Assessment: Should you consider
DMA Management?
Consideration for your system:
• Age o f p ipe
• Type o f p ipe
• Urban v. ru ra l
• NRW
• Data Accuracy
• Size o f u t i l i t y
• DMA s t ruc tu re requ i red
Consideration for your personnel:
• I n -house : Ava i lab i l i t y, sk i l l l eve l , t ra in ing requ i red OR …
• Cont rac t ou t se rv ices
Address Apparent losses:
• Paper /da ta inaccurac ies and /o r meter inaccurac ies

WHUD’s PROGRAM
A N O V E R V I E W O F
THE CHALLENGE
• Used flows from SCADA: 7 metering
zones to track water loss progress
zones were too large
• RURAL: too much area and pipe to
effectively monitor
• High Non-Revenue Water ~ 30% in 2014
• Goal is NRW target of 15%
• Leverage SCADA & ESRI
17
WHUD’s PROGRAM
A N O V E R V I E W O F
THE SOLUTION
• Establishment of 30 DMAs in 2
Phases
• Incorporation into GIS system
• 76 new insertion meters
• OSIsoft PI System integration
• Data into Esri
18
WHUD’s PROGRAM
A N O V E R V I E W O F
MT. OLIVET LEAK
• This DMA zone had 25 GPM more
than expected for MNF
• Zone cut into Sub DMAs to
narrow leak search
• Underground leak proven at 80
GPM NO VISIBLE WATER
• Install 1 isolation valve to narrow
even further
• This is just ONE leak!
• 80gpm x $0.00738/gal =
$0.5904/min or $306,063/year

RESULTS & CURRENT STATUS
W H U D ’ S
• Complete vision of their system daily via PI/Esri
• Reduction in system demand by over 2 MGD Despite
increase in Sales
• 100’s of leaks pinpointed, confirmed and repaired
• Average size leak smaller than before
• $millions of dollars saved already from reduced NRW
• Very quick ROI
• Deferred capital costs of $20 million; deferred by 11
years! No interest to pay until then…
• Improved customer perception

Integrated Water Loss Identification System
White House Utility District
1) 600 sq mile, mostly rural, service area in Tennessee
2) Striving to reduce non-revenue water losses
Large geography made manual leak surveys impractical
Automate monitoring with Matchpoint metering
Automate KPI’s with PI
Intuitive interface with ArcGIS
Real-time, enterprise-wide view of identified leaks
• The entire data flow was automated and presented so that anyone can understand when and where leaks need to be fixed
• $300k/yr leak found in first week
• Reduced system demand
• Deferring new $20M plant by 11
years, saving $600k/yr interest
• Data that was available was in multiple systems
• Data had to be compiled from multiple systems
• Only an expert could do the job
