Agency Mission

As a non-profit faith-based organization, KCCD serves as a bridge between the Asian American community and the greater community at-large through private and public collaborations. Our mission is to maximize the capacity of Asian American faith-based organizations and other community non-profits to remove the cultural, language and economic barriers by increasing their access to resources and funds in order to assist low income individuals and revitalize neighborhoods.

Purpose of the Resource Directory

This Resource Directory is a practical referral guide for assisting Asian youth, young adults, and parents in obtaining necessary services for Korean and other Asian American adjudicated and at-risk youth and young adults in Los Angeles and Orange County. This Resource Directory serves as a critical tool within the Youth Workforce Program, addressing workforce development, education, social services, the Juvenile Criminal Justice System, career development, personal enrichment and employment/training opportunities. Our Resource Directory will be revised and updated periodically to reflect changes in the many agencies providing services to the Asian community.

Who Can Use This Directory

This Resource Directory is available to subgrantees and other affiliates of the Youth Workforce Program. The Resource Directory will be circulated to parents, young adults and at-risk youth affiliated with the Youth Workforce Program as well as available to agencies who serve at-risk and adjudicated youth.

What is the Youth Workforce Program?

The KCCD Youth Workforce Program is an innovative workforce development program to improve the employment outcomes for Korean and Asian adjudicated and at –risk youth and young adults in Los Angeles and Orange County. In partnership with the Department of Labor (DOL), KCCD is involved in the distribution of grants to faith and community-based organizations. The goal of these grants is to launch and create innovative workforce development programs providing job training and job placement for Korean and other Asian American adjudicated and at-risk youth to improve employment outcomes.

Youth Workforce Program Goals

Education: Conduct educational campaigns for Korean and other Asian-American parents and families to help them serve as effective advocates and support for their at-risk, adolescent youths;

Collaboration: Develop collaborations with employers, including CVS/pharmacy, to provide clear career pathways and on-the-job training opportunities;

Sub-Grant: Competitively sub-grant Korean and other Asia-American FBCOs at the three sits to help them foster partnerships with local workforce system and criminal justice agencies;

Employment: Work with selected sub-grantees to provide counseling, peer support and other life skills services necessary to support long-term employment retention; and,

Support- Work with selected sub-grantees to offer or coordinate educational and vocational training, as well as work experience opportunities (e.g., internships) to assist youth in acquiring skills leading to successful careers.

Who Can Participate in YWP

The definition of Korean or other Asian at-risk and adjudicated youth and young adults falls within one or more of the following categories:

Deficient in basic literacy skills (below grade level 8.9) Lack of basic job readiness skills Homeless, runaway, foster child, or high school drop out Pregnant or parenting Live in a home where neglect, abuse, drug addiction or

gang violence is prevalent Sibling of an adjudicated youth Child of an offender or ex-offender Other locally defined barriers Anyone who has been through the court system

Current Status of At-Risk and Adjudicated Asian Youth*

There is a serious concern that little is being done to address gang problems among the City's Asian communities. Asian gangs are very different in that they do not seek to draw attention to themselves by wearing identifiable clothing and they are not as territorial as other neighborhood based gangs. Although crimes committed by Asian gangs are rapidly increasing, LAPD records continue to identify Asian ethnicities as "other". Cultural and linguistic barriers prevent immigrant families, both documented and undocumented, from accessing services, particularly for monolingual Asian individuals. This concern seems to cut across all service sectors including gang reduction activity. A service gap exists for undocumented individuals. Typically, government funds cannot be used to serve them and available private funds are insufficient. Undocumented families are very reluctant to seek needed services for fear of deportation.

Asian Youth Relevant Statistics:

Almost half of male teens under 18 commit at least one violent act, and for 75% of them it is their first and last.

An estimated 75 percent of Koreans are believed to have arrived after the 1970s, and both these first-generation adults and their children face significant language and cultural barriers.

Asian gangs are the fastest growing gangs in Los Angeles County.

Although national trends show that juvenile arrests have decreased in the last 20 years, when examined by ethnicity, Asian youth are the only group to show an increase in arrests (11.4%). Asian youth also have the highest adjudication (conviction) rate (34.2%) among all races.

An overwhelming majority, 79% of all census tracts in the City of Los Angeles , is impacted by gang activity.

85% of US born Korean Americans are under the age of 19, and also experience cultural barriers in relation to their own parents due to limited fluency in Korean.

Some experienced law enforcement experts estimate that the total number of gang members is undercounted by 10%-20% because many cities in the region do not submit data and because gang membership is by nature difficult to assess.

City of Los Angeles Community Development Department Description: The Community Development Department (CDD) has been improving the quality of life for City residents for nearly 30 years by offering economic, social and employment opportunities for individuals, families and neighborhoods in need.

B. State of California Employment Development Department Description: The Employment Development Department (EDD) was established in 1936 to provide an economic line of defense against the effects of unemployment- assisting not only the individual but also the local community. Services provided:

• Job seeker services include job referral, job search workshops, placement services, and special assistance to individuals who are experiencing difficulty in finding work.

• Employment and Training Programs provide a full array of job training, job placement and educational services that are available at convenient one-stop locations Statewide.

• Disability Insurance program provides partial wage replacement for California workers who are unable to work due to illness, injury, or pregnancy.

• Unemployment Insurance program provides benefits to individuals who have lost jobs through no fault of their own , are actively seeking work, are able to work, and willing to accept employment.

Work Source Centers Description: WorkSource California is a collaborative effort between multiple local Workforce Investment Areas within the County of Los Angeles, as well as Los Angeles County Department of Public Social Services/GAIN, Los Angeles Economic Development Corporation, and the California Employment Development Department, who came together to better serve the employment and training needs of the Los Angeles region.

LACOE provides comprehensive educational programs for thousands of children with disabilities, juvenile offenders and others who are at risk of dropping out of school or who have special needs. A. County of Los Angeles Sheriff's Department Description: The Los Angeles Sheriff's Department is a local law enforcement agency that serves Los Angeles County, California. It holds primary jurisdiction over facilities operated by Los Angeles County, such as local parks, marinas and government buildings; provides marshal service for the Superior Court of California - County of Los Angeles; operates the county jail system; and provides services such as laboratories and academy training to smaller law enforcement agencies within the county. Services provided:

• The Law Enforcement Explorer Program is a Sheriff's Department youth oriented program. It is affiliated with the special interest phase of the Boy Scouts of America. Its primary purpose is to provide, through actual experience, a means by which young men and women may determine if they would like to pursue a career in law enforcement.

• Youth Foundation works with young people throughout Los Angeles County to provide them with tools for life success, and empowers them to utilize these tools - while also having some fun.

B. Los Angeles Police Department Description: The Los Angeles Police Department is dedicated to promoting and ensuring the safety, education, and welfare of all young people throughout the city. Specifically, the LAPD is committed to a number of programs that encourage young people to avoid drugs and gangs, stay in school, and contribute positively to society. Services provided:

• The Jeopardy Program is a gang prevention/intervention program for boys and girls ages 8 through 17 and their parents.

• The Police Activities League is a youth crime prevention program that relies on educational, athletic and other recreational activities to cement a bond between police officers and the youth in our community.

• The Los Angeles Police Explorer Program was established in 1962, it has been a very successful youth program for the past 41 years. The purpose of the Explorer program is to provide special training to the young people that are preparing themselves for a career in law enforcement.
