Auditor general Bonnie Lysyk reported Tuesday that the cancellation of the planned Oakville gas plant will cost at least $675 million, and possibly as much as $810 million. The Liberals had previously said the cost of cancelling the plant would be $40 million. A report released earlier this year found the cost of cancelling a Mississauga gas plant to be $275 million - $85 million more than the Liberals had suggested. Both the opposition Progressive Conservatives and the NDP allege that cancelling the highly contested plants was a political decision to save Liberal seats in the 2011 election. The Liberals went on to win both ridings where the gas plants were going to be located. At the legislature Wednesday, the Tories blasted Wynne for not taking tough take action over the billion-dollar spending debacle. "You failed to make this announcement last night, maybe you will this morning: Who got fired? Who's being dumped from cabinet? Who's being held accountable for this incredible waste?" Islamabad: Pakistan Supreme Cour t on Wednesday granted bail toex-president Pervez Musharraf in Baloch nationalist leader NawabAkbar Bugti’s murder case. Bugti was killed in a military raid when the ex-ruler was the presi-dent and the army chief in 2006. The cour t had earlier granted him bail in cases related to his failureto provide former Prime Minister Benazir Bhutto adequate securitybefore her assassination in 2007 and illegal sacking of judges afterthe imposition of emergency the same year. Musharraf ’s lawyer, Ibrahim Satti, claimed his client was nowfree to leave the country, but would be bound to return to answer thecharges framed against him. His lawyers said this was the last case in which he was still underarrest. Aasia Ishaque, spokesperson of Musharraf ’s All Pakistan MuslimLeague par ty, said he will not leave the country. “Musharraf is notgoing to leave the country. He will continue to stay in Pakistan andfight the politically motivated cases,” she said. Welcoming the verdict, Ishaque said: “It was due for a very longtime. I’m happy that the Supreme Cour t gave him bail. Before grantingbail, the bench noted that there was no evidence of conspiracy againstMusharraf in the Bugti murder case. That is more impor tant to us.” On Wednesday, a 3-judge bench observed there was no substantialevidence against Musharraf in the criminal conspiracy of Bugti’s kill-ing and subsequently granted him bail against two surety bonds of Rs1million each. Earlier, the cour t asked Baluchistan Prosecutor General Tahir IqbalKhattak about the evidence he had to prove the ex-president con-spired to kill the Baluch leader. Khattak argued that statements of abettors as well as CDs of theattack were available with the complainant’s counsel. “People werekilled during those attacks,” he added. Justice Sarmad Jalal Osmanyasked the prosecutor whether anyone had witnessed Musharraf or

his alleged accomplices conspiring against Bugti. The cour t had summoned Bugti’s son and complainant, Jamil AkbarBugti, but he did not appear before it. The Army launched a massive anti-infiltra-tion operation in Shalbhatti village in Keran Sector on Septem-ber 24 after noticing a group of 30 to 40 militants trying to sneakinto the Valley. A huge cache of arms and war-like stores wererecovered by troops battling holed up terrorists in the Keran sectoralong the LoC in Kashmir for the 14th day even as the Union Govern-ment said Army was taking "appropriate" necessary measures.AnExternal Affairs Ministry spokesperson said further necessary action, asappropriate, will be taken if required based on the assessment of thecurrent operations against the terrorists who infiltrated from across theLine of Control. He said the recoveries include seven AK-47 rifles, fourpistols, one sniper rifle, 20 UBGL grenades, two radio-sets and other war-like stores. Some medicines and food items were also recovered, he said.Army had recovered three AK rifles, 10 pistols, five radio-sets and otheritems after the search operations in the sector, Col Mitra said. He did nottake any questions. In New Delhi, Government said maintenance of sanc-tity of LoC was of "primary importance" and asserted that after assess-ment, if required, it will take the matter further in the operations against theterrorists. "We have repeatedly emphasised that the maintenance of sanc-tity of Line of Control is of primary importance. Even at the last meetingbetween Prime Minister Manmohan Singh and Pakistan Prime MinisterNawaz Sharif, this issue was re- emphasised.

