The Autumn Budget

Industrial Strategy

BEIS Consultation - Construction Act

As part of its commitment to better regulation, the Government said it will undertake a non-statutory post implementation review of the 2011 changes to the Housing Grants, Construction and Regeneration Act 1996 (the “Construction Act”). This consultation closes on 19 January 2017. For more information, click here. This consultation is to run in parallel with a consultation into retention of payments in the construction industry - for more information on this, click here. CECA would like to collate a response on behalf of our members. In order to do this, we are pulling together a working group to draft our response. PAS 11007, Infrastructure Projects For The Built Environment

The development of PAS 11007 has been sponsored by Kier Highways. BSI are inviting comments during a 4-week public consultation via BSI’s online draft review system (http://drafts.bsigroup.com/) at the end of March 2018. This involvement does not involve attendance of meetings.

UK Export Finance

CECA has been meeting with UK Export Finance to discuss opportunities for CECA members in international markets. UKEF are keen to stress that there are many profitable opportunities working outside of the UK, and are keen to promote these and to discuss how they can help via a variety of financial models, such as guarantees etc. At this stage, CECA is keen to draw together a group of members who might be interested in finding out more. Stop. Make a Change 2018

ISO 44001

CECA (Southern) is proposing to run an introductory workshop/training event on ISO 44001:2017 in 2018. This one-day workshop has been designed to help businesses embrace collaborative working as a fundamental business tool and highly effective method of maximising resources. The workshop is aimed at senior executives, managers and those who need to collaborate with other to deliver business results. The aim of the workshop is to ensure delegates understand collaborative working and are aware of the potential benefits. You will understand the key elements of the standard and their implications for your business. You will be able to identify steps to improve supplier/stakeholder relationships and start to build awareness within your business of ISO 44001 and its benefits. In the first instance, we would like to gauge the level of interest from members. If there is sufficient interest shown, we would hope to run the course in the first half of 2018. If you wish to register your interest please notify [email protected].

Management Development Programme 2018

Following the successful L6-7 Management Development Programme run in London this year, we plan to run a further Programme in London in 2018. The programme will consist of six workshops (15 Feb, 22 Mar, 24 May, 5 Jul, 13 Sep & 1 Nov). In addition, the programme will provide an opportunity for delegates to consolidate their learning by obtaining a QCF vocational qualification in construction recognised by CSCS and professional institutions. Each training session will allow some time for delegates to review their QCF NVQ portfolio. This will be complemented by two site visits from a qualified and experienced assessor. Anticipated cost is expected to be £975 + VAT per delegate. In this regard, we would like to ascertain from members which level of training you require. The options are Level 3-6 which is for supervisors and site managers/agents or Level 6-7 which is for middle and senior managers. If this is of interest please notify [email protected].

Rail-Related Mock Trial

Following on from the previous mock trials we have run on Service Strikes and Management of Contractors, we are planning a rail-related mock trial. Although, the scenario is a rail scene, this could be replicated on any construction site. You will site as a member of the jury in the case of ORR v Joseph Locke. You will hear how it is alleged that Mr Locke failed to comply with the duty to take “reasonable care” for his own health and safety and the health and safety of those who may be affected by his acts or omissions at work. Mr Locke was working as a member of a construction team on a Network Rail construction project. Mr Locke was involved in a decision to use a telehandler to lift ballast into possession. Mr Locke was operating the telehandler when it overturned, killing a co-worker. The trial will focus on issues relating to compliance with company procedures, safe working practices and the influence of fellow workers. As a jury member, you will need to decide whether or not Mr Locke took “reasonable care”. This mock trial will be an innovative and engaging event. Rather than merely telling you what the law says you must do, you will witness a practical example of a trial in action. The outcome of the trial is dependent on your views. This training event is suitable for anyone working in a safety critical role, construction workers, rail professionals, directors and senior managers, anyone having responsibility for management of contractors, procurement managers, HR professionals. In the first instance, we would like to gauge the level of interest from members. If there is sufficient interest shown, we would hope to run the event in the first half of 2018. It will be a half-day morning event held in London. If this is of interest please notify [email protected].

On Tuesday (21 November), Mark Roper attended the National Finance meeting and CECA Executive Management Board. On this day, Jemma also attended the CITB Industry Advisory Forum at The Barbican, London. This advisory forum was aimed at Federations, and focused on the Training Standards and processes for Quality Assurance being proposed by CITB in the upcoming reform.

