THE INTERNATIONAL ALLIANCE OF GUARDIAN ANGELS

    A viable way to:

Prevent crime, take back our streets, save our children and old people,

retrieve our communities from criminals and massively increase our

    citizens perception of safety

    BACKGROUND

Never before in the history of mankind has a nation so young and recently divided as our own, hadto face such a cunning, relentless and insidious attack as we do. Whether we like to know it or not:

its war in our streets. Our police officers are dropping like flies and our innocents are steadilybeing slaughtered to the tune of 52 per day: far, far worse than the bleakest days of the 20-year-long border war or the Africa campaign, when South Africans and their allies drove the Nazis and

Mussolini out of Africa to reclaim it for Africans us! Now it is being taken from right under ournoses!

The enemy this time? Criminals. The lower caste of society.

    OUR CRIME SITUATION

South Africans report more than 1900 serious crimes per day. On average it includes:

52 murders (more than 2 per hour), 88 rapes, which include 43 children under 5, over 430 assaultswith the intention to cause grievous bodily harm and 544 housebreakings.

And those are only the ones that are reported!

If we include the unreported crimes then our rape figure, for example, increases to 1 every 24seconds! Between 1990 & 1994 the average crime level has increased by more than 18 percent and

the level of violent crimes by 35 percent. According to conviction figures 26 percent of thesecrimes are committed by youth!

Cape Town is one third the size of New York, but we experience 86 murders for every 100 000

citizens the highest in the world! New York has only 7 for every 100 000. Our national averageis 47 per 100 000. The world average is only 5,5 out of every 100 000!

By November 2002 there were some 238 crime syndicates in South Africa and 65 of them wereactive. This includes Chinese, Russian, Congolese and Nigerian groups.

South Africa experienced as many fire-arms murders in the last ten years as the great tsunami of

    December 2004.

Cape Town has 15 000 heroin addicts, more than 12 000 tik addicts and a drug problem that

increased ten-fold in two years and there are 144 known gangs in Cape Town.

WHAT CAN YOU DO ABOUT CRIME?

If youre the kind of person who has finally had enough of crime; the kind of person who wants to

break free from the limiting boundaries placed on you by criminals and get rich rewards from lifesuch as respect, honour, safety and security . . . the following concept will astonish you and set you

    free!

We feel your concern. Youve gone the route of putting up a security fence no results! Youveacquired a knife or firearm and now worry about when that will be stolen. You probably have a

security contract, but after a former presidents wife was murdered by a security guard you feel

even less safe than you did previously. Your local police seem to be overworked and cannot come

out except for severe cases and a minister has publicly proclaimed that you must leave the countryif you are unhappy about crime, and if you are a police officer, to ride a donkey or bicycle to acrime scene! You ask, Why am I not where I want to be in terms of safety, security and freedom?

Youve done everything that you can . . . but it just doesnt seem enough.

Is there an answer and if so what is it?

For over 26 years now, people just like you have been asking themselves this very same question.Fortunately for a small group, they were able to get the answer to this, and ensure not only theirown safety but also that of whole communities and cities in the process, by creating a very special

    group of volunteers.

If you were to look at old newspaper clippings of the late 70s and early 80s you would see that

New York was at the time the crime capital of the world. Today it is the safest large city in theworld. What was it that made it safer? A part of the process was undoubtedly different policiessuch as a zero tolerance to crime, increased focus on quality-of- life crimes such as prostitution and

    graffiti, but also its citizens!

In 1979 the worst spot in New York was the Bronx and at a McDonalds in Fordham road a nightmanager, called Curtis Sliwa, got fed up with his customers being harassed by vagrants andgangsters and decided to do something. He organised some people and they volunteered to startcleaning the streets, initially, with mops and brooms. Miraculously the area started to stabilize!

After a year he had 60 volunteers and expanded to patrols of the subways where people were beingmugged on a daily basis. . When the authorities conducted a study of train violence a year later

they found that the violence on all the trains had escalated, with the exception of one train. Thiswas the number 4 subway express, the so-called mugger express, the worst one of the lot. All thatwas different on this train was Sliwas volunteers.

Very soon the idea, which was initially violently opposed by civil servants and the police, ignitedthe minds and hearts of the public. Today those volunteers are unified in a global alliance, their red

berets and distinctive badge seen as a symbol of safety everywhere. New York no longer carriesthe stigma it had at that time. Its citizens, normal people like you and I, contributed hugely to thissuccess.

