American Bikers for Awareness,Training, and Education(A.B.A.T.E.) of Minnesota is a notfor profit, grass roots organizationthat is committed to educating mo-torcyclists and the general publicabout motorcycling. A.B.A.T.E.members ride many different typesand brands of motorcycles. We areall people with a common interestin a common activity. The fact thatwe share an interest in motorcy-cling is more important than thetype of motorcycle we ride.

There are chapters of A.B.A.T.E.located throughout Minnesota. Each of these chapters is repre-sented on the A.B.A.T.E. Board ofDirectors (B.O.D.). The B.O.D. alsoincludes the A.B.A.T.E. state offi-cers. The B.O.D. meets once eachquarter to discuss the operation ofthe organization. In addition, eachchapter holds a monthly meeting intheir area of the state. A.B.A.T.E. isa member driven organization.Members are encouraged to partic-ipate in any of these meetings.

A.B.A.T.E. seeks to promote thepositive aspects of motorcyclingand strives to protect the rights ofmotorcyclists by being involved in

the local, state and national politi-cal process. Safer motorcycling, re-ducing accidents and fatalities canbe best accomplished by educationand training of both the motorcy-clists and the general public, notnecessarily through additional leg-islation.

Our ability to enjoy many freedomswhile riding motorcycles in Min-nesota is the direct result of thework done by motorcyclists in ourstate. These people have joined to-gether to fight for our rights andfreedoms.

The efforts of these people havemade Minnesota a leader in motor-cycle safety. We have one of thetoughest licensing standards in thenation, the best public awarenessprograms, and the most compre-hensive rider education programsin the nation. These efforts havehelped reduce motorcycle acci-dents, injuries, and fatalities inspite of the growing number of li-censed motorcyclists in Minnesota.

To continue these efforts we needyour support and participation.Show your commitment to protect-ing and preserving your rights as a

motorcyclist in Minnesota. Partic-ipate in the meetings, rides, andthe fundraising activities. You willbe informed about the motorcycleactivities in the state by receivingRoad Noise, the A.B.A.T.E.monthly news publication.A.B.A.T.E. is fun, educational anda great way to meet people andmake new friends with similarinterests.

With your help, we can continueto promote the positive image ofmotorcyclists. If you want moreinformation about A.B.A.T.E.,please attend any of our meetings, meet other members, and askquestions.

We are pleased that you have de-cided your rights are worth pro-tecting, that the positive aspectsof motorcycling are worth pro-moting, that education is impor-tant, and that the cost of anA.B.A.T.E. membership is a smallprice to pay to preserve and pro-mote these principles.

Members are the most importantthing that A.B.A.T.E. has, soThank You for becoming a mem-ber and we look forward to seeingyou at our events.

Lessons learned from seven days at the Sturgis Rally:Handlebar height restrictions removed

I have attended the Sturgis Motorcycle Rally for 31years in a row. For 30 of those years there has been anonerous law on the books in South Dakota that re-stricted the height of motorcycle handlebars. Due tothe efforts of A.B.A.T.E. of South Dakota those restric-tions were removed in 2015. It was a ridiculous lawthat served no purpose other than to single out motor-cyclists for selective traffic stops (profiling). Many Min-nesota riders are shocked to know that we had asimilar handlebar restriction until 2001 (Thank youTom Workman!). When you see a rider with “ape-hangers”, ask them to join and support A.B.A.T.E. ofMinnesota. If not for us they would be riding illegally.Inexperienced riders need training and practice

When you see thousands of motorcyclists every day itis easy to tell the difference in rider skill levels. It is alsoa little unnerving to see someone who clearly has noclue how to negotiate curves struggling to keep fromgoing off the road while keeping up with their ridingcompanions. I prayed for them to make it home safely.Folks, if you have a friend like this, be your brotherand sisters keeper: Pull them aside and ask that they“sit this one out”. This is why A.B.A.T.E. of Minnesotastrongly promotes motorcycle rider training. Also, itwas easy to spot the car drivers who were not used tobeing in close proximity to motorcycles. This is whyA.B.A.T.E. of Minnesota volunteers give the “Share the

Road” class to drivers training classes and othergroups year around. It really does make a difference.

