1. Welcome and introductions Actions/InformationLynn welcomed all to the meeting and thanked Janine for arranging the venue. She explained that the change of date and venue had occurred as the Young People’s forum had been unable to join us and there had been quite a few apologies due to the planned late start of the meeting. As young people have indicated they would need the meeting to start after 5.30 at the earliest, which would create issues for a lot of Network members, we would review how we can work jointly in the future.

2. Notes of last meeting and matters arisingThe notes of the last meeting on 8th February were agreed.

There were no matters arising not already on the agenda.

3. Updates from membersMYA Talent Match – Talent Match works with 16-29 year olds who have been NEET for at least 12 months. Joe works on the Your Way team, working with young NEET people with additional needs. Current Talent Match funding is due to end in July so the team are focussing on one-to-one support instead of groups, pending a decision on future funding. They run drop-in sessions at the Brunswick Youth Centre on Fridays 9.30am – 12 noon and they are based at the Gordon Youth Centre. See attached for details. Contact Joe at [email protected]

Complementary Education – Still working to full capacity

SEND service – Maria is looking at how she can further develop the Youth and Parent Voice within the service and would be grateful for ideas. Contact Maria at [email protected]

Hugh Baird College – the College’s has a theme each year that drives the Senior Management and the college to develop policies and a whole college approach. This year’s theme is Suicide and Mental Health and they are developing a mental health policy. They are working towards an Anti-Bullying Award which will help drive their approach.

Sefton CVS – As part of their Mental Health in Schools project, CVS have been working with Julie Rimmer, formerly of the Council’s Well Young Person Team, now of Well Young Minds and CAMHS, to pilot a peer support project in 2 high schools and a community group. The Wellbeing Champions aim to raise awareness of mental health in their school/community, devising and delivering team projects to this aim. They hope to have a Wellbeing Festival in Summer 2019 to showcase the work that the Champions have done and encourage involvement of more young people and schools.

Fillies GFC – they have dates available for free provision in schools, youth centres and after school clubs. They are running a soccer camp during May and the summer for children aged 4-15. They can provide low cost or free places for children/families that need additional support during those times. The soccer camp provides those children with a hot meal and refreshments through the day, taking away the worry about children not receiving a meal when off school.They will shortly be running a disability soccer group for young adults and children and will soon be starting up their successful Diddi Dollies and Dudes football sessions for toddlers aged 18 months - 5 years old. They will also be providing development/beginner sessions for girls who are interested in football but have never played before. Contact Alex Fairclough at [email protected]

4. Emotional Health and Wellbeing Steering Group update and local initiativesThe Steering Group reviews the CYP Emotional Health and Wellbeing Strategy and implements the Strategy’s Action Plan. Recent work has included formulating a response to the recent Government Green Paper on Transforming Children’s Mental Health Services, which included the Network’s response (see last meeting notes). The consultation responses are currently being analysed.

Several Task and Finish (T&F) Groups have been formed by the Steering Group. One was to develop an application to become a ‘Trailblazer’ for the Green Paper’s proposal. This has been submitted and we await a response. It is unknown how the Government plans to resource the proposal and the Education and Health Select Committees have published a joint response to the Green Paper, concluding that it fails lacks ambition and fails to consider how to prevent child and adolescent mental ill health. Another T&F group is developing a tiered mental health training programme for the children’s workforce in Sefton. This will have existing programmes and develop new ones. There is some funding attached to this. Further information will be circulated when available.

Lynn is leading on and Information Resource T&F group. This is aimed at developing an online resource for professionals, including schools, parents and young people in Sefton. The resource will contain information about local emotional and mental health services, downloadable resources, details of training, etc. At the moment, it appears likely that we will utilise existing websites which will link into each other. Examples include the Network’s webpage on the Sefton CVS website, the Sefton Directory and the Sefton Youth website. The group is due to meet again in May, with a view to the new resource(s) being available from the new school year.

Liverpool and Sefton have submitted a joint application for funding from NHS England to develop pathways and mental health support for vulnerable groups, specifically those accessing youth justice services. The closing date was 8th May and an update will be given when the response is received.

5. Summer 2018 servicesSummer holidays can be difficult for children and young people with emotional and mental health needs due to the loss of any support they are receiving in school. Lynn asked that any organisations that are delivering services during the summer send the details to her to be publicised.

6. Update from Self-harm Protocol Task & Finish GroupThe final draft is attached. It has gone to the LSCB for approval and training should be rolled out by the LSCB from September.

7. CYP IAPT (Improving Access to Psychological Therapies) updateThe 2 new CYP Psychological Wellbeing Practitioners (PWP) will be starting work with CAMHS on 4th June. They will be working in the community and it’s hoped they will link in to the Trailblazer work, if successful. It’s a 12 month pilot supporting schools.8. Any Other BusinessTime To Change are recruiting Young Champions to join an 18 month programme of training and support to share their experiences and campaign about mental health. They are looking for 16-25 year olds who live in England and have personal experience of mental health problems. Hugh Baird are looking for organisations to support their Fresher’s Fayre on Wednesday 12th September 10am to 2.30pm in the L20 building. If you’d like to take part, please contact Janine Hopewell at [email protected]

NSPCC and O2 have launched Net Aware, a simple guide to the most popular sites and

platforms used by children. The guide will help parents understand their children’s online lives and keep them safe www.net-aware.org.uk
