This seemingly downward spiral of lack of success internationally, is further aided by the rise of new powers in the Associate World of countries like Ireland, Afghanistan, Hong Kong etc. who are knocking on the doors of the Full Member ICC Baljiwan "B.J." Sandhu, a detec- tive sergeantwith Peel Regional Police has launched a human rights complaint with the Human Rights Tribunal of Ontario for al- legedly facing discrimination at work. Sandhu, who speaks four languages, has been working with the Peel Police for almost 25 years. During this time he has received many awards from different communities one of which is a Queen's Diamond jubilee medal in 2012. Sandhu's lawyer Barry Swadron said he has been a valuable re- source for the force and they've used his services extensively. However, his superiors do not classify his services as "real police work" said the lawyer. Swadron confirmed that Sandhu's recent application for a promotion was denied and he was told that if he doesn't with- draw his application he will re- ceive a "poor performance re- view." "He is disadvantaged be- cause of his ethnicity," said Swadron. Peel Police did not have any comments at this time. Swadron confirmed Sandhu will continue to work as usual until his human rights application is dealt with. He said the Tribunal does conduct mediation ser- vices which they would be ready to accept. I convey my special greetings to members of our Armed Forces, Paramilitary Forces and Internal Security Forces. 2. The Republic Day commands the respect of every Indian. On this day, sixty four years ago, in a remarkable display of idealism and courage, we the people of India gave to ourselves a sovereign democratic republic to secure all its citizens justice, liberty and equality. We undertook to promote among all citizens fraternity, the dignity of the individual and the unity of the nation. These ideals became the lodestar of the modern Indian State. Democracy became our most precious guide towards peace and regeneration from the swamp of poverty created by centuries of colonial rule. From within the spacious provisions of our Constitution, India has grown into a beautiful, vibrant, and sometimes noisy democracy. We do feel angry, and rightly so, when we see democratic institutions being weakened by complacency and incompetence. If we hear sometimes an anthem of despair from the street, it is because people feel that a sacred trust is being violated. However when the dust settles, no clear picture emerges and we go back to status quo as nobody has the resolve to challenge the highly questionable actions, taken by individuals or organizations controlling the Canadian Cricket. The results speak for themselves. Arjun Rampal inlegal trouble over hislounge bar LapAfter being blamed for actor HrithikRoshan’s split with wife Sussanne,Arjun Rampal has now landed in freshtrouble. The actor has been slappedwith a legal notice by the India TourismDevelopment Corporation Limited(ITDC) for not clearing theoutstanding rent of Rs. 2 crore for hislounge bar Lap, which he runs in ITDC’sHotel Samrat in the Capital. Whencontacted, Rampal, who had launchedthis luxury nightclub in 2009, directedus to his legal team, that confirmed thatthere is a dispute regarding the duespayable. “There is some issue pendingwith regard to settlement of certainaccounts with ITDC in respect of LAP,and the matter is now sub -judice. Weare -working on it and are confidentabout resolving it with ITDC amicably,”said Rampal’s advocate, Ateev Mathur,adding that they believe there could besome accounting errors, too. Winter getaway:Direct train to Pearson

A direct train to Pearson airport from Union station that wouldtake 25 minutes is set for 2015 in time for Pan Am Games duringthe summer. The new station will be located between Terminal1 and the parking garage, directly adjacent to the AutomatedPeople Mover (APM) station. The station platform will beenclosed and will have free Wi-Fi, ticket-vending machinesand fare card validators. Guests will be able to access TorontoPearson's two main terminals either by walking to Terminal 1 orby taking the APM to Terminal 3. UP Express will provide aconvenient, 25-minute service to and from Toronto Pearsonand Toronto Union station with departures every 15 minutes.The service will begin running in spring 2015.

