    SECTION 1: INTRODUCTION

    1. Objectives of project

    In order to execute policies of industrialization and modernization of the country of

    Government of Vietnam, Vietnam Electricity (EVN) has decided to use loan capital

    from the World Bank under the 4101-VN Credit Agreements to invest in the projects

    in which there is a 2201110kV Hoc Mon - Hiep Binh Phuoc transmission line project.

    Ho Chi Minh City is one of the load centers with stable development, high density

    load and large power consumption. However, power transmission network at zones of

    city is often overloaded because of non-uniform distribution of 220kV substations at

    surrounding areas of city. In order to improve power supply reliability and strengthen

    the load capacity of the Northeast area in the city, Vietnam Electricity has invested in

    construction of 220 kV Hiep Binh Phuoc substation at Hiep Binh Phuoc Ward, Thu

    Duc District in accordance with National Power Master Plan (NPMP) for 2006-2015

    with consideration to 2025 (NPMP VI). The 220kV Hiep Binh Phuoc substation shall

    receive power via 220kV Thu Duc- Hoc Mon transmission line.

    This project has obtained the registration certificate of environmental protection

    commitment No 17311UBND-TNMT dated on 4/9/2009 of DPC 12., Ho Chi Minh

    city. (Refer to Appendix 3).

    Total investment capital: 8,926,800,430 USD equivalent to 178.536.008.619VND

    (l USD :=:.: 20.000 VND)

    2. Location of the project

    Starting point: Location No. 1 shall branch on route of 220kV Thu Duc - Hoc Mon

    (District 12 - Hochiminh city).

    End point: Location No. 15 shall connect 110kV underground cable in front of 220kV

    Hiep Binh Phuoc substation (Thu Duc District - Hochiminh city).

    The total length of transmission line is 3,242m which is passed along the two districts

    of Hochiminh city (including District 12 and Thu Duc) The selected route follows

    along the existing 110kV Hoc Mon - Hoa Xa transmission line (from location No 28

    to 38), after that the route branches of 750.26 "040" on the left at the ending point

    (location No.15) in front of 2201110kV Hiep Binh Phuoc substation (new location) .

    The route mainly crosses through areas of rice field, garden plants, ornamental plants,

    some factories and houses. The route also crosses a few of small irrigation

    canals/ditches and via Saigon river.

    The project does not affect to the public structures such as schools, hospitals,

    temples, pagodas etc .... The project only affects to land and house of people in the

    project area.

    The nearest distance:

    + from project location in Thu Duc to Saigon river is 125.79 m

    + from Da canal to locations 12 - 13 is 33.29 m

    - The project crosses the communication wires, medium and low voltage: 7 times,

    Xuyen A Hightway: 1 time

    - Water transportation in the Saigon River is only temporarily affected with the very

    short period when stretching and pulling string. During construction, we always pay

    attention to safety measures including notice board for dangerous signal, signal light

    and safety instruction for the people etc., The current traffic status in the area will be

    recovered after completing this work.

    The route coincides the center line with the existing llOkV Hoc Mon - Hoa Xa

    transmission line from the connected location of TO 1 to T07 (District 12). For location

    T08 to TIl (Thu Duc district), the route is designed separately 2m way from the center

    line of the existing llOkV route toward to the right in accordance with the agreement

    of relevant Authorities of Regional Planning Management. The location No.12 locates

    on the existing llOkV right of way. The location No. 12 to 15 wi11locate on new

    route.

    SECTION 2: BASELINE DATA AT PROJECT LOCATION

    1. Preliminary description of socioeconomic status of the project location

    Thu Duc District

    It is the Northeast gateway district of Hochiminh city. In 1997, the former Thu Duc

    District is divided into three new districts. They are District 9, District 2 and Thu Duc

    District. Thu Duc District area is 47.46 km 2, population was 442,110 persons up to

    04/01/2009.