These people had a dream of safety and freedom. They had a dream that it should be possible towalk the streets safely and without fear. They dreamed that it should be possible to get people to

care about each other, that young people should be able to once again have powerful role-modelslike in the days of old and that there are more good people than bad people in the world. In theprocess of following this dream they became very well-known in their city and later in the rest of

the world, to the extent that today they are more than 5000 people in 99 cities, from Tokyo toLondon, Honolulu, Jerusalem to Cape Town. They re-wrote history and re-wired a culture of

    violence.

    Their name? Guardian Angels!

Just like you, we are sick and tired of living in fear of crime. There is probably not a person

reading this who has not met a rape victim, or who hadnt known someone who was murdered. There are drug merchants standing on our corners and we fear for when our children become

involved with gangs. Guardian Angels also share this concern, but we found a way of taking fearby the scruff of its neck and booting it out of our lives back into the darkness where it belongs. Apatrol with this group is probably safer than walking down to the local caf. No-one tries to sell us

drugs, and pimps fade into the darkness with their prostitutes when we appear. We have the respectof powerful groups like the police, who regularly stop a patrol to chat and exchange info and whom

we regularly join on patrols, due to the excellent working relationship we have established.

It is a sad reality that we face a common enemy. Murderers, rapists, gangsters and drug dealers arenot the biggest problem and they are not the greatest danger facing you. The greatest enemy facingyou is indifference and apathy. If good people do nothing, evil has already won, without lifting a

finger, because evil can run around the world before good has had a change to put its boots on. Thegreatest danger facing you today is thinking to yourself; This is such a good idea, and then NOT

getting involved. We understand that fear can drive people back, but we also understand theunmatched power radiating from a group of devoted individuals.

    WHAT ARE GUARDIAN ANGELS

The Guardian Angels is a non-profit community outreach and service organization with a primaryfocus on public safety. The organization operates throughout America as well as Europe, South

Africa, Brazil, Japan, the Philippines, and New Zealand. the organization was originally created tocombat widespread violence and crime on trains and subways. We train members to make citizensarrests if they witness a serious crime occurring.

Over the years, the Guardian Angels have sought to improve relations with city officials byworking with them and increasing the level of their training to focus on safety and professionalism.

By the middle of the 1990s, city officials were increasingly accepting the Guardian Angels.

The Guardian Angels have established chapters in Rio De Janeiro and Cape Town, two of the mostviolence-plagued cities in the world, in Brazil and South Africa respectively. They have also

broadened their services to include youth programs, teacher programs, disaster response, anInternet safety program called the CyberAngels, self-defence courses, as well as community

    outreach addressing issues beyond crime.

The original and main Guardian Angels activity is the Safety Patrol in which members walk thestreets or ride transit. They can be identified by

their red berets and red jackets or white t-shirtswith the Guardian Angels logo of an eye inside

a shield with wings. Unlike most other non-profit services, the Guardian Angels attempt toreach out to the people on the streets who might

not otherwise seek assistance or communityservices. Their goal is to address and help

solve community problems on the streets byencouraging other citizens to become moreinvolved. Since they are so visible with their

red berets, criminals rarely commit crimes intheir presence. The Safety Patrols therefore do

not try to spend all their time making arrestsbut rather try to deter crime and build relations with people. The consistency of activity andprofessionalism varies from chapter to chapter since the organization does not receive any major

funding and there is limited centralized organization. Chapters operate more like franchisenetworks supporting each other regionally. However, minimum standards of activity and

professionalism are required and monitored to remain in operation.

The Guardian Angels is an equal opportunity organization that encourages diversity. Theorganization does not discriminate based on age, gender, race, ethnicity, nationality, religion,

political view, or sexual orientation. Since, the organization originated on the then-violent subwaysand streets of New York City, most early members tended to be young, toughened minorities from

the ghettos. The organization, however, emphasizes diversity and includes members all over the

racial and political spectrum including liberals, socialists, and libertarians.

The Guardian Angels philosophy of anti-violence, anti-crime, and diversity does bar anyone with arecent or serious criminal record, gang members, or members of racial hate groups. In order to jointhe Safety Patrol program, members must be at least 16 years old. Younger members are

encouraged to participate in youth programs. Safety Patrol members are prohibited from carryingweapons. They are trained in basic first aid, CPR, law, conflict resolution, communication, and

basic martial arts. Members are paired up and follow the directions of a Patrol Leader. Members, however, are allowed to do whatever they feel is lawful and necessary in case their lives areendangered or fear serious personal injury.