"We want the train to be like an oasis because it's adecompression zone. It's 25 minutes people have to get theirwork done and take their time. They want it to be quiet andcomfortable and serene," said president Kathy Haley in aninterview with the Star. "I don't think there's any other place inToronto where you can get views like that in such a panoramicway," said Haley. "It will probably be the most inviting,impressive moment that people will have coming into Toronto,"she said. In late November 2013, hoarding was installed on thewest wall of the APM station which will eventually serve asthe entrance to the new UP Express station. Newspaper reports today indicate that the HudakConservatives are downplaying controversial "right to work" policiesto increase their chances in the Niagara Falls byelection (TorontoStar,January 22, 2014). "Right to work" policies have a track record ofdriving down wages and PC Leader Tim Hudak has insisted he wantsto move ahead with the scheme in Ontario. However, when askedabout his plans yesterday, he dodged the question but later in the dayfired a Windsor-region PC candidate who denounced the plan on twit-ter writing, "I'm not the loudest-just 1st to say it." "In the morning TimHudak refused to back his own policies. In the evening Hudak fired acandidate who criticized the same policy. That's not leadership. WYNNE GOVERNMENT CONTINUES TOTAKE ACTION ON AUTO INSURANCE

As a long time Brampton resident I know that for most people,a car is not a luxury. It is a necessity that is closely tied to theirlivelihood. People use their car to get to work, to get their kids toschool, to get to medical appointments and to visit their parents orgrandparents.

I also know that auto insurance rates are too high, and that theyare particularly outrageously expensive for Brampton residents.That's why I was proud to support our government's 2013 Budget,which proposed to lower insurance rates by 15% on average overthe next 2 years. Recent rate approvals indicate that our government'sactions are beginning to work. On January 15th 2014, our fiscal

services regulator released a report indicating a decline in averageauto insurance rates of 4% per cent in Ontario in the third quarter of2013.

In addition, as part of our Auto Insurance Cost and RateReduction Strategy, our government has introduced new measuresto reduce costs and uncertainty in the auto insurance system, whichwe believe will help further reduce rates for drivers and protectconsumers. These measures will shine a light on where fraud occursin the system, particularly in the towing industry and in practicesrelated to vehicle storage and collision repair.

Consultations are currently underway to develop a province-wide system to oversee the towing industry and ensure that driversinvolved in traffic collisions and in need of roadside assistancehave confidence that the tow truck operator helping them is reputable,

safe and honest.Advisory Groups charged with bringing recommendations to

the government are expected toconclude their work next month.I know firsthand that the cost of auto insurance can be a burden

for many families in Brampton, but we have taken action and we areon the right road. We are working hard to ensure that auto insuranceis affordable and available to everyone across this province.

I am anxious to see rates come down sooner rather than laterand I am working with my colleague, the Minister of Finance to makesure we bring reductions to the people of Brampton as quickly aspossible.

By working together, and staying on the road set out duringlast year's Budget, we will continue to see real savings for theresidents of Brampton.

to implement a new lega lframework to govern the sextrade. The Supreme Court hasstipulated a one-year windowfor the task.

While our Government isfocused on defend ing ourcommunities from this threat,the Liberal party intends tolega l i ze p ros t i tu t ion andmarijuana. While we look todefend Canadian families andthe safety of our communities,the Liberals seek to ensurethat those who profit from thesex trade are able to maintain"successful business," to betaxed in the t ax-hungryLiberal tradition like any otherenterprise.

The Prime Minister has madeit clear that our ConservativeGovernment knows prostitution isdetrimental to society and we viewits effects as harmful for ourcommunities and women, andparticula r ly fo r vu lnerab lewomen, and we will continueto oppose prostitution inCanada. The Liberals fail toprotect Canadian communitiesand values, and choose insteadto discuss the merits oflegitimizing the sex trade, whichwill make prostitution morewidespread in Canadiancommunities.