Maintain your motorcycleI had several opportunities to tell people that the tireson their motorcycle were worn, underinflated or both.Tires are where your life and the road connect. This isnot the place to be a cheapskate. Brake pads need to beinspected before any trip, but they are critically impor-tant when riding in mountainous territory. Brake fluidneeds to be changed regularly to avoid boiling thefluid during extended braking on downhills. Motorcy-cle maintenance is not an expense – it is an investmentin your life! If you are not capable of doing the servicework, bring it to a professional.

Bad decisions equal bad resultsMotorcycling among tens of thousands of bikes andcars is a little like going into battle. No matter how pre-pared you are, situations will arise that are totally un-expected. When this happens people need to make thebest decision possible. This is where training, experi-ence and street smarts pay off. I saw many cases wherethe rider simply had no idea of what to do next. Andkeeping an eye on the weather is also a good decision. In the Black Hills sunny days can turn into a down-pour in less than an hour. Many times riders do notpay attention until the rain and wind start. Then its“off to the races” to get back to camp. This is a verydangerous time to be on the road!

Put the odds in your favorThose who consistently win at horse racing and profes-sional gamblers are not lucky. They win regularly be-cause they are experienced and disciplined. Theyknow “when to hold `em and when to fold `em”. Safe motorcycling is not a crapshoot - You just need toput the odds in your favor!Yours in freedom,Mack

Well, here it is September and as Summer tries to hangon as long as it can, a few things to think about.

First, our State Rally is or will be going on by the timeyou get this. All year I have heard about how we needthis and how we need that, but yet only a handful par-ticipate to make it happen. Now is your chance toshow everyone that you are a member of A.B.A.T.E. ofMinnesota and you actually do get involved to make itwork for all of us. I would think attending the StateRally would be a ‘No Brainer’ as it allows all of us towork together for the common good of our organiza-tion. Just my thoughts, but think about it.....

Also if you look back over the last few months, you no-tice we now have Certified Road Guards, a EnhancedPenalty Bill signed by the Governor and many friendsin the State Capitol that made that happen and believein what we’re doing and our goals as a motorcyclerights organization. Did you do your part to help thatBill get through the numerous committees and confer-ences to get to the Governors desk? Many did, we’reyou one of them?

I think as I look at our people, I know we are all on thesame page here, just some of us only read every otherline. This next year could be a bitch for us nationallyand state wide. Stay focused, stay involved and In-formed. Sign up for updates on our web page andwatch our Facebook page for information.

I know we can make this happen to protect what oth-ers have achieved before us. I know we will remainvigilant and always fight for motorcycle rights andprivileges here in Minnesota. I believe it.....do you ?

Keep the Faith and leave yourself an ‘Out’kt

Next Meeting(s):September 16th , Home of Frank Ernst, Chanhassen,6:00 pmOctober 16th, Northern Lights Casino, Walker, 7:00 pmWell, if you happen to be reading this before you goto the Rally and still have raffle tickets, please makesure to bring them with and find me at the rally toturn them in. Don’t turn them in to any of the folksthat are selling raffle tickets. They must come back tome. A.B.A.T.E. of Minnesota is still experiencing issueswith some of the chapters that are participating in theBuddy Bear program. If your chapter has BuddyBears in inventory, you must send a report to me bythe last day of the month as to how many bears youstill have. This needs to happen every month that youhave bears. I, in turn, have to submit a count to the ac-countants that do our taxes each month by the 5th ofthe following month. This is not an A.B.A.T.E. of Min-nesota requirement. This is a requirement of the Min-nesota Gambling Control Board. These folks treatBuddy Bears the same as cash. And if your inventorycount is different from the prior month then I need tohave the receipts to substantiate the change. We alsohave to report every month as to where the bearshave been donated to. If you or anyone in your chap-ter has any questions about the Buddy Bear programand all the rules and regulations that go with it pleasecontact either myself or someone on my committee. Our Buddy Bear manager Sharon Polman is only incharge of ordering and distributing the bears to thechapters. Any thing else having to do with the BuddyBear program runs through the Gambling Committee. I hope that everyone is enjoying the riding season andthat we still have a lot more of it to come. Get out andsupport your sister chapters.

