On Thursday (21 September) members of CECA & the Future Water Association were shown around the water research facilities at HR Wallingford near Oxford. Features included the Froude Modelling Hall and the Ship Simulation Centre, where members could experience standing on the bridge deck of a ship which was entering Dover harbour. A joint meeting followed between CECA & FWA and discussions included Water Cyclicality, Innovation and AMP7. If you would like more information, e-mail [email protected].

Automatic Enrolment

From October 2017, new employers will have AE duties from the day they take on their first member of staff. Stop. Make a Change 2018

Following the success of CECA’s Stop. Make a Change. campaign in May, the dates have been set for Stop. Make a Change 2018. Events will be held during a two week period from 16 April 2018. If you would like further information, e-mail [email protected] or visit www.stopmakeachange.co.uk.

CECA Annual Conference

The 2017 CECA annual conference will take place at the National College for High Speed Rail in Doncaster on 28 November 2017. Confirmed speakers so far include: Tom Samson, CEO NuGen; Sarah Tennsion, Teesside Collective; Richard Threlfall, KPMG; a representative of Sellafield Ltd; Sarah Beale, CITB; Sue Cooke, West Yorkshire Combined Authority; Tobyn Hughes, Nexus; and the CEO of the college. i3P

On Thursday (20 July), CECA Director of External Affairs Marie-Claude Hemming met with i3P about a piece of work CECA is doing on i3P’s approach to engagement with SMEs. i3P is a portal and forum, set up to encourage sharing and collaboration between customers, contractors and the wider supply chain in the field of innovation - for more information visit https://www.i3p.org.uk/. At this initial stage, we are trying to gather the details of those SMEs who are interested in receiving further information about the project, which aims to ascertain how SMEs would like to engage with i3P. CECA feels that i3P offers a good opportunity for SMEs to exchange knowledge and discuss challenges and opportunities with customers and larger contractors as part of an independent innovation community. B&CE Occupational Health Survey

B&CE held a series of breakfast meetings in June asking for industry views on the framework that will underpin their proposed new occupational health model. Events were held in Glasgow, Birmingham and London, with a wide range of construction firms attending – from the largest contractors to small businesses and trade specialists – along with occupational health providers and representatives from Federations, unions and the HSE. The purpose of the meetings was to gather initial immediate reaction to the proposed framework. Two questions were asked: 1) Did attendees think the framework would simplify occupational health for them; and 2) Whether they would adopt the framework for their business. The response so far has been very positive, with 93% of attendees at the events giving a ‘thumbs up’ to both questions. Now B&CE wants to consult with the wider industry, and have launched an online consultation. Visit www.bandce.co.uk/occupational-health to watch their short overview video, download the framework, and provide any additional feedback you may have. B&CE wants to create a framework that benefits the whole construction industry, so your feedback is valuable and appreciated. Please feel free to share the link with colleagues. CSCS Calling Time On 85,000 CRO Cards

The Construction Skills Certification Scheme (CSCS) is reminding the industry that time is almost up for 85,000 Construction Related Occupation (CRO) cards. CSCS withdrew the CRO card at the end of March this year, and all CRO cards issued since October 2015 expire on 30 September 2017. What each individual card holder needs to do depends on the qualifications they hold and whether their occupation is considered to be construction-related. Movember Campaign For Suicide Prevention

Prostate Cancer UK

CECA have been approached by Prostate Cancer UK to provide awareness around the subject. The work is delivered by volunteers (most of whom have a personal experience of prostate cancer). Their volunteers form a network across the UK and give messages around risks and the support available through delivering awareness talks, presentations and hosting information stands. The service is absolutely free of charge, although donations are welcome. Southern Supplier Conference, 17 October 2017

The CECA (Southern) Supplier Conference will be held on Tuesday 17 October at etc.venues, The Hatton, London. This is a chance to engage with suppliers as part of the Infrastructure Leadership Programme, which is developing proposals to support companies in delivering major upgrades to the UK’s infrastructure in the coming years. The Conference will include presentations from significant regional and national customers about their future work programmes, as well as opportunities to engage with contractors with specific supply chain requirements. You will hear from a range of speakers and we are hopeful that TfL or Heathrow will attend. SCAPE will attend to update attendees on the procurement process for the replacement major Civils framework, currently being delivered by Balfour Beatty. The Solent Groundworks & Civil Engineering Employers’ Group (in association with Fareham College) will be attending to demonstrate an impressive initiative driven by local contractors on the South Coast to develop the local skills capacity for civil engineering through an effective local apprenticeship programme. We will also be doing a piece on the site of the future, illustrating some of the new technologies which are promising to transform data collection and management, health monitoring, PPE and safety performance on site. There will also be a presentation from a contractor who works as both main contractor and in the supply chain to give a Tier2 perspective, as well as a presentation from the Rail Supply Growth Fund who provide finance for businesses looking to expand into the rail sector. Senior Commercial Directors Forum – Overview of NEC4, 7 November 2017