Those inpolitics should understand that every election comes with a warningsign: perform, or perish.7. I am not a cynic because I know that democracy has this marvellousability to self-correct. It is the physician that heals itself, and 2014must become a year of healing after the fractured and contentiouspolitics of the last few years.My Fellow Citizens:8. The last decade witnessed the emergence of India as one of thefastest growing economies in the world. The slowdown of oureconomy in the last two years can be some cause for concern butnone for despair. The green shoots of revival are already visible.The agricultural growth in the first half of this year has touched 3.6per cent and rural economy is buoyant.9. 2014 is a precipice moment in our history. We must re-discoverthat sense of national purpose and patriotism, which lifts the nationabove and across the abyss; and back on to the road of prosperity.Give the young jobs and they will raise the villages and cities to 21stcentury standards. Give them a chance and you will marvel at theIndia they can create.10. This chance will not come if India does not get a stablegovernment. This year, we will witness the 16th General Election toour Lok Sabha. A fractured government, hostage to whimsicalopportunists, is always an unhappy eventuality. In 2014, it could becatastrophic. Each one of us is a voter; each one of us has a deepresponsibility; we cannot let India down. It is time for introspectionand action.11. India is not just a geography: it is also a history of ideas,philosophy, intellect, industrial genius, craft, innovation,and experience. The promise of India has sometimes been mislaid bymisfortune; at other times by our own complacence and weakness.Destiny has given us another opportunity to recover what we havelost; we will have no one to blame but ourselves if we falter.Fellow Citizens:12. A democratic nation is always involved in argument with itself.This is welcome, for we solve problems through discussion andconsent, not force. But healthy differences of opinion must not leadto an unhealthy strife within our polity. Passions are rising overwhether we should have smaller states to extend equitabledevelopment to all parts of a state. A debate is legitimate but itshould conform to democratic norms. The politics of divide and rulehas extracted a heavy price on our subcontinent. If we do not work

together, nothing ever will work.13. India must find its own solutions to its problems. We must beopen to all knowledge; to do otherwise would be to condemn ournation to the misery of a stagnant mire. But we should not indulge inthe easy option of mindless imitation, for that can lead us to a gardenof weeds. India has the intellectual prowess, the human resourceand financial capital to shape a glorious future. We possess a dynamiccivil society with an innovative mindset. Our people, whether invillages or cities, share a vibrant, unique consciousness and culture.Our finest assets are human.Fellow Citizens:14. Education has been an inseparable part of the Indian experience.I am not talking only of the ancient institutions of excellence likeTakshashila or Nalanda, but of an age as recent as the 17th and 18thcenturies. Today, our higher educational infrastructure consists ofover 650 universities and 33,000 colleges. The quality of educationhas to be the focus of our attention now. We can be world leaders ineducation, if only we discover the will and leadership to take us tothat pinnacle. Education is no longer just the privilege of the elite,but a universal right. It is the seed of a nation's destiny. We mustusher in an education revolution that becomes a launching pad forthe national resurgence.15. I am being neither immodest, nor beating a false drum, when Iclaim that India can become an example to the world. Because, thehuman mind flourishes best when it is, as the great sage RabindranathTagore said, free from fear; when it has the liberty to roam intospheres unknown; in search of wisdom; and when the people havethe fundamental right to propose as well as oppose.My Fellow Citizens:16. There will be a new government before I speak to you again onthe eve of our Independence Day. Who wins the coming election isless important than the fact that whosoever wins must have anundiluted commitment to stability, honesty, and the development ofIndia. Our problems will not disappear overnight. We live in aturbulent part of the world where factors of instability have grownin the recent past. Communal forces and terrorists will still seek todestabilize the harmony of our people and the integrity of our statebut they will never win. Jean-Eudes Fraser receiveda phone call from his mother whowas trapped in the buildingasking her son to save her,reported CBC News. Frasergrabbed a ladder and rushed inthe car and arrived before theemergency crews.

"Five minutes later, the firewas everywhere," he said. "Icried [to a man below], 'Quick,

get a ladder! I'm on the balconywith my mother! We need aladder!' .… I screamed, 'Hurry up!Hurry up!' But the longer it took,the worse the smoke got," hetold CBC News.

