PARIS (AFP) - An ethics panelin France on Tuesday opposedthe use of so-called sexual as-sistants for the disabled, anissue sparked by a true-to-lifefilm recounting the experiencesof a handicapped man.

The National ConsultativeEthics Committee (CCNE),which advises the governmenton health issues, said it saw toogreat a risk of abuse to back"professional" use of sexhelpers.

Several associations are lob-bying for law changes so thatpeople can legally offer sexualservices for the handicapped, and even to have these servicesreimbursed by the welfare state.

Their campaign has been in-spired by experiences in Ger-many, Denmark, theNetherlands and Switzerland, and by a Hollywood film, "TheSessions," which portrays thesexual awakening of a 38-year-old paralysed man and his rela-tionship with his sex therapist.

It recommended that carersbe trained in the sexual needsand dignity of the disabled.

"This training must have atechnical aspect, for examplefacilitating physical relation-ships between handicappedpeople or access to mechanicalmeans of sexual satisfaction,"the panel said.

that 24 hours after angioplasty,18.3 percent of patients on theplacebo had CK-MB increasesmore than three times theupper limit of normal.

Many clinical trials definethat threshold as the onset of apost-angioplasty heart attack.

But only 8.9 percent of pa-tients who received the higherdose of inclacumab experi-enced those same CK-MB in-creases.

"If we're able to confirmthese results in potential futurestudies, this drug could be-come part of the therapeuticarmamentarium in moderncardiology," Tardif said in astatement.

"You could use this drugmore widely, in all patientscoming in with heart attacks, although that would requireadditional large studies."

More than a million coro-nary angioplasty proceduresare performed in the UnitedStates each year, costing morethan $10 billion.

Angioplasty can damageheart tissue, which can triggera need for more procedures, poor outcomes and higherhealth care costs .

During angioplasty, sur-geons insert a balloon catheterto mechanically widen nar-rowed or obstructed arteries.

WASHINGTON (AFP) - Asingle dose of an experimentalanti-inflammatory treatmentreduces heart muscle damageduring an angioplasty opera-tion to open blocked arteries, astudy found.

The antibody inclacumab, developed by Swiss lab Hoff-mann-La Roche, significantlyreduced levels of the standardmolecular markers troponin Iand CK-MB in patients, com-pared to those who took aplacebo in a clinical trial.

Patients who received theinclacumab dose saw troponinI levels drop 22.4 percentmore after 16 hours and 24.4percent after more at 24 hours(p=0.05), compared with pa-tients on a placebo.

WASHINGTON(AFP) - Sci-entists used an iPhone and acamera lens to diagnose intes-tinal worms in rural Tanzania,a breakthrough that could helpdoctors treat patients infectedwith the parasites.

Research published by theAmerican Journal of TropicalMedicine and Hygieneshowed that it is possible tofashion a low-cost field micro-scope using an iPhone, dou-ble-sided tape, a flashlight, ordinary laboratory slides andan $8 cameral lens.

The researchers used theircobbled-together microscopeto successfully determine thepresence of eggs from hook-worm and other parasites inthe stool of infected children.

Intestinal worms infect twobillion people around theworld, mainly children, some-times causing malnutrition. The malady can be difficult todiagnose, in part because ofthe high cost of a conventionalmicroscope, which is priced ataround $200.

Scientists used the cellphone microscopes to evaluatesome 200 stool samples fromrural children infected with in-

testinal worms, and comparedthe results against findings ob-tained using a conventionalmicroscope.

They found overall that theiPhone microscope was able todetect the presence of eggs de-posited by worms in about 70percent of the infected samples.

Although not as sensitive asthe conventional device, theiPhone microscope can bemade much more sensitivewith refinements, Bogoch said.

The researchers alsopointed out that almost allmedical staff already possess acell phone, so the cost for amicroscope cobbled togetherusing the iPhone is deemednegligible compared to thecost for a conventional one.

Intestinal worms such ashookworms and roundworms, also known as soil-transmittedhelminths, are particularlyproblematic in young children, hindering their physical andmental development by caus-ing chronic anemia and malnu-trition.

If quickly diagnosed, how-ever, the negative health im-pact of the parasites can begreatly reduced.

PARIS (AFP) - France's telecommunications monitorArcep said Tuesday it had asked prosecutors to launcha probe into Microsoft subsidiary Skype for failing toregister as a telecommunications firm despite severalreminders. Under French law, a telecommunications op-erator does not need administrative authorisation butonly has to make a "prior declaration," Arcep said. How-ever failure to comply with the law is a criminal offence.Arcep said it had asked Skype to declare itself "an elec-tronic communications operator" but it had failed to doso. An Arcep statement said Skype should register as atelecommunications service as it provided "French In-ternet users with services that allow them to makephone calls to or from a device connected to the Inter-net... in France or elsewhere in the world." As a regulartelecoms service provider, Skype would have to under-take certain obligations, including routing emergencycalls and allow legal wire-tapping. The latest movecomes at a bad time for Microsoft. WASHINGTON (AFP) - TheWhite House warned Tuesdaythat a new Republican budgetplan did not add up, wouldhike taxes on the middle classor fail to cut the deficit andwould be sure to hurt health-care for the elderly.

The Republican blueprintwas unveiled as both sidesmake opening gambits in anew budget showdown whichwill be highlighted as Obamamounts a charm offensive withvisits to Democratic and Re-publican lawmakers this week.

"While the House Republi-can budget aims to reduce thedeficit, the math just doesn'tadd up," President BarackObama's spokesman Jay Car-ney said.

"By choosing to give thewealthiest Americans a newtax cut, this budget as writtenwill either fail to achieve anymeaningful deficit reduction, raise taxes on middle classfamilies by more than $2,000 -- or both."

Carney said in a statementthat the budget, framed bypowerful Republican con-gressman Paul Ryan, wouldnot close tax loopholes for thewealthy but make deep cuts toeducation and research.

He also said that the Repub-lican approach would turnMedicare, the popular healthinsurance program for the eld-erly, into a voucher system --an approach Democrats saywould lead to benefits fallingway behind healthcare costs.

Ryan, the Republican party's2012 vice-presidential candi-

date, said his budget would al-leviate the "crushing burden"of debt that is threateningAmerica's future and wouldcut $4.6 trillion in spending.

It contains no new tax rev-enue and demands massivespending cuts, as well as majorchanges to cherished socialprograms like Medicare andMedicaid, in a bid to balancethe budget within a decade.
