Funding

• Model Toxics Control Account – Tax on hazardous substances.

• Barrel Tax – 5 cent tax on every barrel of oil imported into the state by vessel. ▫  Two accounts: Oil Spill Prevention Account

(OSPA) and Oil Spill Response Account (OSRA). Of this 5 cent per barrel tax, 4 cents goes into the OSPA and one cent goes into the OSRA. ▫  Export Tax Credit

Law change to include pipelines into BAP Bottom line there is more to be done!

Products Handled Reporting •  Each plan holder will list oil(s) and product(s) handled by: ▫  Name - product trade name. ▫  Density - mass per unit volume, typically expressed as

kilograms / meter3 at 15oC. ▫  Specific Gravity - ratio of mass of a given volume to the

mass of an equal volume of water at the same temperature. ▫  API Gravity - relative density of petroleum liquid to water,

141.5 / specific gravity at 60oF. ▫  Oil Group Number – Please review definitions for non-

persistent and persistent oil to understand how to determine the oil group number. Definitions for persistent and non-persistent oil are found in WAC 173-182-030(42) respectively. ▫  Sulfur Content - percent sulfur by weight

Planning Standard for G5 Oils

• Contract with a PRC approved for G5 oils ▫ Sonar, sampling equipment to locate in

water column ▫ Containment equipment ▫ Dredges, pumps ▫ On-scene in 12 hours

Best Achievable Protection • RCW 88.46.180 & WAC 173-182-621 ▫  (2) The department shall by rule update the

planning standards at five-year intervals to ensure the maintenance of best available protection over time. Rule updates to covered non-tank vessels shall minimize potential impacts to discretionary cargo moved through the state.