They were both overtakenby the smoke and he knew if hedid nothing, they would bothdie.

"I had to decide if I wasgoing to die with her or go backdown myself," he said,struggling to hold back tears. "Ihad to make a decision. It wasnot easy," he told CBC News.

Cause of the wild fire at theresidence is still unknown.

The building had 52 peopleliving in it with at least 37 people85 years of age reported CBCNews. "Our thoughts andprayers go out to the injured andthe families and friends of thoselost in this morning's horrific firein L'Isle-Verte," tweeted PrimeMinister Stephen Harper.

Prime Minister Stephen Harper announced Canadian supportto the international effort to rid Syria of its chemical weapons. Theannouncement was made at the Za'atari Refugee Camp in Jordan,during the last leg of the Prime Minister's first official visit to theMiddle East, from January 18-25, 2014.

"The use of chemical weapons against Syrian civilians was anatrocity that cannot be allowed to happen again. Canada is pleasedto join the international community in helping destroy Syria'schemical weapons stockpiles, said Harper in a statement.

Support is being provided through Canada's Global PartnershipProgram and will go to the Organisation for the Prohibition ofChemical Weapons' (OPCW) destruction trust fund, which was setup to finance the treatment and disposal of organic and inorganicchemicals declared by Syria. Additional support will be provided tothe U.S. Department of Defence to assist with the destruction ofpriority chemicals on board the U.S. ship, the MV Cape Ray.

"I commend the work by inspectors from the Organisation forthe Prohibition of Chemical Weapons, including Canadians such asScott Cairns, who have shown extraordinary bravery in carrying outtheir duties throughout the Syrian crisis. Their dedication is

instrumental to the success of this operation in the short and longterm," said PM.

These contributions are in addition to the support that Canadaprovided proactively to the OPCW early in 2013 to support a possibleinvestigation of alleged use of chemical weapons in Syria. The Bank of Canada today announced that it is maintaining itstarget for the overnight rate at 1 per cent. The Bank Rate iscorrespondingly 1 1/4 per cent and the deposit rate is 3/4 per

cent. Inflation in Canada has moved further below the 2 per centtarget, owing largely to significant excess supply in the economyand heightened competition in the retail sector. The path for inflationis now expected to be lower than previously anticipated for most ofthe projection period. The Bank expects inflation to return to the 2 per centtarget in about two years, as the effects of retail competition dissipate andexcess capacity is absorbed. Global growth is expected to strengthen overthe next two years, rising from 2.9 per cent in 2013 to 3.4 per cent in 2014 and3.7 per cent in 2015. The United States will lead this acceleration, aided bydiminishing fiscal drag, accommodative monetary policy and strongerhousehold balance sheets. The improving U.S. outlook is affecting globalbond, equity, and currency markets. Growth in other regions is evolvinglargely as projected in the Bank's October Monetary Policy Report(MPR). Global trade growth plunged after 2011, but is poised torecover as global demand strengthens.In Canada, growth improved in the second half of 2013. However,

there have been few signs of the anticipated rebalancing towardsexports and business investment. Stronger U.S. demand, as well asthe recent depreciation of the Canadian dollar, should help to boostexports and, in turn, business confidence and investment. Meanwhile,recent data have been consistent with the Bank's expectation of asoft landing in the housing market and a stabilization of householdindebtedness relative to income. Real GDP growth is projected topick up from 1.8 per cent in 2013 to 2.5 per cent in both 2014 and2015. This implies that the economy will return gradually to capacity overthe next two years. Although the fundamental drivers of growth and futureinflation appear to be strengthening, inflation is expected to remain wellbelow target for some time, and therefore the downside risks to inflationhave grown in importance. At the same time, risks associated with elevatedhousehold imbalances have not materially changed. Weighing theseconsiderations, the Bank judges that the balance of risks remains within thezone articulated in October, and therefore has decided to maintain the targetfor the overnight rate at 1 per cent. The timing and direction of the nextchange to the policy rate will depend on how new informationinfluences this balance of risks.

