Solent LEP Area Opportunities and Challenges
• Construction outlook is bright = stability
• Construction is central to boosting UK productivity
• Housing demand is high – in 2015 142,980 houses built, up 21% on 2014 but 19% below 2007 (*1)
• Well below the requirement for 250,000
• Wellbourne, Whiteley, Stubbington Bypass & other substantial local schemes
(*1) ONS report Housebuilding: December 2015 quarter
• Skills shortage is the big thing stifling our growth and expansion – in the next 4 years, BW alone need a net gain of approx. 250 groundworkers
• The skill levels in the existing workforce are not good enough. Of every 10 new employees we engage, 7 - 8 are lost due to lack of skills. This creates significant quality challenges
• The highly skilled operatives are a lot older and when they retire we will lose these skills
• Job vacancies/demands exceeds supply = we are all fighting over the few
• Rates of pay increase - £20 p/h for a machine operator!
• Agencies become an unwanted necessity = poor quality people at high rates unsettles our existing staff. For each inflated agency operative it costs us £3k per year over direct recruitment. So, 40 agency appointments increases costs by £120K
• Agency labour is unstable for that person and the contractor. You cannot coach or develop an ever-changing workforce
• Brexit impacting European labour – central London is 80%+ non-UK labour! How will this affect the future?
• Some aspects of Construction are not attractive to youngsters

• Outreach – build a more positive image of construction with young people and increase recruitment through schools

• Keyline tracker showed 147 Hampshire projects worth £15.4b to be completed by 2019
• Associated problems of skills shortage is:
• poor quality work;
• low productivity;
• uncontrollable labour rate increases;
• What is being done about it?
• The question is: “how do we make Construction attractive?”

This course is covered over a 2 year period with a
day or block release at college.

Directors and Senior Managers
• Fareham College has agreed to facilitate the education and training process
• Financial cost contributions from the Employers equate to 30% (via materials, plant & resources) with the College managing the remaining 70%
• All employers have agreed to 2.5% of their staff per annum to be Apprentices (i.e. 5% overall)
• Technical support – commits to supply skilled people to assist with the course at a ratio of 1 day per 8 week per organisation. This can be block or single days

Retention bonus – monies will accrue over the term of their apprenticeship. It will continue for 1 year post completion, 3 years in total (approx. £3000). There will only be 1 payment, subject to usual NI & Tax

Purpose
To set up and manage the recruitment, selection & interview
process
• For matching with employers the postcodes are critical, to enable collection by site teams
• Initial selection can be via the employers direct or through the College process
• Apprentices need to be screened to ensure they meet the minimum criteria
• Traineeships (pre-apprenticeship) are available for those who do not meet the minimum criteria
• Successful candidates must be honest, have excellent time keeping, enthusiasm and a desire to progress
