Ethos Events and HRIMA magazine is pleased to announce that it will organise the Greek Gaming Conference 2014 entitled “Opportunities, Innovation and Exports”, on 2 October 2014 at Ethniki Conference Centre in Athens. After two years of back and forth regulatory changes which have been challenged over and over again, the market is expected to begin to show stability. The predictability and clarity will bring opportunities to market players and enable Greek and foreign companies to invest in innovation as well as exports. The conference will take form of a series keynote speeches and in-depth panel debates that bring together the top representatives of the gambling industry in Europe, representatives from the European Union and EU-regulators, Government and start-up technology wizards. Greek Gaming Conference 2014: Opportunities, Innovation and Exports will provide all stakeholders a platform for discussion and debate, opportunity to learn from the best examples from Greece and abroad and cast light to the future of the Greek gaming.

Overview Greece has been slow to develop the correct set of policies and regulation to cover the fast-paced gambling market. Some, if not many, of the failures and difficulties on the road might have been avoided, if there had been a better model for interaction between the private sector and Government. The gambling and gambling technology sector in Greece are now at crossroads. While the basic regulation is in place, the competitive pressure means cost cutting, aggressive savings and limited ability to invest. At the same time, innovation and technological advances open up new opportunities for those who move fast. It is not only the Greek market but the global markets that are open to Greek companies and entrepreneurs. After years or trial and error and experience from abroad, there is a great opportunity for business to take the leap and seek growth from abroad while servicing the “new” Greek home market. And there is a role for the Government to support in this. Technology can also be at the service of those who are monitoring, analysing and ultimately also controlling gambling. Addressing problem gambling, sports integrity and taking effective measures against money laundering provides opportunities for technology companies, but also to NGOs, sports bodies and financial institutions which all have an expertise that the market can benefit from. Why then, one could ask, is there such a resistance to debate and find a way forward? Is it, because some of the established incumbents in gambling do not like disruption? After several years of stagnation and even shrinking, the Greek and European gambling markets are starting to show growth opportunities. Highlights of the Agenda

Session I: The Future of the Greek Gambling Industry The Greek gambling market has been a moving ground since 2010, when Greece agreed in the first bailout package to open and regulate gambling. More than a dozen formal complaints to the EU and Greek Courts, privatisation of OPAP and closure of the Greek infringement case later, it seems that the market is still uncertain. OPAP has begun its online sports betting operations while the 24 temporarily allowed companies remain on the market. The exact plans for the future are not known, but the conference gives a unique opportunity for all stakeholders openly express their views and debate the direction of the Greek gaming market.

We will also be looking at themes such as

Role of the EU Commission and the Hellenic Gambling Commission in the new gambling framework;

Future of the Greek gaming framework; Missing parts of the regulation such as sports integrity rules and monitoring and anti-money

laundering measures; Best practice from other European markets; Sustainability of the Greek gambling market and tax rates; Impact of cost cutting of Greek gambling companies to funding of sports and good causes; and Constructive role of gaming industry can play in the times of crisis for Government finances.

Session II: Innovation in Gaming and Gambling – New Growth and Export Opportunities? Behind the traditional sports books, casino and poker products a lot of technology development are taking place. Europe is leading in this technology. Whereas gaming is making inroads with Governments, gambling is still considered politically too hot an issue. Greece has several companies which are either established leaders in gambling technology or close to breaking the ground internationally. Is there something that they could learn from old incumbents which have been able to keep their competition at bay for such a long time? Is it about partnerships and marketing, or will a good product selling itself?

We will discuss the role of the home market and how it can provide a solid basis to enter international arena, particularly if it fosters competition. In some countries, Governments take an active role in promoting start-ups and high-end technology:

Would Greece be ahead in the global game if the Greek gambling technology and product developers benefited from better collaboration and programmes which promote Greek technology businesses abroad?

How about inward innovation, i.e. what could be brought in from abroad to improve the situation?

What solutions and collaborative models or potential partnerships structures exist elsewhere and could Greece learn from them?

Session III: Social & Mobile Gaming Everyone has heard of social gaming, but it has hardly been discussed in the Greek context. The play is here, but no serious effort to measure its impact, to estimate its economic potential is difficult. It has been estimated that in three years the global social gaming market has an annual value of over 100 billion. Start-ups and more established companies from Europe to Americas, Japan – and Greece – that look for an entry to this fast growing market. One of the key challenges of social gaming is how to transfer customers from non-paying games to games that enable monetisation. This can come at the cost for the social cohesion of player communities, but also create other issues. Because of the need to make money and get players into the money based social games, decision makers and some gamers alike claim that social gaming is no longer just a game, but a stepping stone to (problem) gambling.

Is Greece behind the curve? What are the issues that we should consider? What is the future of (social) gaming? Could there be opportunities for social gaming companies to develop in Greece? What is in order to foster such opportunities, the market and new business opportunities? Do we need regulation for social gaming in Greece or internationally?

Session IV: Role of Traditional Gambling in the New Greek Environment Traditional gambling is facing difficult times. On one hand, the consumers do not have the same amounts to spend on gambling services as they used. And on the other, many people claim that there is cannibalism by online gambling operators, which are biting into the offline brick-and-mortar casinos. Greece is no different. The largest casino in Europe, Casino Loutraki, is in solvency procedure, and the Casino Parnitha owes dozens of millions in State Aid fines which it has no means of paying. The horse racing in Greece is proving resistant to change and the privatisation of it has stalled. While the landbased monopoly of OPAP is still holding up, the company has high hopes for increased revenues from online sports betting. It may be that the financial crisis made casino business in Greece more difficult, but it also looks like there is an underlying change in the customer behaviour that goes beyond the more limited financial means.

Can traditional gambling keep a foothold in Greece? How many casinos can Greece hold and can these become a hub for foreign players? Can traditional gambling drive tourism and investment? Is horse racing a thing from the past or could it become fashionable and socially acceptable if

foreign expertise and funding was available?