On Wednesday (22 November), Jemma attended the CITB Employer Advisory Forum in Wakefield. This advisory forum was aimed at Employers and Training Groups, and focused on the upcoming CITB reform and changes to the grant scheme that will be implemented in April 2018. It was great to see 10 CECA Y&H members in attendance at the meeting, providing excellent feedback and contributions to discussions.

On Friday (24 November), Jemma attended a Mental Health event that was run by CECA Y&H in conjunction with HSE Working Well Together Group for West and North Yorkshire. The event was delivered by three specialists from the Humber NHS Trust, and was attended by 67 delegates from across construction. The session looked at all areas of mental health and wellbeing, but focused on stress, anxiety, depression and also alcohol issues within the construction sector. Feedback from the event was excellent, and further events will be planned for the upcoming year.

On Tuesday (28 November), Mark, Jemma and Jayne attended and facilitated the CECA National Conference, which was held at the National College for High Speed Rail in Doncaster. The event was well- received, with over 70 members and stakeholders in attendance, and many fantastic speakers.

CECA Yorkshire & Humberside Annual Dinner, Majestic Hotel, Harrogate, 20 April 2018

CECA Yorkshire & Humberside’s 22nd Annual Dinner will take place at the Majestic Hotel, Harrogate on 20 April 2018. The host for the evening will be Harry Gration, who has proved a huge success in recent years, and will once again be compering at the event. Our guest speaker will be Lea Roberts, a local comedian with a background in rugby league as well as TV comedy and talent shows, and always proves a popular choice as a mainstream comedian and after-dinner speaker. The Annual Dinner is also the showcase of the best of Yorkshire, as the Contract of the Year, Linda Grant Health & Safety Award, and the Apprentice of the Year Awards are presented. Cara Hilton, Policy & Public Affairs Manager attended the committee meeting and AGM of the Scottish Civils Training Group on 16 November in Stirling. The Committee received a comprehensive update from the Group Training Officers, Eastwick Partnership, on the forthcoming training programme, reviewed the groups new website which has recently been launched and discussed funding, targets and a business plan for 2018. At the AGM, a presentation was given by Huw Jones, Technical, Training & Standards Director of NPORS on developments impacting on the card scheme and members also received a comprehensive update from Vanessa Gallant, on the CITB’s announced restructuring exercise, as part of the organisations Agenda for Change programme. Alan Kirkwood of George Leslie LTD was successfully re-elected as Chair, with Adrian Aikman of Luddon Construction Ltd being re-elected as Vice-Chair.

Cross Party Group on Skills AGM

Cara Hilton, Policy & Public Affairs Manager attended the AGM of the Cross Party Group on Skills, held in the Scottish Parliament on 21 November. The topic for discussion was digital skills and innovation and following James Dornan MSP’s re-election as Convenor, there was presentations from Svea Miesch, Research & Policy Manager at ScotlandIS and Gillian Docherty, Chief Executive Officer at The Data Lab. Lively discussion followed on the continued challenge of tackling the gender imbalance in the STEM sector, as well as the impact of innovation and automation on the future workforce. The next meeting is on 6 February 2018 at 1.00pm.

Scottish Construction Safety Group

On 23 November Cara Hilton attended a meeting of the Scottish Construction Safety Groupin Whitburn. A presentation was delivered by the Information Commissioners’ Office on the new GDPR regulations which will come into force next spring, and how they will impact on employers and individuals. • Hosted the CECA Wales 2017 two-day Leadership Challenge at Cwrt y Gollen Army Camp;

• Hosted the CECA Wales Rail Forum;

• Met with members of Cyfle and Y Prentis shared apprenticeship schemes to explore how these can be embedded in construction programmes;

• Attended a Capital Law breakfast seminar on construction law updates;

• Attended a project board meeting on school engagement to support employers;

• Met members in SE Wales;

• Met a consultant to develop a bid to CITB for CECA Wales to lead a project on employer engagement with Higher Education institutions;

• Prepared papers for the next CECA Wales Executive Committee on 1 December;

• Attended the CECA Executive Management Board and Financial Management Board in London;

• Attended a reception by B&CE, who administer the People’s Pension, in London;

• Attended a workshop hosted by Qualifications Wales and CITB on the National Occupational Standards (NOS) for Occupational Works Supervisors.

This replaces the previous SPS which was published in March 2013.

The Welsh government are consulting on proposed regulations and orders which provide the detail of how the SuDS approval process will work. The draft statutory instruments cover:

- the procedure for applications for approval by the SuDS approving body ( SAB)

- enforcement of any breach of the requirement for SAB approval

- the developers’ right to appeal decisions made by the SAB.