But NDP Leader Andrea Horwath said it was "pretty clear"that there was nothing that can be done to force an electionunless the Liberals call it themselves. Unless the Liberals declareany bill to be one of confidence, the next chance for oppositionparties to vote on a confidence motion isn't until next spring'sprovincial budget.

"So Mr. Hudak can stand on his head and spit nickels, butit's not going to create an election in Ontario," Horwath said.

Hudak shot back, saying it would be hard for the Liberalsto ignore the will of both opposition parties.

Wynne, who apologized for the staggering bill on Tuesday,reiterated her message that steps are being taken to prevent

political interference in future business negotiations."We are correcting that problem, it should not have happened.

I take responsibility for having been part of a government thatmade that mistake of not having taken the communities' concernsinto account in the first place," she said.

She also said local municipalities would have more say in theplanning process for new energy projects.

Speaking to reporters in Elliot Lake Wednesday, former Ontariopremier Dalton McGuinty reiterated his previous statements,including that blame must be shared among all parties for the last-minute cancellations.

"The important thing to keep in mind is this: all three partiesagreed," he said. "It was wrong to locate those plants in thosecommunities, it was wrong to locate a gas plant the size of a hospitalbeside a hospital and a school and family homes.

McGuinty said he regretted that the cancellations were socostly. "I regret that we hadn't acted sooner as a government," hesaid.

Sukh belongs to a Sikh familybut does not suppor t a Sikh appearance as he is clean shaven- a possible reason for him to be mistaken for a Hindu by theracists. "The Yuba City police are treating Dulai case as a hate crime.It is an ongoing investigation on which we cannot commentat present. Yuba City is one of the richest, diverse communi-ties in California. Sikh Gurus' Portraits Removedfrom Los Angeles Bar and Café

UNITED SIKHS International Civil and Human Rights Advocacy(ICHRA) Team received an email confirmation from the Pikey Bar andCafe Management detailing that the portraits of the Sikh Guru'shavebeen removed from the Bar as of October 1, 2013.After learning of the portraits, UNITED SIKHS first wrote to the Barmanagement on August 29th, 2013 expressing deep concern and anguishof the community. We explained to them why this act is so disrespectful, andasked for immediate measures to be taken to address it. Specifically, werequested for removal of the portraits, and offered to have them transportedto the nearest gurudwara. Pikey Bar and Restaurant management respondedby removing the pictures of the portraits from their website, but did notacknowledge receipt of our communication. After numerous follow upcommunications and on being unable to solicit a response, UNITED SIKHScreated an online petition on behalf of the Sikh community. The petitionrequested the Pikey Bar and Restaurant management to respect thereligious sentiments of the Sikhs by removing the portraits of the revered

Sikh gurus from the Bar. It informed the management that to hang theportraits of the Sikh gurus in an establishment serving alcohol is asacrilegious act. A few days after the petition was launched, the PikeyManagement contacted UNITED SIKHS Staff Attorney Manmeet Singhand confirmed that the management had decided to take down thepictures. After numerous back and forth communications and muchconvincing, Singh received a call last night from Mr. Abraham Beltran,Special Projects Manager at Committed Inc., the parent company ofPikey Bar and Restaurant, informing that the portraits had been takendown. In an email sent today, Mr.Beltran summarized our conversationconfirming the removal, and shared the attached picture which showsthat the portraits are no longer there. "UNITED SIKHS is humbled tosuccessfully address another issue which had deeply hurt the sentimentsof the Sikhs. In future, we hope business establishments will be moreconsiderate of, and sensitive towards religious sentiments of everycommunity" said Manmeet Singh.

