2020 Election Committee
December 12, The Election Committee was busy at work processing the election packet for the Clarcona Resort Board of Directors election, scheduled for Saturday, January 11, 2020. You should have already received your ballot at your legal address on file at the office. Please be attentive to this mailing, so you can, as a residence in good standing with your CRCA financial obligations, exercise your right to vote in the next election. Last year following the updated Florida statues 718, the election elected board members to serve staggered terms. (3 people were elected to a three year term, (3) people to two year, and (3) for 1 year terms. You will be voting for (3) people this year will be elected for (3) year terms. Do not take this responsibly lightly! Remember, these are your representatives. Vote responsively as 3 years is a long time for the wrong person. -Carolyn Peck

What a year 2019 was. It began normal as any previous year and quickly changed almost immediately. The first order of business was to elect the first staggered term Board of Directors in almost a decade. In 2019 your election gave three board members three year terms, three board members two year terms and three board members one year terms. Immediately following the election a “Request of Relief” action was filed with DBPR by some association members, to set aside your election and require a new election be held. Of the 8 charges filed with DBPR, after months of review of the facts submitted by the association and the plaintiffs at a cost of several thousands of association dollars, the plaintiff's charges were dismissed and the election was upheld. At the same instant that the charges were brought forth to DBPR about the election, the association was immediately engaged in transitioning from one management company to another. Top Notch has undergone months of rigorous transferring of member accounting information and clearing many discrepancies on numerous member accounts. As I relayed early in the year this transition would take several months and be quite painful for some of us. It has certainly proven to happen just that way, but I can now report that almost all of the accounts have been audited and are correct. I know of only 2 or 3 that still require some investigation and are actively being audited.Early in the year we had several acts of vandalism that forced the association into unexpected expenditures. First was vandalism to the sewer plant which cost the association in excess of $6000 to repair the damages and another $6100 to install security cameras neither of which was covered in our insurance. The second was where a vandal loosened the oil drain plug on the tractor that pulls the leaf collection machine, causing the engine to seize. The cost to repair was greater than the value of the tractor and we elected to replace the tractor with a new unit that is larger but uses the same attachments. After insurance reimbursements and selling the old unit the association recovered almost $10,000 and had a new unit to boot.Several other unexpected expenditures arose as well resulting from past maintenance practices or more precisely, lack of maintenance. Emergency generators had to be serviced and one replaced as well as service to other units. The resulting impact has been to have all of our vehicles and equipment put on a scheduled service interval. This should reduce our long term operating costs going forward. For years the association has been trying to develop a partnership with Orange County Sheriff's office in order to enhance our security and provide our community with the kind of partner relationship where OCSO and Clarcona both
benefit. Early in the year Board Members and OCSO met and agreed that a partnership would indeed benefit each of us. As a result of this, the Sheriff Deputies, Eyes on You team in conjunction with your board have made a remarkable change in the association. Beginning last month, the association has engaged the services of “off duty” officers to help provide additional security to the association. This action is scheduled and budgeted to continue through next year as wellHere are some of the other accomplishments we have been able to achieve this year
· Recovered all bank accounts from First Services· Replaced the dilapidated roof of the pool
chemical storage building· Replace the unsafe shower stall in men's side of
bathhouse 418· Replaced the engine and impeller of the leaf
machine· Made operational the small fresh water well · Established a security committee· Added a new legal firm to handle violations and

installing new swing seats and rubber mulch· Improved the pedestrian entrance by installing a
better locking system· Replaced the pool fence to improve image,
security and safety· Replace worn out pool circulation water pumps· Cleared and graded the southeast undeveloped
area of association property for maintenance use· Secured WWTF in order to provide access to
Technology Properties land for owner· Approved additional playground equipment· Secured a 10 year waste water treatment license· Removed approximately 89 diseased pine trees· Cleaned basins and storm drains to reduce
flooding Approved new contract for WWTF maintenance.-David Peck

We had standing room only crowd for the meal and the Magician's performance. Just as the entertainment ended, who walked in but Santa and Mrs. Claus to meet the resident's. Throughout the night the guest's had raffle drawings for approximately 13 gifts. It was filled with fun and an entertaining and rewarding evening for all.

December 7, –“Eyes on You” sponsored a dance and karaoke at the recreation hall. Many of the residents in the park where there and received the well earned praise as “eyes on you” volunteers, along with the Orange County Sherriff Office for serving our community on a daily basis to improve the safety of our park. We had 5 Board Members to show appreciation to all of those, who volunteer. We had fun eating, dancing, singing and most of all enjoying the fellowship of our friends and neighbors. The D.J. was Brett Rose who did a bang-up job.
EYES ON YOU
December 11, “Eyes on You” set aside time during this busy Christmas Season to honor the first responders for our community. Noel Warner smoked brisket and ribs, while many others members of the group cooked a meal for the team, the Orange Co Police and the Apopka Fire Department. They support us in their efforts to “clean-up” bad elements, which we deal with and provide emergency service to the residents. A grateful “thank you” was issued by CJ Sands and Sam Fisher, who head up the patrolling residents. Working together as a team, we are making a difference. All eyes are important, when it comes to reporting crimes.

Children’s Christmas
PartythDecember 18 , 2019 The Children Christmas Party was
held at the recreation hall. The children were treated with snacks and crafts until Santa arrived for the disbursement of all the gifts from the Angel Tree drive, which started Halloween night. Lillian Morrison led the group in singing “Here comes Santa Claus” and all of a sudden Santa, Mrs. Claus and an elf from the North Pole arrived. The Activities Committee completed another successful event for the month of December. The Angel Tree resulted in 112 gifts, 74 children were in attendance and 38 gifts were delivered to the home of those that could not be there. Each child had their picture made with Santa and Mrs. Claus and had their pictures delivered to their home. Bret and Gina Rose brought Santa and Mrs. Claus, and their Elf, Sarah Gann to the event on a new sleigh made by Bret Rose for the occasion prior to the party. The Apopka Fire Station and Orange County Sheriff's Department thrilled the children at the mailbox area before the party. The association appreciates the time and resources that our local first responders have given to Clarcona Community this past year and to “eyes on you” for getting these partners here for our children's enjoyment.

Trinity Baptist Church
thDecember the 15 , Clarcona Church Group celebrated Christmas this year, by going to Trinity Baptist Church to see the presentation of “The Best Christmas Ever” performed by members of Trinity church. Trinity graciously provided their bus to a member of Trinity that provides church services here at Clarcona. The church bus can transport more than 15 passengers requiring the driver to possess a CDL license. Our driver from the church did have his CDL. He drove the bus there and back for residents of Clarcona. A “Happy Birthday Jesus” Bible Study was held at George
thand Wilma Austin's home on the 18 of December. This has been a tradition for the past 5 years, and members always look forward to the celebration the birth of Jesus.
