Information was received on 20/01/2012 by SI Paramjeet Singh that a foreign national involved in trafficking of drugs would be coming by Air from Mumbai with a huge consignment of Cocaine. On this a trap was laid at the domestic arrival area of Exit Gate and the parking of IGI Airport. The foreign national was identified as soon as he exited and he was apprehended near the parking. He was identified as Paul Dika Acquah (aged 32 years) s/o Acquah r/o Free Town, Accra Ghana. Total 200 Gms of Cocaine concealed in 100 gm each in his shoes were recovered. The cocaine was concealed in a polythene pack and was kept in the sole of the shoe. A case under the appropriate sections of the law was registered. Paul Dika Acquah was subjected to intensive interrogation. It was revealed that Paul Dika Acquah came to India in October 2010 on a Business VISA. He started export business of clothes from Mumbai. After some time he travelled back to his country and returned to India in November, 2010. He again started dealing in woman garments and woman shoes. He visited Triupur, Tamil Nadu and Mumbai for his business purpose. In Mumbai he came in contact with another Ghana national Timoti @ Cross. He introduced Paul Dika Acquah to the drug trafficking trade. He started carrying drugs for Timoti @ Cross to various places. Later he went back to the Ghana and came back again to India in December, 2011 via Johannesburg as he was denied Indian Visa from Ghana which he could succeed in getting from South Africa. After his arrival again in December, 2011 he was continuing his drug trafficking activity. He further disclosed that he trafficked cocaine by concealing the drug in his shoes while travelling by Air to avoid detection. Efforts are being made to apprehend Timoti @ Cross. Further investigation is in progress.

Manjeet Singh under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended a foreign national involved in trafficking of drugs and have recovered 200 Gms of Cocaine. The Cocaine recovered is worth Rs. 2 Crore (Approximately) in the International Market.

Information was received on 20/01/2012 by SI Paramjeet Singh that a foreign national involved in trafficking of drugs would be coming by Air from Mumbai with a huge consignment of Cocaine. On this a trap was laid at the domestic arrival area of Exit Gate and the parking of IGI Airport. The foreign national was identified as soon as he exited and he was apprehended near the parking. He was identified as Paul Dika Acquah (aged 32 years) s/o Acquah r/o Free Town, Accra Ghana. Total 200 Gms of Cocaine concealed in 100 gm each in his shoes were recovered. The cocaine was concealed in a polythene pack and was kept in the sole of the shoe. A case under the appropriate sections of the law was registered.

The application of production warrant was put up before the Hon'ble Trial Court of Shri TS Kashyap, ASJ, Court No-69, Karkardooma against the aforesaid accused apprising the Hon'ble Court with all the facts and circumstances. After due satisfaction of the Hon'ble Court, the accused was called upon through production warrant and he was formally arrested.

FIR NO 56/08 U/S 365/328/397/304/34 IPC PS SEEMA PURI, DELHI.

In this case it is specially emphasized that the present accused person alongwith his 6 other associates abducted one loaded tempo with driver and cleaner near Apsara Border. The driver and cleaner were drugged and dismounted and thrown out from tempo in unconcious condition near Tibbati Basti, DDA park. The driver Dilip Mishra was admitted in Hospital where later on driver Dilip mishra succumbed due to drug poisoning. Thereafter the goods of tempo were unloaded in one godown at Rohini. Later all the accused persons were arrested and part of case property was recovered. The present accused was granted bail by Hon'ble Court in the present case. During trial proceeding of the present case, he did not appear before the Hon'ble Court. He formed his own gang and started drug peddling and he was arrested by Special Cell in 2010. During

interrogation he did not reveal about his past involvements including his involvement in the present case to Special Cell.