NEW STUDY SHOWS RECENT IMMIGRANTSMOSTLY EARN MINIMUM WAGEBetween 2003 and 2011 the number of employees working forminimum wage in Ontario has more than doubled from 4.3 to9 per cent according to a repor t from Wellesley institute.The people with highest minimum wage demography aremore likely to be recent immigrants, "racialized" workersand women said the repor t.Fully 19.1 percent of recent immigrants are working atminimum wage, more than twice that of all employees.Young workers are much more likely to be working forminimum wage than those who are over 25. But almost 40percent of employees working for minimum wage, 183,000Ontarians, were 25 years of age and over in 2011."This study shows that it is not just students who are workingfor minimum wage," said study author Sheila Block repor tedthe Star. A serious diagnosis or health event can increase thatfinancial stress exponentially.Many have dipped into retirement savings to offset these costs.Those who do not have sufficient savings - and the repor t sug-gests that as many as 81% of Canadians fall into this pool -racked up huge credit card debt, refinanced their homes, or insome cases have had to sell their homes and downsize to pay forthese unexpected expenses.It should not be this way. The purpose of the healthcare systemshould be jointly to improve the health of Canadians - thus reduc-ing preventable, costly illnesses in the first place - and to pro-vide a high level of care without the imposition of a financialburden.These were the goals of the 2004 Health Accord. The federalgovernment committed to working with the provinces to invest inhealth promotion and disease prevention to keep people healthythrough the development of community care cl inics andhealthcare teams, and to develop a National PharmaceuticalsStrategy to keep the costs of prescription drugs down and ensuretheir safety and efficacy. That plan was jettisoned in the earlydays of Stephen Harper's Conservative government. The result?Canadians are feeling the financial pinch, during one of the moststressful times in their lives. It should be the job of the federalgovernment to ensure that out-of-pocket healthcare expensesare kept as minimal as possible.We are deeply concerned by the increasing cost of healthcareand other mounting economic pressures on the middle class.That is why we are continuing to reach out as broadly as pos-sible, using every tool at our disposal, to ensure that the solu-tions the Liberal Par ty of Canada puts forward will effectivelyaddress the many economic challenges facing Canadian fami-lies and create the conditions for a thriving middle class.

In fact, since first taking office in 2006, our Government hasintroduced a number of measures which have been aimed at helpingCanadian seniors enjoy their golden years with dignity. One of the firstinitiatives our Government put forward was to allow senior couples thefreedom to split their pension income. When seniors are able to split theirpension with their spouse or partner, it lowers the taxes that they are requiredto pay and creates the potential to help seniors double their pensionincome. Our Government also increased the Age Amount by $2,000.This measure helps middle and low-income seniors by decreasingtheir overall tax burden, helping them keep more of their hard-earnedmoney.And, as a part of our Economic Action Plan, we've built on thoseinitiatives by introducing the largest increase to the Guaranteed In-come Supplement (GIS) in 25 years.Our Government is also focused on helping seniors stay involvedand active in their communities. One of the ways we're accomplishingthis is through our support for the New Horizons for Seniors Program. Thisinnovative program supports local organizations that are dedicated to helpingseniors get involved through volunteerism, mentorship, and many otherrewarding opportunities. India became independent in 1947. For the nation, achievementof independence from British rule was a landmark event. But formillions, that this epochal happening was accompanied by thetrauma of partition denuded it of all the joy such an event would

have ordinarily brought.Personally, I spent the first twenty years of my life in Karachi,

the capital of Sindh. After the creation of Pakistan, Karachi becamethe capital of the new state and remained as such until a new capitalnear Rawalpindi, named Islamabad, was constructed.

In 1942 when I had just passed out of High School, I became aswayamsewak of the RSS, and that became the biggest turning pointin my life. It has influenced my thinking and conduct all through mylife. In 1947, I was a pracharak (whole timer) of the RSS. Afterpartition, most RSS pracharaks in Sindh were assigned responsibilitiesin Rajasthan. So from 1947 to 1957, I was in Rajasthan – first inAlwar, then in Bharatpur, later in Kota and finally in Jaipur.

It was during this first decade of independence that just oneyear after the adoption of the Indian Constitution, Dr. Syama PrasadMookerji decided to launch the Bharatiya Jana Sangh, which todayfunctions as the Bharatiya Janata Party.

It was this initiative taken by Dr. S.P. Mookerji in 1951 whichdrew into politics most of those who have made the party as powerfula force as it is today – dedicated patriots like Pandit DeendayalUpadhyaya, Nanaji Deshmukh, Atal Bihari Vajpayee, KushabhauThakre, Jagannath Rao Joshi, Sunder Singh Bhandari, KailashpatiMishra, P. Parameshwaran, Vishnukant Shastri, Jagdish PrasadMathur and such others, who had no interest in power politics, andwhose sole concern was India’s greatness.

