    The constitution of India makes provision for worker participation in

    management in the following words :-

    the State shall takes steps ,by suitable legislation ,or in any other way,to secure the participation Of workers in the management of

    undertaking , establishment or other organization engaged in any

    industry

    Work committees deals with matter of day 2 day functioning at the shop floor level.

    According to Indian Labour Conference (1959)Works committees are concerned with

    Condition of work such as ventilation , lighting , temperature , and simulation

    including latrine and urinals

    Amenities such as drinking water ,canteens , dining room medical and health service

    Safety and accident prevention, occupational diseases and protective equipment

    Administration of welfare and fine fund

    Education and recreational activity

    These council was setup in 1958.these consist equal representatives of management andWorker not exceeding 12.the unit should employ at least 500 workers.

    The council is to be consulted by management before introducing changes in the

    modes of Production, production schedule, general administration problems , etc.

    The council is to receive information, give suggestion, methods of productionBalance sheet and profit and loss account long term decision, plans for expansion,

    development etc..

    The council is to take up accident prevention ,management of canteen, water, meals,

    safety, issue and revision of work rules, avoidance of wastage of time and material,absenteeism ,Indiscipline ,training etc

    Features

    There shall be a shop council for ach department or shop whether a joint

    management council already exist or not.

    The total number of members may not generally exceed 12.

    All decision of a shop council shall be on the basis of consensus and not by voting

    process.

    Every decision of a shop council shall be implemented by the parties concerned with

    the period of one month,

    A shop council once formed, shall function for a period of 2 years.

    The council shall meet as frequent as is necessary and at least once in a month.

    Functions

    Assist the management in achieving production targets.

    Improve the productivity and efficiency of machine capacity and manpower.

    Assist in maintaining general discipline in shops/department.

    Identify the low productivity areas and takes necessary steps to eliminate the causeof low productivity

    Suggest health, safety, and welfare measures to adopt for smooth functioning of

    shops/department

    Study absenteeism and recommend steps to reduce them.

    In every industrial unit employ 500 or more workers there was to be a joint council for thewhole unit.

    Features:-

    A joint council shall function for the period of two years.

    Only such members who actually engaged in the unit shall be members of joint

    council

    All decision of a shop council shall be on the basis of consensus and not by voting

    process

    A joint council shall meet at least once in a quarter.

    The chief executive of the unit shall be chairman of joint council.

    Function:-

    Optimum production, efficiency and fixation of productivity norms of men and

    machines as whole

    Work planning and achievement production target

    Preparing schedule of working hours and of holidays

    Developing the skill of workman and adequate facilities for training

    Optimum use of raw material and quality of finished products

    Employer have by and large resisted workers participation in decision making

    Lower level need of workers are not fully satisfied

    Workers representatives who participate in management have to perform

    the duel role of workers spokesman and co-manager

    Trade union leader who represent workers area also active member

    of political party

    Scheme of workers participation have been initiated and sponsored by govt.

    There has been lack of initiate on the part of both employer and trade union

    The focus has been on participation at higher level

    Employer should adopt a progressive outlook. They shouldconsider industry a joint Endeavour in which workers have

    an equal say.

    Strong enlightened and truly representative trade unionshould be developed. Only the union should be recognized in

    each industrial unit to represent the workers .

    Employer and workers should agree on the .objective ofindustry. They should recognize and respect the right and

    obligations of each other.

    Mere legislation cant make participation successful. A true

    sprit of mutual cooperation and commitment to participation

    must be developed on the part of both management ad labor.

    Participation should be a continues process . Adequate timemust be allowed to let it take root. It has to be a slow and

    steady process.

    Workers and representative should be provided education

    and training in the philosophy and process of participation

    management.