The staff involved in good work is being rewarded suitably.

prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. and whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late nigh hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

2. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec.144 Cr. P.C, 1973 (No.2 of 1974) read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i)UTL dated 09.09.2010, I, K.P.S. Malhotra, Asstt. Commissioner of Police, Sub-Division Rohini, Outer District, Delhi do hereby make this written order that all such organizations like BPOs, Corporate & and Media

Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Rohini, Outer Distt. Delhi shall:- a) Maintain a data base of all employees, security personnel, cab drivers and

contractual workers working with them, for access by the police as and when required.

b) Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

c) Ensure verification of antecedents of all their employees including contractual employees.

d) Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employees of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8PM to 7AM.

e) Choose the route in such manner that as far as possible a women employees is not the first one to be picked up or the last to be dropped.

f) Ensure that during the night hours the cab involved in transportation of women employees drops such employees right at their houses, remains halted at the point where a women employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

h) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees.

4. These orders shall come into force with effect from 22.01.2012 and shall remain in force for a period of 60 days i.e. up to 21.03.2012(both days inclusive) unless withdrawn earlier.

7. Any person/employer/ transporter etc. contravening this order shall be liable to e punished in accordance with the provision of Section188 of the Indian Penal Code, and

8. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of all DCsP, Addl. DCsP/ACsP, Tehsil offices of the Districts, all Police Stations concerned and the offices of the NDMC and MCD.

With the arrest of Anuj Saini (Age 30 yrs) s/o Sh.Ram Lal Saini r/o C-68, Sai Kunj, New Palam Vihar, Gurgaon, Haryana, South West Distt. Police has succeeded in solving the sensational the rape case in a short span of period. Santro car used in commission of crime has been recovered. Mobile phone of the victim has also been recovered. GIST OF CASENisha (name changed) reported that she is working in an upmarket Mall in Gurgaon, Haryana. On 18.01.2012 in the evening after office, she was

returning to her residence in Mahipalpur. She reached IFFCO Chowk and started waiting for a vehicle going towards Mahipalpur. At 9 PM a Santro car/taxi came and stopped near her and the occupant offered her a lift. She instantly stepped as it was very cold outside but she found herself alone in the car with the unknown driver. After driving some distance, the driver took the vehicle in a wrong direction on a lonely road instead of going on the Mahipalpur road. Suspecting his intentions, she immediately protested but the driver of car kept on driving unmindful of her protest. Thereafter she tried using her mobile to call her relatives however, she was beaten up and forcibly taken to an isolated place in the area of Dwarka where she was raped and dumped at a short distance. Upon this, a case under relevant sections of law has been registered and investigation entrusted to a team of officials of South West Distt.BREAKTHROUGH

This case was a major challenge for the police and the investigation was taken up in the right earnest. A detailed investigation plan was drawn up and several crack teams under the supervision of Sh.Samay Singh,ACP/Dwarka was formed to collect evidence, gather information and pursue the available leads. Several sources were deployed to collect intelligence in the area. All the available resources of the district were deployed to work out the case at the earliest. Sensing the gravity of the case three teams led by Inspr.Bhagwan Singh, SHO/Dwarka Sec-23, Sh. Ranjit Singh Dakka, Inspr/ Ops /SWD and Sh. Subhash/Inspr. Investigation/PS Bindapur swung into action. Team led by Inspr. Rajit Dakka conducted the survey of the areas adjoining the scene of crime and succeeded in obtaining vital clues including two debit cards suspected to belong to the accused. The debit cards found on the scene of crime was later found in the name of one Anuj Saini alongwith his other personal details. On the basis of the above information the police teams managed to locate the address of the suspect. Thereafter a massive manhunt was launched to nab the accused. However, he was not found present in the given address.

Dedicated team members spent sleepless consecutive nights to nab the perpetrator and left no stone unturned to achieve the task assigned to them and continuously kept on following the leads provided by the sources. Acting on an information a team led by Inspr Subhash was immediately dispatched to Jaipur and team led by Inspr. Ranjit Dakka laid a trap around the office of the suspect i.e. Sushant Shopping Arcade, Sushant Vihar, Gurgaon, Haryana but the accused could not be nabbed. However the teams did not lose hope and maintained their untiring efforts. Several family members of the accused were interrogated but his whereabouts could not be ascertained.