Aging and unskilled workforceamong challenges facing CanadaAn aging workforce and new employees entering the labormarket with a lack of skills are among the challenges that areset to face businesses in Canada this year.This is according to a study of 900 human resources profes-sionals across British Columbia and the Yukon regions by BCHuman Resources Management Association (BC HRMA) onthe challenges that employers are expected to face during 2014.The top challenge facing businesses this year is finding enoughpeople with the right skills to fill positions that are emerging,with 53 per cent of respondents concerned about the lack ofskilled labor.Replacing an aging workforce when employees retire is thesecond biggest challenge, with 43 per cent of employers citingthis. The other top challenges that HR professionals predictthey will be up against this year include changes in federal andprovincial legislation that will affect their depar tments, with 29per cent stating this, while 25 per cent said that the increasinguse of technology in the workplace could potentially be prob-lematic. Senior manager of professional practice at BC HRMAChristian Codrington said: "Employers, private and otherwise,need to realize it's going to take skilled HR professionals tohelp ensure these kinds of workforce matters are dealt withnow and in years to come. Providing the right resources forthem to do that is impor tant."A lack of skilled employees is a matter that has received a lotof publicity in Canada in recent years. The Reserve Bank of India announced it will completely withdraw fromcirculation all banknotes issued prior to 2005. From April 1, 2014, the publicwill be required to approach banks for exchanging these notes. Banks willprovide exchange facility for these notes until further communication. TheReserve Bank further stated that public can easily identify the notes to bewithdrawn as the notes issued before 2005 do not have on them the year ofprinting on the reverse side.The Reserve Bank has also clarified that the notes issued before 2005 will

continue to be legal tender. This would mean that banks are required toexchange the notes for their customers as well as for non-customers. FromJuly 01, 2014, however, to exchange more than 10 pieces of `500 and`1000 notes, non-customers will have to furnish proof of identity andresidence to the bank branch in which she/he wants to exchange thenotes.The Reserve Bank has appealed to the public not to panic. They arerequested to actively co-operate in the withdrawal process.

INDIA THREE YEARS POLIO-FREEWild poliovirus has not been found in India since 13 January 2011meaning that, from that date, India is no longer a country where poliois endemic. Three years of being polio free is a notable milestone forthe country as a whole, but the success of the immunization andawareness campaign has had a wider impact - with this achieve-ment, it is hoped that soon the entire South-East Asia Region can beconsidered cer tifiably free from polio. A commission of experts willmeet at the World Health Organization offices at the end of March toanalyze the data and determine the polio status for the Region.Historically, India has been the largest endemic reservoir of polio inthe world with between 50 000 to 100 000 paralytic polio cases occur-ring each year between 1978 and 1995. It has also been one of themain sources of polio impor tation for other countries. This achieve-ment has been driven by the par tnership between the Government of

India, international organizations, local NGOs and other institutions.An extraordinary mobilization of health workers was necessary toreach this point, par ticularly in the Uttar Pradesh and Bihar states.The outcome of this has been an improved vaccine delivery system,better trained health staff and high quality surveillance, monitoringand research mechanisms.This does not mean that the virus cannot reemerge within any of thecountries or the Region. There is no room for complacency with ongo-ing polio vaccination work. High immunity levels must continue inorder to protect those in the Region and as newer, more comprehensiveinterventions are developed, these too need to be rolled out. Furthermore,whilst no new cases of wild polio have been recorded recently, the diseasein different forms can be brought in to the Region via those who have con-tracted it in other parts of the world and then travel to South-East Asia.

US FIRMS AIM TO HELP FINANCIALHEALTH OF WORKERS IN 2014

A number of employers inthe US have setthemselves the goal of

improving the financial health oftheir workers during 2014.