The element of danger is both a deterrent and attraction for membership. Two Guardian Angelshave been murdered while on a Guardian Angels Safety Patrol. Frank Melvin was shot by a police

officer in Newark, New Jersey in 1981. The officer alleged that Melvin was running toward hispartner in a hostile manner. Juan Oliva was shot by a gang member in New York City in 1983. NoGuardian Angel on a Safety Patrol has been killed since. It is argued the cause of these killings was

unfamiliarity with the Guardian Angels organization and their intentions. Today, policedepartments know the patrols are unarmed and often work with them, and gangs do not view the

Guardian Angels as a rival gang that is threatening to sell drugs on their turf. It is the goal of theGuardian Angels not to divide communities but bring all members of that community togetherespecially those who are oppressed, disenfranchised, migrant, destitute, and discriminated against.

    THE PROGRAMS WE OFFER

Junior Angels are volunteer Guardian Angels between 7 and 11 years old. They are taught

principles and compassion and given guidelines to use against bullying. Junior Guardian Angels isan early prevention program that strives to interrupt todays prevalent violence mentality byteaching important values and instilling a sense of purpose that youngsters may not receive at

home. With so much peer pressure to choose violence as a means of resolving disputes; thisprogram exerts a strong, positive influence on the childrens societal development. It teaches them

how to make correct choices, and helps them to recognize they have talents and interests that areof value.

Urban Angels are volunteer Guardian Angels

between 12 and 15 years old, too young to patrol, butold enough to make a difference. They are taught

community responsibility and help clean streets andremove graffiti on a daily basis. They are alsoencouraged to remain in school and not skip classes

through an innovative system of interaction betweenpatrol leaders and teachers. The mission of this life

skills program is to give teens an alternative to gangs,

drugs and violence through a supportive clubenvironment that inspires compassion, personal

responsibility, a desire to learn and a dedication tovolunteer community service. Participants learn self-

reliance, leadership skills and the benefits of civicservice, while developing a sense of belonging to avibrant, constructive community.

Safety Patrol Angels are volunteer Guardian Angels above 16 years old. They conduct unarmedpatrols as highly visual deterrents to crime. In the course of a nightly patrol they break up fights,

perform arrests if needed, render first aid to injured people, direct tourists to a good coffee bar or

safe place to dance, deter car thieves with their presence and dispense crime prevention tips.

Angels In The Classroom are those volunteer Guardian Angels who teach teachers how to regaincontrol in their classes over riotous and disruptive pupils. Verbal Judo is the basis of this trainingand it leads directly to a safer school environment. This program is so successful that teachers in

New York now have to, by law, complete this course which is presented by GA in conjunction withSt Johns University.

Cyber Angels are those volunteer Guardian Angels who are unwilling or unable to take part innormal patrols, but who none-the- less wishes to contribute to their communities. They patrol theInternet, searching for hackers, child pornography, internet fraud and scams and continuously feed

this information to the authorities for investigation. Sole recipient of the 1998 Points of LightPresidential Service Award, the Cyber Guardian Angels was founded in 1995 as the first cyber-

neighbourhood watch and is now the largest in online safety education. Cyber Angels addressesthe concerns of parents, the needs of children, on-line abuse and cyber crime, while supporting theright of free speech.

IT professionals and law enforcement officers from around the world work together to combatInternet crime, and due to a close working relationship with law enforcement agencies, the Cyber

Guardian Angels have been instrumental in putting child pornographers and predators behind bars, where they belong.

Teachers, librarians and parents work together to teach children and teens how to take advantage of

the Internets vast resources safely, and provide online classes on many topics concerning Internetissues for the general public.

24/7s are those special volunteer Guardian Angels who are able to spend all their time as a patrolangel due to being temporarily unemployed etc. They receive a small allowance, live at a GuardianAngel facility and are on call 24/7.

Earth Angels are those volunteer Guardian Angelswho have a special love for or skills with animals,

nature and the environment and devote their time tocompassionately helping those in need of help withtheir animals, building and maintaining food gardens,

patrolling nature reserves like Table Mountain andfacilities like municipal swimming pools while also

helping to protect our natural resources.

Park Angels are those volunteers who, due to age orinfirmity, cannot patrol, but would still like to

contribute. They spend their available time on walksin local parks, being in radio communication with the

police. They only observe and report crime, they donot directly intervene.

    WHY IS THIS IMPORTANT?

We cannot afford to pass up this chance to improve safety in South Africa. By implementing thissystem we are going to:

Ensure safer schools Humanely change conditions for our homeless Reduce drug abuse Dramatically reduce new blood for the gangs

These volunteers can also be used during large sporting events and can be used todramatically swell the ranks of the City Police, should the need arise (such as during the

    festive season)

In order to achieve this act of compassion we receivehelp from the media, business community, local

government, present community organisations, SAPSand all other role-players.