MRF REPORTTODD RIBA(952) [email protected]

Things are kind of slow in the nation’s capital rightnow. Congress is out on recess, but that doesn’t meanthat important motorcycle issues are sitting idle. AsI’m sure many of you know, unwarranted motorcy-cle-only checkpoints are going on in this country, es-pecially in states like Georgia as riders are on theirway to Daytona each year. Georgia accepts federalfunds to conduct these checkpoints, and the MRF isactively working on shutting that process down.

The Senate version of the Transportation Bill includedlanguage to strip away any federal funding of motor-cycle-only checkpoints. Unfortunately, the House didnot pass this version, and instead passed a stop-gapextension. When the House takes up this importantissue, the MRF will be there encouraging all represen-tatives to block Federal funding of illegal road stops.

Speaking of representatives, with Congress now in re-cess, this is the perfect time to contact your local U.S.representative and ask them to defund motorcycle-only road stops. They’re back in they’re local areas, sonow is the best time to give them a call or stop bytheir office. If they’re making an appearance at acounty fair, stop by and introduce yourself – this ishow we enact Federal change on a local level!

And one other note: I’m sure you all know that theMRF’s Meeting of the Minds is happening from the24th - 27th of September in Milwaukee. This is yourbest chance to learn from the brightest minds in mo-torcycle rights as to how to defend your freedoms. And it’s a great chance to have a lot of fun with like-minded individuals from across the country. There’s awhole slew of Minnesota folk that’s headed out toMilwaukee for the event, and I bet it would be easy toarrange a group ride with one of them.

If you need any additional information about what’shappening on the National level, need someone fromthe MRF to attend your chapter meeting, or want toset up a ride to the Meeting of the Minds, just give mea call. I can be reached at 952-334-6423, and I’m hereto help you defend your motorcycling freedoms.

Is it September already???? Bummer........It doesn'tseem like Summer has been here all that long.I hope everyone is going to have a great time at ourRally! I sure will! All of the Algona membership cards are mailed nowso if you didn't receive yours, please call me. If youhave your receipt then I can get you entered.

LEGISLATIVE REPORTTODD RIBA(952) [email protected] And To The PointGet out and talk to your elected of-ficials, they will be out and aboutin your communities. Get to know

them, most politicians really do like to talk to theirconstituents so give it a try. Please contact me if youhave any questions or concerns. We need to start talking about Bikerday, or the lackof. We have one more year of restoration at the statecapitol so we probably will have to skip Bikerdayagain. So now is the time to start planning mini Bik-erdays and financing them. It would be really greatif we could get every chapter to send a small dele-gation to the state capitol to lobby our elected offi-cials. Let me know if you need any help.Last but not least, I have been putting out the call toall members to contact their motorcycle insuranceproviders to ask them how much $25,000.00 of per-sonal injury protection (PIP) would cost per motor-cycle. I have received some responses but I needmore and all of you need know how much it willcost, not would, but will if we don’t get to work onthis. All I need is written (email, snail mail) re-sponse from your insurance provider. Verbal re-sponses or text messages are nice but they are notvery helpful, I want to catalog all of the responses.Remember, your agent works for you, if they don’twant to help then ask another agent. That’s it for now, so until next time, Stand And BeCounted.Todd

NCOM (National Coalition of Motor-cyclists) Report September.