CECA South West is running a half-day morning course to give an overview of NEC4. It will deal with significant changes in the NEC4 Engineering and Construction Contract and Subcontract and their implications. The course will also give an overview of the other main changes in the NEC4 suite of contracts, including the design, build and operate contract and the alliance contract (consultative form). Time will be allocated for questions and discussion. The course will be delivered by Mark Bezzant and held at the Aztec, Bristol. Please note the course is intended for senior management/directors. Service Strikes Mock Trial, 16 November 2017

There are over 60,000 cable strikes every year with electricity causing the most significant injuries. Significant fines can be imposed if a cable strike leads to a successful prosecution – an engineering company was fined £55,000 plus £30,000 in costs after a worker sustained 60% burns following a high voltage cable strike on the Crossrail project. The HSE investigation found a series of failings including inadequate training, communications and safety documentation. But what happens if a company gets all of those things right? What happens if there is still a cable strike despite a company’s best efforts? When will HSE focus its attention on individuals? You will sit as a juror in a mock trial of an employee prosecuted under the Health and Safety at Work Act. This innovative and engaging session is being led by Kirsty Gomersal of DAC Beachcroft Solicitors and will provide delegates with an insight into the mechanics of a trial and see experienced advocates “in action”. It will demonstrate the challenges faced by those who have to give evidence in Crown Court and will give guidance on how to comply with the law. CECA Scotland Board Priority 2017/18: Health & Safety

Health & Safety Executive

Grahame Barn met with Iain Brodie, recently promoted from Head Construction Inspector for Scotland & North of England to Director for Scotland / Deputy Director, Field Operations Division and Rob Hirst, H M Principal Inspector at Health & Safety Executive on Thursday (21 September) in Edinburgh. Rob will cover for Iain Brodie in Scotland whilst a full-time replacement is found. This meeting was an introductory meeting as part of Iain’s handover but it was also an opportunity to raise CECA member’s concerns around their role as PC on windfarm construction sites. The HSE Inspectors are aware of the challenges that some wind farm contracts pose around the competency of the PC but were unable/unwilling to provide a definitive solution.

Scottish Construction Safety Group

Cara Hilton, Policy & Public Affairs Manager attended the Scottish Construction Safety Group on (21 September) in Whitburn. Jim Denholm, Scottish Power Energy Networks gave a detailed presentation on electrical safety, covering both safety working around overhead powerlines and underground cable strikes; both of which continue to cause a number of fatalities each year. A discussion followed about how to minimise risks and share best practice between contractors. It was also highlighted that the HSE would be running an intensive health and safety inspection campaign during October. The next meeting will be on October 19, with a presentation from SELECT, the electrical trade association.

CECA Scotland Board Priority 2017/18: Promoting Infrastructure

CECA Scotland Chief Executive Grahame Barn met with Sara Thiam, Director for Scotland ICE on Thursday (21 September) in Edinburgh. ICE’s outline plans for their celebratory ICE200 programme in 2018 were discussed and how CECA could engage as well as an initial discussions around a joint awards event also in 2018. It was agreed that both parties would consider their options and would meet again later in the year to develop the proposals further.

• Met a website designer to develop a new CECA website;

• Met with the BESA Director Wales to discuss alliancing opportunities;

• Gave evidence to the National Assembly’s Equality, Local Government and Communities Committee meeting on how infrastructure investment and better procurement can support people on low incomes;

• Attended the annual CECA Wales Golf Day.

Developing Lean Expertise: The LCI-UK Lean Construction Training Day & LCI-UK Summit 2017

This consultation is seeking views on the future of lane rental schemes. Lane rental involves charging organisations carrying out road works for the time their works occupy certain parts of the highway. The schemes are focused on the busiest streets at the busiest times.

- the 2 pioneer lane rental schemes, in operation in London and Kent, should continue

- other local authorities to be allowed introduce lane rental schemes

This consultation closes on 28 October 2017.

This consultation is seeking views on the removal of the sunset clause from existing lane rental schemes as a interim solution. Existing lane rental schemes are situated in London and Kent. The Environmental Permitting (England and Wales) Regulations 2010 explain that most activities to manage waste should have a permit. However, there are some exceptions. These are called exemptions. To register a T11 WEEE (waste electrical and electronic equipment) exemption, please use form WEEEX001. T11 exemptions cannot be registered online. Do not use this form to register exemptions T3, T7 or T22. You register these exemptions with other organisations and not the Environment Agency.