    SOUTH AFRICA

The Guardian Angels South Africa was established in2005 by a police officer in Cape Town. No other Guardian Angels chapter has ever been

established and run by a police officer, although, one chapter in America was established and runby the towns mayor. The goal of the Guardian Angels South Africa is not only to address theenormous crime and violence problem, but also to bring people of all races to work together in

    communities of all races.

    WALKING WITH ANGELS

In March 2005 Curtis, Anthony, Thomas, Joshua, Hiram and Ed arrived at Cape Town InternationalAirport. The Guardian Angels were here!

Very soon they had Cape Town in the grip of an irresistible force: compassion coupled with the

will to take action. From the ghettos of Atlantis to the splendour of the Waterfront, the shacks of

Khayelitsha to the bright lights of Century City people fell sway to the charisma of these visitors. It was a matter of hours and numbers of people were getting ready to join. Within days it was likewatching a powerful sorcerer pick up his staff and

call thunder down from the heavens; and there wasno denying it anymore: THIS IDEA WAS HERE

TO STAY! Where the Guardian Angels pointedpeople went, where they spoke, ears listened andhearts heard. Where they walked eyes followed and

there was a very real pleasure visible on their faceswhen they wooed the crowds at each place they

    went.

Nine days later I knew that there was hope. We willstem the tide of criminality that is threatening us day

after day. The answer lies not in the fact that thesecourageous men are Americans, but that they are

carriers of the flame of honour, and armed with the

sword of the law. They expound universal truths

and principles that was the norm for our fathersfathers. The task now before us is to fan the spark

that they left in the tinder of Cape Town into amighty fire that will sweep through every city inthis country.

    The way forward:

The first group in Cape Town is already more

than 2 years old. It is now time to spread ourwings. The second group, in Kuilsriver hasgraduated with Klerksdorp, Potchefstroom and

Ceres soon to follow. The need is now upon us tospread this

concept as wide and as far as is in our ability. We arelooking to start chapters everywhere until we have 5000members willing to give their 8 hours per week. This will

give us 40 000 volunteer hours per week. Different chapterswill be under the command of a chapter-leader and all the

chapter - leaders are answerable to the Regional Director:

Africa who, in turn, answers to the founder and president inNew York City. We would like to encourage cities to

contact the Regional Director: Africa for authorisation tostart new chapters. Each chapter is unique and self-reliant, being funded through local donations

and contributions. The one unifying factor being the rules, regulations and pledge that everymember undertakes to follow. Training is identical and every chapter leader is responsible tomaintain the standard of training in his chapter. Member all wear the same uniform and use the

same tactics and techniques, with the understanding that circumstances differ from area to area.

How do you become a Guardian Angel? As a volunteer you have to be above 16 years old, in

relatively good health and not have any record of violent/serious crimes. You do not need to belarge, powerful or an expert fighter. You will be taught self defence, conflict resolution, arrestprocedures, first aid and emergency response reaction. You will conduct unarmed patrols as a

highly visual deterrent to crime. You will NEVER refuse help and NEVER walk away from aproblem!

What will you do once training is finished and youve qualified?

The training never stops. Fitness and continuous training will be checked on a regular basis. Foot

patrols and deployment in disaster areas will be part of the tasks you will perform continuously.Initially a large part of the work will include graffiti removal, community clean-ups and organisinghigh-visibility projects. Patrols are in contact with local police who act as back-up.

The leadership of this chapter will come from the

members and NO distinction is made based on sex, age, religious orientation or ethnicity. Members are

not black, coloured or white. They are not young, old, male or female, gay or straight. They areGuardian Angels! Not all work will be pleasant.

Some is guaranteed to be tiring and unpleasant.

The Guardian Angels is not only the WORLDSOLDEST & LARGEST NON-PROFIT SAFETYPATROL ORGANIZATION; it is a profound socialand political concept. The idea is that ordinary

citizens can organize and work together to solvesocial problems. This simple idea strikes at the very

heart of most political and ideological theories aboutthe role, rights, power, and responsibilities of theindividual. Some people believe we should put the

burden of solving social problems on the government.Others believe that private companies should address all our social problems and needs. Some

philosophers believe that power should rest in the hands of a few, and individuals are inherentlyevil and will only pursue selfish interests. The concept is so powerful that in our twenty-eight yearhistory no Guardian Angel has ever been convicted criminally or civilly anywhere in the world for

any offence relating to patrol activities. Ever!!!

The Guardian Angels philosophy is that power should rest in the hands of everyone, and

individuals are inherently good and with proper guidance will sacrifice to pursue social interests. The burden of solving and addressing social problems and needs lie squarely on the shoulders ofeach individual. By providing individuals with the choice of pursuing social goals and interests,

you empower each individual. The empowering of individuals leads naturally to the empoweringof communities, nations, and all humanity. This is the very core of a democratic society and befits

being implemented in the country with the most liberal constitution in the world. As Guardian Angels we have a dream of re-building this city and re-wiring South Africas cultureof violence.