Finally, today (i.e 23.01.2012) a team led by Inspr.Bhagwan Singh got an information from reliable sources that the perpetrator would come to his residence to pick up some money and clothes and would immediately leave

for a hill-station in order to evade arrest. Upon this, the team swung in to action and laid a trap around the residence of the accused and succeeded in overpowering and apprehending him. INTERROGATION

Accused was subjected to sustained interrogation. Initially he tried to hoodwink the police by narrating the story of ill health of his wife. Further he tried to mislead the police by stating that on the fateful night he was in Jaipur. But when he was confronted with hard facts, he could not give any satisfactory reply and broke down. He confessed his involvement and admitted having committed the crime.

During interrogation accused Anuj Saini disclosed that on 18.01.2012 he was returning to his residence via IFFCO Chowk, Gurgaon where he saw a girl who was asking for lift to Mahipalpur. Instantly he was attracted towards her and he drew up a plan to take her to a secluded place in order to commit crime. As per the plan, he politely offered her a lift in order to win her confidence. After the girl got into the car he picked up casual conversation with her and after driving for a kilometer he left the high way and began driving towards Dwarka through by-lanes. Upon this the victim got alarmed and began protesting vehemently. However he suppressed her voice by raising volume of the car stereo and locked the car with the help of central locking system. She also tried to contact one of her relatives on her mobile phone but he immediately snatched it away from her. Thereafter he threatened her to keep quite and continued driving towards the rural areas of South West Distt. Upon reaching a dark and deserted spot he once again terrorized her and managed to rape the victim in an open field behind bushes.

With the arrest of Pawan Kumar Varanwal @ Bengali s/o Ramji Lal r/o H.No. 208, Gali No. 22, Khajuri Khas, Delhi the staff of PS Prashant Vihar busted a racket of bogus surety .

Brief facts:-

On 18.1.2012 an order was received from the Hon’ble Court of Sh. V.K. Jha, Metropolitan Magistrate, Rohini Court that in case FIR No. 167/10 u/s 379/411 IPC PS Jahangir Puri one person namely Vijay Bansal stood surety. Accused was released on bail. However, when accused did not appear in the court for trial, Hon’ble Court of V.K. Jha issued notice of surety Vijay Bansal. On the notice of the court one man appeared in the court and submitted that he is Vijay Bansal and produced all his documents in the court. He further intimated the court that he never stood surety in this case. Consequently Hon’ble Court passed direction for registration of case. In furtherance of orders of the Hon’ble court a case vide FIR No. 34/12 u/s 420/468/471 IPC was registered at PS Prashant Vihar, Delhi. This is totally blind case in which no clue was available.

Investigation:-

To crack the gang of bogus surety, a team comprising of SI Puran Chand I/C PP Rohini court, HC Rakesh No. 155/OD, HC Balwan No. 505/OD constituted under leadership of Insp. Ram Avtar SHO/ Palrashant Vihar and overall supervision of Sh. Laxmi Narain ACP/ Prashant Vihar. The team worked relentlessly. SI Puran Chand alogwith staff searched the accused and obtained photograph of the accused affixed on the bail bond. On seeing the photograph of accused SI Puran Chand, I/c PP Rohini Court and HC Rakesh No. 155/OD recognized him as the same person who was arrested by them in case FIR No. 212/11 u/s 420/468/471 IPC PS Prashant Vihar. They intimated the IO ASI Ram Rattan about the same and also intimated him that he is running in Judicial Custody. IO moved an application in

the Hon’ble Court of Sh. Manish Khurana, MM to issue production warrant. As the accused is produced in the court, his photograph on the bail bond as submitted in the court of Sh. V.K. Jha, MM, Rohini Court matched with him. Thus he was arrested in the case and a blind case of bogus surety solved.

Pawan Kumar Varanwal @ Bengali s/o Ramji Lal r/o H.No. 208, Gali No. 22, Khajuri Khas, Delhi is a poor man originally belongs to Darbhanga Bihar. He came in Delhi about 20 years back. He is alcoholic addict. As he is very weak and feeble and unable to work he started looking for easy money.To fulfil his lust for alcohol and to feed his family consisting of wife and three daughters he started giving bogus sureties in association of Munna and Nimmi of Tis Hazari.