Most of those I have named above were R.S.S. pracharaks atthe time and their being assigned responsibility in the Jana Sanghwas the result of an important meeting Dr. Mookerji had with theRSS Sar Sangh Chalak, Shri Guruji (Shri M.S. Golwalkar) just aboutthe time he launched the Jana Sangh.

I recall Pandit Deendayalji’s advice to me when he asked me tocome from Rajasthan to Delhi in 1957 to assist Shri Vajpayee, when

he was first elected to Parliament and to build up the party’sparliamentary wing. You should also try, he told me, to study thevarious electoral systems prevalent in different democracies of theworld and concentrate on the issue of electoral reforms that canmake India a truly successful and vibrant democracy.

If there is any specific political issue on which I have devotedfocussed attention since then it is this matter of poll reform.

Last week following a PIL filed by the People’s Union for CivilLiberties, a Supreme Court Bench headed by Chief Justice Sathasivamhas expressed itself in favour of voters being given a choice toexercise a negative vote. The Supreme Court has suggested thatelectronic machines hereafter should have buttons not only for thevarious contesting candidates but also one additional button markedNOTA meaning None Of The Above.

The Supreme Court’s advice has generally been welcomed. Eventhe Election Commission has said that it would have no difficultyadding this one button to the EVMs they are having manufactured.

As things stand today, voters who without any legitimatejustification have not been exercising the valuable right of franchisethe Indian Constitution has conferred on them have, unwittinglythus, been casting a negative vote against all the contestingcandidates without intending to do so. I hold therefore that a negativevote would become really meaningful if it is accompanied also bythe introduction of mandatory voting. The only state in India whichhas on its own initiative moved in this direction is Gujarat. UnderNarendra Modi its Assembly has twice legislated for compulsoryvoting but the Bill has not received the assent of the Governor, oreven of New Delhi.

Former Chief Election Commissioner Shri S.Y. Quraishi has writtentwo very good articles this week, one in The Economic Times (Oct 2,2013) and the second in The Indian Express (Oct 3, 20-13) in whichhe has attempted to analyse the implications of the verdict andsummed it up by saying that if the right to reject is actuallyimplemented it would result in some problems which have to besorted out. On the whole, he said, the apex court judgement hastouched off a welcome debate.

The former CEC’s articles also indicate that the Supreme Court’sproposal is not really a rejection vote. It is essentially an abstentionvote.

Today there are in the world as many as 31 countries whoselaws provide for some kind of compulsory voting system. But thedetails of these laws are such that observers feel that it is only onedozen of these that actually enforce compulsory voting by havingdeterrent provisions for citizens who fail to vote without any justifiedreason.

The Supreme Court’s judgement mentions seven countries andone state of U.S.A. where the Ballot Paper given to voters or theEVMs, have a NOTA option. The seven countries named by theSupreme Court are France, Belgium, Brazil, Greece, Chile, Bangladeshand Ukraine. The one state of U.S.A. mentioned is Nevada. What Iregard as significant is the fact that out of the seven countries whichhave given the electors a NOTA option the first five listed by me,namely, France, Belgium, Brazil, Greece and Chile have compulsoryvoting also.

The remaining 26 countries having some sort of compulsoryvoting arrangement are: Austria, Argentina, Australia, Bolivia,Costa Rica, Cyprus, Dominican Republic, Eckador, Egypt, Fiji,Gabon, Guatemala, Honduras, Italy, Liechtenstein, Luxembourg,Mexico, Nauru, Paraguay, Peru, Phillipines, Singapore, Switzerland(Province of Schafthausen), Thailand, Turkey and Uruguay.

I personally feel that if the Election Commission can convene ameeting of all political parties after providing them on the one handthe text of the Supreme Court judgement, and on the other, acomprehensive report on the laws and rules in these thirty onecountries, a purposeful debate on the entire issue can take place.