Guardian Angels offers you an alternative to the destructive lifestyle of drugs and gangs. Workingwith us will teach you skills like self-discipline and self-defence. Along with this you will be

taught to take initiative, solve problems, think on your feet and work as a team. You will learnintegrity, conflict resolution, leadership, planning and communication.

We are not willing to see our cities sink further into the dark. We are looking for young people

who are willing to take up the challenge. If you are dynamic and pro-active, and can maintainyourself in an ethically correct manner, you may have what it takes. Guardian Angels already live

in a new paradigm and are in the process of changing some footnotes in the history books. Joiningthis group will give you that edge that makes you walk the streets like something out hunting.

If we dont vanquish criminals, the sacrifices of our military in Korea would have been in vain.

The sacrifices of our young men in East and North Africa, in Tobruk and el-Alamein would allhave been useless. The sacrifices of the comrades who tried to restore justice to an unholy empire

would have been in vain. All the good men and women who tamed this land would have done sofor naught. The odds are great, our margins small, the stakes infinite.

And to paraphrase Churchill:There is only one way through now that every man woman and child in this country stand up and sustain

the law and that criminals should continue to break the law, and in so doing break themselves against the law.

It is time that the magnificent spirit of our people should reveal itself and that we cast off every vestige of the

past and embrace a bright new future. If we stand together, far from being shattered and ravaged we will be

triumphant. Our resilience and spirit will remain indomitable and supreme. Thus South Africa will be saved.

In the midst of the shame of what is happening here though, we will come through disaster and through grief

to an ultimate defeat of this invisible enemy. We will experience glory and triumph over crime. United and

unconquerable, the tale of what we are doing will be the tale of the future.

Being a GA is a source of true personal power and fulfilment. If you only do what youve alwaysdone, you will only get what youve always got.

Because you have read this far, I want you to join. Lend your weight behind this acclaimed

concept; do not be content to accept the statusquo. This amazing notion will set you free from

fear. It is an authentic answer to a very seriousproblem and by adding your voice to the risingchorus of discontent at the crime situation in this

country you will be saying that you are not oneof the voiceless masses who have no choice, butto take everything for granted. This is the

breakthrough we have been waiting for and Iwould like to challenge you to make the right

choice because it is right and for no other reason. This exceptional model will change yourneighbourhood and you will experience

powerful results in a very short span of time. Donot be deceived that it will be easy, it is not!

There will be hard work ahead of you, but with this sacrifice you will ensure peace of mind andbody for yourself and for future generations.

We will answer the call of need and defeat despair in its stronghold, liberating the hearts of ourpeople and light a flame that will stand as symbol to focus the nations will. At this shrine we willattain victory and once again find freedom.

People can be divided into 3 types; sheep, wolves and sheepdogs. Sheep are harmless, productive, good people. Wolves feed on them and massacre the flock mercilessly. Then there are sheepdogs. They are friendly, but more than willing to bare their fangs at the wolves to keep the sheep safe.

The sheep do not feel comfortable with the presence of sheepdogs, because they remind us of thewolves, but when the wolves come, the entire flock wants to hide behind a solitary sheepdog.

Your choice lies in which class you belong.

Cape Town is not only ripe for this initiative, it yearns for it!!! It would be our honour to invite youinto our family and give you the privilege of walking with Angels!

Are those Pagan symbols on your shirt?

The Guardian Angels are not into secret symbols and hidden meanings. We have no hidden or secretagendas, meetings, manuals, members, or hand shakes. The eye does not represent the Egyptian Osiris eye,Satan, Cyclops, the sun, God, a spying eye; Freemasonrys all seeing eye, or the US dollar bill eye. Itsimply represents a watchful eye above us all, watching out for us like guardian angels

The shield represents protection and being a guardian. The wings are there to enfold our communities in

caring. The triangle represents strength. Our choice of the colour red also holds no secret or hidden meaning. Red is simply a bright colour thatstands out, and bright red berets were more available than blue, purple, yellow, or pink ones.

What about secret meetings and rules

We feel no need to hide anything from the public. In open societies, secret and hidden groups only tend toattract criminals and deceptive people who are more fearful of public opinion and scrutiny than they areinterested in freedom and liberty. For reasons of safety our training is not found in any book in any store asthey can be used against vulnerable people, but is freely given to any individual who joins us. This trainingis also given freely to community groups and police reservists who enquire.