According to a study fromAon Hewitt, as many as 76 percent of US firms say they areeither "very likely" or

"somewhat likely" to focus onthe financial well-being of theirstaff over the year ahead.

The global managementconsulting services surveyed400 US companies, representingclose to ten million workers, tofind out what their approach isto financial wellness benefits as

well as how they intend to adapttheir plans in the future.

Director of retirementresearch at Aon Hewitt RobAustin said: "In the past,companies were primarilyconcerned about whetherworkers were participating intheir 401(k) plans, but we're nowseeing employers expand theirfocus beyond just retirementsavings."

Among the steps thatcompanies intend to take in 2014are offering help to managebudgets, including paying forday-to-day living expenses. Innoting that this plays animportant part in the financialwellbeing of employees, aquarter of companies said theywould aid with budgeting.

Mr Austin added:"Employers understand thatworkers can't adequately save

for retirement if they don't havetheir financial house in order."

Other methods to aidemployees with finances includeoffering access to online third-partyinvestment advisory services,with 44 per cent of companiesalready offering this and afurther 14 per cent likely to offerthem in 2014. Previous studieshave shown that finance is oneof the main areas of stress amongUS employees. During the thirdquarter of 2013, a survey byFinancial Finesse revealed that41 per cent are unsure aboutwhether they will be able to meetfinancial objectives in the future.This was up by seven per cent fromthe previous year's results. Duringthe same period, 19 per cent said thatthey had faced high levels offinancial stress, which is up by sixper cent from the same quarter in2012.

Distributors of Uday Chopra’s maiden Hollywood co-production, based on the life of Princess Grace, pull the film from its releasecalendar Bollywood actor-turned-producer Uday Chopra has been in the news of late for venturing into Hollywood. The first film hehas co-produced is Grace of Monaco, based on the life of ’50s Hollywood actress and Princess of Monaco, Grace Kelly. The film, whichstars Nicole Kidman in the titular role, was set to release in the US on March 14. However, according to the American trade paper, TheHollywood Reporter, the release has now been pushed, without a new release date being announced. The report further suggests thatdirector Olivier Dahan has been at odds with Weinstein Co (distributors for the movie) over the film, and that Dahan publiclycomplained last earlier that the company wanted changes made against his wishes. “…when you confront an American distributorlike Weinstein, not to name names, there is not much you can do,” Olivier had told French newspaper, Liberation, at thetime. The movie has now been taken off the release calendar by The Weinstein Company, and they have not explained thedecision. Earlier, it was also reported that Monaco’s royal family had criticised the script, saying it gives an inaccurateview of the late Princess Grace.Despite repeated attempts, Uday, who is presently out of the country, could not be reached for a comment. In a scrappy contest dictated largely by the sluggishness ofAdelaide Oval's drop-in pitch, Australia posted a mediocre total butdefended it grandly against an England team who threatened to takecontrol at several stages of the chase but could never quite manageto wrest command of the evening.

Alastair Cook, Joe Root and Eoin Morgan all contributed usefulscores to take England close, but it was left to Ravi Bopara to try totake his team to a second win in a row. The remainder of the innings was a struggle despite the bestefforts of George Bailey, the only batsman to pass 50 in the face of adiligent England bowling line-up. Broad's pace and direction showedthe way for his colleagues, while Ben Stokes, Tim Bresnan, ChrisJordan and James Tredwell also delivered sturdy spells.

Ian Bell and Cook began smartly, until the difficulties posed forshot-making on a decidedly slow surface began to rear. Bell tried todrive on the up and was taken at mid-off. Stokes' attempted pull shotwas not middled and settled in the hands of midwicket. Then after apartnership with Root that hinted at success, Cook himself mistimedto short cover.