Two Canadians in an Egypt prison, John Greyson andTarekLoubani, were let go from the jail cell but weren't able toleave the country due to an ongoing charge investigation

confirmed reports.The two Canadians, Loubani, an emergency doctor from London,Ont. and Greyson, a filmmaker and professor at York Universitywere on their way to Gaza, but got stuck in Cairo. During that timethere were protests in Egypt when MohamadMorsi was ousted.The pair planned to go to Gaza as Loubani was participating in aprogram that was training local doctors while Loubani was interestedin filming a documentary.The duo has been in prison since mid-August without any chargesand was freed this weekend.When they checked in for a flight into Frankfurt airport of Sundaythey were prevented from boarding as their names appeared on a"stop list," issued by prosecutors reported CBC News. They werefree to leave the airport.Freed from prison over weekend"They just came to their cell and said, 'Come with us,' " said Loubani'sbrother Mohammed in an interview with the Star. A Brazilin televised report that aired Sunday nightconfirmed Canada spied on Brazil's Mines andEnergy Ministry.

Globo television aired a report based on documents thatwere revealed by former U.S. National Security Agencycontractor Edward Snowden - the NSA whistleblower - thatshowed Brazil was a target for U.K., U.S. and Canada.Report showed metadata of phone calls and emails from andto the Brazilian ministry were targeted by CommunicationsSecurity Establishment Canada or CSEC using a programcalled Olympia. It is unknown if the phone calls werelistened to or if the emails were read.Canada didn't agree nor deny the allegations confirmedreports.

The "CSEC does not comment on its specific foreignintelligence activities or capabilities," said Harper'scommunications director Jason MaDdonald.Brazilian Mines and Energy Minister Edison Lobao toldGlobo that "Canada has interests in Brazil, above all in themining sector. I can't say if the spying served corporateinterests or other groups."American journalist based in Rio de Janeiro, GlennGreenwald worked with Globo on the report. Greenwald hasbeen the one to break first stories of NSA's global spyprogram that focused on emails and phone calls.Globo has reported that communications of state run oilcompany Petrobas and the Brazilian PresidentDilmaRousseff has been a target by the NSA.

Another Bharatiya Janata Party (BJP) rath is winding its way in what was once India’s first prime minister Jawarharlal Nehru’s LokSabha constituency of Phulpur-Allahabad. This time, it is not for invoking Hindutva but to woo farmers by publicising NarendraModi’s success story in Gujarat’s arid lands that have seen an agricultural boom in the last decade. As directed by Modi and his

