    I. WPD POLICIES AND PROCEDURES.

    A. The WPD Should Revise and Update Its Policies and

    Procedures to Be Consistent and Comprehensive.

    Pol i ci es and pr ocedur es are t he pr i mary means by whi chpol i ce depart ment s communi cat e thei r st andards and expectat i onst o t hei r of f i cer s.     The WPD adopt ed i t s pol i cy and procedur e manual i n 1979.Whi l e t he WPD has added some pol i ci es over t i me, t he manual hasnot been compr ehensi vel y updated si nce ear l y 2002.     VIII. THE WPD SHOULD WORK TO IMPROVE COMMUNITY RELATIONS.

    Citizen interviews revealed that the WPD must improve itsrelations with the community. To improve relations, we

    recommend the WPD: (A) overhaul its citizen surveys; and(B) hold quarterly community outreach meetings.

    A. Citizen Surveys.