Those who had witnessed the final day of the Adelaide Testagainst South Africa were made nervous by the sight of Wadestationing himself up to the stumps for McKay, but the bowler avertedany problems by bringing one between bat and pad to bowl Broad.That left Bopara with just Jordan and Tredwell for company, and thefourth ball of the penultimate over brought unexpected reward forWade's decision to stay up.

Beaten outside off stump by McKay, Bopara very briefly liftedhis back foot, and at the same moment Wade's failure to glove theball cleanly had it ricochet back onto the stumps. HAMILTON: The golden rule fora team to get out of a wretchedrut is to first accept that it is in arut; the moment it acknowledgesthis predicament, things willbegin to resolve themselves. Or,at least, it will start thinking ofways to rise from the hellhole.

The logical consequence ofthis cognizance is that the think-tank will realise that somethingis amiss; it will acknowledge thatit's time to make changes, evenif they are minor tweaks.

India captain MahendraSingh Dhoni and his think-tankmight look at Saturday night's tieand convince themselves thatthey are not on a downwardspiral; what else can oneconclude by looking at their rigidtactics and dogged refusal toring in the changes?

Ironically, or maybe oneshould say misleadingly, Indiaescaped from jail in the third one-dayer primarily because the weak

links made a desperate attemptto break free from their shacklesand self-doubts.

Rohit Sharma and ShikharDhawan, who have visiblylooked uncomfortable since theylanded in South Africa, tooktheir chances and made the mostof them; they added 64 beforeretreating in quick succession,both succumbing to vain shots.They have clearly not realisedthe virtue of patience, or thevalue of discretion.

No doubt, they are excitingas a pair, capable of demolishingany attack; but there is a casefor understanding if Rohit ismore comfortable in the middleorder (at least away from home),or even if he is more useful there.Especially, when there is areadymade option: AjinkyaRahane.

The lanky youngster isbeginning to look solid;importantly, he rotates the strike

and keeps the scoreboard on themove. In the middle order, heoften succumbs to the mountingrun-rate; he is clearly not apower-hitter despite having theshots and the ability to pierce thefield.

Suresh Raina is a truewonder: devastating at home,even more so in T20, he isstruggling with short-pitchedattacks on bouncy tracks; often,he falls for the bluff, playing thepull shot when it is not needed.His last two knocks of 31 and 35,however, save him but that isonly a travesty.

The spin twins provideanother quandary: the captainbelieves that R Ashwin andRavindra Jadeja are an integralpart of every scheme, and theirSaturday heroics will stand themin good stead; but the factremains that their success ratewith the ball, on tours, is dipping.

Dhoni refused to opt for

four pacers, on the premise thathe will be banned for slow over-rate; moreover, we still lose, hecounters. He may be right on thesecond count: the pacers on thebench don ' t en thuseconfidence, and one needs toask if it's a commentary on thetalent at hand or a selection flaw.

And finally to the bigquestion: to chase or not. WELLINGTON: Jesse Ryderwas on the verge of completinga remarkable return tointernational cricket on Sundaywhen he was named on the fringeof the New Zealand squad fornext month's two Tests againstIndia.

New Zealand have kept thesame 12 players who won thesecond and third Tests againstthe West Indies last month withRyder added as cover for RossTaylor whose wife is expectingtheir second child.

The 29-year-old Ryder'sfirst step back into theinternational arena after aturbulent two years on thesidelines came last month whenhe was named in the NewZealand one-day internationalside.