Some may not be aware but one of our guest speakersfrom A.B.A.T.E. U this year was caught up in the park-ing lot fiasco in Waco. Paul was lucky enough to es-cape being shot dead by the LEO (Law EnforcementOfficers), he ducked behind a structure to avoid thecross fire. Unfortunately he was not lucky enough toescape being arrested and held on a $1,000,000.00bond.Paul has since been granted a bail reduction hearingand his bail was reduced from the original$1,000,000.00 to $25,000.00. I don’t think the chargesagainst Paul had been reducedwhen his bond was reducedjust the bail reduction. (By thetime you read this all chargesagainst him may be dismissed).By the time of the hearingLEO’s had accomplished whatthey wanted. Paul like manyothers had been held longenough to lose his job.I am under the firm belief thatthis was the intention of LEO'sand the judge setting bail. Theplan, keep the motorcyclists in-carcerated long enough so they

lose their jobs and to cause other financial and socialhardship. The crime if any that most of the 170 plusmotorcyclists may have been involved in did not jus-tify a $1,000,000.00 bail. The bail was another attemptto create hardship that may lead to some motorcyclistsseparating from the motorcycle or club community.Because many of the people arrested have had signifi-cant financial hardship caused by the extravagant bail, loss of wages or jobs motorcyclists are coming togetherto help. One effort is through the cooperation of theNCOM Christian Unity group, there are some T- shirtsavailable that will raise funds to help the victims. Theyare being sold for $20.00 each plus postage if needed.Funds raised will be used to pay utility bills, buy gro-ceries, purchase gas cards, or for other daily needs, itwill not be handed out in cash. If interested feel free tocontact me.Not much else to report right now as I am preparing to

go to Sturgis and the Hall OfFame induction breakfast. It willbe good to show support forRichard Lester as they honor himfor all he has done for motorcy-clists.I leave you with this thought, many in government are tryingto take your guns and ammuni-tion, will taking your motorcycleand your freedom of associationbe next?Be ever Vigilantfe

Chapter GrapevinesNORTHWESTDISTRICT DIRECTORMIKE JEPPESEN(320) [email protected] got back from Sturgis and all I can say is WOW!!! All the years I have been going out there this year was

far the best!!! But, then I say that every year. All those bikers!! Everyone got along!!! I remember the first year I did the Hills!! It wasback in the 70’s (Yes I’m getting older), I was sitting in study hall with some buddy's talking about what we were going to do duringthe summer. Not much studying going on, but, that’s another story!! Someone said, “lets take a motorcycle trip!!” Keep in mind, wehardly ever got away from the farm, let alone go out of state. Summer came, we packed the bikes, and with severe disapproval fromour parents, we were gone!!Freedom is not just a word it’s an adventure. We crossed the state line, and I remember thinking to myself, that we most definitelywere in uncharted territory. We were told to watch out for the Indians??!! We were all pretty gullible at that young age. As we gotcloser to the Missouri River our anticipation grew, what was on the other side? I kind of wished I paid more attention in geography. All of a sudden there it was the great Missouri River! As we crossed the river I noticed some people down along the shore line so wepulled over. Yep, three girls in bikinis time for a detour. We made our way back cross the river and down to the shore line. Wow thisis really cool. They even seen us and came up to talk to us. I think they were impressed by these out of state bikers!!!. Now these arethe kind of Indians I like to watch out for! We all seemed to hit it off so we talked and even ended up going swimming with them. What a blast!!OH OH!! grandkids are here, I’ll finish this story next month.See you on the roadFarmer Jeppe

