World Trade Organization was firstformed in 11.1.1995 with an umbrella of 135member nations which is the culmination ofGATT Negotiations which is rule-based. It wasstill-born as the International TradeOrganization (ITO) as part of 1944 Bretton-Woods agreement which created the WorldBank and International Monetary Fund. InNovember 2001, WTO launched a full frontalattack on its sovereignty. With the DohaRound of Negotiations which has continuedever since has failed to reach a Consensus Trade Agreement in 2001and then again in Cancum in 2003, Paris in 2004, Hongkongin 2005,Geneva in 2006 and again in 2008. As early in 1994, it was evident thatthe WTO Charter, a 29000 page, 300Pound monstrosity was a TrojanHorse for economic planning and world order on trade matters.

Bali is an island in Indonesia where 159 countries met to hammerout a world deal. WTO celebrates the first ever global agreement after18 frustrating years, which is historic, laudable and path-breaking.The discussions were long drawn and pulsating. The most prominentfeature is the agreement on trade facilitation, a multi-lateral deal tosimplify uniform custom procedures by reducing costs and tradebarriers between the nations, improving their speed and efficiency.

The WTO studies reveal that the Bali package has the potential tobring benefits for 400 billion dollars and 1 trillion through reduction intrading costs which will also generate more than 20 million jobs addingto the 3.2 billion people already working, reducing the cost of businessdoing internationally by between 10-15 percent.The pact will alsoimpact making it easier for Indian exports which is a real boost to thesector.

The last minute dogged protest by India, Cuba, Bolivia, Nicaragueand Venezuela was considered and at last allowed in offering subsidiesfor their food procurement programs. India will be a great benefactorsince the total food subsidy to the tune of 45 billion dollars in 2012-13as per revised estimates of the expenditure budget this year. Butoffering subsidy was restricted only to a period of 4 years. DirectorGeneral of the WTO, Roberto Azeredo exuberantly elated andannounced the successful culmination of days of difficult negotiationsto arrive at the first unanimous agreement in the history of the WTO,the approval of the Bali package. He commented that for the first timein our history, WTO hopefully delivered. This time the entiremembership came together to put the world back into WTO.

WORLD VIEWS : BBC stated that the package agreement to globaltrade worth 1 billion dollars is appreciable. New York times commentedWTO reaches global trade deal. Reuters commented WTO reaches itsfirst ever trade deal. Thus the mankind has been saved from extinctionthrough the work of 160 diplomats with best of interests labouringthrough nights during the birth of the agreement. Tom Miles of Reutersnoted there were two possible outcomes like global trade agreement isa failure that kills the Doha round of Trade talks and casts the WTOinto obsolescence.

According to Peterson Institute for international academics, USAsaid the Bali package could create one trillion dollars worth of globalactivity and add 20 million new jobs, lower the cost of doing businessinternationally. What was accomplished was a slight lessening of traderestrictions through relaxing some red-tape mechanisms. Associationof Indian Industries have whole-heartedly welcomed the agreementthat will benefit Indian exporters to a large extent and shift away focusfrom preferential trade arrangements into free-trade agreements withoutlimiting any cap on exports. CII commented that the accord will boosttransparency and predictably help reduce business transaction costs.

The associate Chamber of Commerce and industry felt theagreement on food security would ensure a fair deal to vulnerablesections of the society. Engineering Export Council commented thatlife could be much easier in view of uniform transparent and efficienttransactions across the world.

All India KisanSabha appreciatesthat support subsidy for poorfarmers across all developing countries gets safeguards against WTOrule. John Hillary war on want, a UK Based group said that the dealhave failed to secure permanent protection to country to safe guardthe food rights, gather people especially hundreds and millions to theprospect of hunger and starvation, simply in order to satisfy the dogmaof free trade.

If you ask most people what is their one major objective inlife, they would probably give you a vague answer, such as,"I want to be successful, ( OR ) I want to be happy ( OR ) I wantto make a good living,"

Goals must be SMART:

1. S—for specific.

For example, "I want to lose weight." This will not work. Itbecomes a goal only when you decide something like : " I will lose10 pounds in 90 days."

2. M--must be measurable. If we cannot measure it, we cannotaccomplish it. Measurement is a way of monitoring our progress.

3. A--must be achievable. Achievable means that it should beout of reach enough to be challenging but it should not be out ofsight, otherwise it becomes an impossible goal & hencedisheartening.

4. R--realistic. A person who wants to lose 50 pounds in ~30days is being unrealistic.

5. T--time-bound. There should be a starting date and afinishing date. Decide on a goal & decide on a time frame toachieve it.

CAPSICUM RICEIngredients: 1 cup – Basmati rice

/ Raw rice, 1 no – Capsicum / Greenbell pepper (chop into big pieces), 1/4 tsp – Turmeric powder, Salt asneeded, 1 1/2 tbsp – Coriander leavesfor garnishing

For grinding: 2 tbsp – Corian-der seeds, 2 tbsp – Split black gram,2 tbsp – Peanuts, 2 or 3 nos – Dried red chillies.

Seasonings: 2 tsp – Oil,1/4 tsp – Mustard seeds, 1/4 tsp – Cuminseeds, 1/2 tsp – Bengal gram, 4 or 5 nos – Curry leaves, 1 pinch Asa-foetida

Method: Heat a pan, dry roast red chillies, peanuts, corianderseeds and split black gram each separately until slightly golden brown.Allow them to cool and then grind them to a fine powder. Set aside.

Wash and pressure cook rice for 2 or 3 whistles or until well cook.Let it cool. Heat oil in a pan, season with items given for seasoning.Add chopped capsicum, turmeric powder and required salt, saute untilcapsicum is 3/4 done.

Add ground masala powder and saute for 2 to 3 mins. Finally addcooked rice and chopped coriander leaves, mix everything well to-gether. Spicy capsicum rice is ready to serve.
