In computer terms an “upgrade” refers to the replacement of a software program with a more recently released,enhanced version or a hardware device that provides better performance.CORE-CT will be “upgrading” the State of Connecticut PeopleSoft Financial and HRMS Systems to version 8.9. Theanticipated implementation date is during the winter of 2006. Version 8.9 will provide enhancements, new func-tionality and continued support to the existing software/system.

One good example of enhanced functionality is in the eProcurement module. Version 8.9 introducesseveral changes to the requisition entry process to improve its ease of use. This new version reduces the numberof steps needed to create a requisition from five to three!

The SCM Team attended PeopleSoft Accelerated training classes for the Purchasing and eProcurementmodules during the week of April 3rd. The extensive training covered all aspects of the eProcurement, Purchas-ing and Inventory modules coupled with an overview of Catalog Management and Assets. An in-depth comparisonof the new functionality in 8.9 to the current 8.4 version was also introduced throughout the week.

There has been on going research and testing performed by the Supply Chain Managment staff, to ascer-tain which new functionality and enhancements will best serve the State of Connecticut.

DAS Procurement Services is pleased to announce the release of a new training video entitled “Environmental Requirementsfor State Contracting.”

The Environmentally Preferable Purchasing (EPP) program within the Procurement Services division of the Departmentof Administrative Services promotes purchasing practices that utilize economic resources in a manner that conserves thesource of the commodities purchased. This training video offers a complete explanation of what EPP is, as well as informationabout the environmental requirements for state contracting that could affect your agency.

Find out about the basics of life cycle cost analysis, which utilizes readily available information to determine how mucha product actually costs the state to buy, run and dispose of. Learn about resources like Green Seal, Energy Star and theEnvironmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG) that you can incorporate into your Bidsand Request For Proposals.

Governor Rell Issues Executive Order No. 14Agencies to Transition to Environmentally/Health FriendlyCleaning and Sanitizing Products

Governor M. Jodi Rell recently issued Executive Order No. 14 directing executive branch state agencies toprocure and use cleaning/sanitizing products having properties that minimize impacts to human health andthe environment. In addition, executive branch and all higher education agencies and institutions whenprocuring or contracting for cleaning and/or sanitizing services will require entities providing such servicesto use such cleaning/sanitizing products.

This Executive Order calls for state agencies to transition to environmentally and health-friendly cleaningproducts in a manner that is financially feasible, commercially reasonable and practical. This means thatagencies should begin using “green” cleaning products as soon as possible, but in a manner that “avoidsthe waste of existing inventories, accommodates establishment of supply chains for new products, enablesthe training of personnel in appropriate work practices and allows the phase-out of products and practicesinconsistent with the Order.” Changing over to environmentally and health-friendly cleaning products won’t

happen over night. It will be gradual and Procurement Ser-vices will work with you to make it as smooth a transition aspossible.