In November, OCA team where alot of top players were absent due to prior commitments or work,toured Guyana and Trinidad and Tobago. We played some of thebest teams that included both current and former test players, indream facilities and held our ground. Former CC Coach Pubudu alsoonce told me that there is plenty of aspiring talent in Canada. I have had privateconversations with Members of the Guyana as well as TT Cricket Boardswho assured me of their full co-operation in this matter. I am sure itwill be the same if other WI Cricket Boards are approached as well.During an ICC week long High Performance course in ManchesterUK, I had the opportunity to speak with the then CEO of Scotlandand I asked him about his relation with the his Cricket Board. He toldme that he meets may be once a month with the President to bringhim upto date with the cricket operations. Other than that he has nointerference in his work from any member of the board or anyoneelse. I also remember similar sentiments echoed by Richard Done,the ICC High Performance Manager in a meeting of the Cricket CanadaBoard that " The Board should operate at 30,000 feet and let the CEOand other professionals do their jobs". A competent CEO and staffis a pre-requisite of course.I have stated before and I say it again, player selection must beindependent and free from politics. Until that happens, results are goingto be hit and miss and never consistent. Here again, we have a greatsource of selectors available locally and in the Windies. All you need iscourage to do the right thing and not be afraid to loose votes.In thecurrent climate that is not likely to happen any time soon and "thebarbers are going to continue to select the brain surgeons".So where do we go from here?Starting from the top, the current Cricket Canada regime should do theright and honourable thing and resign and new elections should becalled immediately. Judging from the comments posted, they have lostthe confidence of the cricketing fraternity and in my opinion have nomoral or ethical grounds to continue. They can no longer hide behind theexcuse that they inherited this from the previous management. For one, theywere also part and parcel of that regime and secondly they have had plentyof time to turn things around. Instead, things have gone from bad to worse.We are now likely off the ICC radar as well.At the province level, in the interest of Cricket, provincial organizations insome important provinces, particularly in Ontario, must rise above theirdifferences and make honest efforts to resolve the outstanding issues ASAP.I have personally made at least four such initiatives in the past but scheduledmeetings were called off by the other party at the last minute.. Again OCAunilaterally withdrew its case against Cricket Canada, so that their ICCfunding will not get affected and with a view for peace, with theunderstanding that OCA will be part of CC again. Nothing has happenedso far. Today again, I am making a public commitment that OCA is prepared tooffer a clean start and is ready to resolve and negotiate in good faith,any outstanding issues, with goal of contributing positively to theprogress of the sport as part of Cricket Canada.To all those who predicted OCA's demise, I will only say that we haveflourished even more since your prediction and will continue to grow.To the leagues, teams, players and officials, a reminder that Cricket is agentleman's game. Winning is not everything, it is how you conductyourself that matters. We need to clean up our act and play fair, bringback honesty and integrity in to the game and most importantly respectof the umpires, senior players, captains, coaches and other officialsmust be maintained. Discipline needs to be instilled no matter howimportant the player is. I am proud to say that OCA member leagues andplayers have respected this all along. Umpires conducting OCAtournaments have commented about the great respect they havereceived from our players, coaches, officials and fans and never everfelt threatened in any way.And finally, you the fans must be prepared to back up your words withaction. i.e. support Cricket in your area financially and otherwiseDemand accountability and transparency of everything at all levels... fromyour team, league, provincial as well as National organizationsKeep track of the vague statements or broken promises and hold the personto it. If need be form an organization like "Concerned Fans of Cricket inCanada" (CFAC) and use its strength to bring about the changes that arenecessary. It is your game, you make a contribution to it and you have everyright to make sure that the game is going in the right direction.This is a drastically critical situation and you need to undertake some strongmeasures to tackle it.Having said all this, I would like to emphasize to you all that there is everyhope for Cricket in this country. There are many individuals and organizationswho are dissatisfied and alienated by the unethical and bullying behavior ofsome. Yet they are privately contributing tremendously to the game. Weneed to bring all of them under one flag, unite the efforts of all and moveCricket forward. A bit here or a bit there is not having the desired effect. Oncethe private sector and the Governments see us united, they will also comearound with funding and support. They are not oblivious to the state ofCricket in Canada. They are also looking for a ray of positive light ofunity in the game and given hope, will be happy to join hands withus. But we the cricketing fraternity, have to take the first stepIf we conduct ourselves with honesty, fairness, and integrity, I haveno doubt Canadian Cricket will be at the top again.This the way I see it anyways..May God bless us all..
