What is single window

• UN CEFACT Recommendation No. 33 definition :

“a facility that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point to fulfil all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements should only be submitted once.”

• WCO unofficial definition of the Single Window environment (2008)

“cross border, ‘intelligent’, facility that allows parties involved in trade and transport to lodges tandardized information, mainly electronic, with a single entry point to fulfill all import, export and transit related regulatory requirements”

• Essence: One-stop shop; an ‘Intelligent’ Facility; B2G portal …

Models of a single window

• (i) A single authority: an entity co-ordinates between all the relevant agencies to ensure that the logistics chain remains unhindered (e.g. Sweden);

• (ii) A single automated system: a trader can submit standard data only once and the system processes and distributes the data to the agencies involved in the transaction (e.g. US);

• (iii) An automated information transaction system: a trader can submit electronic trade declarations to various authorities for processing and approval in a single application (e.g. Singapore, Mauritius).