    Thu Duc District is a concentrated place of many small and large educational

    institutions, the following existing institutions are:

    19 Primary schools

    17 Secondary schools

    - 6 High schools

    Traffic

    The main streets in Thu Duc District are National Highway No.1, Ha Noi Highway,

    National Highway No. 13, National Highway lK, Vo Van Ngan Street, Kha Van Can

    Street, Dang Van Bi Street, Provincial Road No.43, Linh Dong Street, Ngo Chi Quoc

    Street, Le Thi Hoa Street and Hoang Dieu 2 Street, etc.,

    The streets are being constructed, including Tan Son Nhat - Binh Loi ring road (it is

    being executed in clearance period, it will be connected Tan Son Nhat airport and

    Long Thanh - Dong Nai airport), Thai Binh - Go Dua streets (temporarily pause, it

    will be connected Binh Phuoc cross-linking to the Binh Thai intersection - Hanoi

    Highway), D2000 water pipeline route of Hanoi Highway.

    Industry and Trade

    Thu Duc, nowadays, has many the State owned enterprises, private enterprises,

    foreign joint ventures enterprises, enterprises with 100% foreign capital. Throughout

    the district, up to now, there are 150 large-scale factories (mostly concentrated in the

    Industrial Zones, Export Processing Zone) and the thousands of small factories.

    Especially, the Linh Trung Export Processing Zone was established in 1993 in the

    area of approximate 150 ha, gathers 32 foreign companies (with a total investment

    capital of 171 million dollars. In 1996, the district are formed two big industrial

    zones, namely Linh Trung - Linh Xuan industrial zone (area of 450 ha), and Binh

    Chieu industrial zone (area of200 ha).

    Regarding trade, the district has some of traditional markets such as Binh Trieu, Linh

    Xuan, Phuoc Long, Hiep Phu, Tang Nhon Phu, Tan Phu. In addition, there are many

    commercial zones and large services in Hiep Binh Chanh, Tam Binh, Binh Chieu,

    Linh Xuan wards.

    District 12

    District 12 is one of the 19 inner-city districts of Ho Chi Minh City, Vietnam. The

    district was formed on April 1, 1997 under the Decree No.03/CP dated on January 6,

    1997 of the Government on the basis of the entire area of Thanh Loc, An Phu Dong,

    Tan Thoi Hiep, Dong Hung Thuan, Tan Thoi Nhat communes and a part of Tan

    Chanh Hiep; Trung My Tay commune of Hoc Mon District in the past. The total

    natural land area is 5,274.89 hectares, popUlation is nowadays 307,449 persons (up to

    Marchl2006). District 12 is divided into 11 wards.

    Population: 401,894 persons (up to April 1,2009)

    Density: 7,612 persons/ km2

    Geographical location

    District 12 is located at the Northwest of Ho Chi Minh City, is surrounded by a part

    of National Highway 1 A and the dense transport system and is also one of the key

    economical region. District 12 has a rather important location and gateway linked to

    .. the city with the South Eastern provinces, has many important roads via the district

    location such as connecting National Highway lA West, South East and National

    .... Highway 22 to Tay Ninh. In addition, the district zones, some industrial projects, new

    towns which have been developing, shall promote the process of social-economic

    development in the district.

    Administrative boundaries:

    • The East is bounded by Thuan An town, Binh Duong Province and Thu Duc

    District, Hochiminh City;

    • The West is bounded by Hoc Mon and Binh Tan Districts, Hochiminh City;

    • The South is bounded by Binh Thanh, Go Vap, Tan Binh, Tan Phu and Binh

    Tan Districts, Hochiminh City;

    The project location is located in:

    temple, pagoda in project's location

    There is not any protection area or historic vestige or cultural relic in transmission

    line route. Therefore, the project will not affect to the temple, historic vestige,

    cultural relic and conservation zone .

    Decree No.2112008/ND-CP on February 28th, 2008 of the Government on

    amendment and supplement some articles of the Decree No.80/2006/NI>-CP of the

    Government on detail regulations and instruction to implement some articles of

    ROW but they must be grounding roof and the roof must be covered by Fibro

    cement. The trees permit to locate in ROW but its height is not higher than the

    lowest conductors, in a special case, it shall have technical method to ensure the

    safety and shall be permitted by Provincial People's Committee and City under the

    central government. A distance of any point from tree to conductor when

    conductor in static status is not less than 3m.

    - A new ROW will expand comparison with the old one, the old transmission line

    is 16,4m and a new transmission line is 22m.
