Alder hey – Vicky Killen

1) Welcome and Introductions 1.1) Guest at network EW was thanked for attendance. Congratulated network on successful bid application to look at how we can help to improve collective commissioning.

2) Minutes & Matters Arising from the 25th Sept 2014 meeting2.1) Action from previous meeting – Mapping activity being led by commissioning support unit - no further updates can be given at this time. Report will be circulated via email at soonest occurrence. SMc2.2) SEN reform work – There is a separate steering group looking into this, SMc has been reassured that work is underway in relation to improving the current information relating to Sefton’s ‘Local Offer’ available for 0-25’s with special educational needs available on the Sefton Council website and an official launch and communications plan is being planned for Fed 2015 which includes a new local offer website will be developed2.3) Minutes were agreed accurate record of previous meeting.

3) NHS England CAMHS Co-commissioning Bid Success for Sefton - £75k awarded to develop integrated commissioning across Tier 1-4 with a specific focus on building on voluntary sector pathways through the SEAs consortium and Sefton IAPT partnership.

3.1) SMc shared successes of network, including IAPT, SEAs consortium and BOND.

3.2) NHS England bid – We were alerted to this by CCG colleagues and application was submitted with a very quick turn-around before Christmas and our submission built on current work with consultation and sign off from a high level of partners involved in this network at a strategic level.

3.3) SMc extended thanks to partners in bid and to Yvonne Anderson (Cernis Consultancy) for agreeing to support via consultancy over next few months Jan – March/April which is the time frame which for the main delivery and national showcasing through NHS England about our outcomes. Providers included in the bid who will be commissioned to deliver the pilot activities and support will however

receive a years SLA as part of the programme. Sefton CVS will be the overarching lead for this work on behalf of Sefton CCG with the current project lead as SMc.

3.4) SMc shared ‘Pyramid’ diagram in attached CAMHS Tiers slide to reflect on what the funding will aim to achieve in relation to developing more formalised pathways of support for 5-25 in relation to CAMHS across a range of voluntary sector, Sefton Council, NHS services and school nurses. The main aim of this is to create better inter-agency working, communication, flow for services users through the services so they get the right service at the right time and place to ensure better outcomes and reduced waiting lists at specialist CAMHS levels.

3.5) SMc shared initial draft project plan with network, and opened the floor to comments and questions. The group supported the plan which Yvonne will now take a lead on moving forward on behalf of Sefton.

3.5a) Project Plan and Governance proposal attached:

3.5b) Operational Provider Group partners were asked to confirm their ability to commit to this and comment. All partners present listed in the governance document agreed their supportActions: SMc will speak with any partners not present outside of the meeting

Sandra Scott will replace Michelle for ADHD Foundation partner.

3.5c) Collaborative working and resource sharing approach adopted by of SEAs consortium was proposed to be utilised for operational group model.

3.5d) NF commented that thresholds are difficult to define. Shared own difficulties in Merseycare and that language used amongst threshold definition needs to be clearer. We must have shared agreement on Tier appropriateness, to aid during assessment. Conversation is needed around this, and training may be necessary.

3.6) Elaine shared that ‘System Dynamic Modelling’ which is a computer system which enables demand needs to be viewed, is available as part of this programme which could aid delivery.

3.7) SMc asked network whether governance model is agreeable. No issues were raised regarding governance.

3.8) SMc shared benefits of the developing VCF online directory, and that this is a helpful resource which can be utilised for interactive referrals and which has been included in the bid for further development to pilot how this could work with CAMHS.

3.9) Network shared thanks to SMc for the fast turn-around of developing the action plan, and compliments and positivity were shared for this work.

3.10) SMc suggests that the next SEAs consortium on 19th Jan. Meeting is at SPACE centre, Marsh Lane, Bootle) 12.45-2.30pm time slot to be utilised to come together and look at operational mechanisms for progressing NHS England programme. SMc shared invite for attendance during this time slot to partners who will have a key operational role in delivering the project which includes all SEAs members, Alderhey, Merseycare, Well YP, ADHD Foundation and School Nursing service. All present confirmed support to attend this meeting. Yvonne Anderson will lead this session as the project consultant.

3.11) Alderhey represented that a SPA rep should be represented in future at meetings.Action: Mathew Upton to feed this back.