The last month has been everything motorcycle and ithas been awesome. Many of us have been out enjoying all of it.There were quite literally a million people out in Sturgis for the75th Rally making it the biggest one yet. I was one of those mil-lion people that were out there for the big event. I met peoplefrom all over the world that were there to have a good time aswell. I met people from Holland, Norway, South Africa, andDenmark. I think the entire state of Minnesota was out there aswell. I have been out for the Rally several times but I havenever seen anything like this. Our Minnesota A.B.A.T.E. Rally is over as well. I really can’tcomment on that too much because as I’m writing this it hasn’thappened yet, so I’m going to say some stuff that may or maynot have happened. I won the motorcycle, the bike show, andthe tattoo contest. Can you believe the luck I’ve been having? Also the weather was perfect with no bugs and the bands wereamazing. Can you believe that Motley Crue showed up and did

a couple of songs with Rihno?! I can’t believe it myself. It is al-ways a good time to get together with so many people fromaround the state and just having a great time. This is our Rally, Ihope you really enjoyed it; even if all of the above things proba-bly didn’t happen.Don’t forget about our mileage challenge. You have until Octo-ber to rack up as many miles as possible and maybe get somehelp buying a tire. The days may be getting shorter but this isthe best time of year to ride in my opinion. Get out there andhave some fun. Thanks to Linda for hosting the last meeting at her house andmaking a feast for everyone before the meeting. I hope you gotthe message that the meeting location changed at out last meet-ing…after the Grapevine had been sent in.If you’re not on theemail list you shouldbe so you can get im-portant updates like ameeting change. Whatan incredible piece of property. Bruce made a lot of new sites, and the cul-de-sac that I camped at was really cool. I was sur-prised to see the new vendors this year and Austin Healyrocked the Pines. I encourage everyone to visit this place if youhaven’t already. It is a really neat place. I hope we can all con-tribute to A.B.A.T.E. financially with new memberships andfundraisers to help achieve this establishment.Speaking of memberships, our bake sale and membershipdrive was a huge success. Sand Dunes now has four new mem-bers! We met our goal of trying to sign up at least one newmember over an hour’s time. I was surprised to hear howmany people have never heard of A.B.A.T.E. It only confirmsmy thoughts that we need to be out spreading the word more.Little by little we can build this up. A big thank you to UpTown Off-Sale for letting us use their shack, we will definitelybe back!I’ve heard from a few people who had a fantastic time at Stur-gis this year, but my thoughts are with the families who losttheir loved ones at this year’s rally. Twelve deaths so far as I amwriting this article and that is saddening. It’s been perfectweather lately for riding and there is a lot more traffic on theroads with family vacations. I can’t stress enough to be awareof your surroundings, even when we are driving our vehicles, not just our motorcycles. Hope to see you at our Sum-mer Rally!“Tan lines fade, but thememories last forever. Get out and ride.Rozie, VP

Also, the State Rally will be Labor Day weekendagain this year. They need help with volunteers, so please keepin mind if you plan on attending the Rally, they could sure usea few hours of your time. Hoping that you will have time to at-tend the Rally or at least part of it, I know Labor Day weekendcan be a very busy time for a lot of folks, but it is good to sup-port our State Rally if you are able to. We will be working on planning our 2016 fundraiser in the up-coming months, so bring your ideas and suggestions and joinus at a meeting. We would love to have as much help as we canget so our fundraiser can continue to be successful. I know itseems like March is a million years away, however now is thetime to start considering helping out your chapter by taking onan officer position. You would be giving people a break alongwith getting a fresh perspective. It is essential to keep our chap-ter fun and interesting as well as bringing new and differentideas to the group. I highly recommend trying it, and trust me;no one will just dump things in your lap and expect you to runwith it. Most of us had held office forsome time and are always there tohelp. Sofrightening, because in my heart I know that people that I loveWILL be taken unless those fools are harshly reminded thatthey MUST stop it.PLEASE don't be foolish, and do be aware of the dangers outthere.Keep our military and their families in your thoughts andprayersBAM

SOUTHEAST DISTRICT DIRECTORNITA BAKER (507) [email protected]

