Charter Changes DiscussedCity Council reviewed proposed changes to the City

Charter prior to a February 14th public hearing. From a rather simple name change from the “Mayor and Council of New Castle” to the “City of New Castle” to a more complex three tiered borrowing system, Council discussed and listened to proposed changes or “modernization” of the City Charter last Tuesday evening. In many cases, outdated language would be amended and portions like annexation and election functions would be updated and conform to State and County laws and procedures.

Councilwoman Teal Petty questioned the elimination of Mayor from the City’s official name and the cost of reprinting stationery. 1 cup butter, softened to room temperature3 cups granulated sugar6 eggs2 tsp. vanilla extract2 Tbsp. red food coloring3 cups cake flour1/4 tsp salt1 Tbs. cocoa1 tsp. baking soda1 Tbs. cider vinegar1 cup buttermilk

For Frosting:Comes in a tub @ supermarket,add coconut if you like flakes!

The CakePreheat oven to 325° F.

Lightly grease and flour springform pan; set aside.

In a large mixing bowl, cream the butter and sugar until light and fluffy. Add eggs one at a time, beating well after each addition.

Stir in vanilla and food

coloring.

In another large bowl, combine the flour, salt

and cocoa.

Dissolve the baking soda in the vinegar and add to the buttermilk.

Alternate stirring in the flour and buttermilk, beginning and ending with the flour.

Pour batter into prepared pan. Bake for about 1 hour and 20 minutes or until cake is done and a toothpick inserted comes out clean.

Cool in pan about 30 minutes. Remove cake from pan to a wire rack to cool completely before frosting.

Social Security and Railroad Retirement benefits are exempt from income taxes, and residents 60 and older can exclude $12,500 per person of investment and qualified retirement income, including out-of-state pensions, dividends, interest and capital gains. Income-tax rates on remaining income range from 2.2% to 6.95%. The top tax rate kicks in when taxable income exceeds $60,000. Residents 65 and older who do not itemize their deductions are eligible for an additional standard deduction of $2,500. Real estate taxes vary by county but are generally low.