confidant Amit Shah, Uttar Pradesh BJP leaders led by Sidharth Nath Singh, are steering the rath through the constituency, which Nehruwon in India’s first parliamentary polls in 1952 and again in 1957 and 1962. CAIRO: Egypt stumbled deeper into turmoil after a national holidaycelebrating the military turned to mayhem, leaving 51 dead acrossthe country and exposing the deep divisions plaguing the nation.The high death toll in Sunday's clashes between security forces andIslamist protesters came as crowds from Egypt's two rival camps _supporters of the ousted Islamist president, Mohammed Morsi, andbackers of the military that deposed him _ poured into the streetsand turned on each other. Several neighborhoods of the capital,Cairo, resembled combat zones after street battles that raged forhours. Morsi's supporters fired birdshot and threw firebombs atpolice who responded with gunshots and tear gas. Let's talk about your childhood?I am from a small village in Haryana called Moth. My father was anengineer with the Haryana government and we were a normal middle-class joint family. After completing my primary education fromNirvana, I moved to Delhi due to my father moving there and went toDPS Mathura Road and then Miranda House. I was brought up inan extremely patriarchal and male dominated house. Women werejust meant to breed and girls from good families were not supposedto work and there was a stigma attached to it. My mom lived with me inDelhi and we would go to the village over the weekends. Right from mychildhood, I would stand in front of the mirror and copy Madhuri's steps inEk Do Teen but my mom would never encourage it andshe would always ask me to cook or say, 'paathpadho'. I don't remember a single night when myfather allowed me to stay over at a friend's placewhile I was in Delhi. I saw most of my cousin sistersaround me being in very violent alliances.It started affecting me. Some of my friends hadgot married to men just to keep the respect oftheir parents. A couple of years back, there was an assassinationattempt on me for saying that in Haryana, women are treated like cattle at which point my brothergot worried and shifted in with me to look after me. My father's relatives would have taunted himand said, 'badchallan hai, family ke muh pe kala daag hai', but I still felt very alone and hurt asanything could have happened to me then but still he did not call me. The way I look at it, the place I come from where women don't even get a chancein life, the very fact that I can pay my own bills and am independent is my biggest success. WheneverI meet him or take my friends to meet him, he is so warm. Like me, he too comes from humblebeginnings and is a self-made man. He has a spring in his feet and can't stay put in one place. Heknows my story and encourages me and has put his entire PR machinery behind me in LA as Icultivated that kind of bond with him. Here I feel they are in this job as they did not geta job anywhere else but internationally, they are well educated and well researched when theymeet you.Have you fallen in love?Only once and had a heartbreak. That was my first love. It took me years torecover and it was traumatic. People assume I am strong but the fact isthat I have not found true love yet and am extremely lonely. EveryIndian man you meet treats you like a trophy and cannot see youbeyond your kisses and your body. That is a struggle for me. Iam hoping I find that someone special on camera through myshow that I was not able to find off-camera. And I am enjoyingit, even if it is make-believe attention. These boys frommorning to night would keep saying 'I love you' and Iloved it. I am such a sucker for romance. And you dohave the feeling that it is not real but when one of theboys actually held me in his arms at Taj Mahal I actuallythought I am Mumtaz Mahal. That strainedmy relationship with the Bhatts and was a sad chapter inmy life. I still miss Bhatt sahab.Is it a conscious decision for you to not do Bollywood?I want to do Bollywood films, but I feel trapped inmy screen image. It's difficult for some directorsto see beyond that. I am not a party person. I goto bed by 10 at night and get up in the morningat 6 to do my yoga and lead a very disciplinedand boring life. I have never compromisedmyself as a woman to get a role and neverwill. That is one of the main reasons Iam not getting work. I have had somebig stars calling me to say, 'If youdo this, we will get you this.' ButBhatt sahab taught me one thing,'you don't become gold by touchinggold. You should not piggybackyour career on a hero's back as hewill drop you with the coming of thenext young actress.' I can proudly say,that whatever be my career, it is mine. Ido item numbers for commercialreasons. As a single woman, I need totake care of myself and they payhandsomely. I have not even had a rumoured link-upin Bollywood. I don't have a filmy boyfriend to put mein 10 films. Due to my on-screen image, men prejudgeme and take liberties with me. In reality, I feelhurt by it and it humiliates me. Just because Ihave a glamorous image on screen, why shouldI be judged? That's my work.

Itwill be released next year.The f i lm commission expectsmore interest from Bollywoodnow and has received confirma-tion from two more film crews forshooting in the Emirates. but about 80-90% of the film wasshot in Dubai. We had to learn thelogistics. Theirroles seem to start with thefirm resolve that their real-liferelation to the hero would be keptcompletely out of bounds. 'Will definitely miss Saqlain' - GaziSohag Gazi, the Bangladeshoffspinner, admitted he will missspin bowling consultant SaqlainMushtaq as he prepares for thehome series against NewZealand.

This will be Gazi's secondseries without Saqlain, who hasa 100-day per year contract withthe BCB. Saqlain was with theteam for the West Indies seriesin 2012 and the tour of Zimbabwein May this year and althoughhe had announced intentions ofjoining the team last month, theBCB's cricket operationscommittee preferred to use hisservices for the World T20 athome next March.

"I will definitely miss him,"Gazi told ESPNcricinfo. "Hewon't be here all the time. I willtry to use his advice. We havehad a lot of discussions aboutbowling and specific fieldsettings. He shared a lot of tipswith me. His words are sometimesso inspiring that it brings out thebest in a cricketer."

He ended up with 12wickets in the two Tests and ninein the five ODIs.

Faced with the challenge ofbowling away from home in SriLanka and Zimbabwe earlier thisyear, Gazi bowled far too quicklyand was at times predictable,though he picked up 14 wicketsin four Tests. He was not pickedin the three-match ODI seriesagainst Zimbabwe, which servedas a reminder that even goodform in Test cricket doesn'tguarantee anything at this level.