I would like to start my article this month with a HUGE thank you to Jane Doyle. She did a fabulous job onA.B.A.T.E. University. If you see her on your rides this summer take a moment to thank her for all her hardwork. I hope to see many of you at the State Rally that is coming up. I will be very busy that weekend. The busier I

am the better I like it. I really hope that by bringing our rally back to Labor Day weekend that our attendance will reflect the change. The rally committee has done everything possible to promote the rally this year. They have many vendors coming thanks to Lori andJohn St. Clair. Frank Ernst was selling black t-shirts at our Board of Director's meeting in July that say "INNOCENT BIKER." Frank told me that$16.00 of each $20.00 shirt would be going to the Christian Bikers in the Waco area. The Christian Bikers are helping the bikers in theWaco area with gas cards, groceries, etc. with the proceeds. If you are interested in a shirt, I am sure Frank would be more than willingto hook you up. Thank you Frank for being willing to help us get financial support to those in that area. I am going to be working on getting a Share the Road program going in each of the chapters. I really feel that this program is muchunderutilized in our organization. My goal is to get this up and running in September. If anyone would be willing to help me get thisoff the ground, please feel free to give me a call or send me an e-mail. I am looking forward to the Meeting of the Minds in September in Milwaukee. I will be typing up a report for all the chapters when Iget back. Chapter Representatives please read your e-mails. Even though I cannot make it to every meeting every month, I still keep in touchwith you via e-mail. Each time I end my report I always say, "Together we ride free." This summer as you are out riding the greatroads of Minnesota take a moment in time and ask yourself what that means to you as a Minnesota biker. Ask yourself what you arewilling to do to keep riding free. Yes, we all have done many things in the past to keep our biker rights here, but what are you doingnow? As always, if you have any comments, questions or concerns please feel free to contact me. Together we ride free. Respectfully submitted, Nita Baker

Global Harmonization and Our Motorcycles: As reported bythe American Motorcyclist Association, the United NationsWorking Party 29, (WP 29), believes standardization develop-ments in Europe and Asia should be adopted in the USA.Some of the harmonization requirements include mandatoryanti-lock braking systems, stricter exhaust emissions stan-dards, mandatory helmet laws, turn signal visibility standards, sound emissions restrictions, andthe location and identification ofoperating controls. Break it down and think aboutthese mandates...................it addsup to conformity. It is an attack onindividual expression and creativ-ity. By the time you read this, it will berally time, and we are looking forward to seeing everyone. Weare anticipating a big year.It has been a difficult season for bikers in Minnesota. At thiswriting, there were about as many motorcycle fatalities thisyear as were recorded for all of 2014. A frightening number ofthese have been single vehicle accidents, or even rider error. This continues to illustrate the need for training and practice. How many of us have taken a course in the last 5 years? Doyou ever practice the skills that you learned? A couple ofhours in a parking lot practicing controlled quick stops mightsave your life one day!On the lighter side, fall is upon us, and that means party timefor the Straight Jackets! We have a pair of events in the comingmonths that we hope to see everyone at. First off, our chapteris celebrating its 25th anniversary in September. We will behaving a cookout on Saturday the 19th at Brown’s park inOwatonna, and everyone is welcome. Bring a dish to pass, maybe something to toss on the grill, drinks, lawn chairs. Thisis a family event (although a few of us might wind up at Reg-gie’s that evening), and we would like to have as manyA.B.A.T.E. members as possible come celebrate with us! Keepan eye on our Facebook page for more detail.November 14th will bring our annual Fall Bash. This is ourbiggest fundraiser, and has grown consistently over the pastfew years. It will be held at Reggie’s Brewhouse in Owatonna.Beer Bash runs from 7:00 pm -9:00 pm, after which there willbe live music, provided by the band Spooky Poodle. Therewill be a silent auction, door prizes, and sober cab to any of ourfine local lodging establishments. This is a really good time, and all are welcome.Heads high,---Keys