4) Sefton Transition CQUIN UpdateNicky Fearon - Transitions CQUIN project manager (Mersey Care and Alder Hey NHS Trust)

4.1) NF shared background and update on CQUIN (Commissioning for Quality and Innovation)

4.2) CQUIN was started roughly 2 years ago. At beginning, this was purely around transition from CAMHS T3 to adult services and CMHT.

4.3) Also looked at T4 CYP services transitions and YP from social work placement transitions.

4.4) Deemed successful for first year, re-commissioned for 2nd year. This also included YP feedback and consultations, through Sefton CVS.

4.5) ADHD transition information will be shared in the next week or so.

4.5a) If successful, in 3rd year, this will continue to look at Asperger’s and Eating Disorders.

4.6) Found that LD transitions do go well. Transition literature is being looked into to be optimised.

4.7) Sefton event for model development was held. A clear picture for the model was not found, but themes were identified.NF shared findings from event, including link with social matters.ACTION: NF to circulate report when available

4.8) Positive feedback received from adult service colleagues. Sefton are keen to continue CQUIN for another year.

4.9) TL expressed that if we are going to go down further building a youth mental health model, is it timely to consider a Reaching Communities bid.4.9a) SMc shared that SEAs already have this ambition and that Sefton CVS have had a broad track record in supporting successful bid in Sefton. Reaching Communities bids that progress to stage 2 can also now add up to £15k for partnership development structures and infrastructure support.

4.10) NF shared that NHS England (up to 75k) have availability for bids involving interagency working.ACTION – NF to forward and share information.

5) Sefton IAPT (Improving Access to Psychological Therapies) Partnership Update Matthew Upton (Alder hey)

5.1) Update given by MU. Candidates from the Alder hey, ADHD, Venus, Well YP partnership have been selected, and training has commenced.ACTION - IAPT co-ordinator Jenna Crosby to be invited to next meetings, to further relationship and share best practice relating to our bid.

5.3) SMc asked what changes partners have seen as a result of IAPT? TL from ADHD foundation shared positive impact through evidence gathering - It has already done a lot to transform their service.

5.3b) Some network members expressed that the routine outcome measures are daunting to some but that the programme is in the early stages.

6) SEAs ‘Mind Space’ Self Harm Prevention Project Update - Simone McCaskill (Sefton CVS) SEAs Lead 6.1 – An activity overview elating to this one year CCG funded pilot was provided which includes

provision of 1-1 work with YP with self harming behaviours but not suicidal content. 35 young people are now being worked with on a one to one basis (exceeding target of 25).

6.2 Group work in two schools is also taking place and a youth led theatre production around self harming issues has been developed and is being used as part of awareness raising campaigns and presentations in schools.

6.3 A youth voice drop in session is also been coordinated on a regular basis to encourage young people to get involved in influencing the service design of Mind Space and opportunities to support addressing self harm issues amongst young people locally.

6.2) 1st drama intro session was attended by a range of 25 practitioners and young people and was responded to positively.

6.3) A Child Bereavement UK training opportunity has also been hosted attended by 42 practitioners.

6.4 ) A working with Self Harm Work Shop being led by Dr Andrew Reeve is also due to take place on the 2nd Feb. 50 practitioners are subscribed to this programme which is now full.

6.5) A further suicide and self harm conference is also been coordinated in partnership with Sefton Council (Public health) via the Cheshire and Merseyside network. Details to be confirmed but this event will be in either the summer or Autumn of 2015.

7) Youth Voice UpdatesCaroline Scott- Youth Participation & Engagement

Jenny Southern – Sefton Young Advisor (Sefton CVS)

7.1 – JS shared update on SEAs Mind Space drop ins. EOI for youth voice drop in’s was shared with network, to begin communication with interested young people.ACTION – JS to upload on to website and send to SPA staff and all network, through minutes. Include briefing paper for staff.ACTION – JS to include website on EOI.

7.2 – CS shared update on CAMHELIONS (ex alder hey service users group) event before Christmas. Key Alder Hey staff and ‘The Freshies’ attended a recent meeting which was well attended.

7.2a) 100% of practitioner attendees said that would be happy to be shadowed by CAMHELIONS.

7.2b) Work plan for future to include developing staff training and stigma busting campaigning.
